June 23, 2016 Offensive against the Syrian City of Manbij May Be the Beginning of a Campaign to Liberate the Area near the Syrian-Turkish Border from ISIS Syrian Democratic Forces (SDF) fighters at the western entrance to the city of Manbij (Fars, June 18, 2016). Overview 1. On May 31, 2016, the Syrian Democratic Forces (SDF), a Kurdish-dominated military alliance supported by the United States, initiated a campaign to liberate the northern Syrian city of Manbij from ISIS. Manbij lies west of the Euphrates, about 35 kilometers (about 22 miles) south of the Syrian-Turkish border. In the three weeks since the offensive began, the SDF forces, which number several thousand, captured the rural regions around Manbij, encircled the city and invaded it. According to reports, on June 19, 2016, an SDF force entered Manbij and occupied one of the key squares at the western entrance to the city. 2. The declared objective of the ground offensive is to occupy Manbij. However, the objective of the entire campaign may be to liberate the cities of Manbij, Jarabulus, Al-Bab and Al-Rai, which lie to the west of the Euphrates and are ISIS strongholds near the Turkish border. For ISIS, the loss of the area is liable to be a severe blow to its logistic links between the outside world and the centers of its control in eastern Syria (Al-Raqqah), Iraq (Mosul). Moreover, the loss of the region will further 112-16 112-16 2 2 weaken ISIS's standing in northern Syria and strengthen the military-political position and image of the Kurdish forces leading the anti-ISIS ground offensive. -

THE RESURRECTION OF SYRIAN KURDISH POLITICS By Rodi Hevian* This article examines the current political landscape of the Kurdish region in Syria, the role the Kurds have played in the ongoing Syrian civil war, and intra-Kurdish relations. WEEKLY CONFLICT SUMMARY | 1 June - 7 June 2020 SYRIA SUMMARY • NORTHWEST| Turkish and Russian armed forces continued their joint patrols in Idlib Governorate. Clashes between armed opposition groups and Government of Syria (GoS) armed forces and GoS-backed militias increased during the reporting period. Turkish armed forces expanded their presence in southern Idlib Governorate. There were increased air strikes by Israeli, Russian, and GoS air forces in the region. • SOUTH & CENTRAL | Unidentified gunmen continued attacks against GoS soldiers and former opposition fighters across Dara’a Governorate. Attacks against civilians continued in Dara’a Governorate. Protests erupted in Dara’a and As-Swedia Governorates against GoS and deteriorating economic conditions. • NORTHEAST | Russian armed forces attempted to establish a new military base in Al-Hassakah Governorate. Attacks against Syrian Democratic Forces (SDF) fighters continued during the reporting period. The SDF continued its anti-ISIS raids in the region. BACKGROUND INFORMATION During the 30th Plenary Meeting of the CODEXTER, a debate was held with the Gender Equality Rapporteur, Ms Tanja KIKEREKOVA (the former Yugoslav Republic of Macedonia), on the roles of women in Daesh, in which it was decided to prepare a background document for the 31st Plenary Meeting of the CODEXTER on 16-17 November 2016. The present discussion paper constitutes a preliminary study on the topic and could form the basis for future research. The members of the CODEXTER are invited to examine this paper and decide on what follow-up should be given by the Committee. 2. INTRODUCTION Since the Islamic State of Iraq and the Levant (hereinafter “Daesh”) declared itself an "Islamic caliphate" on 29 June 2014 and emerged as a real threat to the international community, the organisation’s oppressing and degrading treatment of women has been amply reported on. Daesh’s distorted and biased interpretation of the Islamic law (Sharia) has brought about harsh restrictions on women’s dress, movement, public life and rights. Besides, the enslavement, systematic rape and the extensive sex trade of Yazidi women1 has hit the news in several occasions and has drawn international condemnation. Despite the abuse of women’s human rights, Daesh has had an unexampled success in recruiting both local and foreign women. -
