The municipality of Negotino in cooperation with the Ludwig Boltzmann Institute of Human Rights BIM-FV, Skopje worked on the preparation of the Strategy for Social Inclusion, Social Protection and Alleviation of Poverty within the frameworks of the Project Social Inclusion and Human Rights in Macedonia, nanced by the Austrian Development Cooperation (ADC).

Our municipality was selected, among 8 other municipalities, to promote and implement the human rights based approach in the local development planning, as well as to participate in the preparation of strategies for alleviating poverty and social exclusion.

To this aim, a Local Partnership Group was created, consisting of representatives from the local self-government, the Council of the Municipality of Negotino, the civil sector, representatives from public institutions, the business sector and local communities in order to enable greater participation in the creation of the Strategy for Social Inclusion, Social Protection and Alleviation of Poverty.

The members of the Local Partnership Group participated at many training sessions for preparation of the Strategy:

• The rst training was on project cycle management and preparation of project –proposals; AND SOCIAL PROTECTION FOR SOCIAL INCLUSION, STRATEGY OF NEGOTINO THE MUNICIPALITY POVERTY IN ALLEVIATING • Workshop on non-discrimination and gender equality; • Workshop on human rights based approach in the elaboration of local development strategies; • Strategic planning workshop • Action planning workshop. 3 In the process of preparation of the Strategy, focus groups were organised where representatives from marginalised groups participated. Therefore, their needs and problems were discovered and were taken into consideration when the priorities of the most vulnerable and poor groups were de ned.

The Municipality of Negotino supports the Project and co- nances the implementation of a micro-project from the priority areas for improving the living conditions of the most vulnerable groups of citizens.

The creation of such strategic document, to a large extent, helps the municipality of Negotino to prepare its future plans, and to nd and oer suitable solutions in dealing with the problem of poverty.

Mayor of the Municipality of Negotino Pane Trajkov EXECUTIVE SUMMARY

The preparation of the Strategy for Alleviation of Poverty and Social Inclusion at Local Level in the Municipality of Negotino is an initiative of the Ludwig Boltzmann Institute of Human Rights (BIM-VF Skopje), within the frameworks of the Project Social Inclusion and Human Rights in Macedonia nanced by the Austrian Development Cooperation. The Strategy for Alleviation of Poverty and Social Inclusion applies the human rights based approach. This approach is used for improving the processes of planning, the implementation and the monitoring of the progress. Using the human rights based approach in the process of planning guarantees that the priorities, the measures and the activities in the strategies and the action plans will be based on the current situation and on the real needs in the community. The process particularly focuses on strengthening the vulnerable and poor persons, allowing them to express their needs to the decision-makers.

The municipality of Negotino is located in the central part of the Republic of Macedonia, in the area of middle Povardarie.

According to the last census of the population, in 2002, there were 19.212 citizens; the ethnic structure of the population was as follows: Macedonians 92.48%, Albanians 0.16%, Turks 1.26%, Roma 2.36%, Vlachs 0.07%, Serbs 3.26%, Bosnjaks 0.01% and other 0.40%.

In the process of strategic and action planning, the working group identi ed the following vulnerable groups of citizens in the municipality of Negotino: 1. Unemployed persons 2. Neglected children and youth 3. Persons with mental or physical disability (disabled persons); 4. Victims of family violence; 5. Drug users or injecting drug users 6. Single parents; 7. Roma; 8. Elderly people.

The following strategic priorities and objectives were de ned at the workshops to improve the position of the vulnerable groups:

4 Strategic priority 1: Alleviating poverty in the municipality of Negotino Strategic objective1.1.: Increasing national and foreign investments for 10%, by 2016, in the municipality of Negotino; Strategic objective 1.2.: Decreasing the unemployment for 10%, by 2015, in the municipality of Negotino;

Strategic priority 2: Social inclusion of vulnerable groups in the municipality of Negotino

Strategic objective 2.1.: Active inclusion of over 50 to 100 neglected children in an education centre by 2015 in the municipality of Negotino; Strategic objective 2.2.: Active inclusion of 50 persons with disability within the available facilities in the municipality of Negotino; Strategic objective 2.3.: Inclusion of Roma population in the educational and social life

Strategic priority 3: Social protection

Strategic objective 3.1.: Increasing the budget allocations of the municipality of Negotino for one-time nancial assistance for 10%, by 2015; Strategic objective 3.2.: Improving all forms of institutional and extra-institutional support for vulnerable groups, by 2015; Strategic objective 3.3.: Continuous participative nancing of already existing services in the municipality of Negotino; Strategic objective 3.4.: Increasing the level of coordination between the institutions in the municipality of Negotino; Strategic objective 3.5.: Strengthening the capacities of the municipal administration for providing new forms of social protection to all vulnerable groups in the community; Strategic objective 3.6.: Establishing mechanisms for identifying, consulting and including poor and vulnerable groups in decision-making processes and their implementation. INTRODUCTION

1. Process of Preparation of the Strategic Plan for Alleviation of Poverty and Social Exclusion

The preparation of strategic documents for alleviating poverty and social inclusion at local level is a competence of the Ludwig Boltzmann Institute of Human Rights in cooperation with the Ministry of Labour and Social Policy within the framework of the joint project Social Inclusion and Human Rights in Macedonia, nanced by the Austrian Development Cooperation.

