Chalupa Graduate Faculty Representative Ewart Skinner Radhika Gajjala © 2014 Anthony Frampton All Rights Reserved iii ABSTRACT Oliver Boyd-Barrett, Advisor This qualitative study explores the relationship between Small Island Developing States (SIDS) and Hollywood’s cross-border film productions by examining the strategies that these islands use to facilitate the filming of big-budget foreign films within their borders. The dissertation also analyzes the inherent implications of transnational film production practices from the perspective of the host location and reviews extant theories of international film production to explore whether they adequately explain the peculiar dynamics and experiences of filmmaking in SIDS countries by heavily financed, non-resident film producers. The study blends relevant strands of political economy of media and critical cultural studies to construct a customized theoretical backbone. From this critical standpoint, it engages theories of globalization, development, cultural industries, post- colonialism, and policymaking to analyze the interaction between SIDS nations and international satellite film productions. Adopting a grounded theory methodological framework, it uses interviewees, focus groups, participant observation and document analysis to collect data from the island of Dominica in the Caribbean, which hosted two films in Disney’s Pirates of the Caribbean franchise. The study found that these foreign film producers received unprecedented levels of concessions and amassed huge savings from their ability to manipulate governmental authorities and local elites and exploit the weak institutional capacity of the state and its poor systems of accountability. -

ReVista harvard review of Latin america • SPRING 2008 Puerto Rico The Island and Beyond DAVID ROCKEFELLER CENTER FOR LATIN AMERICAN STUDIES, HARVARD UNIVERSITY Editor’s LETTER I’m often asked what was the first country I ever visited in Latin America. I stumble and have to think before answer- ing. That’s not because I have a bad memory. I’m just not sure what counts as Latin America. Outside of my predominantly Dominican neighborhood on Manhat- tan’s Upper West Side, the first Latin American “country” I ever visited was Puerto Rico. I went to a Casals Festival there in February 1967, enjoying the tropical sun and melodious classical music. But Puerto Rico’s not precisely a country. And it’s not a state either. The ambivalent nature of its status mingled with my perception at that time that Puerto Rico was entirely too gringo. While my Dominican neighbors were insist- ing on selling milk to me at the bodega in Spanish, my tourist experience and San Juan’s high-rise buildings gave me the impression that Puerto Rico was very American in the U.S. sense of the word. The people were wonderful and the music was great, and I fell in love with the taste of piononos, but all in all, I came away feeling that Puerto Rico was Latin Lite. Flash forward many, many years to my second and third trips to Puerto Rico, both of them for international confer- ences in the 1990s. I’d lived and worked for more than 14 years in Latin America by then, and Spanish was very much second nature. -
Jean Rhys and Phyllis Shand Allfrey: the Tale of a Friendship
§ § § JEAN RHYS AND PHYLLIS SHAND ALLFREY: THE STORY OF A FRIENDSHIP Lizabeth Paravisini-Gebert Jean Rhys and Phyllis Shand Allfrey are unquestionably Dominica 's foremost twentieth-century writers. The island - small and densely forested, sparsely populated, and relatively isolated throughout most of its history - has nonetheless produced a number of writers of note, among them the critically neglected poet Daniel Thaly. Of these, only Rhys and Allfrey have enjoyed careers - literary in the case of Rhys , political and literary in Allfrey's that have warranted the attention of an international audience. The coincidence of Rhys and Allfrey's birth in the same remote colonial outpost has led scholars to focus on comparisons between the two. This comparative emphasis, however, has led to some notable misunderstandings about the links between these two very different women. The misconceptions stem from an emphasis on the superficial similarities between the two: the fact that they were both white Dominicans separated by barely a generation who established themselves as writers in England in the middle decades of the twentieth century and who are best known as authors of two novels - The Orchid House and Wide Sargasso Sea - which explore the interconnections between gender, race, and the remnants of plantation society in the West Indies. These resemblances, promising as they appear at first sight, yield little when measured "against the r eallife."l Rhys and Allfrey, despite surface similarities, were as different in their approaches to writing, their political stances, their understanding of the complexities of race and colonialism in their home island, and their formulations of their West Indian identities as any two writers could be . -

A Cultural Publication for Puerto Ricans Christmas in Puerto Rico is the longest Christmas and revolves mainly around the spirit of giving and merry making. Puerto Rican yuletide traditions have their roots from the Spanish colonial era. The Misa de Gallo, for example, is a pre-dawn mass celebrated during the nine days preceding Christmas. On Christmas Eve, the final Christmas mass is celebrated with much ceremony, color and lights. The midnight mass on Christmas Eve with its rituals dates back to the period when mass was still said in Latin. It is also customary for Boricua families to sit down to a feast on Christmas Eve after the Christmas Eve mass. Called the Noche Buena, the feast is in part a thanksgiving for the blessings of the year past, as well as a prayerful feast for a prosperous year to come. But Christmas doesn’t end on Christmas Day. There are Los Reyes Magos to celebrate! The evening of January 5th is known as The eve of Los Reyes (much like YOUR AD Christmas eve). There are parties and parrandas everywhere. That night our children find shoe boxes and add grass for the camels to eat and a wish list for Los Reyes. In the morning the boxes are full of gifts, many don’t even fit in the shoe boxes of course. It is a whole new Christmas- like day again. FITS HERE But the holidays don’t stop there. There are the ‘octavas’ and ‘octavitas’. Festivities begin on January 9th (after the last of the Kings days) and last for eight days. -

Phyllis Shand Allfrey was born in 1908 into a family of white colonial officials in the British colony of Dominica in the eastern Caribbean. Like her compatriot and onetime friend, the writer Jean Rhys - Phyllis has a particular significance in the region as a political as well as a literary figure. Her acclaimed novel, The Orchid House paved the way for a successful writing career in Britain but instead she returned to the Caribbean in 1954 and entered politics. Since her death in 1986, Phyllis's literary work has been neglected. However this month sees the publication of It Falls into Place - her previously unpublished short fiction - which highlights her contribution to the development of West Indian literature. Angela Robson has been finding out more about Phyllis Shand Allfrey's life. She spoke first to Lenox Honeychurch, Phyllis's friend and literary executor in Dominica. Contemporary Puerto Rican women writers bring gender issues to the foreground. However, black women characters remain marginalized. The House on the Lagoon (Rosario Ferré) and El manuscrito de Miramar (Olga Nolla) serve as a departure for our exploration of the silenced or contrived representation of black women in contemporary Puerto Rican fiction, given the fact that women writing the novels within the novels belong to the upper, white, educated elite. [Key words: race, women, silence, Rosario Ferré, Olga Nolla, Puerto Rican literature] [ 49 ] In 1980, Puerto Rican author and critic José Luis González published “El país de cuatro pisos” (“The Four-Storeyed Country”), an essay that marks a crucial moment in Puerto Rican letters.
