HALBERTON VILLAGE HALL NEWS

Village Hall Fun Quiz will start again on Saturday 4th September, starting at 7.30pm. Supper is served half through the quiz and there is a fully licenced bar. As before, please book with either Judy 820648 or Barrie 820566 which helps plan the catering.

The rest will have already started or will be starting again very soon. Tuesday evenings – Pilates Wednesday evenings – Fencing Thursday morning – Moo Music Thursday evenings – Police Cadets Friday evenings – Mid Singers.

Saturdays or Sundays are again available to book for Children’s Parties or whatever event you may wish to hold in our various community halls or rooms.

HALBERTON TODDLER GROUP Halberton baby and toddler group reopening in September in the Methodist church on Thursday mornings from 10-11.30am.

If you have babies or toddlers and would be interested in joining this friendly group run by Pauline and Margaret please call or email Pauline on 01884829501 or [email protected].

We will then keep in touch with you up until we reopen, with more details.

We also hope to have a few outdoor meet ups over the school summer holidays, which you will be very welcome to join.

****************************** Halberton WI On June the 8th we held our National Annual meeting via Zoom from London. This meeting should have been held in the Royal Albert Hall. Almost 2,500 members joined in. Our speakers were HRH Sophie Countess of Wessex, Dame Cressida Dick, Commissioner of the Metropolitan police and The Rt Hon Baroness Hale DBE retired President of the Supreme Court of . All were exceptional speakers. It was a very good meeting hopefully we can all meet face to face in Liverpool 2022.

We have planted a silver birch tree in the churchyard to commemorate 100 years of the Devon Federation 1920-2020. In August we will be having a cream tea at Ginny. From September Halberton WI will be changing their meeting day and time. This will now be held on the 2nd Wednesday of the month at 2.30pm. Traffic Issues in Halberton

Thank you very much to all those who responded to my document published in the last Newsletter (Edition 155) concerning Halberton’s traffic issues. If anyone missed this, I can supply a copy.

There is now real momentum to move this forward. The new Chairman of the PC, Ian Batchelor, has asked me to collect the names of those interested in wishing to help progress this by being part of a Traffic Committee (working group).

Obviously, the PC will be looking for a group that is representative of the public, especially (but not exclusively) from the parts of Halberton most affected (principally High Street and Lower Town), which also reflects our diverse community, in line with the PC’s equality policy, by obtaining a balance of gender, age and other groups, as far as possible.

If you are interested in joining this working party, please contact me directly, as soon as possible, and not later than 20 August, giving me your contact details (name, address, phone number(s) and email), so that these details can be passed to the PC. At this point, you are expressing an interest.

SP CARING FRIENDS Do you need help getting to medical appointments? If you need transport to get to either surgery, hospital or other medical appointments, we can help. Although the risks attached to COVID19 are reducing, to protect both passenger and driver, we will need to follow careful safety procedures including the use of face masks, sanitising vehicles etc. We will provide anything the passenger needs in that respect but we will need as much notice as possible in which to make arrangements. Similarly, we are unable to provide physical assistance to passengers, getting into or out of the rear seat of a vehicle or making their way into the building. We will do everything we can to seek alternative help.

SP & DISTRICT TWINNING ASSOCIATION Here in Sampford Peverell, and several surrounding villages, we have the chance to become part of not just one community, but two. That’s because we’re twinned with the charming village of Notre-Dame-de-Courson in Normandy, France, and several nearby villages there too. Every year we run an exchange visit – either they visit us or we visit them, usually for four or five days. Each day during your stay you’ll meet up with other guests and their hosts for organised visits and events. And it really doesn’t matter if you can’t speak a word of French. It’s the fun that counts. LETTERS