The municipalities selected for the project are: Berovo, Pehcevo, Studenicani, Caska, Radovis, Konce, Lipkovo and Negotino

The preparation of the Strategy for Alleviating Poverty and Social Inclusion applies the human rights based approach. It is a process aimed at improving planning processes, implementation and monitoring of the progress. Using the human rights based approach in the process of planning guarantees that the priorities, the measures and the activities contained in the strategies and the action plans will be based on the current situation and on the real needs of the people in the community. The process particularly focuses on strengthening the vulnerable and poor persons, allowing them to express their needs to decision-makers.

The main characteristics of the human rights based approach (HRBA) for alleviating poverty, used in the preparation of this Strategy are:

• Identification of the poor; • Recognising the relevant normative, national and international human rights framework; • Participation and strengthening; • Equality and non-discrimination; • Progressive exercise of human rights; • Monitoring and accountability.

According to Tool 3 of HRBA for local development of the Institute of Human Rights Ludwig Boltzmann, entitled ‘How Local Development Could Inuence All’, and to enable applying all the above mentioned principles, the following needs to be done:

1. To identify all vulnerable groups in the process of gathering data and when analysing problems and conditions; STRATEGY FOR SOCIAL INCLUSION, SOCIAL PROTECTION AND SOCIAL PROTECTION FOR SOCIAL INCLUSION, STRATEGY OF NEGOTINO THE MUNICIPALITY POVERTY IN ALLEVIATING 2. To establish initiatives ensuring social mobilisation and participation with focused actions, aimed at those groups which usually are excluded and do not participate actively in the processes of policy development;

3. To establish indicators and objectives linked to the exercise of human rights throughout the whole process, by establishing short-term, mid-term and long-term objectives; 5

4. To establish successful mechanisms for monitoring and accountability, in order to guarantee that duty-bearers would be accountable especially in cases of misuse of allocation of resources. Every local development plan has to root these elements in the planning and implementation phase. Although it seems to be dicult to include all these criteria, no comprehensive local plan would be possible without them.

According to this document, the abovementioned principles guarantee access to the development process, the institutions and information, including the mechanisms for accountability and compensation. The constant maintenance of the level of respect for human rights and continuous improvement in their exercise is the essence of the HRBA.

1.1. Basic Principles

Local development, including the process for alleviating poverty and social exclusion, is a competence of the local self-government and as such, depends mostly on good planning by the local self-government unit. The measures at national level, for the most part, cannot precisely identify the needs of the municipalities in the Republic of Macedonia and therefore, the preparation of a Strategy for Alleviating Poverty and Social Inclusion at Local Level is one of the essential measures for planning the overall sustainable development of the municipality.

The necessity of preparing a Strategy for Alleviating Poverty and Social Inclusion derives from the importance of identifying the key problems from the social sphere of the residents of the municipality of Negotino. The strategic plan has to contribute to achieving the vision of the municipality by reaching the strategic objectives, which in their essence, are measures for solving the most aggravating problems of the residents of the municipality of Negotino. The strategic plan for alleviating poverty and social exclusion in the municipality of Negotino is based on the following principles and assumptions: • Human rights-based approach (HRBA) - including the rights to decent living standard, access to health services, non-discrimination, education, work, social protection and security, children’s rights and healthy living environment. • Millennium Development Goals – in accordance with the Agenda for Global Sustainable Development, aimed at alleviating poverty, overcoming illiteracy problem, protection of newborn babies and mothers, HIV/AIDS prevention and other epidemics, and providing services for healthy living environment; • Integrated process for development planning – process of participative planning and process of decision making, unifying the strategic objectives for development of the relevant duty bearers and right holders at local level, aimed at providing optimal distribution of the available resources to obtain sustainability and strengthening of the poor and vulnerable groups; • Comprehensive development planning – including all the competencies of the municipality: urban planning, environment protection, municipal activities, sports and culture, social protection, education, health, and protection from natural disasters; • Personal development –including the promotion of the approach for personal development aimed at providing conditions for realisation of the overall potential of every individual, as well as providing access to health and education services, and most of all, digni ed living standard for all; • Sustainable development – approach directed to meeting social and economic needs of various generations at equitable level; • Practice of good governance – by promoting the values: transparency, inclusion, liability, eciency, eectiveness, coherence and realisation (all the values in correlation with citizens’ interests); • Local self-governance – practicing local governance is a basis for developing a democratic society which is closer to its citizens and allows equal opportunities to all for exercising their rights.

1.2. De nitions

The following de nitions related to alleviation of poverty and social inclusion were used in the preparation of this document:

Poverty: Poor persons are considered to be persons, families or groups of persons whose resources (material, cultural and social) are at such, inadequate level that prevents them from having minimum acceptable living standard in the country where they reside.

Social exclusion: 6 Compared to poverty, which focuses on individuals and households, social exclusion primarily covers the relationships between the individual and the society, and the dynamics of those relationships. Social exclusion is inability for eective participation in the economic, cultural and social life, and is to some extent, alienation and isolation from the

Needs of the individual which are preconditions for his/her existence as a human being, as well as the needs the individual satis es within the community.

