1. INTRODUCTIO N

1.1 Background

1.1.1 This Framework Travel Plan (FTP) has been prepared by Hydrock Consultants on behalf of Crossmark Investment Ltd to support the redevelopment of Landore Court, Cardiff.

1.1.2 The proposals will involve the demolition of the existing office building and the comprehensive redevelopment of the site to accommodate 150 residential units and 309 sqm of commercial use.

1.1.3 A Transport Statement (TS) has been prepared and has been submitted as part of the planning application for the redevelopment proposals.

1.1.4 The FTP should be seen as an evolving document which will inform the preparation of a full Travel Plan. The full Travel Plan will be produced and implemented prior to first occupation.

1.1.5 The Travel Plan and measures will be aimed at residents and visitors to the site. The employees working in the commercial uses on the site would benefit from any measures but due to the small scale of these uses, a separate Travel Plan would not be produced for these uses.

1.1.6 National research suggests that people are more willing to change travel habits when changing lifestyle such as where they live; therefore, this document presents a package of measures and targets that meet ’s (CC’s) sustainable transport objectives, including a reduction in single occupancy car journeys and the increased use of sustainable means of travel. 1.2 Contact Details

1.2.2 Details of the TPC will be made available once they have been appointed and CC will be informed at the earliest opportunity.

1.3 Site Location

1.3.1 The site is located along Charles Street in around 200 metres to the south of Queen Street and 100 metres east of the St David's Shopping Centre.

1.3.2 The site is located in the Charles Street conservation area and consists of four terraced office buildings with parking to the rear for 32 vehicles. As a whole the site occupies approximately 0.19 hectares or 0.469 acres with a total net lettable area of 21,870sqft or 2,032sqm.

1.3.3 The building is bounded by Charles Street to the west, Wesley Lane to the east and south and adjacent properties to the north.

1.3.4 The indicative location of the site in its local context is shown in Figure 1.1.

2. SITE AUDIT AND ACCES SIBILITY

2.1 Overall Site Accessibility

2.1.1 The importance of the location of a site in relation to encouraging sustainable travel is set out within TAN18. Paragraph 3.3 states “The location of new residential development has a significant influence on travel patterns as the majority of trips start or finish at home… It should be a key aim of development plans to identify residential sites that are accessible to jobs, shops and services by modes other than the car”.

2.1.2 TAN18 then continues within 3.4 to state that “ Settlement policies and residential allocations in development plans should therefore - promote housing development at locations with good access by walking and to primary and secondary schools and public transport stops .”

2.1.3 Finally, paragraph 3.8 states “ Locations that are highly accessible by a variety of travel modes offer significant opportunities to make travel patterns more sustainable.” As such it is recognised by TAN18 that the sustainable location of a site can assist in facilitating sustainable travel habits.

2.1.4 This chapter sets out the connectivity of the site to the surrounding area by sustainable modes of travel and demonstrates the highly sustainable location of the site. 2.2 Existing Local Services and Facilities

2.2.1 There are a number of publications which suggest guidance for appropriate walking and cycling distances to facilities. For reference, these have been summarised as follows.

1. - Active Travel () Act 2013 : Within the Active Travel Act Design Guidance (ATADG) it is stated within paragraph 4.1.4 that “walking as a mode of travel predominates for journeys of less than two miles whilst cycling is more convenient for longer journeys, typically of up to five miles for regular journeys”. This equates to walking distances of up to 3.2km and cycling distances of up to 8km. 2. DfT - TA91/05 Provision for Non -Motorised Users - Paragraph 2.2 states that 2 miles is ‘a distance that could easily be walked by the majority of people’. Paragraph 2.3 also continues by stating that ‘Walking is used to access a wide variety of destinations including… places of work, normally within a range of up to 2 miles’ (3.2km). This is consistent with the Welsh Government ATADG guidance. 3. Department for Transport (DfT) – Manual for Streets (2007 ): The ATADG references MfS guidance. MfS states that ‘walkable neighbourhoods’ are typically characterised by having a range of facilities within 10 minutes walking distance (c. 800 metres). 4. CIHT (2015) – Planning for Walking : In relation to shorter trips in particular, (section 2.1) states that across Britain about ‘80% of journeys shorter than 1 mile (1.6km) are made wholly on foot’. 5. DfT - Local Transport Note (LTN) 2/08 : Further guidance set out in LTN2/08, suggests that the average distance that cyclists will generally travel is approximately 5km (16 minutes based on a cycling speed of 19.2km/h as set out in LTN2/08). 2.2.2 As such, it is considered that suitable walking distances could be up to 3.2km. This equates to around a 40-minute walk travelling at 3mph (4.8kph). It has been assumed that journeys of up to 8km are within an acceptable cycling distance. A cycling journey of 8km would equate to approximately a 25-minute trip.