I live opposite The Orchard where the new properties have been built by The Three Rivers, which are situated behind the Hickory Inn. When the planning began we and our neighbours were sent a letter saying part of the plan was to give us some parking spaces due to loss of parking because of the development. We decided amongst ourselves that we would agree to the development due to being allocated a space each within the development which was also stated and printed on the proposal. This is now not the case as all the spaces have been bought by one person for £10,000 each space . We never had any correspondence on this until we saw a for sale sign appear . On ringing up the very next day to enquire we were told that someone had already bought all the spaces. We are all very upset and think it’s appalling that they change their minds. Although if you look at the plans it still says for local residents . A few of us attended the Halberton Parish council meeting and have asked them to investigate it for us , as they are there to support the local community . We have been trying for many years to get the Parish Council to help with parking at this end of the Village but so far with no avail . This was our only chance where we thought maybe at last we would have a parking space each but unfortunately this is not the case. Also £10,000 a space we couldn’t afford anyway . HALBERTON PARISH COUNCIL CHAIRMAN’S REPORT MAY 2021

It is a welcome relief that meetings are being held face to face once again but some good has come from virtual meetings. The advancement in technology has enabled people to access meetings from anywhere provided you have internet access! So those who are unable to attend Parish Council meetings in person, or any other meetings in the parish for that matter, now have the option of joining virtually. Owl Pro was trialled at the last Parish Council meeting and we hope that this will provide a better experience for all.

We welcome Rob Furmedge to the Parish Council. He has a lot of experience in IT and is in the process of improving the Parish Council’s connectivity with people. The aims are to speed up the flow of information to and from the council so we can better serve the community.

It is disappointing that we have had some incidents recently of vandalism in the village. This has caused both inconvenience and costly outcomes. If you could report acts of vandalism to the Parish Council we can log them with the authorities and improve the police presence in the village. Boredom is one trigger factor for vandalism, the Parish Council has looked at improving some of the resources in the village, such as, outdoor gym equipment. If any parishioners have any other ideas or could help us get the right equipment, please get in touch, we need your help to improve the facilities in the village.

I was sad to hear the other day that some people in the village feel that the Parish Council does not represent them. We as councillors all work hard for the good of the Parish and are only concerned in serving. As with all forms of democracy the power is with the people, so please join in and all work together. This can be either joining the Parish Council and help influence decisions or by volunteering your time. Just like the children from the school did when they did a litter pick at the Recreation Ground in early July. A big thank you to them.

Despite the relaxation of restrictions, it is important that we all do our bit to stop the spread of the virus, it has not gone away. Stay safe over the summer holidays.

HALBERTON PARISH COUNCIL WEBSITE AND MORE

We have been making some improvements to the http://halberton.org website. In particular we now have an active News pages where you can find information such as :- - The latest on any roadworks / disruptions in the parish - Links to various Coronavirus information - Mid Devon District Council press releases - Items from the Devon and Cornwall Police - Activities on Airband fibre deployment to improve internet connectivity Our aim is to keep this information up to date with newsworthy items that may have an impact on the Parish.

The Parish Council are also looking to find ways that IT (information technology) can be used to better serve the residents, so please keep referring to the http://halberton.org website as this develops. We will also be creating some working groups and looking for your help. If you have expertise in internet connectivity, social media etc, we would be delighted to hear from you.

HERNE BRIDGE UPDATE The 21-day exclusion period for closing down the badger sett under the bridge started on 1st July. The Parish Council will be in contact with all those involved following the 21 day period to ascertain the result of the ecological report on whether or not evidence of badgers was found. Provided no evidence has been found, assessments of the damage will be able to take place. Updates will be published on the Parish website.

LETTER FROM RAY RADFORD Devon County & Mid Devon District Councillor

Dear Residents Sadly, we are soon to say goodbye to another valued colleague from Leadership Team, Jenny Clifford. Jenny has worked for MDDC for many years and her knowledge and experience will be a very big loss to the Authority. Due to leave, her last day in the office will be Friday 13 August.

The General Fund Outturn achieved in 2020/21 which shows an overall overspend of £65k be noted. This deficit is proposed to be taken from General Fund reserve which will still leave the balance at £2.186m; above the minimum recommended level of £2m.