Social problem: States/conditions inuencing a considerable number of people as unwanted occurrences, which, bearing in mind their expansion, are considered to be sources of diculties and unrest, and which could be prevented, or their impact alleviated by organised social action.

Social protection: Financial assistance and personal social services, provided to persons not belonging to any social insurance scheme, and who have insucient funds for themselves and their families.

1.3. Methodology

The methodology of participatory planning was used in the preparation of the Strategic Plan for Alleviating Poverty and Social Inclusion. The process of participatory planning can be de ned as involvement of all the stakeholders, i.e. right holders and duty bearers: individuals, groups, organisations and institutions, and their involvement in deciding on all issues related to development, in this case, the development of the municipality of Negotino.

For the purposes of applying the participatory approach in the planning, the following conditions are to be met, which in the municipality of Negotino were ful lled:

• willingness of the Mayor and the municipal Council, the local administration, as well as the civil society organisations and the business sector to implement participatory planning in order to improve the social position of the vulnerable groups; • transparency of the municipality’s activities work while planning; • impartiality in the relations between the Mayor, the administration and the rights holders and duty bearers with regards to the development of the municipality and improving the social inclusion of the vulnerable groups; • timely implementation of the participatory planning activities.

The activities conducted in the process of participative planning in the municipality were: • Identifying the relevant right holders and duty bearers for development of the municipality through direct contacts with the local government; • Conducting a research and preparing a study for the status of the vulnerable persons in the municipality; • Formal and informal meetings with relevant persons and representatives from various groups and organisations; • Analysis of existing documents (analyses, studies, strategies etc) on the state of the municipality, with special attention placed on the documents and data which give the picture on the state in the social sphere; • Harmonise the needs and the opportunities of the de ned priority vulnerable groups, as well as the strategic goals for improving their state at local level with the development priorities at local level and at a level of the planning region; • Timely and continuous involvement of all right holders and duty bearers by establishing a Local Partnership Group consisting of representatives from the civil society sector, the business and the public sector in the municipality (The Local Partnership Group went through a cycle of training for human rights and development planning); • Active involvement of all the stakeholders in every stage of the strategic planning by determining the priorities for improving the state of the vulnerable groups in the municipality, together with the Local Partnership Group, interviews with the representatives of the relevant institutions and organisations in the municipality, focus- groups with poor and vulnerable groups; • Citizens’ involvement in the process of participative planning by organising public debates and discussions, disseminating information through the media and other forms of achieving greater citizens’ involvement.

2. ANALYSIS OF THE CURRENT STATE

2.1. Social Protection in the Municipality of Negotino

The strategic planning incorporates three segments within. The rst one is becoming acquainted with the current state; the second refers to de ning what is desired; and the third one refers to determining the path leading us to what we have planned. The process assumes clear choice for the directions to be followed, in order to accomplish the decisions taken. With the decentralisation process, the decisions made at local level have a key role for the municipality, as the measures taken at national level do not always reect the needs of the local community. Without underestimating the need for regional cooperation and development, the strategic planning in the area of social inclusion, social protection and 7 alleviation of poverty should be recognised as one of the fundamental measures for planning the development of the municipalities.

Within the frameworks of the project Social Inclusion and Human Rights in Macedonia, of the Ludwig Boltzmann Institute of Human Rights, a Study on Poverty and Social Exclusion was prepared.

A total of 100 households were surveyed in the municipality of Negotino; 70 coming from urban areas and 30 from rural areas. More than half of the households were non-agricultural households (52%), 27% were mixed and 21% were agricultural households. In terms of ethnicity, 96% of the households were Macedonian, and 2% only were Roma (all of which were non-agricultural households), and 1% were Turkish, all of which were mixed households. In 71% of the households, the head of the household was male. In 65% of the households the head of the household was married, and in 25% of the households, the household head was not married.

In terms of the number of household members, in 31% of the households there were four members, 21% were three- member households, 20% ve-member households and 16% were two-member households. 6% of the households were six-member households.

Half of the surveyed households were bene ciaries of social nancial assistance.

With regards to employment, in most of the households (41%) there was one employed household member; in 15% of the households there were two employed households members; in 4% of the households there were three employed household members, and in 1% of the households there were four employed household members. In 54% of the households, the employed members were male, and in 28% only, the employed household members were female.

Most common social problems that household members faced were unemployment -in 67%, and poverty- in 53% of the households. All the Roma households stated that they have not used any of the institutional or extra-institutional protection measures, as well as child bene ts due to the lack of or having incomplete documentation.

In terms of social problems, unemployment is the most aggravating problem leading to poverty among the population of the municipality of Negotino. The unemployment rate in the municipality is 36.2%, i.e. there are 3.302 unemployed persons (1.471 women and 1.831 men). Higher proportion of the unemployed persons is men, and almost half of the unemployed are unquali ed or semi-quali ed persons.

The unemployment among Roma population is caused mainly due to the low educational level.

In the municipality of Negotino, social exclusion of the elderly is evident, and the survey points that the public institutions are still inaccessible for disabled persons.

The study de nes the elderly, Roma persons, children from rural areas and social assistance bene ciaries as vulnerable groups in the municipality of Negotino.

