The SD Sealants 2016 Welcome to the 36th Junior Tour of Wales, a race of tradition, and many firsts.

This is the first year of exciting new sponsorships with our title partners, SD Sealants, and King of the Mountains sponsors Zappi Clothing. Both have stepped up at short notice and have helped us create the most testing edition of the race yet. They are great supporters of cycling, and we are delighted to welcome them aboard.

We are also pleased to welcome Etixx as our official nutrition suppliers. Just a few weeks ago, Etixx‐Quick Step rider finished a fine 10th overall at the . On August Bank Holiday 2004, Dan won the Junior Tour of Wales, after a race‐long battle with our patron MBE. We’re delighted that this year’s riders can all be powered by Etixx

We are also pleased to welcome SPORTTAPE as our official physio and kinesio supporters, and Roger Daniels of Therapi Tylino as our official physiotherapist. This year’s edition is the longest and toughest in the race’s history, and there will be some very tired legs and bodies around. Etixx’s nutrition and recovery products, Roger and SPORTTAPE will be there to ease your muscles and help you get to the start of each stage ready to perform at your best. Please make good use of them! 

Finally, this year’s race will be going where no Junior Tour has gone before – with a brand new stage 2 taking us to the legendary Rhigos Mountain. The parcours is a balance that will test everyone to his limits, and hopefully give every type of rider a chance to win.

An event as big as the Junior Tour couldn’t take place without the combined efforts of a talented organising team. Over the course of this weekend over 60 volunteers will be out there making the race happen. You’ll see some of them, but others do so much hard work in the background you’ll hardly notice them. The Local Cycling Clubs and Officials Without the help of the clubs from all over, and outside Wales, this event could not happen. They have given up several days of their free time to make it so. Thank you to all the individuals and teams involved.

The Race Founder The event exists because John Richards had a vision for an international junior stage race in Wales, and put together the first Gwent Two Day in 1981. The rest is history.

The Junior Tour of Wales has an illustrious history, and the list of previous winners and jersey wearers is a who’s who of professional cycling: (3rd Sprints JTW02) won four stages at the Tour de France this year – followed home by JTW10 Dan McLay on stage 6. JTW04 Dan Martin put in a storming ride to 10th overall, while the revelation of the race, White Jersey, , finished 4th – after 8th place in JTW’10. ( JTW07) and Geraint Thomas (2nd in all three comps, ’04) gave sterling support to overall winner ’s third TdF triumph.

Meanwhile, ( JTW10) and Hugh Carthy ( JTW12) have signed for Team Sky and Cannondale‐Drapac for 2017, with Carthy just starting the Vuelta a Espana and Doull winning Olympic Gold on the track. JTW13 and James Knox are both at Team Wiggins. Scott became the first rider to win the British Under 23 TT title three times this year, also taking 2nd in the Tour of Alsace. 2014 is at Axeon‐Hagens in the USA, while JTW15 and jerseys Nathan Draper and Joe Holt are completing their Genuine Junior Tour history, from Cycling first year at the BC Academy – along with many other Junior Tour Weekly, Sept 15th 1994. graduates. nd wins the TT, and finishes 2 None of these riders knew their potential when they rode the race, overall, to Richard Hobby. Rider Safety Guide This race is run under British Cycling’s technical regulations and under standard highway conditions therefore you MUST abide by the rules of the road.

Safety Responsibility

You are not on closed roads and you will Look after each other. Many of you will be aware of the tragic incidents in road races recently that have resulted in the deaths of fellow cyclists; one of them took place on roads you are racing on this weekend. Please remember that you are racing on OPEN roads shared with motor vehicles that are sometimes travelling at high speed. Do not ride in a manner that endangers yourself or others. No race is so important that you risk your life or that of anyone else. Last two riders were disqualified for deliberately crossing solid white lines and the Commissaires will be operating the same zero tolerance policy this time. This race has a historically good safety record – in part because most of you are experienced, and sensible. Please keep it that way!