Jason Ball is our Climate and Sustainability Specialist at Mid Devon District Council. “The Council formally declared a Climate Emergency in 2019 and pledged to reduce our climate impact - we have already cut more than 600 tonnes of CO2 from our annual carbon footprint. We have supported Mid Devon home owners to help them reduce waste, recycle more, save energy and join renewable energy schemes. We are committed to building new homes for local people that will achieve Net Zero energy performance, and we are busy retrofitting to help cut household energy bills. We know there is more to do but we are moving in the right direction and eager for more success in the future, working closely with eco-friendly champions in our communities.”

We have a number of positive test cases in staff and more that have been told to self-isolate via the app. This is putting pressure on key services due to increased staff absences, so while we will be kept advised on any

15 specific service impact please know that our managers are doing their best to maintain delivery wherever possible.

Plans for social and affordable rented housing 50 dwellings over 3 years, details were requested of social and rented housing plans over the next year. Mix of modular (Pods) and traditional build inc. infill and redevelopment sites. 1-4-1 (This is the name of the funding allowance we get from Government of the right to buy allowance) receipt programme only - emerging Housing Strategy identifies 60 units in 1-4-1 programme 21-25 all social rent. Strategy identifies further 100 units (affordable rent) into housing stock via non-1-4-1 mechanisms 21-25 inc. 70 @ Post Hill. There will be module pods on view at Cullompton Leisure Centre, for anyone to inspect as to whether they will be suitable. The targets for the last 3 years of the current corporate plan have been published on the Cabinet agenda for 6 July.

Town Centre Regeneration The Tiverton Town Centre Plan had been full of aspirations but with no investment –the leader was asked what investment would be put into the Tiverton Town Centre Masterplan - the Leader responded stating that the authority would continue to bid for funding. The District Council has recently submitted a Community Renewal Fund bid which was considered at May 2021 Cabinet. This is for revenue funding to enable first phase project delivery in Tiverton. Future bids will be submitted for external funding as opportunities present themselves.

Digital Connectivity The delay in the town centre Wi-Fi project. The project was initially delayed owing to staff prioritising emergency business grant work. A provider has now been procured and they are currently testing equipment in various locations in readiness for discussions with Conservation Officers regarding siting. The aim is to roll out a scheme in Cullompton during the coming months and Tiverton before the end of the financial year. It is anticipated that the Crediton scheme will follow shortly after.

Residual Waste Household waste had increased during the pandemic, did residual business waste reduce. 2019/20 = 3125.61 tonnes 2020/21 = 2537.49 tonnes Therefore, a decrease of 588 tonnes or reduction of nearly 19%

Electric Vehicle Chargers The need to advertise EV chargers. All available electric vehicle chargers can be found on this map: www.zap- map.com - there are also many mobile apps to help drivers locate chargers to suit their vehicle. The zap-map link and other useful information will be shared on the new climate and sustainability website hosted by the Council. We will continue to monitor advances in technology for rapid chargers for buses and will signpost local bus and coach operators to our website accordingly, bus and coach companies are welcome to approach us with partnership proposals.

Corporate Tree planting The need for aftercare and replanting. The Property Services team are coordinating effort on tree planting. Aftercare and maintenance of new tree cover is at the forefront of our minds and must be planned in and resourced with any new planting. We will also stipulate tree aftercare / maintenance as a condition of our support when we work in partnership with others - such as landowners, farmers and parish councils.

Tiverton Hydro Power Scheme on the Exe. A Project Board has been set up to engage portfolio holders for Economic Regeneration and for the Environment. This will also facilitate reporting back to Environment and Economy PDG’s. Portfolio holders have been informed estimated capital costs are near £1.3m; the economic feasibility relies on the balance of costs vs savings from generated energy. The

Council has included expenditure towards project delivery as part of the wider bid to the Community Renewal Fund. Feasibility relies on a range of factors, not least the issues raised within the objections by the Environment Agency. We have begun to address the objections, the renewable energy scheme must be designed to achieve gains not only to address climate change, but also gains for biodiversity on the River Exe, and benefits to the passage of fish.