2.2. General Characteristics of the Municipality of Negotino

The Municipality of Negotino is located in the central part of the Republic of Macedonia in the area of middle Povardarie. It is part of the Vardar region, and as a special natural environment, it belongs to the Tikves - Vardar region. It covers the eastern part of the Tikves Ravine, stretches along both sides of the River Vardar, and on the south-eastern part borders Demir Kapija. It borders the municipality of Stip in the north, the municipality of Konce in the east, Kavadarci in the south, Rosoman municipality in the west, and Gradsko municipality in the north-east side. The municipality of Negotino is located at an average altitude of 150 meters. The territory of the municipality of Negotino covers an area of 414 km2. The municipality, as part of Tikves and Povardarie areas is under the inuence of the Mediterranean climate, penetrating south from Demir Kapija Canyon, and the continental climate, penetrating north through Veles Ravine.

The municipality of Negotino comprises of the town of Negotino and the following villages: Brusnik, Vesje, Vojsanci, Gorni Disan, , Dubrovo, Janosevo, Kalanjevo, Krivolak, , Lipa, Pepeliste, Pesternica, , , , Dzidimirci and Seoba. There are 7.240 households in total, and 9.120 housing units in the municipality. According to the last census, in 2002, there were 19.212 residents in the municipality of Negotino, representing 0,95% of the total population of the Republic of Macedonia. The population density is 46,5 residents per km2. Out of the total number of residents, about 13.500 live in Negotino, which is the administrative centre of the municipality. The number of residents in the rest of the populated (rural) places is as follows: Timjanik 1.155 residents, Pepeliste 1.074, 8 Dolni Disan 930, Krivolak 1.021, Tremnik 829, Vojsanci 443, Kurija 216, Crveni Bregovi 173, Vesje 45, Dubrovo 49, Gorni Disan 11, Pesternica 3, Lipa 2 and Brusnik has 3 residents. The villages of Janosevo, Kalanjevo, Dzidimirci and Seoba are completely depopulated. Comparative data from the censuses conducted in 1994 and in 2002 demonstrated that

ALLEVIATING POVERTY IN THE MUNICIPALITY OF NEGOTINO STRATEGY FOR SOCIAL INCLUSION, SOCIAL PROTECTION AND the population within the current municipality of Negotino increased by 871 residents i.e. it increased for 4.75%. At national level, the increase of the population is 3.9%. The natality rate at municipal level is 0.5%. The natural increase in the municipality of Negotino is 783, whereas the mortality rate is 0.5 (per 1.000 residents).

According to the census from 1994, the average age of the population in the municipality of Negotino was 32,7 with an aging index of 0,35, whereas according to the data from the census of 2002, the average age of the population in the municipality was 35,7 years, with aging index of 0,524.

With regards to the gender structure of the population, 50,89% of the residents are male (9.777 residents) and 49,11% are female (9.435 residents). The ethnic structure of the population in the municipality is the following: 92,48% are Macedonians, 0,16% Albanians, 1,26% Turks, 2,36% Roma, 0,07% Vlachs, 3,26% Serbs, 0,01% Bosniaks and 0,40% other. Regarding the age structure of the population in the municipality of Negotino, 27,6% of the population is up to the age of 9; 57,9% is within the age range of 20-60, and 14,5% is over the age of 60.

In the municipality of Negotino, the overall number of residents over the age of 10 is 16.906, out of which 16.401 are literate, and 505 or 2,99% are illiterate (at a national level, the percentage is 3,62% ). Illiteracy is more strongly expressed among females, 0,47% (at national level 5,53%) whereas the illiteracy rate for male population is 0,75% (at national level 1,71%).

2.3. Institutional and Extra-Institutional Capacities in the Municipality of Negotino

Education: There are two primary schools in the municipality of Negotino. In Goce Delcev Primary School there are 1.079 students in 55 classes, out of which 878 students attend classes in the central school building in the town of Negotino, divided in 35 classes. The rest of the classes are in the dispersed school buildings in Kurija, Tremnik, Timjanik and Dolni Disan. In Straso Pindzur Primary School there are 907 students, of which 736 go to school in the central school building in the town of Negotino, distributed in 30 classes. Within this school, there are also 4 dispersed school buildings in Crveni Bregovi, Vojsanci, Krivolak and Pepeliste. There are three secondary schools in the municipality – of which, Kiril and Metodij Secondary School oers general education (gymnasium), located in the town of Negotino; and the two other are vocational schools.

Health care: The primary health care in the municipality is provided by the Public Health Care Centre - Negotino located in the town of Negotino and there are additional 6 health care stations. The secondary health care is provided by the Medical Centre and by ve general hospitals. In the municipality of Negotino there are 11 private outpatient clinics and 1 private specialist clinic. There are 4 functioning pharmacies.

Social institutions: There is one public institution for preschool care and education in the municipality of Negotino. There is no private kindergarten. In the municipality, there is only one private nursing home for the elderly

Extra-institutional facilities: Daily centre for persons over 18 with physical and mental disability. In 2003, within the Centre for Assistance to Persons with Mental Disability Poraka, Negotino, the Daily Centre for persons with mental disability started functioning. The Daily Centre Poraka, Negotino is a service for support to mentally disabled persons living with their parents. It is also a support to mentally challenged persons who are part of the process for de-institutionalisation and live in communities within the Service for Independent Living with Support to persons over 18 in Negotino and Demir Kapija. About 50 persons with mental disability use the services of the Daily Centre.