2.2.3 Being located in Cardiff City Centre the site benefits from easy access to a significant number and range of services and facilities.

2.2.4 Distances to some key facilities which may be required by residents on a daily basis are highlighted in Table 2.1.

2.2.5 The local facilities and amenities as shown included in Table 2.1 demonstrates that the site is well served with regard to access to education, retail, employment, healthcare and public transport. For a significant number of everyday needs trips, residents of the site would not require the use of a car.

2.3 Pedestrian Routes

2.3.1 Given the city centre location, there is high quality pedestrian infrastructure within the vicinity of the site which is well maintained, lit and benefits from good natural surveillance. Routes to key facilities have been reviewed considering the Active Travel Act (2013) Wales. The routes have been considered to the following:

• Queen Street Pedestrianised Area • Churchill Way Bus Stops • St David’s Shopping Centre • Queen Street Rail Station • Tredegarville Primary School • Cathays High School To Queen Street Pedestrianised Area

2.3.2 The Queen Street pedestrianised area is accessed via continuous footway provision on both sides of Charles Street. The footways along Charles Street are generally 2.5 metres wide. These are shown in Plate 2.1.

2.3.3 The connection between Charles Street and the pedestrianised area around 100 metres to the north of the site is shown in Plate 2.2 with vehicular access controlled by the presence of bollards.

To Churchill Way Bus Stops

2.3.4 The pedestrian route to the Churchill Way bus stops follows Charles street to the junction with Bridge Street. Approximately 60 metres to the south-east of the site Charles Street connects with Bridge Street via a signalised crossroads with pedestrian crossings on each arm. These crossroads are shown in Plate 2.3.

2.3.5 The pedestrian route to the Churchill Way bus stops continues to the east via three metre wide footways on the northern side of Bridge Street and western side of Churchill Way. To St David’s Shopping Centre

2.3.6 From the Charles Street crossroads with Bridge Street the pedestrian route to St David’s Shopping Centre continues to the west via a dedicated pedestrianised area.

2.3.7 A zebra crossing is located outside the shopping centre which also provides an additional crossing of Bridge Street. To Queen Street Rail Station

2.3.8 The pedestrian route to Queen Street Rail Station continues on from the route to the Churchill Way bus stops. The route crosses Churchill Way at a signalised crossing and joins three metre wide footways on the northern side of the Guildford Road carriageway.

2.3.9 On the frontage of Queen Street Station there is another signalised crossing which allows for the crossing of the Guildford Road carriageway. To Tredegarville Primary School

2.3.10 Tredegarville Primary School is initially accessed via the same route as to Queen Street Station.

2.3.11 Following on from Queen Street Station the route continues via high quality footway provision on the eastern side of Station Terrace and the southern side of .

2.3.12 The route crosses over a total of three side roads via a zebra crossing (Fitzalan Road), pelican crossing (Fitzalan Place) and an uncontrolled dropped kerb and tactile paving crossing (Howard Place).

2.3.13 Access to the school is then achieved via a shared use walking and cycling route on the western side of Glossop Road. To Cathays High School

2.3.14 Cathays High School is located 2.8km walking distance from the site. The route follows the Queen Street pedestrianised area route. Following this, it continues northbound along Park Place crossing over the A4161 via a staggered pedestrian crossing.

2.3.15 The route then continues along two metre wide footways on the western side of Park Place and Colum Road. It crosses Corbett Road via a signalised toucan crossing before crossing Colum Road via a raised zebra crossing onto footways on the eastern side of the road.

2.3.16 Following Colum Road, the route continues via two metre wide footways on the eastern side of North Road. It crosses Maindy Road via staggered uncontrolled dropped kerb and tactile paving crossings and Crown Way via either a staggered signalised crossing or a zebra crossing.

2.3.17 The school is then accessed directly via footways on the school frontage.

2.3.18 This route is well lit with good natural surveillance and well maintained. There is already a high level of pedestrian footfall within this area as it is a popular area for students to access University facilities. Summary

2.3.19 All routes assessed are of good quality, well lit, direct and flat and suitable for accommodating pedestrian movements. This would be expected in an existing city centre location such as this which already accommodates high levels of pedestrian movements. The routes would encourage travel to and from the site by walking.