I hope you are well, and as I write this the sun is shining, and maybe we have a taste of Summer at last and the restrictions caused by the pandemic are being lifted. Meanwhile it has been a busy time at , so let’s catch up with some news.

The Made in Devon scheme, and its new website, has been unveiled to the public. The Made in Devon team responded to countless enquiries and received positive feedback from visiting members of the public and businesses from a special stand at the recent county show.

The scheme is supported by a new website www.madeindevon.org.uk which enables businesses to join up – membership is currently free for the first year. As more businesses sign up it will create a comprehensive directory of Made in Devon members. The scheme enables businesses and traders to advertise to consumers that they supply Devon-sourced products – and that those claims have been thoroughly vetted, checked, and certified by trading standards officers.

Devon County Council is facing considerable financial challenges in the years ahead, according to the county treasurer. Mary Davis has warned councillors that there is a toxic mix of issues facing the council – not just the continuing effects of the pandemic. She says pressures in social care and a big deficit in Devon’s special education budget as well as the Government’s spending review all pose big risks. Mrs Davis was commenting on the authority’s financial outturn for 2020/21 which showed an under spending of £35,000 on the revenue budget of just over £541 million. It is the 29th consecutive year that the county council has ended the financial year in the black.

But in a report to councillors, Mrs Davis says: “The longer term financial impact of the pandemic, the spending review, one-year funding settlements from the Government together with ongoing pressures in social care and the funding shortfall in special educational needs and disabilities (SEND) mean the authority is facing considerable financial risk in both the short and medium term.”

A new Natural Capital Challenge Fund has been launched by Devon County Council to help the Devon economy to build back better and encourage the green sector in the county. This is the latest initiative brought forward by the County Council as part of its overall economic recovery programme, supporting the response set out in Team Devon’s Economic Recovery Prospectus.

With two coastlines, two national parks and five AONB’s, Devon’s environment is a key asset and the pilot funding scheme will aim to capitalise upon this to develop the county’s green economy aspirations. A total funding pot of £300,000 is available to provide one off grant support for Devon-based businesses, social enterprises, charities, and community groups to create employment and training opportunities in the natural capital economy. Devon County Council is inviting applications from projects to help encourage additional investment in this sector and aid recovery from the impacts of the pandemic. Applications must be submitted by 5pm on Friday 20 August and funding must be spent by the end of March 2023. The trial project, which is offering maximum grant awards of up to £50,000, could support a range of initiatives such as improvements to biodiversity, tree planting, sustainable use of materials, reducing emissions, and increasing protection from flooding.

Finally, on the subject of grants, my locality budget re opened in May and I have already made some allocations including to Halberton and Uplowman Primary School Federation and to Uplowman Parish Council. There is a new application process, so if to want to apply for a grant from my locality budget, please contact me in the first instance before completing the online application form.

CHRISTIAN AID FUNDRAISING RESULT 2021

Well, I surpassed both my targets of 300,000 steps and £1,000l! I walked at least 400,000 steps in May when I had my phone in my pocket! I raised over £1,600 for Christian Aid Week via my Just Giving page and cheques and cash I received through my letter box at home (including the Gift Aid which will be added)! So, a huge thank you to everyone in Halberton (and my friends in other parts of the country) - especially those anonymous donors whom I have not been able to personally thank for your great generosity! THOUGHT FOR THE MONTH

