Coconino National Forest – Red Rock Ranger District GS-462-05 Permanent Full Time Recreation Technician – Outfitter and Guide Program Outreach deadline April 8, 2013

The incumbent of this position will support the administration of the outfitter and guide program on the Red Rock Ranger District. This program is one of the largest in the nation and includes balloon, jeep, ATV, kayak, raft, and mountain bike tours, metaphysical and hiking tours, weddings and special recreation events such as races. This requires administration of permits including substantial office and field presence. The position is supervised by the GS-7 program technician and conducts permittee inspections, compliance, and training. Incumbent assists with data collection and analysis related to commercial uses. He/she will be trained in the Special Uses Data base (SUDS) for reporting purposes. This position will also be available to provide trails and dispersed recreation support on the Ranger District.

In addition to formal inspections of permitees, this position provides an essential and regular field presence to monitor permitee activities for compliance with the terms and conditions of their permits. The incumbent also makes contacts with un-permitted tour operators to educate them about Forest Service regulations and conducts enforcement as appropriate. This position is required to work most weekends.

THE POSITION

This position is located in Sedona, . The area of responsibility for this position includes the diverse environment of the Red Rock Ranger District. The district supports a very high level of recreation (1.4 million visitors/year) including commercial guiding with over 30 permitted companies. Most outfitter and guide activities occur in very high use areas surrounding the community of Sedona, Arizona.

THE SETTING

Page 1 of 4 The Coconino National Forest consists of four Ranger Districts covering approximately 1.8 million acres. The Forest is located in Northern Arizona and is characterized by a broad of ponderosa pine and many rocky, slot of the transitioning to the Upper Sonoran desert areas of the Verde Valley.

The Red Rock Ranger District is situated in the Verde Valley, and its “red rock country” is world renowned for its sensational red sandstone mountains, cliffs, spires, , and mesas of Sedona, Arizona. Diverse vegetation is found within the District; mixed canyons exist at higher elevations, ponderosa pine forests and pinyon/ woodlands dominate the mid-elevation sites, and desert and grasslands are present at the lower elevations. Numerous riparian areas and perennial rivers and creeks are also present on the District. The runs north to south through the valley and is fed by numerous tributaries; Sycamore Creek, Oak Creek, Dry and Wet Beaver Creeks, West Clear Creek and .

Forty-six permanent employees and an additional twenty temporary employees work at the Red Rock Ranger District. There are approximately 300 volunteers who work for the District.

DUTY STATION

Housing There is no Government housing available. There is good availability of rental housing in the Verde Valley. The incumbent’s duty station is the new Red Rock Ranger District office located along Highway 179 one mile south of the community of the Village of Oak Creek and approximately eight miles south of Sedona, Arizona. Located in the Verde Valley within County, the Red Rock Ranger District office is within easy commuting distance (8-20 miles distance) of the entire Verde Valley and its numerous small communities. The Verde Valley communities include: Rimrock (population 2,000), Village of Oak Creek (population 3,500), Sedona (population 11,000), Cottonwood (population 18,000), Camp Verde (population 12,000), Cornville (population 3,800), Clarkdale (population 3,500), and McGuireville (population 700). The Verde Valley is about a two hour drive north from Phoenix, Arizona and a 45-minute drive south of Flagstaff, Arizona.

Recreation Northern Arizona has some of the best recreation opportunities anywhere, including horseback riding, mountain biking, hunting, fishing, hiking, cross-country skiing, down-hill skiing, outdoor swimming pools, numerous golf courses, kayaking, river rafting, Little League, soccer, baseball, softball, volleyball, tennis and basketball. The Red Rock Trail system and Sedona Urban Trails and Pathways System provides great hiking, equestrian and mountain biking opportunities. Nearby National Parks and Monuments include: the Grand , Montezuma's Well and Castle, Tuzigoot, Walnut Canyon, Monument Valley, Painted Desert, Petrified Forest and . Numerous State Parks are located in the area including Dead Horse Ranch, Fort Verde, Slide Rock, Jerome and Red Rock State Parks.

Motels and Restaurants There is no shortage of motels or restaurants in the community, with Sedona being the second most popular tourist destination in Arizona after the .
