Minutes of the meeting held on Thursday 17 March 2016

at 7.30pm in Dilton Memorial Hall

Present: Councillors Mrs A Irving (Chairman), Ms. S Harris, Mr D Howells, Mrs P Jones, Mr J Moody, Mr F Morland, Mr M Roberts, Mrs J Short and Mr R Coleman (Clerk).

There were thirty-six members of the public present initially.

2048/16 Welcome and Introductions. The Chairman welcomed those present.

2049/16. Apologies. Apologies for non-attendance were received from Cllrs. A Coutts-Britton, W Johnson and D Middleton.

2050/16. Declaration of Interests. There were no interests declared.

2051/16. Minutes of the Ordinary Parish Council Meeting held on 18 February 2016. The Council resolved that the minutes be signed as a true and accurate record.

2052/16. Neighbourhood Policing Team (NPT). a. The Clerk reported that he had been sent a written report by the NPT (PCSO Caroline Wright) prior to the meeting. He stated that the report comprised two parts – A statement on the current priorities and news from Police followed by brief details of Local Crimes. The Clerk stated that he had sent the full report to all councillors prior to the meeting. In respect of the latter, the Clerk reported the following local crimes (Shown in italics):

Local Crimes.

We have received several reports recently of door to door salesmen and women, possibly of Eastern European origin, selling poor quality paintings, they are reported as using aggressive selling techniques. Some have claimed to be deaf or have another disability and are trying to earn a living. It is probably best not to engage with anyone you do not know on the doorstep. Please ring us via 101 if these people are in your area and we will do our best to come and check out that they are genuine

Councillors commented on the lack of detail contained in the NPT Report and the current lack of visibility of NPT officers in the local area. The Council resolved that the Clerk contacts the Sector Head to make representations along those lines.

The Council examined the following planning application and resolved to send comments to as shown in italics:

Brokerswood Change of use to locate 90 holiday lodges, 20 16/00587/FUL Country Park, touring units and 10 camping pods together NORTH BRADLEY Brokerswood with associated infrastructure and LPG Planning Application Road storage area (in place of 89 touring pitches).

Dilton Marsh Parish Council acknowledges that this planning application relates to North Bradley and due note must be taken of comments by North Bradley Parish Council. However, the application site borders Dilton Marsh Civil Parish and access to it and egress from it and the loss of amenity resulting from the proposed development will directly affect Dilton Marsh Civil Parish.

Dilton Marsh Parish Council objects to this proposed development for the following reasons:

• There will be significant highway problems. Access to and egress from the proposed development is via narrow, single carriageway country lanes. There are no ‘passing places’ and the regular presence of farm vehicles, local residential traffic, milk collection and farm delivery vehicles and the regular movement of farm animals will exacerbate the problem. The volume of traffic locally will be significantly increased as a result of this development and not reduced – as claimed in the application.

The proposed development is contrary to Wiltshire Core Strategy, Adopted January 2015 Core Policy 61. Signed Date DILTON MARSH PARISH COUNCIL

• The proposed development is not in accordance with Wiltshire Core Strategy, Adopted January 2015 Core Policy 39 – Tourist Development. This Core Policy states: Outside the Principal Settlements and Market Towns, tourist and visitor facilities should be located in or close to Local Service Centres or Large and Small Villages and, where practicable, be located in existing or replacement buildings. Any proposal needs to carefully consider the need to protect landscapes and environmentally sensitive sites with the objective of providing adequate facilities, enhancing enjoyment and improving the financial viability of the attraction.

The proposed development site is an environmentally sensitive site that is ancient woodland with a rich diversity of flora and fauna. This ancient woodland and flora and fauna would be irreversibly damaged by this development.

• This development would give rise to significantly increased noise levels and pollution (including light pollution) in an area of tranquillity and calm.

• The proposed development would have a significant and adverse effect on the amenity of the local community. There would be a severe loss of residential amenity.

• The proposed development does not include leisure or retail facilities resulting in increased traffic flows in the area to access these facilities. There are no local services.

• The proposed development represents permanent accommodation (e.g. the 20 year lease) and not holiday facilities.

The Parish Council deprecates the fact that there was NO pre-application consultation. This has exacerbated the difficulty experienced in examining the full range of documents associated with this application in the limited time available. c. There were no planning applications received after 10 March 2016. d. A decision whether to develop a Neighbourhood Plan was deferred until the next meeting. Cllr. Harris stated that she attended the Neighbourhood Plan Seminar, sponsored by DCLG and Community First held on 16 March 2016 and that there had been insufficient time since yesterday for her to study the literature and information presented at that Seminar. e. The Council resolved that the Clerk writes to Virgin Media regarding broadband speeds in the Clivey area following a discussion with Cllr. Middleton to ascertain the pertinent facts. f. Councillors noted the representations made by a member of the public relating to ‘fracking’ and the Council resolved that Cllr. Howells contacts the parishioner concerned and to propose a ‘way forward’ for the Parish Council to protest effectively against ‘fracking’ in the Area and to raise awareness if the subsequent decision of the Parish Council is to oppose ‘fracking’. Cllr. Morland explained that to date there had been a consultation on the Habitats Regulations Assessment of 14 th Onshore Oil and Gas Licensing Round and that the comments from Wiltshire Council had failed to influence the outcome of the consultation. He stated that there had not been any planning applications relating to ‘fracking’ submitted yet and that there were very many stages in the planning process to be undertaken before a planning application could be submitted. He added that based on historical evidence he was not convinced that suitable geological conditions for fracking existed locally. g. Cllr. Harris queried whether planning application 15/12551/OUT was on the Agenda for the Planning Committee meeting to be held on 29 March. She was advised to contact Cllr. Wickham but Cllr.

