D. Cornell University 2015 Globally, over 10 million people lack the recognition and rights of citizenship. Statelessness among highland communities in Thailand comprises one of the longest- standing situations of protracted exclusion in the world, with disastrous effects on highlanders’ lives and livelihoods. While statelessness is generally associated with acute deprivations, statelessness is neither new nor static in the hills of Thailand. Indeed, researchers and highlanders themselves have argued that highlanders maintained relative autonomy until the mid-20th century by living beyond the reach of lowland states—by being stateless. How, then, has statelessness come to be associated with lack? How is statelessness produced, and how are inequalities in life trajectories formed along the line of citizenship where they once did not exist? In this study, I examine the ways that the Thai state registers, (mis)understands, incorporates, and excludes highlanders, and the ways that highlanders (mis)understand, seek to access, and negotiate the state. Drawing on multi-scalar ethnography and extensive survey research, I show that statelessness persists among highlanders despite efforts by the government of Thailand to solve it. Second, I argue that statelessness is produced, not despite, but rather because of the ostensibly rational regime of evidentiary procedure in which status is adjudicated. Specifically, I show that the Thai state produces and privileges contingent, incomplete, and flawed evidence as the standard against which individuals must prove their claims to belong. And finally, I argue that state restrictions on movement among non-citizens are contributing directly and indirectly to inequalities in educational attainment and to the impoverishment of highland livelihoods. Theoretically, findings from this dissertation suggest that citizenship and statelessness are both unstable, yet ultimately transformable status categories that refract historically specific practices of sovereign power and claims to rule upon which they are based. On a political level, findings suggest that efforts to improve human rights will fall short in situations where legal status remains unresolved. Additionally, findings also indicate that the global campaign to resolve statelessness must recognize and monitor state efforts to manage, and ultimately restrict, access to citizenship through identification regimes that are often promoted for the ostensible protection of legal identity. BIOGRAPHICAL SKETCH Amanda Leigh Flaim is the daughter of an agricultural economist and a geography teacher, and she grew up with a fierce desire to see and understand the world. After graduating from Rhodes College in Memphis, Tennessee, she moved to China to work as an English teacher, and then attended Stanford where she earned a Masters Degree in International Comparative Education. From California, she moved on to UNICEF in Italy where she worked in the child trafficking prevention research team, and then to UNESCO in Thailand where she began her long-term research agenda on statelessness and trafficking prevention in the Mekong Subregion. Although she remains focused on statelessness in Southeast Asia, her research has also taken her to Nepal where she led a national survey of statelessness in the country for UNHCR in 2011. After living in big cities, she was skeptical about Ithaca, but she now considers it home. It was in Ithaca that she met her love, had a baby, and worked—and worked and worked—toward the completion of this dissertation. Today, Amanda, her husband Daniel, and their son, Simon, live in Durham, North Carolina where she teaches about statelessness, humanitarian policy, and qualitative and mixed-methods research methods at Duke University.     A New Method of Classification for Tai Textiles Patricia Cheesman Textiles, as part of Southeast Asian traditional clothing and material culture, feature as ethnic identification markers in anthropological studies. Textile scholars struggle with the extremely complex variety of textiles of the Tai peoples and presume that each Tai ethnic group has its own unique dress and textile style. This method of classification assumes what Leach calls “an academic fiction … that in a normal ethnographic situation one ordinarily finds distinct tribes distributed about the map in an orderly fashion with clear-cut boundaries between them” (Leach 1964: 290). Instead, we find different ethnic Tai groups living in the same region wearing the same clothing and the same ethnic group in different regions wearing different clothing. For example: the textiles of the Tai Phuan peoples in Vientiane are different to those of the Tai Phuan in Xiang Khoang or Nam Nguem or Sukhothai. At the same time, the Lao and Tai Lue living in the same region in northern Vietnam weave and wear the same textiles. Some may try to explain the phenomena by calling it “stylistic influence”, but the reality is much more profound. The complete repertoire of a people’s style of dress can be exchanged for another and the common element is geography, not ethnicity. The subject of this paper is to bring to light forty years of in-depth research on Tai textiles and clothing in the Lao People’s Democratic Republic (Laos), Thailand and Vietnam to demonstrate that clothing and the historical transformation of practices of social production of textiles are best classified not by ethnicity, but by geographical provenance.

Following more than 20 years of his comparative and interdisciplinary study in the ancient philosophy expressed in the tau tae tching text on the one hand and the world view, way of life and practical behavior of the Tai peoples on the other hand, the author has been developing the firm belief that the ancient philosophical text tau tae tching - which is found in old written exemplars in the Chinese language and attributed to Laotse - is most probably rooted in the ancient traditions and philosophy of the Tai peoples whose forefathers settled in historical times in what is today South China. In the opinion of the author, the written philosophical text tau tae tching was created as a mirror, as a secondary image, of an existing culture, namely, the world view, way of life, and practical rules of behavior of the Tai peoples. Compared to the concrete behavioural rules, traditional laws, etc., of the Tai peoples, the tau tae tching is a philosophical condensation and abstraction. It is something like a bible of behavioural norms and was used not only for worshipping the holy “right path” of behaviour, but in fact represents a complete value system which reinforced the social order. As such, it was also the source for intellectuals to compete with other value systems (e.g., that of Confucius) which was followed by other ethnic groups, namely the Han-Chinese.

They now live in the high mountains of Northern Thailand in the provinces of Chiangmai and Chiangrai. Most of them live in poverty.     Notification of the Central Committee on the Price of Goods and Services No. 6, B.E. 2560 (2017) Regarding Control of Transport of Animal Feed Corn ------------------------------------ Whereas the Central Committee on the Price of Goods and Services has repealed the Notification of the Central Committee on the Price of Goods and Services No. 1, B.E. 2559 (2016) regarding Determination of Goods and Services under Control dated 21 January B.E. 2559 ( 2016) , resulting in the end of enforcement of the Notification of the Central Committee on the Price of Goods and Services No. 6, B.E. 2559 (2016) regarding Control of Transport of Animal Feed dated 25 January B.E. 2559 (2016). In the meantime, the Central Committee on the Price of Goods and Services has already reconsidered the exercise of its power regarding the stipulation of the aforesaid measure, it is of the view that the measure of the control of transport of animal feed corn should be maintained in order to bring about the fairness of price, quantity and the maintenance of stability of the animal feed market system within the Kingdom. By virtue of Section 9 (2) and Section 25 (4), (7) of the Price of Goods and Services Act, B.E. 2542 ( 1999) , the Central Committee on the Price of Goods and Services has therefore issued this Notification, as follows. Article 1. This Notification shall come into force in all areas of the Kingdom for the period of one year as from the day following the date of its publication.1 Article 2. The objective was to identify guidelines for the development of Ubonchat Sattathip cultural silver jewelry. This was to increase value of silver jewelry products responsive to the users’ preferences for cultural silver jewelry. The research used both qualitative and quantitative research methods. The results of the study were the identified guideline to development of Ubonchat Sattathip Design in the shape of a beautiful lotus in 9 colors and these colors represent nine different gemstones, and positive responses to the new design from the silver jewelry users under study. The combination between a silver jewelry pattern and gem colors created added value to the cultural silver jewelry. The opinion of users on the cultural silver jewelry Ubonchat Sattathip was at the high level (Mean=4.43, S.D = 0.38).
