This is to inform the Boardthat staff is processing scope amendmentsfor Call for Projects-funded City of Los Angeles’ Transit Priority/Bus Speed Improvement projects to maintain consistency with the Board-approvedMetro Rapid Program.
The City of Los Angeles has requested amendmentsto the Memorandumof Understandingsfor the Van NuysBoulevard Transit Priority, Victory/OxnardBus Priority Treatments, Central/East Los Angeles Bus Speed Improvements,Westside Bus Speed Improvements, and Mid Cities Bus Speed Improvementprojects. The purpose of the amendmentsis to expandthe time and limits of the Call for Projects grants to allow for implementationof the transit priority systemon the VanNuys, Broadway, Crenshaw-Rossmore,Florence and VermontMetro Rapid Lines, respectively, in support of the Five-Year MetroRapid Implementationplan.
Consistent with the Five-Year MetroRapid Implementationplan, the City is requesting the following changes:
VanNuys Boulevard Transit Priority: extend the limits to Foothill Boulevardon the north and Wilshire Boulevardvia the SepulvedaPass on the south;
Central/East Los Angeles Bus SpeedImprovements: extend the limits to include GatewayPlaza on the north and the Metro Green Line Harbor FreewayStation via Broadwayon the south;
Westside Bus Speed Improvementsand Mid Cities Bus Speed Improvements: extend the limits to include CrenshawBoulevard/Rossmore Avenue from the Hollywood/HighlandMetro Red Line Station to AdamsBoulevard; Florence Avenue from Crenshaw Boulevard to Central Avenue; and Vermont Avenue from Barnsdall/MaubertAvenues to 120th Street; and
Memorandumof Understanding Extension: extend the lapse dates for the Van Nuys Boulevard Transit Priority, Westside Bus Speed Improvementsand Victory/OxnardBus Priority TreatmentsProjects to June 30, 2004. BACKGROUND
The Van NuysBoulevard Transit Priority, Central/East Los Angeles Bus Speed Improvements, and MidCities Bus Speed ImprovementsProjects were funded through the 1995 Call for Projects, and the Westside Bus Speed ImprovementsProject through the 1997 Call for Projects. TheseCall for Projects grants were originally to fund implementationof transit priority treatments along Van Nuys Boulevard between Roscoe and Ventura Boulevards; along major bus corridors in the Central/East Los Angelesarea; along major bus corridors in the MidCities area; and along major bus corridors in the Westside Los Angelesarea, respectively. MTAand the City of Los Angeles staff workedclosely on the Metro Rapid Five-Year Implementation Plan, which was approved by the MTABoard in September 2002. In order to maximize previous Board-approvedgrant funds and City staff resources, it was decided to extend the limits serving the Metro Rapid Corridors as mentionedabove.
NEXT STEPS
Staff will process and execute the scopes of workamendments to the Call for Projects Memorandumof Understandingsto allow the City to implementthe transit priority prior to the start-up of the Van Nuys, Broadway,Crenshaw-Rossmore, Florence and VermontMetro Rapid Lines.