The SD Sealants Junior Tour of Wales 2016 Driving Directions to Brynmawr Foundation School – NP23 4XT From London/The South East/M4: Take the M4 westbound over the Severn Bridge and into Wales. Exit the M4 at Junction 24 and proceed north on the A449 toward Monmouth (taking you onto the blue route on the overview map Page 10). Exit the A449 onto the A40 signposted Abergavenny (and then continue below)

From Birmingham/The North/M5: Exit the southbound M5 at Junction 8 onto the M50 following directions for South Wales/Newport/Cardiff. Proceed through Ross on Wye and Monmouth (joining the blue route on page 10 map) before exiting the onto the A40 signposted Abergavenny…

From West Wales/Ireland M4: Exit the eastbound M4 at Race Headquarters Junction 43 and join the A465 signposted Neath & Brynmawr Foundation School HQ Merthyr Tydfil. Follow the A465 all the way to Merthyr (joining the blue route on page 10 map), and continue on it now following signs for Abergavenny, eventually entering a section of roadworks. At the Brynmawr roundabout, take the third exit signposted Beaufort A4047 and follow guidance below:

After entering the A4047 (aka King Street), in 390 meters, turn sharp right onto Intermediate Road. Proceed (with care over speed bumps) for 550 meters where turn left into the HQ main entrance.

Headquarters Layout A one‐way system will be in operation at the HQ Race Headquarters throughout the race. All traffic Brynmawr Foundation School HQ will enter through the west (school) entrance.

All traffic will leave through the east (Costain) exit. The race convoy will also form up and exit in this direction.

The only exceptions to this rule will be for race officials and marshals who need to exit via the west gate in order to get ahead of the race convoy Entrance Exit

Directions to Abergavenny Leisure Centre (Stage 4 HQ) ‐ NP7 6EP From Parc Bryn Bach/Brynmawr: Proceed to the roundabout with the A465 Heads of the Valleys Road and exit eastward signposted Abergavenny. Proceed Stage Headquarters along the A465 down the hill through the roadworks Abergavenny Leisure Centre HQ and through the Aberbaiden interchange.

Leave A465 on sliproad signposted Aberhonddu (A40), Llanfoist B4246 and A4143. Take the first exit at the first (Waitrose) and 2nd roundabouts then the third exit (turn right) at third roundabout onto Brecon Road, following signs for town centre. In 500m turn left into Pen y Pound following signs for Leisure Centre. Continue straight through the traffic lights and in 500m turn left into the School/Leisure Centre main entrance.

The changing facilities at the Leisure Centre will be available from 12:00 for riders wishing to freshen up after Stage 3.

A465 Section 2 Road Works An extensive road improvement project is currently in progress on the A465 Heads of the Valleys road between Brynmawr in the west and Aberbaiden in From Brynmawr/ the East. A cycling ban is in force throughout these Parc Bryn Bach sections, alongside temporary speed limits (usually of 40mph).

Riders and team managers please note that it will not be possible to use the A465 to ride between Race HQ and stages 2, 3 and 4. The alternative cycle route to stage 3 is illustrated above – while the stage 2 neutralised route can be used to ride between Brynmawr and Abergavenny (or vice versa). However we strongly recommend riders are transported by vehicle from the stage 2 finish and to/from Stages 3 and 4.

STAGE DETAILS: Riders are permitted to use time‐trial adapted bikes, and wear single numbers for the time trial Gear‐checking will take place in the gymnasium at Race HQ. Riders must have their bike gear‐checked and will be issued with a counter before signing‐on for stage 1. Riders start at one‐minute intervals. Rider start order is shown on pages 17 and 18. Location of Start: Site entrance on B4248 Brynmawr to Blaenavon Road. 200m from Brynmawr roundabout, approximately 6 minutes ride from the Race HQ. Rider Service: Team Managers: please set up static service points at appropriate points along the course to provide neutral service to riders.

SAFETY NOTES:  Riders MUST wear an approved crash helmet (aero‐helmets, if used, must meet the safety standards set by BC for road racing)  Riders must NOT warm up on the course. We recommend that you warm eup on th A467 – South of the stage start: between the Nantyglo and Blaina roundabouts. Take care while warming up – traffic is fast‐ moving on this stretch of the A467  Take care at the cattle grids on the course – avoid the centre of the road when crossing; there may be a gap in the middle.  Take care at the left turn onto the final climb. Beware of sunken manhole covers on the inside of the bend and be careful with your line when exiting the corner as there may be oncoming traffic: do not drift wide onto the wrong side of the road.  Riders and team vehicles MUST follow the alternate route depicted later in the manual when returning from the finish area to race HQ. Do NOT retrace to the (now) right‐hander at the bottom of the climb.  No following cars are allowed during this stage. If this is observed, the rider will be penalised.