Signed Date DILTON MARSH PARISH COUNCIL Morland advised that it was unlikely that it would reach the Committee so soon and that it was likely to go to the Strategic Planning Committee not the Western Area one.

Cllr. Morland advised that application 15/12551/OUT had made reference to a further building development occupying 27ha of land that directly bordered or even entered the Civil Parish of Dilton Marsh. He cautioned councillors to be alert to any planning application of this nature as it could directly affect Dilton Marsh.

Cllr. Morland stated that it would appear following a meeting with TARMAC that the Westbury Cement works chimney will be demolished in May.

Cllr. Morland requested that the Wiltshire Council consultation on the CIL Regulation 123 List and revised SPD be on the Agenda for the next meeting.

Total funds held by Dilton Marsh Parish Council as at 29 February 2016: 24101.41 b. The Council resolved to allocate £175 to RAPID for Public Consultation on 19 March 2016 on improved leisure facilities in Dilton Marsh. c. The Council resolved to make the payments shown under ‘Accounts due for payment’ above.

2055/16. Community Area Board/Community Area Transport Group. The Chairman stated that next CATG meeting is to be held on 18 March 2016 and that there was nothing to report in respect of the Area Board.

2056/16. Highways/Environment. a. Cllr. Howells reported that there had been a head-on collision recently at Tower Hill that further illustrated the need for improved road safety measures at Tower Hill. He added that he understood that it was hoped to implement the new measures in September 2016 but that he was bemused to learn that Wiltshire wished to undertake a further consultation before implementing the scheme when he understood that the design of the scheme had already been agreed. He confirmed that he had been in conversation with Wiltshire Council, Kirsty Rose regarding the new road safety measures.

There was nothing further reported in respect of the Clivey/Dilton Footway Project. b. The Chairman reported that the B3099 (Dilton Marsh/Clivey road) is to be closed from 4 April 2016 for three weeks. She understood that The Hollow was shown as part of the official diversion route. The Clerk was asked to inform Wiltshire Council that The Hollow was totally unsuited as a ‘diversion’.

Cllr. Harris reported that two more volunteers had come forward to join the Community Speedwatch Team. She added that during two recent sessions 230 vehicles were counted as passing Clay Close between 5.40pm and 6.10pm and 440 vehicles during a similar period a couple of days later.

Signed Date DILTON MARSH PARISH COUNCIL Cllr. Harris confirmed that the Speed Indicator Device (SID) would be shared between Westbury and Dilton Marsh and that there was to be a meeting after the 21 March to agree the exact arrangements for its use.

The Clerk tabled correspondence from the Ramblers in which the West Wilts Rambler Group had offered assistance in footpath maintenance work such as clearing and repairing and upgrading, perhaps by replacing a stile with a kissing gate. He handed the correspondence to Cllr. Moody.

Cllr. Irving reported that progress was being made in setting up a Post Office facility at Fairfield College.

2057/15. Playing Field. a. The Council noted the request from a parishioner for access to the Playing Field and across it to enable works at High Street to be undertaken. The Council resolved to request further information from the parishioner in respect of exact access routes and to ensure that the parishioner is fully aware of the drainage works that have taken place on the Playing Field and the need for him to take responsibility to ensure that they are properly protected if lorries are to cross them or be in the vicinity of them. The Clerk was asked to write to the parishioner along these lines. b. Cllr. Morland requested clarification on the status of the Leisure Committee and he enquired whether it was a formal Committee of the Parish Council and thereby subject to strict procedural rules. The Clerk stated that the word ‘Committee’ was a misnomer and that the parish councilors who comprise the group were not a formal ‘Committee’ and should be referred to as a Working Group whose role is to assist RAPID in developing their ideas and meeting with RAPID representatives on an informal ad-hoc basis. It has no decision-making powers and any necessary decisions are presented formally to the Parish Council for a Parish Council resolution.

2057/16. Members’ Reports. Cllr. Moody – The Walking Group continues to thrive with a recent walk to Dilton Court Farm. Cllr. Harris – A Film Night on 8 April ‘The Lady in the Van’. Cllr. Harris – There is to be a Community Picnic in the Vicarage Grounds on the day following Village Day. Cllr. Irving – Village Day. The Chairman requested that the hire of the hall for Village Day and the hire of a Bouncy Castle for Village Day and Picnic Day be met by the Parish Council. The Clerk was asked to place it on the Agenda for the next meeting.

2058/16. Clerk’s Report. a. The Council noted that the date and time of the next meeting:

• Ordinary Parish Council Meeting – 21 April 2016 at 7.30pm b. The Clerk stated that he would advertise the vacancy for a new member in the Dilton News.

There was no other business and the meeting closed at 9.35 pm.