‘I have a dream’ I was sitting wondering what to write for this month’s thought and I turned to the historic events that happened during the month of August. I was shocked to find that my birthday is not mentioned!!!! But, among the things that are recorded as happening a few years before I was born was the historic speech given by Martin Luther King Jr. “I have a dream!” A speech in which he laid out a desire for the recognition that all people are created equal. It is amazing to think that 58 years on from that speech there is still a cry for recognition that we are all created equal. This past year has seen our world closed because of a global pandemic. A virus that took no account of status, wealth, race, or creed. Both the great and the small, the rich and the poor have been affected. As we emerge from the confines of this awful virus, there will still be many who remain concerned, many for whom life will never be the same again. There will be others bursting to embrace freedoms and just wanting to experience all that life has to offer. But as we emerge, we need to be mindful of the feelings, concerns, and desires of others. Let us not condemn those who want the freedom to meet up, to travel to celebrate life, or berate those who want to take things a bit slower who may want to wear a mask and be cautious about meeting up in large gatherings. Let us remember that wherever we come from, whatever our station in life, we are all part of the great human race, all made in the image of God. A story is told of a child in the Sunday school group busily working away on a picture, the Sunday school teacher asked, “What are you drawing?” to which the child responded, “I’m drawing a picture of God!” The teacher gently said but no-one knows what God looks like. To which came the response “They will when I’ve finished!” Let us treat each other as equals and with respect as the image bearers of God. Mandy Lewry (Reader)

LOOKING BACK AND LOOKING FORWARD A MESSAGE FROM REV. GLYN. I am writing this soon after the Prime Minister’s announcement. Many of the restrictions we have lived with over a last 16 months, because of Covid 19, are now being eased. This has divided opinion, with some people welcoming this easing, whilst others are feeling less sure about the wisdom of such a decision. Over the past few months, the church community has been trying to continue its ministry, embracing good practice to keep people safe as they enter our buildings. During this period many of us have acquired new skills. Learning to produce services, both live streamed and recorded, has been, at times, challenging. We have had to learn on our feet, some things worked well, others less so. A regular pattern of Collective worships for the schools has been provided and I am particularly grateful to Robin Budgell, the Children, Families and Schools worker for this. I am also grateful to Mandy Rowley, who with the Open the Book Team, has filmed Bible stories acted out by members of the Mission Community. Many budding thespians have been discovered during this time. The Church Wardens and Church Councils have worked particularly hard to ensure we have followed the guidelines, going the extra mile in ensuring our churches have been kept safe and clean during this period. I am very grateful for their wise and supportive counsel. Now though we look forward to what lies ahead as the guidelines are relaxed. There is still a degree of uncertainty for many. It is important that we hold before us the terrible cost of this pandemic, it cannot be brushed aside in the clamour for normality. There is a need to balance the tension of hopefulness, whilst remembering the many who carry the burden of loss during this period, and the many who could not say their farewells to loved ones and friends. As our churches begin to open for private prayer, it is a reminder that whether we are people of faith or none, these places can offer peace and space for reflection. The Mission Community, after consultation have put in place a new structure of services across the team which will commence from September. This is an attempt to provide for the needs of the local community as well as the wider Mission Community As a Mission Community we want to be able to support those important life events, rejoicing with families in baptisms, weddings, and offering support at a time of loss with funerals and services of thanksgiving. As we move forward, we do so carefully and respectfully, providing the opportunity to share together in worship, prayer and support. News from St Andrew’s Church Roadmap out of Lockdown You may be aware that many of the restrictions that we have been following are being lifted, for example Hymn Singing and the church being open for private prayer. While we welcome the easing of restrictions, we do appreciate that some folk would be more comfortable still using precautions and ease up gradually, e.g. wearing masks, sanitising, and distancing – and this can continue. In addition to our First Sunday Service:- From August 1st St Andrew’s will be open daily for Private Prayer and from September a Service of Morning Prayer on each Second Sunday @ 9.30am

The MiDS are enjoying singing again: come and join us!

The Mid Devon Singers restarted in June and July in the courtyard at Swallow Court, Jersey Farm, near Junction 27. We don’t meet in August but will resume singing at Halberton Village Hall at 7.30pm on Friday 3 September. We have a BBQ and mini performance at Swallow Court the following day, Saturday 4 September and the next day, Sunday 5 September, we perform at the Uffculme show! We are having some catch-up sessions for new members who want to perform with us at the Show. Our annual welcome party is on Friday 10 September! Please contact us for more information.

