The Removal of Whitlam
MAKING A DEMOCRACY to run things, any member could turn up to its meetings to listen and speak. Of course all members cannot participate equally in an org- anisation, and organisations do need leaders. The hopes of these reformers could not be realised. But from these times survives the idea that any governing body should consult with the people affected by its decisions. Local councils and governments do this regularly—and not just because they think it right. If they don’t consult, they may find a demonstration with banners and TV cameras outside their doors. The opponents of democracy used to say that interests had to be represented in government, not mere numbers of people. Democrats opposed this view, but modern democracies have to some extent returned to it. When making decisions, governments consult all those who have an interest in the matter—the stake- holders, as they are called. The danger in this approach is that the general interest of the citizens might be ignored. The removal of Whitlam The Labor Party captured the mood of the 1960s in its election campaign of 1972, with its slogan ‘It’s Time’. The Liberals had been in power for 23 years, and Gough Whitlam said it was time for a change, time for a fresh beginning, time to do things differently. Whitlam’s government was in tune with the times because it was committed to protecting human rights, to setting up an ombuds- man and to running an open government where there would be freedom of information. But in one thing Whitlam was old- fashioned: he believed in the original Labor idea of democracy. -

It looks at the co-operation between Special Operations Australia, Special Operations Executive of Britain and the US Officeof Strategic Services and their actions with and against each other during the Pacific War. Based on hithertounused archival sources, it argues that the cancellation of 'Kingfisher' - and the failure to rescue the Sandakan prisoners - can be explained by the motivations, decisions and actions of particular British officers in the interplay of the wartime alliance. The politics of wartime alliances played out at both the level of grand strategy but also in interaction between officers within the planning headquarters in the Southwest Pacific Area, with severe implications for those most directly affected. Journal of Military and Strategic VOLUME 14, ISSUE 1, FALL 2011 Studies ‘Something is wrong with our army…’ Command, Leadership & Italian Military Failure in the First Libyan Campaign, 1940-41. Dr. Craig Stockings There is no question that the First Libyan Campaign of 1940-41 was an Italian military disaster of the highest order. Within hours of Mussolini’s declaration of war British troops began launching a series of very successful raids by air, sea and land in the North African theatre. Despite such early setbacks a long-anticipated Italian invasion of Egypt began on 13 September 1940. After three days of ponderous and costly advance, elements of the Italian 10th Army halted 95 kilometres into Egyptian territory and dug into a series of fortified camps southwest of the small coastal village of Sidi Barrani. From 9-11 December, these camps were attacked by Western Desert Force (WDF) in the opening stages of Operation Compass – the British counter-offensive against the Italian invasion. Italian troops not killed or captured in the rout that followed began a desperate and disjointed withdrawal back over the Libyan border, with the British in pursuit. The next significant engagement of the campaign was at the port-village Bardia, 30 kilometres inside Libya, in the first week of 1941. There the Australian 6 Division, having recently replaced 4 Indian Division as the infantry component of WDF (now renamed 13 Corps), broke the Italian fortress and its 40,000 defenders with few casualties. The feat was repeated at the port of Tobruk, deeper into Libya, when another 27,000 Italian prisoners were taken. -

Interpreting the war: Australia’s Second World War art The Australian War Memorial’s original purpose was to commemorate the 60,000 Australians who had fought and died overseas during the First World War; however, by the time the building opened on Armistice Day, 1941, the nation was involved in another world war, with official war artists already appointed and, indeed, at work in the Middle East. Both a shrine and a museum, the Memorial aimed to give people a better understanding of war through the display of “relics” such as uniforms or military artefacts, official and private records, photographs, and the commissioned works of art. The success of the First World War art program, based on the British and Canadian war art schemes, made it an appropriate model for the Second World War scheme. The new program eventually expanded to 35 artists, including for the first time three women. The scheme was originally run by the Department of the Interior, but in 1941 control of the scheme, including the appointment of artists, was transferred to the Memorial. The key figures in managing and shaping the art scheme were all veterans of the First World War: all had experiences in collecting relics and records and had been closely involved in the Memorial’s development. The Memorial’s Art Committee had three members: Charles Bean (the Australian official war historian); General Sir Harry Chauvel (the Australian commander in Egypt and Palestine during the First World War); and Louis McCubbin (an artist, who was also director of the Art Gallery of South Australia). -

