QUALIFICATIONS: 1. Illinois license for Chief School Official. 2. Master’s Degree or higher 3. Minimum of five years of successful experience in Educational Finance. 4. Strategic vision and exemplary technical and supervision skills. 5. Writing and presentation skills to make school finance understandable. 6. Effective interpersonal, presentation, and communications skills. 7. Demonstration of collaborative leadership. 8. Such alternatives as the Board of Education may find appropriate and acceptable.

REPORTS TO: Superintendent of Schools

SUPERVISES: of Financial Services

JOB GOAL: To assist the superintendent in planning, organizing, controlling and directing the fiscal services and daily operations of the district in such a way that financial and personnel resources are directed toward providing the best possible educational programs and services.

PERFORMANCE RESPONSIBILITIES

1. LEADERSHIP

a. Advises the superintendent on policy and administrative regulations related to the business and financial affairs of the district.

b. Supervises the , safekeeping, and distribution of all funds/financial affairs of the District.

c. Establishes and maintains and effective working relationships with subordinates, members of the Board of Education, administration and co-workers.

d. Demonstrates knowledge of applicable local, State, and Federal laws, regulations, codes, ordinances, policies and procedures with the ability to interpret and explain such information.

e. Demonstrates knowledge of generally accepted principles, practices, procedures and internal controls.

f. Coordinates the preparation of the annual budget and assumes responsibility for budget control, analysis, and long-range financial planning.

g. Assists in the supervision of all accounting operations including payroll, purchasing, accounts payable, and accounts receivable.

h. Manages the district’s real estate including the sale of the building house.

i. Represents the district in property/liability matters.

j. Provides financial analysis of the district to the community.

k. Evaluates financial and budgetary data and prepares reports, forecasts and recommendations.

l. Directs and interprets auditing functions to assure accurate and timely accounting and reporting of funds and budgets.

m. Demonstrates knowledge of citywide economic development initiatives such as TIF districts and enterprise zones

n. Develops, recommends, and files the annual tax levy and monitors compliance with all legal requirements.

o. Evaluates the School District’s short and long-term debt and makes recommendations in conjunction with the School District’s financial consultant and bond counsel to meet all legal requirements.

p. Demonstrates knowledge of principles, methods, practices and procedures of purchasing and contract administration.

q. Demonstrates knowledge of union bargaining agreements and ability to understand and interpret contract language

r. Monitors cash flow and recommends interfund loans or short-term borrowing, if necessary.

s. Serves on the management team for union negotiations.

t. Serves as the appointed Treasurer for the Board of Education.

u. Demonstrates knowledge of Illinois retirement systems rules and regulations and serves as the School District’s agent for the Teachers’ Retirement System.

2. ADMINISTRATION

a. Manages the District’s daily financial affairs, including accounting, payroll, accounts payable and receivable, activity accounts, and purchasing.

b. Attends board and committee meetings and prepares reports as the Superintendent may request.

c. Provides information to the Superintendent and prepares agenda items for board meetings.

d. Informs and advises the Superintendent about programs, practices and problems related to business and operational functions of the district. e. Establishes and monitors operating procedures for Purchasing, Accounts Payable, Accounts Receivable, Payroll and Budgeting. f. Oversees all payroll related functions of the district for accuracy and timeliness. g. Prepares annual tax levy and accounts for and allocates all tax revenue. h. Invests idle funds and ensures that the necessary funds are available to meet current and long-term cash flow needs. i. Responsible for monitoring and evaluating all district copiers for usage and replacement. j. Supervises and evaluates the performance of assigned personnel; interviews and selects employees and recommends transfers, reassignment, termination and disciplinary actions. k. Coordinates subordinate work assignments and reviews work to assure compliance with established standards, requirements, and procedures. l. Oversees all purchasing functions and prepares bids according to state regulations m. Directs and assures accuracy of related transactions including income, expenditures and fund transfers. n. Assures proper and timely payment of financial obligations including debt service obligations and District employees. o. Assures proper billing for fees and collection and processing of revenue to assure fiscal solvency. p. Oversees all financial related activities of annual building and grounds department’s project work q. Directs and participates in the preparation and maintenance of various financial and statistical records and reports related to budgets, accounts, income, expenditures, grants, programs, billings, accountability, attendance, and personnel. r. Assures mandated reports are submitted to appropriate State or federal agencies in accordance with established timelines and requirements. s. Prepares and monitors all aspects of District retirement related benefits and assures employees earnings are calculated according to district and retirement fund rules. t. Directs financial and strategic planning to assure fiscal integrity and accountability for the District while meeting the needs of students. u. Develops and recommends fiscal measures to enhance resources and assist the District in meeting established educational goals and objectives. v. Monitors, evaluates, balances and reconciles various accounts, funds and budgets. w. Reports financial information to the Superintendent and Board of Education on a monthly basis. x. Oversees the monthly close, preparation of monthly financial statements, and bank account reconciliations. y. Directs activities to assure proper and timely identification and resolution of fiscal issues, errors and discrepancies. z. Arranges for the internal auditing of school accounts. aa. Coordinates and oversees activities related to external audits of the District; assist and provide fiscal information to outside auditors as needed; respond to audit findings as needed. bb. Provides fiscal data and information, and shares techniques and strategies during employee collective bargaining. cc. Develops Board Policies and Administrative Procedures related to the Business Office operations and fiscal affairs. dd. Serves as Risk Manager of the district and supervises all insurance related functions, with the exception of employee benefits. ee. Prepares internal studies such as fringe benefits, maintenance and operation costs, per pupil expenditures, taxes, levies, and assessed valuation when requested. ff. Monitors the condition of vehicles, facilities and equipment and the inventory of fixed assets. gg. Monitors the condition of buildings and grounds. hh. Provides information to the community about business and operations functions of the district. ii. Serves as liaison, when applicable, with the district’s architect and construction management firm by providing all requested data, attending meetings, and monitoring bids and construction projects. jj. Serves as liaison with the district’s financial advisor and/or underwriter and monitors their work for the district. kk. Serves as liaison with the district’s appointed bond proceeds investment management services firm and monitors and authorizes their investments. ll. Participates in professional at local, State and nation levels, as appropriate.

mm. Attends conferences and workshops to enhance awareness of new concepts and changes.

nn. Performs such other tasks and assumes such other responsibilities as may be assigned by the Superintendent.

3. DELEGATION

a. Delegates responsibilities to educational support personnel and directors according to the performance responsibilities and the needs of the district.

CONDITIONS OF EMPLOYMENT:

Twelve month contract. Salary and working conditions to be established by the Board of Education.

EVALUATION:

Performance will be evaluated annually by the superintendent.