King of the Mountains and Sprint Competitions: There is one hill prime. The points are awarded to the rider who completes the final climb from the left turn at 6.2 km to the finish line in the shortest time. This is a first category climb. The green jersey will be awarded to the rider with the fastest time from the start to the intermediate timing point.

The Mayor of Blaenau Gwent County Borough Council, Councillor Barrie Sutton, and 2014 and 2015’s double Green Jersey winner, Joe Holt, will present the jerseys and officially start the race.

SAFETY NOTES:  Due to roadworks (and a cycling ban) on the A465 and narrow roads on the neutralised section, the race will split into two as it leaves HQ: Team Service Vehicles will be escorted through the roadworks by a lead car to wait at a rendez‐vous point in where they will rejoin as the peloton passes.  After the ceremonial start, the peloton will stop and be split into groups of 15‐20 riders and escorted through the narrower part of the neutral zone by NEG Moto. The riders will regroup into a single peloton in and then proceed through the last kilometre of the neutral zone.  The neutral zone is VERY narrow in places with the risk of parked or oncoming traffic, the odd pot hole and a very narrow left turn at one point. You are NOT racing and your speed will be controlled by your moto escort. Ride with your heads up, NO MORE THAN TWO ABREAST, help each other, and be prepared to stop at any moment.  A video of the neutral zone is available: https://youtu.be/st32TGwPjMs. We strongly suggest you watch it.  This stage includes two long, fast descents – into Defynnog (38km) and (69km). Both have slow junctions at the bottom. MAKE SURE you stay on the left hand side of the road and keep your heads up.  Take care at andd beyon the finish (see Stage Finishes in Race Safety Notes on page 37).  There is a 36km, approximate 20‐25 minute car journey from the stage finish at the summit of the Rhigos back to Brynmawr. If you are staying in the HQ area it will not be practical to ride back from the stage finish. Please bear this in mind when planning accommodation and travel arrangements.

11 laps (plus one neutral) on an undulating circuit of 2.98 km / 1.85 miles – the average gradient of the climb is 5% (7% at steepest point), the gradient of the descent is 10%.

Racing will commence as the convoy crosses the Start/Finish line at the completion of the neutralised lap.

Feed Zone: There is no feeding on this stage.

SAFETY NOTES:  Riders dropped from the leading bunch must allow the convoy cars to overtake when necessary.  Be aware that cars or riders may overtake you – move aside when you need to  Take particular caree at th sharp right turn at the bottom of the descent on the circuit.

Race Convoy: the convoy for this stage will consist of 2 cars at rear of main field (Chief Commissaire and Neutral Service) plus one lead vehicle to record lapped riders. A second Commissaire and second service will be on standby if required.

Rider Service: There will be one neutral service car following the race, which will service the break if there is one. There will be pit areas located at the 4 main corners of the course plus the Start/Finish line. Riders who are behind the neutral service car and have a mechanical problem must make their way to the next pit to have the problem rectified. Team managers/service will need to park in one of the pit areas – they must remain at that area and provide service to all riders that require it.

There will be officials at the pit stops in radio contact with the race officials to ensure that these rules are complied with.

Laps out are not permitted. Riders will need to re‐join the race immediately after taking service.

Lapped Riders: Riders are required to finish the race unless they are directed by the Commissaire to withdraw. Lapped riders will be given a calculated finishing time based on their average lap time for the stage so do not have to complete the full race distance. Stop when you are shown the chequered flag!

Time Limit: Riders are reminded of BC Technical Regulation 21.13: ‘A time limit of 20% of the stage winner’s time shall apply on each stage. This limit may be increased at the discretion of the Race Jury.’” While this rule applies on every stage, riders who are dropped during the circuit race should be aware that they are at significant risk of elimination should they sit up.

