He thanked her for her immense contribution to this Committee and the Authority including her hard work as a Biodiversity Ambassador. He wished her a long and happy retirement. Brecon Beacons National Park Planning, Access and Rights of Way 1 14 March 2017 Page 1 Mrs Underwood thanked the Chair and commended the Staff of the Planning department for their hard work in achieving and maintaining such excellent figures month on month. She added it had been an honour to serve and also thanked the Chair of the Authority, Ms Melanie Doel. The Chair of the Authority then thanked Mrs Underwood for her exemplary work during her time as a Member. She stated what a generous mentor Mrs Underwood had been for new Members, including herself. Ms Doel presented Mrs Underwood with some gifts from the other Members. Cllr Glynog Davies, Deputy Chair of the Authority reiterated the comments of the Chair of the Authority. Prof A Lovell also commented on the respect she had earned during her time as a Member with the Authority. 3 Declarations of Interest Cllr P Ashton was granted dispensation by the Standards Committee on 31st August 2016 that he may be granted the right to speak at Committee but not vote in relation to Enclosure 5 Item 1, 16/13596/FUL. Name Enc No Nature of Interest Cllr P Ashton 5 1 Personal and prejudicial 4 Minutes of last meeting Cllr M Hickman advised the Chair that he was in fact in attendance at the previous meeting on 31st January 2017 but this had not been reflected in the Minutes. The Chairman was authorised to sign the amended Minutes of the Brecon Beacons National Park Authority Planning, Access and Rights of Way Committee held on 31st Janaury 2017 as a correct record. Confirmed Minutes LAF 9th Meeting October 20th 2016 The contents of the minutes were noted. 5 Development Control Reports for Decision 1. 16/13596/FUL – Change of use of agricultural land to mixed use development comprising full planning permission for 119 residential units (C3), Public Open Space, Landscaping, highway improvements and associated engineering works and outline planning permission with all matters registered for 0.5 hectares of employment space (B1) – Land adjacent to Cerrigcochion Road, Brecon, Powys. Cllr P Ashton had declared a personal and prejudicial interest in this item but had been granted dispensation to speak but not vote by the Standards Committee of this Authority. Brecon Beacons National Park Planning, Access and Rights of Way 2 14 March 2017 Page 2 The Chair stated all Members had received an email from the Applicant requesting this matter be deferred to a subsequent meeting to discuss further the issue relating to Affordable Housing. He stated the Case Officer would give his presentation and then prior to the public speakers a vote would be required in relation to this request for deferral. Members were provided with a detailed presentation on this application by the Case Officer, Mr Matthew Griffiths. Late Info: Correspondence received from the Applicant’s Agent in relation to the issue of Affordable Housing was summarised by the Case Officer who informed Members that this had been discussed with the District Valuer instructed in this application. Proposal: The recommendation to defer this application was put to Members. Proposed: Cllr G Williams Seconded: Cllr J Holmes Decision: The recommendation to defer was defeated. Proposal: The recommendation to determine this application at this meeting was put to Members. Proposed: Mr J Marsden Seconded: Cllr P Pritchard Decision: The recommendation to determine this application at this meeting was agreed. Public The Chair stated four applications to speak were received but the Speakers: fourth was not granted as it was received after the deadline of 10:00am on Thursday 9th March 2017. Mr Matthew Hall, Applicant, spoke in support of the application and against the officer recommendation. A copy of the text was not provided for the public record. Mrs Doreen McConnell, member of the public, spoke in objection to the application. A copy of the text was provided for the public record. The Chair stated an email had been received from Cllr Fitzpatrick requesting this application be deferred so that members of the public should be able to speak at the subsequent meeting.

Numbers do, of course, have a magical significance in many of mankind's religions, legends and mythologies, and are frequently used as a rough representation of a total – 2, 40, 100, 300 - rather than as a precise number. The fact that both Welsh and Breton treat the number between 17 and 19 – deunaw and tric'hwec'h – differently from those on either side suggests that 18 had some magical quality in the minds of our common Brythonic ancestors. As is the case with widespread taboos against mentioning the name of certain animals or objects1, both languages avoid using the number that could logically be expected in the series, namely 'tri-ar-bymtheg' or 'eizhtek', preferring to use instead a multiple of other magical numbers - (2x9, 3x6). Apart from the mathematical power and usefulness of the number twelve2, it is also an extremely potent example of the importance of numbers in terms of religion and mythology all over the world. The two documents that relate the story of the establishment of the Kingdom of Brycheiniog, namely De Situ Brecheniauc3 and Cognatio Brychan4, are considered to be some of the earliest vernacular records in the whole of Europe after the collapse of the Roman Empire5. Despite the fact that they are written in Latin and that they are late copies (De Situ - 13th Century and Cognatio - 17th Century) of much earlier documents, as evidenced by the forms of the Welsh place-names in them, they offer us the 'official' foundation history or mythology of early Brycheiniog.

    Exploring the Kingdom of Brycheiniog: An Integrated Archaeological Approach in an Early Medieval Landscape Genevieve Cain Kellogg College University of Oxford A dissertation submitted in partial fulfilment of the requirements for the degree of Master of Science in Applied Landscape Archaeology Michaelmas 2018 Candidate number: 1012656 Word count: 16,425 ABSTRACT Research into the formation and growth of early medieval kingdoms in Wales is limited by a considerable paucity of archaeological and documentary evidence. Compounded by a bias of ‘high status’ sites within the Historic Environment Record and the literature, the scholarly tradition has remained focussed on the scant material remains and intermittent historical sources. In contrast, this thesis argues that for a new perspective on the socio-economic environment of these polities, research using a suite of relevant and bespoke landscape archaeology tools, particularly with the aim of understanding the natural environment affordance, be elevated in priority. Guided by archaeological and theoretical frameworks which anchor the research, an innovative, ‘bottom-up’ methodological approach is advocated and applied to one such early medieval kingdom, the Kingdom of Brycheiniog, in mid-Wales (c. AD 500-1066). To ascertain the extent to which Brycheiniog has an expression in the landscape, a suite of early medieval indicators are identified, cross-examined and contextualised against the affordance of the natural environment. These indicators form the basis for establishing characteristics of the Kingdom such as activity hubs, networks and economy. The results of this analysis reveal attributes of a kingdom with inherently Irish characteristics in the early medieval period. Activity hubs, indicated by early ecclesiastical sites, ogam stones, the Llangorse Lake crannog and pre-AD 1200 place-names, are centred along riverways and Roman roads, particularly around Llangorse Lake and the River Llynfi catchment in the upper Usk valley.