Service for independent living with support to persons over 18 in Negotino. In 2008, the Centre for Assistance to Persons with Mental Disability Poraka, Negotino started the process of de-institutionalisation of the persons with mental disability from the Special Institution Demir Kapija, in the Service for Independent Living with Support, which is rst of its kind in Macedonia and in the region. The Service for Independent Living with Support has 33 bene ciaries, of which 28 are with mental disability included in the process of de-institutionalisation, and 5 persons are from the Program for Prevention of Institutionalisation. They live in 7 housing units (houses).

Cultural institutions: There is one cultural centre in the municipality of Negotino - Cultural Centre Aco Gjorcev, located in the town of Negotino. The Cultural Centre Aco Gjorcev is situated in a building with an area of 1200 m2, and has been operational since 1948 as a Cultural Centre and as a centre of art, music and the overall cultural activities of the residents of Negotino. There is a cinema and a theatre in the municipality, functioning within the Cultural Centre. There is also a library–Straso Pindzur Library, located in the town of Negotino. There is one museum, the Museum of the Town of Negotino, located in Negotino.

Sports’ facilities: There is a gym and 2 sports elds in the municipality of Negotino. STRATEGY FOR SOCIAL INCLUSION, SOCIAL PROTECTION AND SOCIAL PROTECTION FOR SOCIAL INCLUSION, STRATEGY OF NEGOTINO THE MUNICIPALITY POVERTY IN ALLEVIATING Media: There are two local radio stations in Negotino municipality. There is neither local TV station nor printed media. Civil society organisations: A total of 60 civil society organisations and 26 sports clubs have been registered at the territory of Negotino municipality.

Economic entities: Agriculture (agribusiness, forestry), and especially viticulture (growing grapes), is signi cantly 9 developed on the territory of Negotino municipality. In the municipality, production/manufacturing industries, food industry, textile industry and construction are the dominant industries. Signi cant development potential for the municipality is seen in viticulture, primarily by opening new wineries, as well as in the development of alternative tourism.

2.4. Dominant Social Problems in the Municipality of Negotino

Social problems: Social exclusion and unemployment are the dominant social problems in the municipality. Out of the total number of active population, 4.865 citizens are employed and 3.302 are unemployed. According to the data obtained from Negotino Employment Centre on 31st of October 2010, out of the total number of employed persons, 64,6% were male and 35,4% were female, whereas, of the unemployed, 55,5% were men and 44,5% were women. According to the structure of the unemployed, the largest proportion are the unskilled unemployed and the semi-skilled unemployed persons (41,2%), who due to their insucient quali cations and the long term absence from the labour market, have diculties integrating as active jobseekers in the labour market. The unemployed with completed secondary education also make up a relatively high share in the number of registered unemployed persons in the municipality (32,0%). Out of the total number of registered unemployed persons, 617 have obtained certain quali cation (18,7%); 67 of them have completed post-secondary education (2,0%) and 201 (6,1%) have completed higher education. The age structure of the registered unemployed persons is as follows: 856 persons (25,9%) are at the age of up to 29; 675 persons (20,4%) are at the age of 30 to 39; 700 persons (21,2%) are at the age of 40 to 49 and 1071 persons (32,5%) are over the age of 50.

Regarding the problem of social exclusion, particularly evident is social exclusion of Roma population, i.e. exclusion due to low educational level, as well as social exclusion of the elderly. Here one should also mention the problem of inaccessibility of the public institutions for persons with disability. The most disadvantaged population groups in the municipality of Negotino are Roma, elderly people, social assistance bene ciaries and children from rural areas. Infrastructural problems: One of the most signi cant infrastructural problems in the municipality of Negotino is the lack of urbanisation of rural areas.

There is water supply in the whole municipality.

There is no sewerage system in the village of Tremnik and Crveni Bregovi.

There is road infrastructure throughout the whole territory of the municipality of Negotino. The total length of the existing city road network in the town of Negotino is 25 km, with an area of 17.5ha. There are 51 km of local roads in Negotino municipality. The M-1 highway and the regional road R-107 pass through the territory of the municipality. There is no organised public transport system in the municipality.

Environmental problems: The lack of water and the lack of waste-disposal site in the municipality are among the most important environmental problems of the citizens of the municipality of Negotino.

2.5. Social Protection in the Municipality of Negotino

Municipal administration: There is no special Social Protection Unit within the municipal administration, thus social protection competencies are undertaken by the Unit for Public Aairs, which employs a social worker.

The municipality has prepared a Social Protection Action Plan. The planning of the social development in the municipality is an integral part of the activities of the Unit for Public Aairs. In 2011, the Municipality of Negotino started preparing a program for the activities of the municipality in the area of social protection.

The cooperation with citizens is through the info-bulletin, the web page and through the media. In order to improve cooperation with the citizens, the Mayor receives citizens once a week in his oce.

The Municipality of Negotino has good cooperation with the municipality of Demir Kapija, especially in the implementation of joint environmental projects. With the municipality of Kavadarci there is also good cooperation, by establishing joint agricultural and viticulture committees, and through joint application for alternative tourism projects.