Chapter 21 RELATIONS WITH THE HOUSE OF REPRESENTATIVES N A BICAMERAL SYSTEM the conduct of relations between the two houses of the legislature is of I considerable significance, particularly as the houses must reach full agreement on proposed legislation before it can go forward into law, and action on other matters also depends on the houses coming to agreement. In practice, under the system of government as it has developed in Australia, relations between the two Houses are relations between the Senate and the executive government, as the latter, through its control of a disciplined party majority, controls the House of Representatives. This chapter could well have been combined with Chapter 19, Relations with the Executive Government. There is value, however, in treating the matter on the basis of the constitutional assumption of dealings between two representative assemblies, as this pattern may in certain circumstances, for example, a government in a minority in the House, reassert itself. The Constitution contains some provisions regulating relations between the Houses: • section 53 provides some rules relating to proceedings on legislation • section 57 provides for the resolution of certain disagreements between the Houses in relation to proposed legislation by simultaneous dissolutions of the Houses. The rules contained in section 53 are dealt with in Chapter 12, Legislation, and Chapter 13, Financial Legislation. Simultaneous dissolutions under section 57 are dealt with in this chapter. The standing orders of the Senate provide more detailed rules for the conduct of relations between the Houses, particularly in relation to legislation. In so far as these rules regulate relations between the Houses generally, they are also dealt with in this chapter, and in so far as they relate to legislation they are dealt with in more detail in chapters 12 and 13. -

This series aims to broaden and deepen our ideas about joint and focus our vision through a single warfighting lens. The ADF’s activities have not existed this coherently in the joint context for quite some time. With the innovative ideas presented in these pages and those of future submissions, we are aiming to provoke debate on strategy-led and evidence-based ideas for the potent, agile and capable joint future force. The simple nature of ‘joint’—‘shared, held, or made by two or more together’—means it cannot occur in splendid isolation. We need to draw on experts and information sources both from within the Department of Defence and beyond; from Core Agencies, academia, industry and our allied partners. You are the experts within your domains; we respect that, and need your engagement to tell a full story. We encourage the submission of detailed research papers examining the elements of Australian Defence ‘jointness’—officially defined as ‘activities, operations and organisations in which elements of at least two Services participate’, and which is reliant upon support from the Australian Public Service, industry and other government agencies. Different approaches to implement NATO’s operation plans by the alliance partners, 1955-1988 LTC Helmut R. Hammerich Military historians love studying battles. For this purpose, they evaluate operation plans and analyze how these plans were executed on the battlefield. The battle history of the Cold War focuses first and foremost on the planning for the nuclear clash between NATO and the Warsaw Pact. Although between 1945 and 1989-90 the world saw countless hot wars on the periphery of the Cold War, the “Cold World War,” as the German historian Jost Dülffer termed it, is best examined through the operational plans of the military alliances for what would have been World War Three. To conduct such an analysis we must consider Total War under nuclear conditions. Analyzing the war planning, however, is far from easy. The main difficulty lies in access to the files. The records of both the Warsaw Pact and NATO are still largely classified and therefore relatively inaccessible. Nor is access to the archives in Moscow two decades after glasnost and perestroika at all encouraging. At the request of historians, NATO has begun to declassify some of its key documents. Nonetheless, the specific details of the nuclear operational planning will continue to remain inaccessible to historians for the foreseeable future. As an alternative, historians then are forced to rely on collateral documents in the various national archives or on the compilations of ©Centre of Military and Strategic Studies, 2014 ISSN : 1488-559X VOLUME 15, ISSUE 3, 2014 diverse oral history projects.