2.4 Cycle Connectivity

2.4.1 The site is located in close proximity to several routes which form part of Cardiff's Integrated Cycle Network, and within the Cardiff city centre cycling hub. A cycle map of routes in the vicinity of the site is shown in Figure 2.1.

2.4.2 A full map of forms Appendix A to this report.

2.4.3 The Cardiff Council Strategic Cycling Plan (2016-2026) sets out the city plan for cycling in Cardiff.

2.4.4 Cardiff Council are currently developing proposals for five cycling superhighways to support and promote cycling for all ages and abilities, from the city centre cycling hub out to the suburbs.

2.4.5 The presence of these highways will further enhance the attractiveness of cycling to and from the site. A map of these super highways is included in Appendix A.

2.4.6 The site will also benefit from access to Nextbike (www.nextbike.co.uk) which is a subscription-based bike sharing system with 50 docking stations allowing access to over 500 bikes to rent at any time of the day. The closest docking station to the site is located on Churchill Way. There is a potential opportunity to accommodate a further docking station outside the development on Wesley Lane / Charles Street.

2.4.7 As set out in Section 3, the development is also providing 108 no. cycle spaces to encourage cycling to and from the site and benefit from the surrounding facilities.

2.4.8 The site is well situated to benefit from access to existing and proposed future cycling routes. Cycling would offer an attractive and realistic choice of travel mode for residents and visitors to the site.

2.5 Public Transport Connectivity Bus

2.5.1 The closest bus stops to the site are located on Churchill Way around 350 metres from the site. Services are spread across five bus stops along an 80 metre stretch of Churchill Way.

2.5.2 Numerous services operate to / from Churchill Way. These are summarised in Table 2.2.

2.5.3 Table 2.2 demonstrates that there are frequent local and regional services operating from Churchill Way. The combined services provide around 49 services an hour.

2.5.4 A map of the network routes is included as Appendix B to this report.

2.5.5 The bus services offer an extremely attractive choice of travel mode for users of the site and residents would not require the use of a car. Rail

2.5.6 The closest railway station is Cardiff Queen Street which is approximately a 350m walk from the site. The layout of Cardiff Queen Street Rail Station is shown in Figure 2.2.

2.5.7 Cardiff Queen Street benefits from step-free platform access, ticket machines coffee shop, waiting area and toilets. There are 10 cycle parking spaces located outside the station, allowing access to the station by cycle, although it is recognised that the station is situated within comfortable walking distance.

2.5.8 Cardiff Queen Street is a regional station offering services to locations across the wider Cardiff and South Wales area, as well as providing a link to Cardiff Central Rail Station. Regular services are provided to the following;

• Rhymney (1 train per hour (tph)) • Coryton (2 tph) • (2 tph) • Aberdare (2tph) • Treherbert (2 tph) • (2 tph) • (5 tph) • (4 tph) • Barry (4tph) • (1 tph) 2.5.9 Cardiff Central Station is an 800m walk from the site and offers access to national services, extending the rail offer for residents above those operating from Queen Street. The following destinations can be accessed via direct rail services from Cardiff Central:

• Newport • Bristol • Chepstow • London Paddington • Birmingham • Manchester Piccadilly 2.5.10 Travelling by rail will be an extremely attractive choice for residents and visitors to the site. 2.6 Connectivity Summary

2.6.1 The site is situated in a highly sustainable location, as would be expected for an existing site situated in a City Centre location. It is surrounded by well-established and high quality walking and cycling routes which already accommodate significant levels of pedestrian and cyclist movements.

2.6.2 There are frequent bus and rail services within walking distance of the site which provide access to a variety of key local, regional and national destinations. These provide a highly attractive alternative to travelling to the site by car.

2.6.3 The range and choice of travel options within the vicinity of the site therefore offer a realistic and extremely attractive alternative to the car for travel to and from the site. The highly accessible location will therefore encourage and promote sustainable travel behaviour and would attract residents and employees who would prefer to travel by modes other than the private car.

2.6.4 The site location is therefore fully in accordance with the aims of TAN18 and the Active Travel Act in relation to sustainable travel and potential future users of the site will not require the use of a car. This will assist in constraining vehicle trips generated by the proposed development.

