FAQs – Polluted Runoff and Fees POLLUTED RUNOFF IN BALTIMORE COUNTY Baltimore County contains the headwaters for many of the streams and tributaries feeding into the Patapsco River, one of the major rivers of the Chesapeake Bay. These tributaries include Bodkin Creek, Jones Falls, Gwynns Falls, Patapsco River Lower North Branch, Liberty Reservoir and South Branch Patapsco. Baltimore County is also home to the Gunpowder River, Middle River, and the Back River. Unfortunately, all of these streams and rivers are polluted by nitrogen, phosphorus and sediment and are considered “impaired” by the Maryland Department of the Environment, meaning the water quality is too low to support the water’s intended use. One major contributor to that pollution and impairment is polluted runoff. Polluted runoff contaminates our local rivers and streams and threatens local drinking water. Water running off of roofs, driveways, lawns and parking lots picks up trash, motor oil, grease, excess lawn fertilizers, pesticides, dog waste and other pollutants and washes them into the streams and rivers flowing through our communities. This pollution causes a multitude of problems, including toxic algae blooms, harmful bacteria, extensive dead zones, reduced dissolved oxygen, and unsightly trash clusters. -

HERESCENT Fall 1999 Vol X No. 4 Coalition Hosts "Open The Trestle" Rally County Executive Doug Duncan announces support for the trestle and the Trail By Wayne Phyillaier/CCCT Chair One of the best ways to build support and stewardship of the Capital Crescent Trail is to provide opportunities for trail users and local residents to experience trail advocacy in a personal way. On Saturday, October 23d, the Coalition for the Capital Crescent Trail did just that. Trail lovers from all around the metropolitan area participated in Coalition-sponsored hikes, both walking and biking, to the Rock Creek Park trestle for an "Open The Trestle" rally. Several Coalition Board members addressed the rally, and outlined why I repairing and opening the trestle for Trail use was essential for completing a first class interim trail to Silver Spring. Results of a Coalition sponsored I engineering design study were presented that show how the trestle can be rebuilt for Trail use at a t Dozrg Dz~ncanut rally fraction of the cost of building a new bridge. Joining rally participants was Montgomery County Executive, Mr. Doug Duncan, who spoke in support of completing the Trail. In a surprise announcement, Mr. Duncan pledged to put funding to rebuild the trestle in the upcoming FY 2001-2002 budget. He challenged trail supporters to do their part and get the support of the five County Council members needed to pass the budget. Mr. Duncan's pledge of support is a very welcome event, and allows the Coalition to focus its advocacy for the trestle on the Montgomery County council. -

Within this wilderness was an extensive network of trails, many of which were created by the migration of the buffalo and used by the Native American Indians as hunting and trading routes. These primitive trails were at first crooked and narrow. Over time, the trails were widened, straightened and improved by settlers for use by horse and wagons. These became some of the first roads in the new land. After the American Revolution, the National Government began to realize the importance of westward expansion and trade in the development of the new Nation. As a result, an era of road building began. This period was marked by the development of turnpike companies, our earliest toll roads in the United States. In 1792, the first turnpike was chartered and became known as the Philadelphia and Lancaster Turnpike in Pennsylvania. It was the first road in America covered with a layer of crushed stone. The boom in turnpike construction began, resulting in the incorporation of more than 50 turnpike companies in Connecticut, 67 in New York, and others in Massachusetts and around the country. A notable turnpike, the Boston-Newburyport Turnpike, was 32 miles long and cost approximately $12,500 per mile to construct. As the Nation grew, so did the need for improved roads. -

Recreation “One touch of nature makes the whole world kin.” - William Shakespeare Sustainable open space and recreation systems protect and enhance the social, ecological and economic viability of community open spaces. These spaces are not treated as ‘isolated’ or ‘empty’ areas between properties, but rather inter-connected elements, with each serving as integral pieces of a larger system. In the Middle Branch Plan, the water and ecological systems provide the foundation of the waterfront community. The overall goals of the Middle Branch Open Space and Recreation program are to maintain a sufficient amount and distribution of open space such that diverse uses and opportunities can be created, including natural habitat areas, passive recreation areas and active recreation areas. PB Middle Branch Master Plan Open Space and Recreation 19 • Natural habitat areas will be set aside for visual enjoyment and guided education only. These areas will ‘belong’ to the birds and animals for their use. • Passive recreation areas will include spaces for sitting, picnicking and quiet contemplation. • Active recreation areas include spaces for ball playing, scull racing, fishing or other water-based recreation. All of these spaces will highlight the intrinsic attributes of the Middle Branch’s environment, minimize ecological impacts and provide economic and social benefits on a long term, sustainable basis. In the Middle Branch, open space and recreation will contribute to the quality of life, accessible to everyone. Gwynns Falls/Leakin Park to Middle Branch Park Western Loop Segment This mostly complete section of the loop heads southeast on the Gwynns Falls Trail from Gwynns Falls/Leakin park— one of the largest urban parks/forests in the country—to Middle Branch Park, with a further connection to Cherry Hill Park further south. On its way, it connects a number of historically significant neighborhoods and parks, the oldest railroad trestle in the country, the B&O Museum and roundhouse (the birthplace of the railroad in America), St. Agnes Hospital and many other historical destinations. Hanover Street Bridge to Canton Southern Loop Segment The loop segment extends from Hanover Street Bridge—on the southern side of the Middle Branch of the Patapsco River—north to Port Covington.