Results will be uploaded to the race website, linked via the @Juniortourwales Twitter, and displayed at the Stage 4 HQ (Abergavenny Leisure Centre) during signing‐on. 23

Failure to comply will lead to penalties or disqualification.  After the first sprint at Penderyn the race moves onto exposed road on open moorland which is often subject to crosswinds. If echelons form they MUST NOT cross the centre line. If this happens, riders who are offending will be penalised. If riders persist, the race will be stopped.  After exiting Penderyn village and joining the moor, beware of sheep roaming onto the road: see page 27 for advice on understanding these usually benign but occasionally tricky natives  After the hill prime at Bwlch, there is a fast descent with sharp hairpin bends.  At 76.3 km / 47.4 miles, the race passes through the centre of the town of Crickhowell. This is a small but busy market town with traffic bollards, parked cars etc. You went through it in the opposite direction at the beginning of stage 2. Keep alert and warn your fellow riders of the hazards.  At 86.2km/53.6 miles the race passes through the outskirts of Abergavenny and over several roundabouts in quick succession. Do NOT pass the wrong way around any of the roundabouts.  The final climb is 3 miles long with an average gradient of 8%, but at the steepest points 15% (see Stage Finishes in Race Safety Notes on page 39).  Riders must take care at the finish – do not remain in the road or stop on the road immediately after the line. If you block traffic you will make it dangerous for riders who finish after you.  Team Managers / Race Supporters: at the finish DO NOT park on the road. Obstructing traffic will lead to congestion and danger to all riders (and penalties for your own!). Follow the instructions of race marshals to pull off the road or continue on well beyond the finish before parking. Make the best use of the parking spaces that are available.

The Prince of Wales is owned by none other than the race’s founder John Richards and his wife Keri (who are also providing the refreshments at Race HQ this weekend). Event Rules and Regulations

OVERVIEW

These rules and regulations apply to everyone with the race, including the riders, the managers, the marshals and officials and your adherence to them is a condition of participation.

The Junior Tour of Wales is promoted under the Rules and Regulations of British Cycling, Welsh Cycling and the UCI (where necessary for clarification), together with those mentioned in this race manual.

The following Rules and Regulations apply to all competitors.

To be accepted as a competitor (or official) in the Junior Tour of Wales, means that the individual recognises the Rules and Regulations and in signing‐on to compete (or officiate), accepts them in their entirety.

Any infringement of any of the Rules and Regulations of the race by any competitors, team officials or helpers, will make the rider and/or whole team liable to time penalties, disqualification and possibly prosecution.

The organiser reserves the right to exclude from any future event of a similar kind any persons who are guilty of any conduct, which in the opinion of the organiser, has resulted in bringing the race into disrepute.

GENERAL REGULATIONS

The SD Sealants Junior Tour of Wales will be contested between Saturday 27th and Monday 29th August 2016 over three days. The mileages and courses published are given as an indication and may be subject to variations.

The race is open to JUNIOR category riders only (as defined by British Cycling Regulations) who are licensed riders of federations affiliated to the UCI and/or British Cycling.

The race comprises teams of 3 or 4 riders of the same club / racing team / region / country and also of riders racing as individuals.

RACING LICENCES

All competitors must be current, full members of British Cycling, or an international governing body sanctioned by the UCI. No competitor will be allowed to start without producing his current racing licence when signing‐on. No day licences will be permitted.

The Licence Steward will retain licences until the end of the event – or the stage if the rider pulls out of the race.

After the final stage, before the race presentation, all race numbers must be returned to the Licence Steward, not at the end of each stage, unless the rider is abandoning the race. Missing numbers will be charged at £5.00/number. Licences will be retained until all outstanding race debts are paid and the final stage has been completed.

MEDICAL CONTROL

A medical control, in compliance with BC/UKAD Regulations, may be held after any of the stages. A list of competitors due to be tested will be shown at the finish line and race headquarters, if testing does occur. Selected riders will be required to follow all relevant medical testing regulations.

BICYCLES – TECHNICAL REGULATIONS

All bicycles must comply with current U.C.I. and B.C. Technical Regulations.

The junior gear limit is 7.93 metres (normally 52 x 14 although wheel size can affect this) and applies to all stages of the event.

Gear checking will take place in the school gymnasium before stage 1 signing‐on for all riders – and at other stages as required by the Commissaires. Bikes will also be checked at random.

Helmets

Helmets worn shall comply with BC TR 8.6. No competitor will be permitted to start without a helmet.

RACE NUMBERS

All competitors must wear three numbers on each mass start stage. Two over the back pockets of their race jersey, and one shoulder number. The shoulder number is to be worn on the left on all stages, facing to the side. Riders may wear a single back number on the stage 1 time trial.

Numbers must be worn as they are supplied, without being cut, folded or reduced in anyway. If any numbers are lost or damaged, a charge of £5.00 per item will be made for replacement.