3. DEVELOPMENT PROPOSAL S

3.1 Overview and Layout

3.1.1 The development description is as follows: “Demolition of existing office building and erection of a mixed use development comprising of 150 apartments with associated communal facilities and outdoor amenity areas, including a residents roof terrace, and 2 No. ground floor commercial units potentially comprising A1/A2/A3/D1 uses, together with refuse storage, bike storage, landscaping and public realm works and ancillary works”

3.1.2 The residential development has been designed to accommodate the following:

• 47 studio apartments • 65 one-bedroom apartments • 38 two-bedroom apartments 3.1.3 The residential element will also be supported by 286 sq.m. of amenity space on the ground floor and associated mezzanine floor of the proposed development.

3.1.4 The commercial element will consist of two ground floor commercial units with a total floorspace of 309 sqm potentially comprising A1/A2/A3/D1 uses.

3.1.5 The development as a whole will also include refuse storage, bike storage, landscaping, public realm and ancillary works.

3.1.6 The site layout is included in Appendix C. 3.2 Proposed Access Vehicular

3.2.1 No vehicular access will be provided into the site as it is proposed to be car free in nature.

3.2.2 Although no vehicular access is proposed to the site itself Wesley Lane will be widened to around 8 metres and an improved pedestrian environment created on the site frontage.

3.2.3 The surfacing along Wesley Lane will clearly distinguish the presence of the pedestrian surface and the carriageway with prioritisation given to walking and cycling on the site with the inclusion of cycle parking and landscaping.

3.2.4 This is considered appropriate due to the low levels of vehicular movements and low speeds expected along Wesley Lane as well as the pedestrian activity which could be associated with the proposed development. Pedestrian

3.2.5 Pedestrian access to the commercial units will primarily be achieved on the site frontage with Charles Street, although there will also be internal access from within the residential reception/lobby area.

3.2.6 Access to the residential element will be achieved from a landscaped courtyard off the shared surface environment of Wesley Lane.

Cycling

3.2.7 The long stay cycle parking will be provided in a bike store accessed via the main residential entrance from Wesley Lane.

3.2.8 Short stay cycle parking will be provided within the improved pedestrian environment on Wesley Lane as part of the landscaping and to ensure walking and cycling is prioritised in this environment over and above vehicular movements.

3.2.9 As set out in Section 2 there is also a potential opportunity to accommodate a further Nextbike docking station outside the development on Wesley Lane / Charles Street.

3.3 Cycle Parking

3.3.1 It is proposed to provide 108 long stay cycle parking spaces within the ground floor of the building for residents and staff associated with the development.

3.3.2 Bike racks within the store room will be two tiered. Users of the bicycle store will also have access to showers and a wash down and maintenance area.

3.3.3 In addition, a further 14 short stay cycle parking spaces will be provided on the frontage of the building on Wesley Lane. These will be for use by customers / visitors only staying on site for a short period of time and will take the form of Sheffield stands.

3.3.4 A total of 122 (108 long stay + 14 short stay) cycle parking spaces will therefore be provided on site. This equates to two spaces for every 3 apartments. 3.4 Car Parking

3.4.1 The proposals have been designed to reflect the highly sustainable and accessible nature of the site in Cardiff City Centre. As such, the site is proposed as a car free development.

3.4.2 The principle of a car free / low car parking provision development has also been firmly established in the area with the Bridge Street Exchange development also providing no on-site car parking provision.

3.4.3 Maximum car parking standards are set out in Cardiff Council Supplementary Planning Guidance (SPG) on Managing Transportation Impacts (Incorporating Parking Standards) as adopted in July 2018. A car free development is within the standards set out within this document.

3.4.4 Potential future residents would also be in an informed position when deciding to rent a property and would be aware of the parking provision on the site. As such, this would attract residents who do not own a car. Although the guidance is not applicable to Cardiff, a paragraph from the parking standards for Gosport Borough Council relates to this and states:

‘The availability of car parking influences where people choose to live. People without a car are most likely to select a home without a parking place, and will prefer a location well served by public transport, local shops and services. Lower parking provision in these locations is therefore a reflection of lower demand. In contrast households with cars are more likely to choose suburban locations with more parking opportunities, particularly if they have more than one vehicle.’

3.4.5 Should any disabled parking be required to facilitate access to the development there are 8 spaces available on the site frontage of Charles Street in line with their existing entitlements.