The municipality provides one-time nancial assistance as type of assistance for socially endangered population; allocation which is a competence of the Municipal Council. The municipality also organises various preventive debates and education, and there used to be day care centres for the children from socially disadvantaged families from rural 10 areas (currently not functioning as they are not sustainable; as the previous municipal administration has not made a decision for their renewal). The municipality provides support for the Day Care Centre for People with Disabilities- Poraka. 600.000 denars were allocated for social transfers from the annual municipal budget. ALLEVIATING POVERTY IN THE MUNICIPALITY OF NEGOTINO STRATEGY FOR SOCIAL INCLUSION, SOCIAL PROTECTION AND Centre for Social Work: The Centre for Social Work in the municipality of Negotino is competent for two municipalities: Negotino and Demir Kapija. The number of employees in the Centre for Social Work is fteen, out of which three are social workers, one is a pedagogue, one is a psychologist, a lawyer, a speech pathologist, a sociologist, an economist, there are three administrative workers and support sta.

The Centre for Social Work owns 2 vehicles, one of which is used for eld work. The Centre has two buildings (one is a community kitchen).

The most vulnerable group of bene ciaries is persons with mental or physical disability. In the municipality there is lack of social services, such as marriage counselling, education centres for preventive work with juveniles, especially for working with children from families with social problems.

The centre cooperates with nongovernmental organisations usually by providing support and sharing information. From the religious organisations, the Centre has cooperated with the Humanitarian Organisation of the Evangelical Church AGAPE.

Most signi cant problem for regular functioning of the Centre for Social Work is the lack of funds for fuel for the vehicles necessary for carrying out eldwork.

Number and structure of bene ciaries of social protection measures and services: The analysis of the structure of bene ciaries of nancial assistance from social protection, at the territory of the municipality of Negotino, according to the data from September 2010, indicated that there were 485 bene ciaries of social nancial assistance; 96 bene ciaries of permanent nancial assistance and 362 bene ciaries of assistance and care from another person. There were 4 registered bene ciaries of one-time nancial assistance. 42 households, with a total of 80 meals, were registered as users of the community kitchen. Persons are deprived of their right to social nancial assistance as a result of their employment, or as a result of generating income from farming i.e. working in agriculture. Furthermore, the focus group participants emphasised the problem with the termination of payment of one-time nancial assistance. “They are no longer paying the one- time assistance, I had a surgery, and where could I nd money to travel to Skopje for a medical check-up? My doctor only issues prescription for Diazepam to me, since it is the only medication I can aord. But my illness cannot be treated with Diazepam...”

Among the dierent forms of extra-institutional care in the municipality of Negotino, one should mention that there is a Daily Centre for Persons with Mental and Physical Disability over 18, Services for Independent Living With support for over 18 and a community kitchen

3. Findings from the Workshop on De ning the Priorities for Social Development of the Municipality of Negotino

3.1. Identifying Vulnerable Groups

At the workshop that took place from 21st to 23rd March 2011, in Hotel Drim, Struga, there were 17 representatives from the Local Partnership Group of the Municipality of Negotino. At this workshop, through open and productive discussion the vulnerable groups in the municipality and their speci c problems were examined, as well as the priority vulnerable groups and their problems de ned.

According to the level of priority, the following vulnerable groups were identi ed in the municipality of Negotino:

1. Unemployed persons 2. Neglected children and youth 3. Persons with mental or physical disability (disabled persons); 4. Victims of family violence; 5. Drug users or injecting drug users 6. Single parents; 7. Roma; 8. Elderly people.

3.1.1. Vulnerable Group: Unemployed Persons AND SOCIAL PROTECTION FOR SOCIAL INCLUSION, STRATEGY OF NEGOTINO THE MUNICIPALITY POVERTY IN ALLEVIATING

On the basis of the statistical data, in the overall number of active population, the unemployment rate is 44,4% and it is for 16,54% higher than the average unemployment rate in Macedonia, which is 38,81%. These indicators point to the alarming unemployment situation in the municipality, thus the problem of unemployment is de ned as a strategic priority in the Strategy for Alleviating Poverty, Social Inclusion and Social Protection in the Municipality of 11 Negotino.

The main actions for overcoming vulnerability are reducing the unemployment in the municipality and solving the problems of the unemployed persons. The problems of the unemployed persons in the municipality are the following: lack of nances, social exclusion, depression and deteriorating health conditions, psychological problems, feeling of isolation, hopelessness and insecurity. The unemployed, as it was pointed out by the working group, live in poverty and often are susceptible to vices (alcoholism, using drugs, betting and gambling, i.e. irrational and dangerous spending of their time).

3.1.2. Vulnerable Group: Neglected Children and Youth

A priority vulnerable group in the municipality of Negotino is neglected children and youth in the town of Negotino or in the rural areas. These children or young people live in families in dire material and economic conditions. This situation aects the family in various ways, causing disturbed family relations, deteriorating health conditions, nervous parents, alcoholism and lead to negative socialisation of the children and neglect.