It is the rider’s responsibility to make sure race numbers are legible at the various finish and prime points: The judging team do not have x‐ray vision and cannot see through thick capes, gilets and so‐on. We are running photo finish, but if your number cannot be read either by the cameras, or the judge’s guide dog, you will not be placed.

When signing on for Stage 1, the first rider (in the list on pages 7‐8) of each team comprising three or more riders must supply a pair of wheels. Failure to do this will result in the team not being permitted to sign‐on. The wheels provided should be in an appropriate condition and the rear wheel shall have 10 or more sprockets and be eligible for use in junior races (i.e minimum 14 tooth top sprocket). The rider is to leave the wheels with the race organiser for distribution. No claim can be raised against the organiser if any wheel used is subsequently damaged or lost. If the wheel is used and damaged the owner of the wheel and the rider who damaged the wheel are to resolve the matter between them. All wheels must be permanently labelled with the owner’s name and race number and must be collected by the owner at the prize presentation – or at end of a stage, if the rider abandons that stage, and therefore the race.

Spare equipment supplied by a Service Vehicle during the course of a stage MUST be replaced and/or returned to the original vehicle by the rider upon completion of that stage.

RACE ROUTING AND SIGNAGE

The organiser will make all reasonable efforts to ensure that the Race has a safe, well‐marked passage along designated routes. It is each rider’s responsibility to make sure that they follow the correct route and that they ride safely. Failure to do so could lead to penalties or disqualification.

The race website contains a set of .gpx route descriptor files that can be imported into many GPS‐based cycle computers and sat‐nav devices. These, and the route descriptions and maps included in this manual will assist riders and teams in the passage of the course but as above, the ultimate responsibility is always that of the rider/driver.

STAGE STARTS

All riders must sign on for every stage. The signing‐on sheets will be situated at Race/Stage HQ and MUST be signed by all competitors, team managers and race officials.

Signing on for riders will close 30 minutes before the start time of each stage except for Stage 1 the individual time trial. Race Officials and Team Managers are to sign on 1 hour before start of the stage.

A briefing and presentation will also occur 10 minutes before each stage (an officials’ meeting will occur 20 minutes before each stage start for all race convoy members).

Riders, marshals and officials must make their own way to each stage start and back from the finish, unless an agreement with the organisers has been reached to the contrary. If directions are required to the Headquarters, please ask a race official as early as possible.

 The Race Headquarters will open 1 hour before the start of signing‐on and close 1 hour after the stage finish.

 Refreshments and changing facilities may not be available at the Stage 4 headquarters after the race.

CONTROL FLAGS & BOARDS

The standard Control Flags and signs that will be used throughout the event are: a. The Welsh National Flag to mark the start of the race b. Black and White Chequered Flag at the finish of each stage c. Yellow Flag (or 200 metre board) 200 metres from the finish d. Plain White Flag at Prime Points (King of the Mountains and Sprint) e. Green Flag with White Border, 200 metres from Prime point (King of the Mountains and Sprint) f. Blue flag at the start of a Prime Hill g. Red Flag to mark danger points h. Red and White Chequered or Welsh National Flag during all neutralised sections i. 1 kilometre‐to‐go board. Other countdown boards will be displayed where possible.

 Only Service / Team / Officials vehicles and personnel who have been approved by the organiser will be allowed in the convoy. All convoy vehicles must carry event identification stickers affixed to the upper front windscreen (or bonnet in case of magnetic signs).

 All vehicles in the convoy shall drive with dipped headlights switched on at all times. No vehicles, other than those designated by the Race Organiser, shall exhibit flashing lights.

 Team vehicles in the convoy must display their designated convoy number in the rear windscreen. Cars without convoy numbers will be removed from the convoy by race marshals.

 All Service/Team vehicles are under the control of the Chief Commissaire during the race

 Neutral Service Vehicles shall be permitted to go forward when a break‐away gains 30 seconds lead. The decision for this shall remain with the Chief Commissaire.

 The Broom Wagon will carry spare wheels and will ensure a breakdown service for all riders, without distinction.

 Neutral Service Vehicles will display official’s boards at least at the front and rear of the vehicles.

 All Team Service Vehicles must be driven by BC recognised managers i.e. an individual in the car will hold a BC Manager’s Licence. Also the manager and the mechanic are to be members of British Cycling, or equivalent.