4. AIMS, OBJECTIVES AND OUTCOMES

4.1 Overview

4.1.1 The overall objectives and aims of the TP are:

• To increase awareness of the advantages and potential for travel by more environmentally-friendly methods or modes • Minimise the need to travel by the private car, particularly as a single occupant, and encourage safe and viable alternatives to the use of single occupant vehicles for access to the site • Introduce a package of physical and management measures that will assist travel by other modes • Identify pragmatic travel initiatives to encourage the use of non-car modes of travel and car- sharing, based on an appraisal of travel patterns to the site • Ensure that the sustainable travel objectives of the TP are embedded in the daily travel patterns of all residents on site over the long-term • Ensure that a partnership approach is maintained between the Travel Plan Coordinator, the Local Planning Authority and Local Highway Authority to influence the travel behaviour of residents (and employees) 4.2 Travel Plan Benefits

4.2.1 The benefits of the Travel Plan are as follows:

• Health & Social Benefits – A reduction in car travel will benefit health through reduced air pollution and harmful emissions, road safety benefits and through the promotion of healthier activities such as walking and cycling. In addition, more widely, a percentage of households have no regular access to private vehicles and therefore the use of public transport, cycling and walking can play a significant role in improving accessibility and reducing social exclusion.

• Climate Change – The burning of fossil fuels is widely considered to be altering the climate, with carbon dioxide emissions being the most common contributor. Climate change represents one of our biggest environmental challenges with transport accounting for a high proportion of man-made greenhouse gas emissions. The implementation of Travel Plans can assist in reducing the adverse impact of transport on climate change.

5. MANAGEMENT AND MARKETING

5.1 Management

5.1.1 The success of the Travel Plan will be dependent upon buy-in from occupants of the development which will be achieved through ongoing promotion of measures and initiatives.

5.1.2 A Travel Plan Coordinator (TPC) will be appointed to manage and promote the Travel Plan. The nominated TPC plays a vital role in the success of the Travel Plan and is responsible for the day-to-day management, co-ordination, promotion and implementation of the Travel Plan. The TPC will also be a point of contact for CC, and for any occupants who have queries about their travel.

5.1.3 The role of the TPC will include:

• overall responsibility for the effectiveness of the Travel Plan • identifying, developing, assessing and reviewing measures and targets of the Travel Plan • ensuring resident understanding and cooperation regarding the Travel Plan • maintaining relationships with the Local Highway Authority and neighbouring land uses to enable knowledge sharing and joint initiatives / measures (i.e. promotional events, car sharing etc.) • means of communication appropriate for disseminating information regarding sustainable travel in terms of environmental and health benefits to residents (and employees) • In addition, the TPC will promote annual sustainable travel events, in order to further encourage the use of sustainable travel options and promote the FTP 5.1.4 Once appointed CC will be informed as to the contact details of the TPC at the earliest opportunity. 5.2 Marketing and Communication Strategy

5.2.1 A marketing and communication strategy to promote the travel plan will be produced and this will include the following:

• Travel Information Pack- for new residents (further detail is in Section 6) • Noticeboard provision within communal areas of the development • Periodic newsletter covering information on the Travel Plan. 5.2.2 The central, highly sustainable location of the site, coupled with the limited parking provision means that information relating to travel options will be a key component of the travel planning process.

5.2.3 The newsletter and noticeboards will promote periodic events such as:

• National Bike Week • World Car Free Day • Liftshare Week • National Walking Month

6. MEASURES AND INITIATIVES

6.1 Introduction

6.1.1 This section of the Travel Plan describes the measures that are proposed in order for the Travel Plan to meet the Aims and Objectives detailed in Section 4. It is noted that the car free nature of the site would encourage the use of sustainable modes of travel, however this will be reinforced through measures within this TP.

6.2 Measures and Initiatives

Marketing the Travel Plan

6.2.1 The promotion of the Travel Plan to future residents will be undertaken via the provision of travel information packs (TIPs) and display of promotional material / information on noticeboards within communal areas of the development. Together, these sources will provide information on a range of travel options and modes. The TIPs will be provided to employees in electronic format, if requested.

6.2.2 The travel information packs will include information on public transport apps such as Cardiff Bus, Stagecoach Bus, , NextBike, and National Rail, information about pedestrian and cycle routes in the vicinity of the site, and information about car sharing and car clubs.

