Vladimir’s vita was part of the invitation and you also saw it and I saw some of you picked it up at the registration. So I will not go through it. He’s very well known. Let me mention only that he’s deputy leader of the Party of Russian Freedom, better known by the Russian acronym of PARNAS. He’s the resident coordinator of Mikhail Khodorkovsky’s Open Russia. He’s a resident because Vladimir actually moved. He lives in Russia now, or rather he’s recuperating and then he will move there, and we’ll get to that in a moment. He’s also a Cambridge trained historian and author of several monographs, one of which I hope to be able to discuss here. And he is, of course, a prolific and most enjoyable and insightful commentator on Russian domestic and foreign policies with publications in all leading Western and Russian media. An Overview of Russian Foreign Policy
02-4498-6 ch1.qxd 3/25/02 2:58 PM Page 7 1 AN OVERVIEW OF RUSSIAN FOREIGN POLICY Forging a New Foreign Policy Concept for Russia Russia’s entry into the new millennium was accompanied by qualitative changes in both domestic and foreign policy. After the stormy events of the early 1990s, the gradual process of consolidating society around a strengthened democratic gov- ernment took hold as people began to recognize this as a requirement if the ongoing political and socioeconomic transformation of the country was to be successful. The for- mation of a new Duma after the December 1999 parliamen- tary elections, and Vladimir Putin’s election as president of Russia in 2000, laid the groundwork for an extended period of political stability, which has allowed us to undertake the devel- opment of a long-term strategic development plan for the nation. Russia’s foreign policy course is an integral part of this strategic plan. President Putin himself has emphasized that “foreign policy is both an indicator and a determining factor for the condition of internal state affairs. Here we should have no illusions. The competence, skill, and effectiveness with 02-4498-6 ch1.qxd 3/25/02 2:58 PM Page 8 which we use our diplomatic resources determines not only the prestige of our country in the eyes of the world, but also the political and eco- nomic situation inside Russia itself.”1 Until recently, the view prevalent in our academic and mainstream press was that post-Soviet Russia had not yet fully charted its national course for development. -

The Russia You Never Met MATT BIVENS AND JONAS BERNSTEIN fter staggering to reelection in summer 1996, President Boris Yeltsin A announced what had long been obvious: that he had a bad heart and needed surgery. Then he disappeared from view, leaving his prime minister, Viktor Cher- nomyrdin, and his chief of staff, Anatoly Chubais, to mind the Kremlin. For the next few months, Russians would tune in the morning news to learn if the presi- dent was still alive. Evenings they would tune in Chubais and Chernomyrdin to hear about a national emergency—no one was paying their taxes. Summer turned to autumn, but as Yeltsin’s by-pass operation approached, strange things began to happen. Chubais and Chernomyrdin suddenly announced the creation of a new body, the Cheka, to help the government collect taxes. In Lenin’s day, the Cheka was the secret police force—the forerunner of the KGB— that, among other things, forcibly wrested food and money from the peasantry and drove some of them into collective farms or concentration camps. Chubais made no apologies, saying that he had chosen such a historically weighted name to communicate the seriousness of the tax emergency.1 Western governments nod- ded their collective heads in solemn agreement. The International Monetary Fund and the World Bank both confirmed that Russia was experiencing a tax collec- tion emergency and insisted that serious steps be taken.2 Never mind that the Russian government had been granting enormous tax breaks to the politically connected, including billions to Chernomyrdin’s favorite, Gazprom, the natural gas monopoly,3 and around $1 billion to Chubais’s favorite, Uneximbank,4 never mind the horrendous corruption that had been bleeding the treasury dry for years, or the nihilistic and pointless (and expensive) destruction of Chechnya. -

In addition, any quotation or extract must include full attribution.” Abstract This thesis examines French relations with Yugoslavia in the twentieth century and its response to the federal republic’s dissolution in the 1990s. In doing so it contributes to studies of post-Cold War international politics and international diplomacy during the Yugoslav Wars. It utilises a wide-range of source materials, including: archival documents, interviews, memoirs, newspaper articles and speeches. Many contemporary commentators on French policy towards Yugoslavia believed that the Mitterrand administration’s approach was anachronistic, based upon a fear of a resurgent and newly reunified Germany and an historical friendship with Serbia; this narrative has hitherto remained largely unchallenged. Whilst history did weigh heavily on Mitterrand’s perceptions of the conflicts in Yugoslavia, this thesis argues that France’s Yugoslav policy was more the logical outcome of longer-term trends in French and Mitterrandienne foreign policy. Furthermore, it reflected a determined effort by France to ensure that its long-established preferences for post-Cold War security were at the forefront of European and international politics; its strong position in all significant international multilateral institutions provided an important platform to do so. -