These children and youngsters manifest many negative traits and characteristics: juvenile delinquency, introvert behaviour, spending time out on the streets, emotional instability and neglect, absence of parental care, attention and love. In the last year, the schools registered an increase in negative behaviours by their students. There are many cases of violence and aggression, breaking and destroying school equipment, thefts, attracting younger children with drugs and alcohol. All of these negative occurrences are a danger not only to the children and the youngsters, but overall, to the municipality and the whole country. 3.1.3. Vulnerable Group: Persons with Mental and/or Physical Disability (persons with a disability)

In the municipality there are forms for inclusion of this vulnerable group in the community: The service Daily Centre for persons with mental and/or physical disability over 18 works with 33 bene ciaries in the process of deinstitutionalisation and prevention of institutionalisation, as well as involves bene ciaries living with their parents. In the Daily Centre through various activities the everyday life of the bene ciaries is enriched, their socialisation improved, education and working skills acquired for their better integration in the community.

Service for independent living with support for person over 18 in Negotino. The rst service for independent living with support works with 33 bene ciaries; 28 are persons with mental disability and are in the process of deinstitutionalisation, and 5 persons are included in the programme for prevention from institutionalisation. The bene ciaries are placed in 7 housing units (houses). Each housing community has a maximum of 5 members sharing the same housing unit (4 persons in average share a house or a at). The persons with mental disability are at various ages, from both genders and with various needs of assistance. The persons acquire new skills every day in order for them to become more independent and be prepared for living on their own. The service gives support to the persons with mental disability in performing all the every day activities in their ats, as well as supports them in the activities they perform in the community, thus supporting their social inclusion.

These two forms of extra-institutional support are managed by the Centre for Support to Persons with Mental Disability Poraka, Negotino. These two forms need great nancial support by the local self-government of Negotino in order to enable integration and inclusion of these vulnerable groups.

3.1.4. Vulnerable Group: Victims of Family Violence

According to the statistical data in the municipality of Negotino, most often, registered victims of family violence are women, however there are a certain number of man victims of family violence, but this gure is very small, and often these cases do not appear as statistical data, but only as informal data. There are number of cases where the mother and the child are victims, and with no exception, the cases of family violence happen in the immediate family i.e. the perpetrators are close family members. There are cases when due to traditional, patriarchal values and denial of this problem by the community, the victims have either withdrawn the claims or bear the brunt of the situation and take the blame for the situation. The family violence is present among all walks of life, with no exception. This is happening among families with high incomes, as well as among socially deprived families. Often, the factors leading to family violence are: alcohol abuse, dire economic state and disturbed health conditions. A problem, which was identi ed in the discussion of the LPG, is that the victims usually hide the violence out of shame and from fear of being ridiculed by the community. It is necessary to take actions to protect the victims of family violence, by establishing SOS lines in the 12 municipality, providing counselling for the victims of family violence and organising debates and workshops, as well as encouraging this vulnerable group to come out with the problem and report it in order to decrease the numbers of family violence victims. ALLEVIATING POVERTY IN THE MUNICIPALITY OF NEGOTINO STRATEGY FOR SOCIAL INCLUSION, SOCIAL PROTECTION AND 3.1.5. Vulnerable Group: Drug Users or Persons Injecting Drugs (PID)

In addition to alcohol, drugs and especially the use of light drugs is one of the most common vices among the youngsters in the municipality of Negotino. Most of the users are young people at the age of 16 to 25, and according to the gender structure, the male population is more susceptible to using drugs, although there are also underage registered female users of alcohol and light drugs.

Most of all, it is worrying that the age of persons using drugs is constantly dropping, thus there are cases of children at the age of 12 or 13 which are registered as users of lights drugs. On several occasions, there were youngsters at the age of 16 or 17 coming to the schools and oering cannabis to the 12 or 13 year olds, which is a high risk situation.

According to the statistical data from the Unit for Internal Aairs - Negotino, in this municipality, minors under 18 are already registered as using alcohol and light drugs. The LPG from the municipality of Negotino gave the following proposals for overcoming the vulnerability of this group: establishing educational - social clubs for this vulnerable group, engaging these persons in NGO activities and volunteering, better coordination of all relevant institutions in the city for overcoming their vulnerability, opening a rehabilitation centre in the municipality, establishing SOS lines and organising educational workshops in schools, debates etc.

3.1.6. Vulnerable Group: Single Parents

According to the statistical data received from the Social Work Centre, the municipality of Negotino falls into the group of municipalities with highest divorce rate in the last 5 to 6 years. One single mother stated: ‘To be a single parent is dicult and stressful, no matter whether the parents decided to divorce, or the decision was done by one of the parents to raise the child on his/her own, or he/she was left by the other partner for any other reason. Often I wonder if I am ever going to be happy again and relaxed. I don’t know if the prejudices towards single mothers will ever stop’. Separated parents are left without the income of the other partner, and it is tough when one salary has to cover everything, especially during the period of adjustment. Alimony, even when it comes regularly, could barely cover the living expenses and the needs of the children. Some parents have to look for an additional job, which prevents them from spending more time with their children, and this increases their feeling of guilt as the children are sad and angry that are left by themselves the whole day.

Often children of divorced parents aggregate feelings of anger and guilt, which could have negative consequences on their personalities. There are situations when children of divorced parents are mocked by their peers and this is a great stress for them. The LPG came up with the following ideas for surpassing the vulnerability of this group: provision of incentives for employing single parents, providing social ats for single parents, scholarships for children of single parents, organising debates and workshops for overcoming the prejudices existing in the community linked to single parents, counselling for single parents and children of single parents.

