Research memo Biden, Congress Should Defend Terrorism Sanctions Imposed on Iran By Richard Goldberg, Saeed Ghasseminejad, Behnam Ben Taleblu, Matthew Zweig, and Mark Dubowitz January 25, 2021 During a Senate Foreign Relations Committee hearing to consider Antony Blinken’s nomination for secretary of state, Blinken was asked whether he believed it is in America’s national security interest to lift terrorism sanctions currently imposed on Iran, including sanctions targeting Iran’s central bank, national oil company, financial sector, and energy sector. “I do not,” Blinken responded. “And I think there is nothing, as I see it, inconsistent with making sure that we are doing everything possible – including the toughest possible sanctions, to deal with Iranian support for terrorism.”1 Bipartisan support for terrorism sanctions targeting Iran goes back to 1984, when the United States first designated the Islamic Republic as a State Sponsor of Terrorism. Since then, every U.S. president2 – Republican or Democrat – and Congress have taken steps to reaffirm U.S. policy opposing Iran’s sponsorship of terrorism and tying sanctions relief to Iran’s cessation of terror-related activities. President Joe Biden has pledged to rejoin the 2015 Iran nuclear deal, formally known as the Joint Comprehensive Plan of Action (JCPOA), if Iran returns to “strict compliance” with the agreement.3 Terrorism sanctions on Iran, however, should not be lifted, even if the Biden administration opts to return to the deal, unless and until Iran verifiably halts its sponsorship of terrorism. This memorandum provides an overview of Iran’s past and ongoing involvement in terrorism-related activities, a review of longstanding bipartisan congressional support for terrorism sanctions on Iran, and a list of terrorism sanctions currently imposed on Iran that should not be lifted. -

Truck & Bus GmbH is to become the new Volkswagen Group holding for the MAN and Scania commercial vehicle brands. To this end, the shares in Scania AB held by Volkswagen AG will be transferred to Truck & Bus GmbH. The wholly-owned Volkswagen subsidiary already holds 75.28 percent of the voting rights in MAN SE. The company will be led by Andreas Renschler, member of the Board of Management of Volkswagen AG. Truck & Bus GmbH will steer and coordinate cooperation among the three commercial vehicle companies MAN Truck & Bus AG, MAN Latin America Ltda. and Scania AB. Volkswagen Nutzfahrzeuge (Volkswagen Commercial Vehicles), Volkswagen Group’s manufacturer of light commercial vehicles, will also form part of the integrated commercial vehicles group and will report to Renschler. Saipa-Groupe PSA JV to assemble five models in Iran 20-May-2016 10:25 GMT News Strategic Partnerships To invest USD200 million Iranian automaker Saipa and French carmaker Groupe PSA will sign a co-operative agreement next month to finalise their 50:50 joint venture (JV), reports the Trend News Agency, citing Saipa CEO Mehdi Jamali. The JV will have an investment of approximately USD200 million and will assemble a total of five Citroën models, including the Elysee and the SC35. The vehicles will be assembled at Saipa's Kashan plant in central Iran, with some exported to other regions. Significance: In a previous report, Industrial Development and Renovation Organization of Iran (IDRO) managing director Mansour Moazami said that jointly manufactured products would be launched within the next 18-24 months. Iran is a key component of PSA's development strategy in the Middle East and Africa (MEA), which is the third largest region by volume for the automaker after Europe and China, according to IHS Automotive data. This latest development is in line with PSA's long-term plans to sell more than 400,000 units in Iran per year. In October 2015, it launched its DS brand in Iran and it recently officially opened its first dealership in the country. PSA also signed a 50:50 JV agreement with Iran Khodro Industrial Group (IKCO) in January for the production of vehicles in Iran. The new agreement is expected to bolster mutual co-operation in the Iranian automotive industry. According to IHS Automotive, Saipa will begin assembling PSA vehicles at its Kashan plant from 2017. -

“Expert RA” has upgraded the credit rating of the bond-secured loan of ROLF 001P-02 Moscow, June 4, 2021. The “Expert RA” rating agency has upgraded the credit rating of the debt instrument of the ROLF Company - the bond-secured loan of 001P-02 series to the ‘ruA’ level. Previously the agency raised the credit rating of the ROLF Company to ‘ruA’ level and changed the forecast type to ‘positive’. Since there are no possible additional adjustments for subordination, security and surety provided for the issue of series 001P-02, “Expert RA” established the parity between the current issuer rating of :ROLF” LLC (‘ruA’, pos.) and the bond-secured loan of 001P-02 series. The Company has placed its 001Р-02 series bonds at the Moscow Exchange in February, 2020. The volume of the issue is 4.5 billion rubles, the coupon rate is 9% per annum, and circulation period of the instrument is 2 years. This issue became the second placement of bonds by ROLF Company at the Moscow Exchange. ROLF Company is the largest car dealer in the Russian Federation. The Company has been in the automotive business since 1991 and this year will celebrate its 30th anniversary. ROLF brand portfolio is represented in both the mass and premium segments. It includes 20 car brands and one motorcycle brand: Audi, BMW, BMW Motorrad, Chrysler, Ford, Genesis, Hyundai, Jaguar, Jeep, KIA, Land Rover, Lexus, Mazda, Mercedes-Benz, Mitsubishi, Nissan, Porsche, Renault, SKODA, Toyota, Volkswagen. AVTOVAZ Press-release February 21, 2020 Togliatti _______ The management and governors of the Volga Federal district visited AVTOVAZ An official delegation within the Council under Russia’s Presidential Plenipotentiary Envoy to the Volga Federal district Igor Komarov made a working visit to AVTOVAZ. Guests, among which were governors of almost all regions of the VFD, visited the production site and had the opportunity to test modern LADA lineup. Both long-term prospects of AVTOVAZ development and short-term plans, in general, the celebration of the 50th anniversary of the first LADA car production have been discussed during the visit. Lineup of special LADA cars was separately showcased to the heads of VFD regions. Welcoming guests, President of JSC AVTOVAZ Yves Caracatzanis said: “About a fourth of our sales in 2019 accounted for corporate sales. Our range of commercial and special models perfectly complies with requirements of federal and regional programs aimed at increasing the availability of medical care, social protection of disabled people, as well as providing the police and other special services with affordable, but safe, comfortable and reliable vehicles”. The main volume of special vehicles was represented by different modification of the LADA Largus (which is currently the LADA bestseller on the Russian market in the LCV segment). LADA Largus CNG running on methane and enabling decrease fuel cost threefold is already known to the market. Other represented models are less common, but they are already used in many corners of Russia and the near abroad. The car for medical services based on the series body is equipped with a place for a bed-bound patient and two seats for medical staff. -

Data has collected from 180 person from production, service, administrative, selling and … departments by a questionnaire with study of variables and observation by analysis of documents. Five item Likert's range was used which involve form completely opponent to completely proponent to get responders opinions. All the reliability and validity of measures has examined. Questionnaire reliability was estimated by calculating Cronbach’s Alpha via, it was 0.84. In order to analyze the data resulted from collected questionnaires deductive and descriptive statistical methods are used, and to display some statistical data we used column diagram and in deductive level to test the hypothesis of the research we used X2 and one simple t-test. Findings show that it is impossible identifying the main activities of Iran Khodro. It is the second largest exporter of oil in the world, and has 9 per cent of the world’s oil reserves.
