MEETING CALLED TO ORDER Chair Carter called the meeting to order at 2:40 p.m. by teleconference call between the attendees and gave Territorial Acknowledgement. 3. DECLARATION OF CONFLICT OR PECUNIARY INTEREST There were no declarations of conflict or pecuniary interest. 4. CLOSED SESSION RESOLUTIONS There were no Closed session resolutions brought forward to the Open Meeting. 5. PRESENTATIONS/DELEGATIONS There were no presentations or delegations. 6. APPROVAL OF MINUTES Moved by P. McSherry Seconded by C. Guthrie THAT the Minutes of the Open Meeting held Thursday, December 10, 2020 be approved as presented. - CARRIED – Open Meeting Minutes January 21, 2021 Page 2 of 5 7. APPROVAL OF AGENDA Moved by C. Billings Seconded by P. McSherry THAT the Guelph Police Services Board approve the Open Meeting agenda. - CARRIED – C. Billings noted that the recommendation in the report at Agenda item 7.10.1, renewal of the Ontario Association of Police Services Boards membership should read for 2021, not 2020. Moved by C. Billings Seconded by P. McSherry THAT the Guelph Police Services Board adopt Part 1 – Consent Agenda, as identified below. - CARRIED – 7.1 Headquarter Renovation and Expansion That the Report titled “Police Headquarters Renovation and Expansion Project” and dated January 21, 2021, be received for information. 7.2 Community Account Fourth Quarter Report (2020) That the report titled “Community Account Quarterly Report (October 1 – December 31, 2020” and dated January 21, 2021 be received for information. 7.3 Professional Standards Fourth Quarter Report (2020) That the report titled “Professional Standards Fourth Quarter Report 2020” and dated January 21, 2021 be received for information. 7.4 Suspect Apprehension Pursuits Semi-Annual Report That the report titled “Suspect Apprehension Pursuits – July 1 – December 31, 2020” and dated January 21, 2020 be received for information. 7.5 Human Resources Report THAT David Lee, Firas El-Ayoubi and Brad Townsend be appointed as full-time members of this Service effective January 4, 2021; and THAT Connor Vaivods be appointed as a full-time member of this Service effective January 18, 2021; and THAT Brandon Lohwinow be appointed as a full-time member of this Service effective January 18, 2021; and THAT Alex Vallejo be appointed as a full-time member of this Service effective January 18, 2021; and THAT Justin Farias and Megan Pfeiffer be appointed as temporary civilian members of this Service effective January 04, 2021. Open Meeting Minutes January 21, 2021 Page 3 of 5 7.6 Budget Signing Authority That the report titled “Budget Signing Authority” and dated Thursday, January 21, 2021 be received for information. 7.7 Acting Chief and Deputy Chief of Police Appointment Report THAT the Guelph Police Services Board approve the recommended lists for 2021 as presented for the appointments of Acting Chief and Acting Deputy Chief of Police. 7.8 Board Correspondence Report That the report titled “Board Correspondence Report” and dated January 21, 2021 be received for information. 7.9 Board Member Mileage and Conference Expenses Report (2020) That the report titled “Board Member Mileage and Conference Expenses Report - 2020” and dated January 21, 2021 be received for information. 7.10 Annual Membership Fees 7.10.1 Ontario Association of Police Services Boards THAT the Guelph Police Services Board renew its 2021 membership in the Ontario Association of Police Services Boards at a cost of $6,595.27 to be paid from the tax supported budget. 7.10.2 Ontario Association of Police Services Boards – Zone 5 THAT the Guelph Police Services Board renew its 2021 membership in the Ontario Association of Police Services Boards Zone 5 at a cost of $250.00 to be paid from the tax supported budget. Part 2 – Discussion Agenda 7.11 Extension of Guelph Police Service Strategic Plan The Guelph Police Service 2019-2021 Strategic Plan – Moving Forward Together sets out six strategic priorities: Community Policing (including a need for higher visibility in the community; increased diversity of GPS personnel; and further engagement with various populations in the community); Organizational Health and Service Effectiveness (including resource deployment to better meet the needs of the community and address members’ wellness); Community Wellness (including optimizing response to individuals experiencing mental health and addictions crises); Road Safety; Drugs and Property Crime; and Open Meeting Minutes January 21, 2021 Page 4 of 5 Downtown Policing (including increased police visibility) The development of the strategic plan was a year-long undertaking requiring significant collaboration internally across Service units/members and external consultations with stakeholders as required by Ontario Regulation 3/99, Adequacy and Effectiveness of Police Services, which requires that every police service board in Ontario prepare a business plan for its police service at least once every three years. The ongoing impact of the COVID-19 pandemic, which began in March 2020 and continues into 2021, significantly limits the possibility of engaging in a similar process in 2021 for the development of a new strategic plan to take effect in 2022. The social, political and economic contexts that impact the policing environment and resultant priorities may be dramatically different in the mid-term (i.e., 2022 and 2023), and the latter years of a multi-year strategic plan. Given the challenges/ limitations of developing a new strategic plan in the context of a pandemic, and the likely diminished value of a multi-year plan spanning dramatically different environmental conditions, it was recommended that the Board approve extending the Service’s current strategic plan through 2023. Moved by C. Billings Seconded by C. Guthrie THAT the Guelph Police Services Board approve the extension of the Guelph Police Service 2019-2021 Strategic Plan through to the end of 2023. -CARRIED- 7.12 Chief’s Monthly Report 1) Chief Cobey reported that the Covid-19 outbreak at the Service was officially over January 15, 2021. He thanked Dr. Nicola Mercer and her team at WDG Public Health for all their assistance and support. He also advised that the outbreak did not result in service delivery interruptions. 2) Bias awareness training at the Service was launched on November 24, 2020 and has now been completed. A training video for our members is being finalized. 3) The interviews for the senior leader (Inspector) promotion process were conducted in December 2020. He thanked Marva Wisdom for sitting on the interview panel to provide her perspective. 4) Tracey Dupuis, the Wellness Coordinator for the Service is now full time. She brings many years of experience as a member of the Impact Team. 5) Scott Tracey, the new Media Relations Coordinator, has been in his new role for approximately 1 month. Scott recently coordinated an interview with Adam Donaldson and the Chief. The interview will air January 21, 2021 at 5:30 p.m. on CFRU. Open Meeting Minutes January 21, 2021 Page 5 of 5 6) Ongoing initiatives include presentations to the Board by the Impact Team and Welcoming Streets at the February 18, 2021 meeting. 7) Priority leaders for the Strategic Plan will begin presenting to the Board to communicate some of the initiatives. 7.13 New Business - There was no new business noted. 8.
