this letter is intended to formalize our recent conversations with respect to our Consulting Services Agreement dated September 28, 2017. As you know, White House Writers Group ("WHWG”) has been setting up various projects that strengthen the American public’s appreciation of Poland, correct the false historical narrative, and highlight Poland’s importance as a strategic partner of the United States. Our efforts in support of the work of the Polish National Foundation are expected to extend throughout the remaining months of 2018. They currently include a Hudson Institute panel discussion on Poland’s history and key strategic importance, a full-day conference on the partnership between John Paul II and , a conference and traveling museum exhibit highlighting the story of Colonel Kuklinski, a TV spot for 100 years of Poland’s independence, and media support for community outreach events in the City metro area.

All of these efforts require long-term planning as well as close collaboration and contractual arrangements with third party professionals through the end of 2018. We at WHWG are therefore committing our time and resources throughout the end of the year to execute these projects as promised. This Memorandum of Understanding between White House Writers Group and Polska Fundacja Narodowa reflects our mutual commitment to those projects and the long-term nature of the work we have together undertaken. To secure the projects' completion and success, we agree to continue our Consulting Services Agreement without interruption through December 31, 2018.

We look forward to working together on these important projects that help the Polish National Foundation carry out its mission of presenting the true image of Poland to the world.

Dear Sirs:

As you requested, I am writing to outline the updated scope of services now being provided by the White House Writers Group ("WHWG") to the Polish National Foundation (“PNF"). This update seeks to reflect more accurately the breadth of our current activities and to acknowledge that the scope of our work has expanded rapidly far beyond our initial understanding, demanding additional personnel and requiring substantial new resources. Hence the recent approval for doubling our monthly retainer.

As originally laid out in our agreement, all of WHWG’s efforts aim to further Poland’s position and positive perception in the United States and, more generally, in the West. When we began our working relationship last fall, the project was envisioned for 3 people: one bilingual full-time senior consultant, and 2 other principals contributing their time, influence, and expertise, as needed.

As the project has grown organically, so has the scope of w'ork, making it necessary to more than tripple the size of the Poland team. Time demands and travel requirements (both domestic and international) have all increased exponentially almost overnight. Our approach was to take advantage of every opportunity that would benefit Poland. Our activities attracted, rather quickly, the attention of American allies (e.g. journalists, advisors to the US government, investors, business leaders, executives in key strategic sectors, academics, high-ranking members of the US military, staffers, etc.), and we engaged with those who approached us offering to help.

As you will see below, some of the areas on which we focus are entirely new, a result of pursuing opportunities and ideas that presented themselves in the course of our work. Others are a significant extension of our original understanding. We are devoting time to the following:

® helping build relationships and develop mutual access between principals in Poland and the US, creating opportunities for meaningful cooperation, trust, and bilateral relations; ® developing lines of communication between influencers in the West and articulate, effective, English-speaking message earners in Poland to help explain strategy and policy to the Western world; ® facilitating visits to Poland by representatives of US organizations and official advisory groups to enable fact-finding missions that allow Americans to form an opinion of the country and its institutions first-hand and to see a more accurate picture of Poland than news reports can offer. ® creating a one-stop information hub (website and associated social media accounts) to help present Poland’s perspective and promote the country’s message to the world by highlighting, contextualizing, and explaining content that is often neglected, overlooked, or deliberately silenced; . ® developing fact sheets that allow anyone curious about Poland to learn the truth in detail about the country’s policies, reforms, accomplishments, and challenges; ® enlisting an elite public relations firm to work with us to amplify Poland’s message and help reach a wider audience; ® helping promote the public efforts by the representatives of Poland collaborating with the PNF in the US; ® conceptualizing, organizing, and executing conferences, panel discussions, and other media events (this is an ongoing, resource-intensive process yielding opinion-shaping results), focusing on themes and subjects of that are important for Poland and/or explaining misperceptions about Poland that require correction; ® collaborating extensively and building long-term partnerships for the PNF with individuals and organizations whose interests, objectives, and/or mission statements align with Poland’s; ® negotiating the creation of a Polish Program that would enable Poland to tel l its story in the capital of the United States and beyond, and to educate the Western public about its past and the toll that communism and its propaganda took on Poland, its people, and its international reputation; ® planning a monument in Washington DC to the 1920 victory over communism in the Battle of Warsaw; ® collaborating, with the Victims of Communism Memorial Foundation, on the establishment of a permanent museum devoted to educating the world about the evils of communism and remembering its 100 million victims;

• contributing to the creation of a strategic communications infrastructure that can serve Poland for years to come (a complex effort involving experts from multiple fields in multiple countries);

ARCHBISHOP CHRISTOPHE PIERRE Archbishop Christophe Pierre was born in Rennes, France. He competed his primary education in Antisirabe, Madagascar, and his secondary schooling in Saint-Malo, France and Marrakech, Morocco. After attending the Major Seminary Of the Archdiocese of Rennes and the Catholic Institute of Paris, he was ordained a priest in April 1970 in Saint-Malo, France, and was later incardinated in the Archdiocese of Rennes. He started his service in the of the Holy See in March 1977. He has since served in New Zealand, Mozambique, Zimbabwe, Cuba, Brazil, Haiti, Uganda, and Mexico. In April 2016, appointed him Apostolic to the US.

LEE EDWARDS Lee Edwards, distinguished fellow in conservative thought at The Heritage Foundation, is a leading historian of American conservatism and the author or editor of 25 books, Edwards also is adjunct professor of politics at the Catholic University of America and chairman of a foundation that dedicated the Victims of Communism Memorial in Washington, D.C., in 2007. His books include biographies of Ronald Reagan, , William F. Buckley, Jr. and Edwin Meese I I I as well as histories of The Heritage Foundation and the American conservative movement. His works have been translated into Chinese, Japanese, French, Hungarian and Swedish.