It has been a great pleasure to enjoy singing again for everyone, and welcome new members to our growing number to sing the songs we are preparing to perform at the Uffculme Show on Sunday 5 September: I Feel the Earth Move and Will You Still Love Me Tomorrow (by Carole King), Here Comes the Sun (George Harrison) and (The Sun'll Come Out), Tomorrow (from Annie), Castle on a Cloud (from Les Miserables), Whistle Down the Wind and, appropriately, Thank You for The Music (Abba). The MiDS is a social and musical group. There are no auditions for our inclusive, all age, mixed choir that includes first-timers and experienced singers from across the district and beyond; children and families are welcome and it’s free for young singers. We don’t sing one type of music; we normally sing a little of everything across all styles from past to present. We're friendly, not cliquey and just enjoy singing together. You can always come and try us!

HALBERTON HISTORY GROUP

In June Halberton History Group again got together with other local history groups on Zoom. This time our speaker was historian Dr. Julia Neville. She has been involved with many Devon based research projects, the latest being Devon in the 1920s. She gave us an outline of some of the contributions received so far which include items on the aftermath of WW1, changes in ways of farming and village social life, with conflict between those who wanted to maintain the old ways and younger people hoping for a brighter future.

She is looking for further contributions giving a picture of life at that time from anyone who would like to write a piece, maybe about how their own family fared. She showed us a map marking places about which she had received items and it was noticeable that there had been absolutely nothing from ‘our’ corner of Devon. So how about it? I am sure some of our readers have stories about their own families in the 1920s. Perhaps they got a Council House – Halberton's first ones were built at Crossparks in 1929 following the complete destruction of Whites cottages by fire. Now there's a story - perhaps your family was one of the five made homeless.

Our next talk, via zoom, is on Wednesday 8th September and we are lucky to have booked Devon author, Liz Shakespeare. The talk will be based on her book, “The Postman Poet” who was Edward Capern, born in Tiverton but moved to North Devon at an early age. It gives a wide ranging view of conditions in Devon in the middle of the 19th century in a most entertaining style.

The Halberton Directory that you receive with the Newsletter has about 60-70 adverts in every edition, all of them from local traders and businesses or local branches of larger companies.

These advertisers generally contract to advertise for a 12-month period, and almost all of them renew their contract for a further 12 months on an ongoing basis.

But occasionally, an advertiser does not renew their contract for all sorts of reasons, leaving a potential gap in the Directory. Thankfully, we also receive enquiries from new advertisers, and their adverts fill many of those gaps. However, we still need to find new advertisers from our local community ... And this is where You Can Help !

We're looking for someone, working with our Newsletter Team, to invite local shops, businesses and traders to place an advert in the Halberton Directory. It wouldn't be a huge commitment - one or two every couple of months at the most - it's just about keeping the Directory topped-up and full of advertisements which are useful to our readers.

Local advertisers can be found in a number of ways - 1) Those that you visit or pass by on a regular basis, 2) Those that you hear about from friends and family, 3) Those that advertise in other local newsletters and magazines.

NEWS FROM St ANDREW’S CHURCH

Many young men and women left Halberton to fight in two World Wars and other conflicts since.

Many were seriously injured and sadly some died and never made it back to Halberton and their families.

We remember by name those who fought and those who died on the Memorial Board in the Village Hall.

In St Andrew’s Churchyard we have six War Graves and these graves are cared for by the Commonwealth War Graves Commission.

There is now a display in the Church Porch showing the location of these graves around our churchyard, with photographs of each of these gravestones, to help you spot them.

If you have a spare ten minutes, when you are passing, do pop in and explore and look at the memorials to these special young men who fought to preserve the freedom we have today.