 Only vehicles which are within the maximum measurements set down in the UCI Regulations will be permitted

to follow the race and they must have use of a race approved radio (see race radios section).

RACE SERVICE

Mechanical service will be provided to riders within the protection of the race convoy. Service MUST be requested and provided on the left‐hand side of the road. Riders stopping on the right‐hand side of the road will not be serviced. Service will be provided at the rear of the group and BEHIND the Commissaire’s vehicle. The Chief Commissaire can instruct Team Vehicles to service riders not connected to their team. Failure to do so will result in time penalties and fines being applied the team whose car failed to carry out this duty. All service to riders must be at the rear of the group and on the left hand‐side of the road.

All vehicles in the convoy must keep in order according to the number allotted to them. A team vehicle’s position in the convoy is determined by a team’s best rider’s position on the General Classification.

No vehicle shall break formation, unless directed to do so by a Commissaire, and must maintain a single file on the left‐hand side of the road.

When a team has reduced so that there are only two riders left in the race, the Chief Commissaire reserves the right to withdraw the vehicle of this team from the convoy.

However, due consideration will be taken to the remaining riders’ placings on General Classification.

RACE RADIOS

Race communications between Officials, Lead Cars, Team Cars etc. will be by VHF radio sets, NOT standard CBs. Note that these are NOT compatible with the UHF setsd use at BC events in England/Scotland/etc.

Race radios will be issued to all approved members of the race convoy before Stage 2. A Radio Tour system will be utilised – teams will be notified of the correct radio channel(s) at Managers’ briefings

Team Managers intending to take part in the race convoy must have an approved radio/antenna. These will be available from the race organisation at the equipment desk. You MUST NOT take one of these radios without first consulting with the Director of Things at the equipment desk AND signing out the radio.

You will NOT be allowed to join the race convoy without a working radio set fitted to your vehicle.

Any borrowed radios must be returned to the Equipment Official to be checked and signed back in at the Race HQ promptly, immediately after the completion of Stage 5 (before the Prize Presentation Ceremony).

PROCEDURE FOR VEHICLES WHEN DRIVING BEHIND THE PELOTON

1. The Commissaire/Radio Tour will call a vehicle forward to the back of the main body of riders by the team’s name over the radio.

2. Dipped‐beam headlights must be illuminated at all times.

3. After service, a driver should reassume his convoy position in a safe and sensible manner and only overtake when it is sensible and safe to do so.

4. Driving recklessly when outside the race convoy, i.e. breaking traffic law or being discourteous to other road users will not be tolerated and may result in removal from the race convoy and possibly police action.

RACE FOLLOWERS Drivers of unauthorised vehicles who interfere with the race and are demonstrated to have a connection to any rider or team may render the rider or riders concerned liable to a heavy time penalty or instant disqualification.

RACE COMMISSAIRES’ POWERS

The Race Commissaires reserve the right to neutralise the race at anytime, should circumstances demand.

The Commissaires have the authority to disqualify competitors, attendants or officials without any protest being lodged at any time without necessarily giving warning of such disqualification.

Riders and/or Team Managers may make an appeal against placings or race incidents. Such appeals must be in writing and accompanied by an appropriate sum, outlined in the BC Rules and Regulations. Appeals must be submitted to the Chief Commissaire within the BC specified time limits and a decision will be given in a timely fashion.

PENALTIES

The Commissaire may take the following disciplinary measures – warning, time penalties, reprimands, fines, relegation and/or disqualification. Penalties of relegation, time penalty and disqualification shall be taken into account when calculating stage results, both Individual and Team, and consequently the results of the Overall Classifications.

The Commissaire may issue riders with whatever penalties are thought fitting, which are not covered by the current BC regulations. They may consider extenuating circumstances to reduce a penalty.

FEEDING STATIONS AND LITTER

Static feeding can only occur in the designated feed zones. No drinks, bottles or sponges are permitted to be handed up or received by competitors outside the Feed Stations.

On Stages 2, 4 and 5 Team Officials are permitted to hand up food and drink to riders at the designated Feeding Zones (see course descriptions). Arrangements for transporting Team Officials to the feeding stations will not be the responsibility of the Organiser. Riders without aid will be expected to carry sufficient food and drink for the stage duration.

