July 18, 2013 Marubeni Corporation Mitsubishi Jisho Residence Co., Ltd. The First Real-Estate Development by Japanese Developers in Changchun, Jilin Province, China Marubeni Coporation and Mitsubishi Jisho Residence Co., Ltd. set off the Joint Development –“Changchun Jingyue Project (Tentative)” <Perspective of the project> Marubeni Corporation (“Marubeni”) and Mitsubishi Jisho Residence Co., Ltd. (“Mitsubishi Jisho Residence”), as the first Japanese developers, plan to implement a real-estate development project with Jilin Weifeng Industry Co., Ltd. (“Weifeng”), a local Chinese developer, in Changchun, China. This project, as our first project in Changchun, with an area of 130,000 square meters, is located in Changchun Jingyue National High-tech Industrial Development Zone (“Jingyue DZ”), concentrating on Town House and Residential. The Project Company, Changchun Top Chance Property Development Co., Ltd. (“Changchun Top Chance”) owned by Marubeni (40%), Weifeng (35%) and Mitsubishi Jisho Residence (25%), has started the construction for the release this coming fall. Changchun is the capital of Jilin Province, also a core city in the northeastern part of China, with a population of 7,620,000. It is administered as one of 15 sub-provincial cities which are independent and equivalent to provinces. Having a solid industrial basis including automobile manufacturing as typified by FAW (First Automotive Works) Group, along with manufacturing transportation facilities and processing agricultural products, Changchun is continuing double digit economic growth, which is higher than the national average. Jingyue DZ is a national-level development zone approved by the State Council in August, 2012, with an area of 479 square kilometers, of which about half of the area, 243 square kilometers, consists of forest and a lake. -

L IAONING PROVINCE Opportunities for Investment in Coal Mine Methane Projects A major coal producer, the Fushun Mining Group Company, Ltd. has one producing underground mine and one open-pit mine. Total coal production in the mining area is about 6 million tonnes of coal annually. The underground mine, Laohutai, drains about 100 million cubic meters (more than 3.5 billion cubic feet) of methane annually, and methane production from surface boreholes has also begun. Significant opportunity exists for expanding recovery and utilization of methane from surface and underground boreholes. The Fushun Mining Group Company, Ltd. seeks investment for expanding the production of methane from surface boreholes and combining it with a portion of the methane recovered from the Laohutai mine to meet the energy needs of the nearby city of Shenyang. Ce dernier a également resserré son emprise non seulement sur Beijing – par le biais de son proche collaborateur Wang Xiaohong [王 小洪]3-, mais bien aussi sur le pays en entier. Xi’s System, Xi’s Men: After the March 2018 National People’s Congress Barry Naughton The National People’s Congress meeting in March launched a significant administrative reorganization and approved the appointment of a new generation of economic technocrats. The technocrats are skilled and generally support market-oriented reforms. The reorganization is generally market-friendly, but its main purpose is to create a more disciplined and accountable administration to serve as an instrument for Xi Jinping. Last year, after the 19th Communist Party Conference in October, Xi Jinping laid out a general economic program for the next three years. This March, at the 13th session of the National People’s Congress, Xi introduced significant changes in the administrative structure and fleshed out the personnel assignments that will prevail for the next few years. These changes demonstrate once again how firmly Xi is in control of economic policy and personnel. Even if Xi had not also changed the constitution to eliminate term limits for the president (himself) and vice-president, these changes would be enough to demonstrates Xi’s power and ruling style. The policy framework laid out at the end of 2017 allows space for renewed system reforms. As explained in the previous contribution to CLM, successful economic management in 2017 has permitted Xi to prefer “high quality” growth over “high speed” growth, and in particular to launch “three battles”: reducing financial risk; eliminating poverty; and improving the environment.1 While deepening economic conflicts with the United States have certainly complicated the policy environment, until now the Xi administration has stuck to this basic policy orientation. -

Abstract: To better understand the source and health risk of metal elements in PM2.5, a field study was conducted from May to December 2018 in the central region of the Liaoning province, China, including the cities of Shenyang, Anshan, Fushun, Benxi, Yingkou, Liaoyang, and Tieling. 24 metal elements (Na, K, V, Cr, Mn, Co, Ni, Cu, Zn, As, Mo, Cd, Sn, Sb, Pb, Bi, Al, Sr, Mg, Ti, Ca, Fe, Ba, and Si) in PM2.5 were measured by ICP-MS and ICP-OES.