6.2.3 The travel information packs will be provided to residents upon or soon after occupation. Minimising Single Occupancy Car Travel

6.2.4 The site is located in a highly sustainable location within Cardiff City Centre with good access options by walking, cycling and public transport. Single occupancy car travel associated with the site will be minimised through the car free nature of the development.

6.2.5 Information will be provided within the travel information pack and on noticeboards about car sharing organisations (liftshare) and car clubs (Enterprise Car Club) available in Cardiff to promote awareness.

Promotion of Public Transport Use

6.2.6 Travel information packs and noticeboards will include promotional material. These will include information with regard to public transport services available within the area.

6.2.7 The use of the following apps and websites, which provide access to network maps and timetable information, will also be promoted:

• Traveline Cymru - www.travelline.cymru • Cardiff Bus – www.cardiffbus.com • Stagecoach Bus – www.stagecoachbus.com • Transport for Wales – tfw.gov.wales • National Rail Enquiries http://www.nationalrail.co.uk/ 6.2.8 Information would also be provided within the travel information pack relating to nearby bus stops and the routes served.

6.2.9 In addition, discounted fares for residents (and employees) of the site will be investigated.

Promotion of Cycling

6.2.10 Secure, sheltered and convenient cycle parking will be provided on site for residents / employees within the ground floor area.

6.2.11 The TPC will seek to obtain discounts at a local cycle shop for residents of the development.

6.2.12 Discounted membership of the nextbike cycle hire scheme will also be investigated by the TPC as part of the development.

6.2.13 Travel information packs and noticeboards will include promotional material covering cycling advice for residents. This will include the promotion of:

• Sustrans ( https://www.sustrans.org.uk/ ) which includes cycle network maps and cycling advice • Cardiff Council Walking and Cycling information ( https://www.cardiff.gov.uk ) • Health benefits associated with cycling • Relevant apps including Strava and Traveline Cymru Promotion of Walking

6.2.14 Travel information packs and noticeboards will include promotional material covering the health benefits of walking for residents and links to information on walking routes provided.

Site Infrastructure

6.2.15 Broadband access will be provided across the site for the benefit of future residents.

7. ACTION PLAN

7.1.1 This section draws together the proposed measures, monitoring and review proposals into an Action Plan that identifies who will be responsible for the delivery of each element.

7.1.2 This Action Plan will be updated to reflect the outcome of monitoring surveys so as to take into account any changes necessary in the measures proposed, in order to meet the targets specified in section 8. The outcome of the monitoring and review process and any impact on this Action Plan will need to be agreed with CC.

7.1.3 The measures outlined in Chapter 6 will be adopted by the development, and appropriate budgets will be made available for their implementation.

8. TARGETS, MONITORING AND REVIEW

8.1 Targets

8.1.1 This FTP sets an interim target to constrain vehicular movements to and from the site in favour of more sustainable modes. As the site has no parking, car use will be constrained from the outset.

8.1.2 It is therefore considered that the modal share targets will be to restrict car use to the low levels as recorded by baseline surveys. The targets will be reviewed by the TPC and amended if considered necessary. 8.2 Baseline Travel Data

8.2.1 An initial survey will be undertaken upon or soon after occupation of dwellings in the development in order to establish a baseline from which targets for the travel plan can be confirmed.

8.2.2 In the absence of this data, and for illustrative purposes, the residential modal share has been based on information derived from the TRICS database for similar car free / low car developments as well as the 2011 census for a localised perspective. This modal share information is likely to be the most representative example currently available. Details of the calculations are set out in the Transport Statement.

8.2.3 A summary of the indicative baseline modal share for residents is summarised in Table 8.1.

8.3 Monitoring

8.3.1 Travel Plans are ‘active’ documents that must be reviewed on a regular basis so as to demonstrate that the measures implemented have, over time, met the agreed targets.

8.3.2 It is the responsibility of the TPC to ensure that monitoring takes place and that the outputs are reported to CC. A monitoring report is to be submitted annually over a 5-year period to the Council.

8.3.3 Due to the scale of the land uses proposed, only the residential would be monitored based upon the thresholds contained in TAN18.

8.3.4 The TPC will be responsible for the coordination of the survey work which is envisaged would take the form of a questionnaire to be completed by residents either in electronic or hard copy form.

8.4 Review

8.4.1 Following the completion of the survey work, the TPC will compile a report of survey for submission to CC. The report will include updates to the mode split and comparisons against previous results. Where necessary, the Travel Plan targets and measures will be reviewed.