Feeding from team cars will only be carried out with the permission of the Commissaire

The Litter Act makes it imperative that NO LITTER is thrown to the ground or left on the ground. It is up to all race personnel to see that this is enforced. Any competitor or helper seen littering will be severely penalised. Team Managers must ensure that all food, as far as possible, has as little wrapping as possible and competitors are advised to place all discarded wrapping etc in a jersey pocket. Feeding stations must be left clean and tidy.

The use of glass, or other non‐shatterproof vessels is forbidden.

MISCELLANEOUS

The Organisers will ensure that an adequate medical service is available to all race personnel; this applies only during the race.

Personnel attached to the race are required to act in an appropriate and respectful manner at all times.

Riders are reminded that it is unlawful, and an offence against public decency, to urinate in public places – whether on foot or bicycle.

HQ facilities may be open to the public during stages. We recommend that no personal possessions are left in the facilities at this time.

The organisers will under no circumstances hold themselves responsible in any way, for cycling, motor cycling, motoring or civil offences.

The Race Jury shall consist of the Chief Commissaire, Commissaire 2, and the Race Organiser.

RACE SAFETY

The race organisation takes the safety of the riders, race helpers and members of the public who come into contact with the race extremely seriously. Much of the information in the race manual is aimed at making sure the race is enjoyable and fulfilling for the riders and, equally importantly, safe for everyone concerned.

Please read the safety notes for each stage carefully and take account of them when taking part in the race. In particular, please take note eof th requirements applying to riders, the race convoy and race followers at stage finishes. Team vehicles are not to be parked on the highway or at private or commercial properties at the stage finishes.

Please bear in mind these key points:

Stage Finishes Stages 2 and 5 finish at the top of mountains, while stage 4 has a flat open final kilometre. The home straight at the circuit has a slight ascent to the line before flattening out at the line. If you are sprinting, sprint straight and do not attempt to switch or force your opponent into a dangerous position as you will be relegated. Please continue well past the finish line before dismounting so as not to cause congestion and risk to other riders.

• Riders AND team car drivers: Do NOT remain in the road obstructing traffic. You will cause a tail‐back of traffic which may obstruct riders following you to the finish and possibly place them in danger.

• Do NOT ride back over the finish line in the either direction after finishing your race. Our photo finish equipment credits riders with the last and slowest pass over the finish line. If you cross the finish line again in any direction after you have finished you will give yourself a slower time and place yourself further back in the field!

Riders who ignore these requirements will be penalised.

At the finish, race convoy vehicles MUST follow marshals’ instructions and get off the road, away from finish line as quickly as possible. Race helpers and followers must not obstruct the parking area near the finish line when gathering to view the finish.

RACE SAFETY

Some sections of the race include stretches of road with solid white centre lines – riders who cross these will be heavily penalised or disqualified. A zero tolerance policy will be operated – don’t say you haven’t been told.

Some sections of road stages are on dual carriageway roads. Riders MUST keep to the left‐hand line to allow fast‐ moving traffic to pass the race. Any rider moving into the right‐hand lane will be subject to a penalty.

On main roads with fast‐moving traffic, for your own and fellow riders’ safety, please keep to the left‐hand side of the road at all times. Riders who move out of the left‐hand side of the road repeatedly and unnecessarily in the view of the Commissaires will be penalised.

All rules of the road must be strictly observed when driving behind the main group and by the riders themselves. Unless otherwise directed, riders must negotiate roundabouts in the correct manner and riding on the opposite carriageway will not be tolerated, especially if the rider crosses a solid white line in the process.

MOTOR CYCLE MARSHALS

The National Escort Group (Wales) Motor Cycle Marshals will be in attendance to provide cover for the race convoy and peloton. All riders/managers are reminded that race officials and motorcycle safety officers are present for their benefit and therefore their instructions must be followed.

In particular, having provided cover for the race at one point, the motor cycle marshals need to move past the race as quickly as possible to get back in position in front of the race to provide cover for the race at the next hazard. Riders and convoy members, please ensure that you do not obstruct motor cycle marshals. Look behind before moving out to the right and if a motor cyclist is sounding his horn, pull into the left immediately to allow him to pass.

RIDER/CONVOY PROTECTION FROM ROAD TRAFFIC

Protection for riders and the convoy from traffic hazards is provided by the motor cycle marshals and ‘mobile’ static marshals (i.e. static marshals who cover one point – and then when the race has passed, move on to a point further along the course).