3.1.7. Vulnerable Group: Roma

In the municipality of Negotino, a vulnerable group is Roma, who mostly live in the rural areas. Basic problems the people from Roma nationality face are lack of education and no possibility to nd employment. Because the parents are engaged in seasonal works, the children from these families are left to take care by themselves, and nobody is looking after their upbringing and education. Many of them are begging on the streets, and a large number of them work in agriculture together with their parents. The need to complete their education and include them in the social life, as well as the need to open day care centres in the rural areas for the children is present.

3.1.8. Vulnerable Group: Elderly People

In the municipality of Negotino there are no organised services for the elderly that provide home assistance and care, such as buying daily products, medicines and providing psycho-social assistance. A large number of elderly people are forgotten by their families and are left on their own. These persons need support in meeting their everyday needs, as well as they have a need to socialise. In the municipality there is a Pensioners Club which is the only form of socialisation for the elderly and there is a need to nd new ways to improve the life of the lonely elderly persons forgotten by their families.

ТIncorporating the principles mentioned previously and the already established vision for development of the municipality, the Strategic Plan of the Municipality of Negotino tries to de ne the general course of the municipality in the area of alleviating poverty, social exclusion and social protection in the next ve years period and to de ne the activities to be undertaken (without their detailed description).

De ning the activities is a responsibility left to the right holders and duty bearers, bearing in mind the need to harmonise the activities with the political context and the nancial limitations. Therefore, the structure of the Strategic Plan of the Municipality of Negotino is based on three levels: • Level 1 - De ning the priority intervention areas in the Strategic Plan, i.e. the general objectives; • Level 2 - De ning the strategic objectives of the municipality of Negotino, on the basis of the widely de ned priority areas. The strategic objectives are the concrete goals de ned in any of the priority areas. Due to the rationality for their achievement, not more than three or four strategic objectives are de ned within every priority area. • Level 3 - De ning the key activities that are to be undertaken in order to accomplish each of the de ned strategic objectives, as well as their possible implementers.

The reasons why such structure is applied and the Strategic Plan of the municipality of Negotino designed in such a way are the following: • Allowing freedom of choice for the tools and the activities to be undertaken by the key rights holders and duty bearers in reaching the strategic objectives; • Harmonising the activities with the budget of the municipality of Negotino and other available nancial resources for implementation of the activities; • The dynamics of the processes inuencing the development of the municipality of Negotino, which could lead to discrepancy of the Strategic Plan with the external environment.

Analysis of the problems of the vulnerable focus groups in the municipality of Negotino preceded the de nition of the priority areas of intervention. The analysis and de nition of the priority problems was conducted by the Local Partnership Group.

The basic assumption for successful realisation of the Program is the utmost dedication of the bene ciaries of the Program, as well as to all the stakeholders and local actors in the municipality.

The local self-government i.e. the competent and responsible institutions and individuals, have special obligation to provide the necessary conditions for implementation of the adopted municipal programs through the institutional and legal measures.

Direct obligation of the competent local authorities is to organise and prepare themselves for a start and concrete realisation of the obligations de ned in the Program.

One of the rst steps in this direction is the preparation of detailed annual action plans for program implementation. The formation of a separate working group would be of particular interest, i.e. municipal body (committee) that would deal with the issues and the needs deriving from the program.

One of the rst working tasks of the responsible entities in implementation of the program would be a detailed observation plan (monitoring) and evaluation (assessment) of the implementation of the action plan.

Preparation and public promotion of the annual reports for the progress and the results from the implementation of the program is another instrument which would allow the citizens to be informed and to be able to give their opinions regarding the eectiveness of the program and the changes it caused.

5.3. Observation/Monitoring and Evaluation of the Application/ Implementation of the Strategy for Alleviation of Poverty and Social Exclusion in the Municipality of Negotino

The implementation of the planned activities in the program should be followed by a continuous process of monitoring and assessment. Therefore, as soon as the program is adopted, an action plan for monitoring and assessment should be prepared.

The process of monitoring and assessment would be gathering and analysing data in the course of the planned period for implementation of the activities. The process involves continuous reporting for the progress of the tasks and eventual changes as a result of new priority tasks de ned. All stakeholders should take part in the process, as equally as they were part in the planning and the preparation of the program. The process of monitoring should provide answers to the questions: whether the implemented activities are in function for the set objectives; whether the progress desired is achieved in relation to the improvement of the living conditions and whether the planned activities are realised in accordance with the timeframe. 33 Functional interaction between the local stakeholders should be established and continuous cooperation with the wider community and the authority bearers in order to achieve the de ned objectives and tasks. This is an assumption for greater success of the realisation of the program.

An integral part of the monitoring system is the publicity and informing the public for the implementation of various segments of the document and the impact that separate projects have.

All of these activities are used for continuous update of the document which should be perceived as an open action plan that could be modi ed and innovated further according to the needs and the problems in the municipality. In other words, after certain period of implementation, a revision of the program is recommended and if needed, the program should be modi ed and adapted to the arising needs. 6. Annexes
