On 30 June 2014 the extremist organization the “Islamic State of Iraq and the Levant” (ISIS or ISIL) has announced the establishment of a caliphate. With this act its leaders not only has shocked the region and the world, but also they challenged the contemporary Islamic theologians. As a matter of fact, “khalifa” Abu Bakar al-Baghdadi triggered the most important “takfiri”, apostatizing trend within Muslim world. They formed the dogmatic case which brought to the surface the group as a real entity which has long struggled leadership among the other terrorist formations. After the announcement of the caliphate ISIL, it abolished “Iraq and the Levant” from its name and became only the “Islamic state”, and it does claiming their uniqueness to their competitors. This terrorist organization has had a long history in Iraq. It has appeared on the map of extremist actors of still living former dictator Saddam Hussein. Its “birth date” is about 2000 and its creator is the Jordanian Abu Musaab Zarqawi.

    Kafkasya Calışmaları - Sosyal Bilimler Dergisi / Journal of Caucasian Studies Kasım 2020 / November 2020, Yıl / Vol. 6, № 11 ISSN 2149–9527 E-ISSN 2149-9101 A Hard Bargain Foreign Policy and the Dynamics of the Putin-Kadyrov Relationship Lilla Heins* Abstract This article examines the Governor of Chechnya Ramzan Kadyrov’s unique relationship with Russian President Vladimir Putin. This research first provides context on the evolution of radical Islamism in Russia’s North Caucasus and Kadyrov’s role in suppressing insurgency and unrest in the republic. The paper then discusses the three pillars of the relationship between Kadyrov and Putin: Kadyrov’s integral role in keeping the peace in Chechnya, the persistence of the relationship despite pressure on Putin to strengthen control over Kadyrov by members of the federal security establishment, and Kadyrov’s exceptional involvement in foreign policy outside the official Russian channels. The paper ultimately argues that Kadyrov is allowed to conduct foreign policy actions apart from the Kremlin because of his role in keeping the peace in Chechnya, and that he has leveraged this opportunity to become even more vital to Russian domestic and international interests, and thus more powerful.     Religious Religious Radicalism after the Arab Uprisings JON B. ALTERMAN, EDITOR Radicalism The Arab uprisings of 2011 created unexpected opportunities for religious radicals. Although many inside and outside the region initially saw the uprisings as liberal triumphs, illiberal forces have benefitted after the Arab disproportionately. In Tunisia, formally marginalized jihadi-salafi groups appealed for mainstream support, and in Egypt, the Muslim Brotherhood triumphed in Jon B. Alterman Uprisings elections. Even in Saudi Arabia, not known for either lively politics or for Jon B. Alterman political entrepreneurship, a surprising array of forces praised the rise of “Islamic democracy” under a Muslim Brotherhood banner. Yet, at the same time, the Arab uprisings reinforced regional governments’ advantages. The chaos engulfing parts of the region convinced some citizens that they were better off with the governments they had, and many governments successfully employed old and new tools of repression to reinforce the status quo. Marcin Terlikowski The Islamic State: A Threat to Russia Anna Maria Dyner, Kacper Rękawek The Islamic State’s military offensive constitutes not only a threat to other states of the region, Europe and the United States, but also to Russia. This is down to the potency of the spread of Islamist ideology within the borders of the Caucasus entities of the Russian Federation, and also the latter’s international environment. For this reason, while criticising the American and European policies in the Middle East, Russia is simultaneously in favour of armed activities aimed at the Islamic State, and the Russian authorities are proposing the formation of a new, anti-terrorism coalition under the auspices of the United Nations. Poland should join it only if the U.S. and EU Member States are also going to participate. Russia Vis-à-vis the So-called Islamic State. The operations of the Islamic State (IS), its military successes, and the drive towards the restoration of a caliphate cause anxiety in Russia, which is still threatened by Islamist terrorism. Thus, despite its critical posture towards U.S. policy in the Middle East, Moscow is supporting armed actions against the IS. From Russia’s point of view, the short-term advantages of the U.S. and the main NATO members focusing on the air campaign against the IS, diverting their attention from the events in eastern Ukraine, are far less significant than the creeping destabilisation of the Middle East and the further development of international terrorism.