JOHN O’SULLIVAN John O’Sullivan is currently President and founder of the Danube Institute in Budapest, international editor of Quadrant Magazine in Sydney, Australia, and associate editor of the Hungarian Review. John O’Sullivan is also currently a fellow of the National Review Institute and a co-founder and director of Twenty-First Century Initiatives, a DC-based think tank. In 1987-88, he served as a Special Adviser to Prime Minister Margaret Thatcher in Downing Street. He also served informally as a speechwriter for the Prime Minister, was the principal author of the 1987 Conservative election manifesto and was one of the small team that assisted Lady Thatcher in the writing of her two volumes of memoirs.

MIN. PIOTR NAIMSKI Piotr Naimski is a member of the Polish , Polish Secretary of State and for Strategic Energy Infrastructure in the Chancellery of the Prime Minister. Born in Warsaw, Poland in 1951, Mr. Naimski studied chemistry at the and later received a Doctor Of Natural Sciences from the Institute of Biochemistry and Biophysics at the Polish Academy of Sciences. After the protests of June 1976, Mr. Naimski participated in organizing help for the repressed workers of and Ursus and was active in the Worker’s Defence Committee, working closely with . In the early 1980s, he served on the board of the Center for Social Research of Solidarity. Beginning in 1992, he worked at the Ministry of Internal Affairs, where he was the Head of the Office for State Protection. From 1999 to 2001, he was the national security adviser in the office of Prime Minister Buzek. From November 2005 to November 2007, Mr. Naimski was the Deputy Minister of Economy. In 2008, he became an advisor to the Head of the National Security Bureau and a member of the Energy Security Team in the Chancellery of the President. John Lenczowski is founder and president of The Institute of World

Politics, an independent graduate school of national security and international affairs in Washington, D.C. From 1981 to 1983, Dr. Lenczowski served in the State Department in the Bureau of European Affairs and as Special Advisor to the Under Secretary for Political ■Affairs. MACIEJ SWIRSKI As the Polish National Foundation’s Plenipotentiary for International Projects, Maciej Swirski coordinates all of the Foundation's international activities. Mr. Swirski is also the founder and President of the Polish League Against Defamation. He has extensive experience in management and has worked at a number of Polish and foreign companies in the hew technologies sector. A historian by education, Swirski is also a Polish political blogger and social activist.

MAREK CHODAKIEWICZ Dr. Chodakiewicz is the current Kosciuszko Chair of Polish Studies at IWP. Dr. Chodakiewicz writes weekly columns for popular Polish press and contributes to the SELOUS Foundation internet hub. He has also written on foreign policy in various publications, including The Journal of World A ffairs, The American Spectator, and National Review Online. In addition to his popular and scholarly articles, Dr. Chodakiewicz has authored, co-authored, edited, and co-edited over fifteen scholarly monographs and documentary collections. MSGR. SLAWOMIR ODER Msgr. Slawomir Oder, priest of the Polish Diocese of Torun, was born in Chelmza, Poland in 1960. After graduating with a degree in economics and international business from the University of Gdansk, he entered a period of philosophical and theological formation in Poland and Italy and was ordained a priest in May 1989. He also holds a doctorate in utroque iure from the Lateran University. Since 1985, he has lived in Rome, working in the diocesan structures at the Vicariate of Rome and keeping pastoral service as the Rector of the Church of Santa Maria Immacolata and San Giuseppe Benedetto Labre in Rome, Frorn 2001 to 2013, he was the Judicial Vicar of the Court of Appeal of the Vicariate of Rome. In May 2005, he was appointed Postulator in the process of beatification and canonization of Saint John Paul II.

ARTURO MARI Arturo Mari served as papal photographer for L'Osservatore Romano for five decades, taking millions Of pictures of six popes over his career: Popes Pius XII, John XXIII Paul VI, John Paul I, John Paul II and Benedict XVI. Mari began his friendship with Pope John Paul II at the Second Vatican Council and served as the Pontiff’s photographer for 27 years, accompanyingm him daily, including on over five trips around the world. He published his memoirs describing his time with the Holy Father, See You in Paradise, in 2007. Beginning his career as Vatican photographer during the pontificate of Pope Pius XII When he was 16, Mari retired in 2007.

EDWIN MEESE III Edwin Meese, born in Oakland, CA, began his relationship with Ronald Reagan in the Golden State. During Reagan’s tenure as CA governor, Meese served as his legal affairs secretary, executive assistant and chief of staff. After Reagan’s White House transition team in 1980, Meese held the position of counsellor to the president and functioned as Reagan’s chief policy adviser. During President Reagan’s second term, Meese was served as the U.S. Attorney General. As such, he directed the Justice Department and led international efforts to combat terrorism, drug trafficking and organized crime. In 1988, Meese joined The Heritage Foundation as the think tank’s first Ronald Reagan Distinguished Fellow. His work focused on keeping President Reagan’s legacy of conservative principles alive in public debate and discourse. Meese was chairman of Heritage’s Center for Legal and Judicial Studies from its founding in 2001 until his “semi-retirement” in 2013. The conservative leader, thinker and elder statesman is currently Heritage’s Ronald Reagan Distinguished Fellow Emeritus.

JOHN WALTERS John P. Walters is Chief Operating Officer of Hudson Institute and Director of Hudson Institute Political Studies. From December 2001 to January 2009, Walters was director of the White House Office of National Drug Control Policy and a cabinet member during the Bush Administration. As the nation’s “Drug Czar,” Mr. Walters guided all aspects of federal drug policy and programs and helped build critical programs to counter narcoterrorism in Colombia, Mexico, and Afghanistan.