PLEASE NOTE: safety cover for riders is limited to those riders between the lead car and the final vehicle in the race convoy – the Ambulance. Riders falling behind the First Aid car are no longer within the zone of safety cover provided by the race. They cannot assume protection from officials, marshals, nor can they expect marshals to be in position. It is the rider(s) responsibility to follow the race route exactly, if this occurs. Riders will also be required to follow the Highway Code and respect other road users, when riding outside the ‘race’s protection’.

RESULTS

Results will be published in the first instance via the race website and Twitter (www.juniortourofwales.org / @JuniorTourWales) as soon as possible after each stage, the projector in the main hall of the Race Headquarters, and also in the signing‐on areas at Parc Bryn Bach and Abergavenny Leisure Centre.

Any queries must be addressed to the Chief Judge as soon as practicable, and at latest 24 hours after each stage finish – at which point the results become final.

FAILURE TO FINISH

Except as described below, all stages must be completed in their entirety for a rider to be eligible for general classification listing and be entitled to a prize. All riders must complete the stages within the time limits set out in the BC Rules and Regulations. The broom wagon will collect any riders falling outside the time limit.

Any rider not completing a stage will be eliminated, unless:

Riders puncturing/crashing/having a mechanical problem in the last 3km of a stage will be allocated the same time as the group they were in at the time of the puncture/crashing/mechanical problem – with their finishing order being determined by order of passage of the finish line. Riders unable to complete the stage due to injury caused by the crash would be placed last on the stage. The incident must have been witnessed by a race official for this rule to apply. This rule twill no apply on stages with mountain finishes (i.e. stages 1, 2 & 5)

In the circuit race stage, lapped riders will be allowed, at the discretion of the Chief Commissaire, not to complete the full distance and will be allocated a pro‐rata time for the uncompleted distance. The ttime limi will be applied to any such calculated times.

PRIZES AND CLASSIFICATIONS

The race will be subject to the following classifications:

Individual General Classification supported by SD Sealants The competitor with the lowest aggregate time for all stages, after all penalties have been added and all bonuses deducted, shall be the winner of the race on the individual general classification (GC). The leader of this competition shall wear a yellow jersey.

Best Young Rider supported by SD Sealants The competitor with the best General Classification position who was also born in 1998 will wear a blue jersey unless the individual is already wearing the leader’s jersey, in which case it shall be worn by the next best placed rider.

Best Welsh Rider – perpetual trophy The competitor with the best individual general classification position who was also born in, lives in, or is of Welsh parentage shall win the Eddie Smart and Steve Jones Memorial Trophy

King of the Mountains supported by Zappi Clothing The King of the Mountains competition shall be won by the competitor gaining the highest number of total points on all official hill primes (or is deemed the leader of the competition via countback, see below).

Stage 1 ‐ Final climb to finish, 1st Category

The winner of the Sprint Competition shall be the competitor who has gained the most total points at the official Hot Spot Sprint Primes (or is deemed the leader of the competition via countback, see below)

The team with the lowest aggregate time that has finished with a minimum of 3 riders will be declared the winners.

Most Combative Rider – the Ron Good Award

The rider considered by the jury to have been the most combative, attacking rider over the course ofe the rac shall be presented with an award named in honour of cycling photographer Ron Good.

General Information on Classifications

Should any competitors share equal time on final Individual Classification, the order shall be determined by the fractional time on the stage 1 time trial with the fastest time taking precedence. Should there still be a tie, the order will be determined by adding together the places obtained on each stage, with the lowest total taking precedence. Should there still be a tie, then the placings on the final stage will decide.

Ron Good

The year Parc Bryn Bach turned into Roubaix And Ron Roach (of Racehorse Inn fame), circa 55 years ago!

We lost a friend last year when Ron Good, the race’s former photographer, left us. Ron was the Milk Race’s official photographer and enjoyed a prestigious 50 year career capturing cycling across the country and beyond. He’d caught almost all the sport’s greats from the ‘50s through to the 90’s. The man, his camera and his motorbike, were a familiar sight around the Junior Tour, as well as other local races, in his final years.

We’re pleased to name the Most Combative Rider award in his honour, because you can guarantee that anyone out front for long enough to win it, would have been in front of Ron’s lens first.