Communist Development and the Post-Communist Democratic Deficit Grigore Pop-Eleches Princeton University [email protected] Abstract: This article analyzes the post-communist regime track record in comparative perspective and reevaluates the impact of modernization on the democratic prospects in developing countries. The analysis shows that ex-communist countries were less democratic than their socio- economic development levels would have predicted, and that the development-democracy link was different than elsewhere, due to the distorted nature of communist development. The article then traces this democratic deficit to individual-level deficits in democratic attitudes and civic and political participation. Post-communist democratic prospects are further undermined by the fact that the participatory deficit is greater among the relatively pro- democratic middle class, than among the lower class, which had experienced mobilization from above under communism, but was less likely to subscribe to democratic values than lower classes in non-communist countries. After years of relative neglect,1 modernization theory has recently made an unexpected comeback as an explanation of cross-national regime patterns, as several statistically sophisticated approaches (e.g. Przeworski and Limongi 1997, Barro 1999, Boix and Stokes 2003, Epstein et al 2006) have assessed the impact of socio-economic development on the initiation and survival of democracy. The Siloviki in Russian Politics
The Siloviki in Russian Politics Andrei Soldatov and Michael Rochlitz Who holds power and makes political decisions in contemporary Russia? A brief survey of available literature in any well-stocked bookshop in the US or Europe will quickly lead one to the answer: Putin and the “siloviki” (see e.g. LeVine 2009; Soldatov and Borogan 2010; Harding 2011; Felshtinsky and Pribylovsky 2012; Lucas 2012, 2014 or Dawisha 2014). Sila in Russian means force, and the siloviki are the members of Russia’s so called “force ministries”—those state agencies that are authorized to use violence to respond to threats to national security. These armed agents are often portrayed—by journalists and scholars alike—as Russia’s true rulers. A conventional wisdom has emerged about their rise to dominance, which goes roughly as follows. After taking office in 2000, Putin reconsolidated the security services and then gradually placed his former associates from the KGB and FSB in key positions across the country (Petrov 2002; Kryshtanovskaya and White 2003, 2009). Over the years, this group managed to disable almost all competing sources of power and control. United by a common identity, a shared worldview, and a deep personal loyalty to Putin, the siloviki constitute a cohesive corporation, which has entrenched itself at the heart of Russian politics. Accountable to no one but the president himself, they are the driving force behind increasingly authoritarian policies at home (Illarionov 2009; Roxburgh 2013; Kasparov 2015), an aggressive foreign policy (Lucas 2014), and high levels of state predation and corruption (Dawisha 2014). While this interpretation contains elements of truth, we argue that it provides only a partial and sometimes misleading and exaggerated picture of the siloviki’s actual role. -

Maoism Versus Opportunism in Turkey The article below is excerpted from a letter written by the Committee of the Revolutionary Internationalist Movement (CoRIM) to the Communist Party of Turkey/Marxist-Leninist (TKP/ML) in mid-2001. The TKP/ML is one of several political centres that emerged from the formerly united Communist Party of Turkey Marxist-Leninist (TKPML), which was a founding participant of the Revolutionary Internationalist Movement in 1984. During the course of a series of splits and realignments among Party forces, several centres of the TKPML have emerged, each of which continues to use the name of the Party and claim its heritage. The names of the two largest groupings that exist today are distinguished only by punctuation marks: the TKP(ML) and the TKP/ML. In the RIM Committee letter, reference is made to other centres that have existed in the course of the Party’s history, in particular the TKP/ML (Maoist Party Centre), which continues today, and the TKP/ML East Anatolia Regional Committee, usually referred to by its Turkish initials DABK, which merged with the TKP/ML Central Committee to form the TKP/ML Provisional United Central Committee in 1994 and which subsequently split into the above-mentioned TKP/ML, which publishes Ozgur Gelecek, and TKP(ML). To minimise confusion concerning the names of the different Party centres, no punctuation is used when referring to the previously united TKPML of 1984 and earlier, and the other centres are referred to by the punctuation they use themselves. As the letter makes clear, from the formation of RIM onwards serious differences emerged between the TKPML and RIM, and a long process of discussion and struggle has gone on involving the different centres that emerged from the previously united TKPML. -

Thomas Sherlock Confronting the Stalinist Past: The Politics of Memory in Russia Attempting to reverse the decline of the Russian state, economy, and society, President Dmitry Medvedev and Prime Minister Vladimir Putin have paid increasing attention over the past two years to the modernization of Russia’s socioeconomic system. Aware of the importance of cultural and ideological supports for reform, both leaders are developing a ‘‘useable’’ past that promotes anti-Stalinism, challenging the anti-liberal historical narratives of Putin’s presidency from 2000—2008. This important political development was abrupt and unexpected in Russia and the West. In mid—2009, a respected journal noted in its introduction to a special issue on Russian history and politics: ‘‘turning a blind eye to the crimes of the communist regime, Russia’s political leadership is restoring, if only in part, the legacy of Soviet totalitarianism....’’1 In December 2009, Time magazine ran a story entitled ‘‘Rehabilitating Joseph Stalin.’’2 Although the conflicting interests of the regime and the opposition of conservatives are powerful obstacles to a sustained examination of Russia’s controversial Soviet past, the Kremlin has now reined in its recent efforts to burnish the historical image of Josef Stalin, one of the most brutal dictators in history. For now, Medvedev and Putin are bringing the Kremlin more in line with dominant Western assessments of Stalinism. If this initiative continues, it could help liberalize Russia’s official political culture and perhaps its political system. Yet Thomas Sherlock is Professor of Political Science at the United States Military Academy at West Point and the author of Historical Narratives in the Soviet Union and Post-Soviet Russia (Palgrave Macmillan, 2007).
