SERVICES PROVIDED BY THE GALLE HERITAGE FOUNDATION 01. Developing facilities for tourism in the Galle Fort 02. Maintaining Galle Fort so that it is clean and attractive 03. Working with the Planning Committee to manage constructions and changes to buildings within Galle Fort 04. Granting permission for the use of common areas within Galle Fort, viz., The Law Court Square Sudharmalaya Ground Moon Bastion Ground 05. Organizing awareness-raising programmes and field tours in Galle Fort 06. Registering mobile vendors within Galle Fort and regulating such activities 07. Preparing a Traffic Plan for Galle Fort 08. Maintaining a mobile security service within Galle Fort 09. Maintaining an Information Centre and Library in regard to the World Heritage Property of Galle Fort 10. Conducting Cultural Programmes throughout the year 11. Improving infrastructure within Galle Fort 12. Managing still and video photography within Galle Fort ANNUAL PERFORMANCE REPORT - 2015 73 3. ESTABLISHMENT OF THE GALLE HERITAGE FOUNDATION The main objective of the Galle Heritage Foundation (as stated in Clause 03 of the Act) is to protect, conserve and develop Galle Fort and its historic hinterland, act suitable in regard to its properties and promote welfare of its residents, in accordance with the provisions of the Act. In terms Clause 44 of the Act, the Minister in charge of the Galle Heritage Foundation is the Minister appointed to look after the subject of Cultural Affairs. Accordingly, until 2015, the Galle Heritage Foundation functioned as a statutory institution under the Minister of Cultural Affairs. With the formation of the new Cabinet in 2015, the Galle Heritage Foundation came under the State Ministry of Cultural Affairs, with effect from 22nd January 2015. Subsequently, with further changes to the Cabinet, the Galle Heritage Foundation came under the Ministry of Internal Affairs, Wayamba Development and Cultural Affairs, with effect from 21st September 2015. Again, in terms of Gazette Extraordinary dated 21st November 2015, the Galle Heritage Foundation became the only statutory institution coming under the Ministry of Southern Development. With the changes to the Cabinet occurring on 24.09.2015, the Galle Heritage Foundation functions under the Ministry of Law and Order and Southern Development. ANNUAL PERFORMANCE REPORT - 2015 74 4. ANNUAL PERFORMANCE REPORT – 2015 GALLE HERITAGE FOUNDATION The Galle Heritage Foundation is a statutory institution established by Act No. 07 of 1994. The Area of Operation of the Galle Heritage Foundation The area of operation of the Galle Heritage Foundation is the Galle Fort which has been inscribed by UNESCO in the list of World Heritage Properties. The length of the Galle Fort, comprising 14 Bastions, is approximately 2.5 km. Its land area is 80.9067 acres (32.7418 hectares). Jayasena & Kim Spijker PGIAR, Colombo, February, 2005 1. Introduction On December 26, 2004 an earthquake off the coast of Sumatra triggered a tsunami. Within a few hours its sea waves hit the coastal regions of several countries in the Indian Ocean area. Sri Lanka’s eastern, south and southwestern coastal areas were severely affected. The devastation and loss of life was unprecedented. On December 29, ICOMOS, Sri Lanka issued a statement in which it expressed its grief, but also looked forward to the coming process of rebuilding. In this process, appropriate cultural heritage management is required to ensure that vital parts of local landscapes, such as familiar buildings, will not be lost forever. 2. Survey of cultural heritage sites To make an assessment of the damaged cultural property in the tsunami-affected areas, seven universities were sent out to carry out a survey in January 2005. On February 2, at an ICOMOS meeting at the Postgraduate Institute of Archaeology (PGIAR) in Colombo it was decided that additional information on the post-tsunami situation in Galle was required. Consequently, on the request of ICOMOS, Sri Lanka and the Urban Development Authority, the authors conducted a photographic survey in the Municipality of Galle, involving the coastal area from Gintota to Unawatuna.

In 1640 a fleet of Oriental Hotel in 1863 12 Dutch ships laid siege to the Portuguese fort at YGalle, in what was then Ceylon, and eventually claimed victory after a long and bloody battle. In order to reach the fort, they had to negotiate perilous rocks, hidden reefs and crashing waves, not to mention the Portuguese cannons and muskets. Standing on the ramparts of the old fort on a gusty afternoon in late August, with waves pounding the rocky outcrops and warm winds churning up the surf, it seems a miracle that they even made it to shore.

Situated within a trade zone, the plant contributes to the treatment of 17500m3 of water daily. Initiated through an Asian Development Bank funded project, the plant is now administered under the Water Board of Sri Lanka. S Madu Ganga (Balapitiya) Boat Tour Located 70 km south of Colombo, Madu Ganga (Madu River) is a relatively unspoiled lagoon with 61 hectares of relatively undisturbed mangrove habitat, as well as 20 hectares of mangrove scrubs and 63 hectares of mangrove mixed swamps. There are 248 species of vertebrate fauna in Madu, of which 20 species are endemic and 30 species are nationally threatened. The traditional kraal fishing method is prominent here. Madu was declared a RAMSAR site in 2003. Refreshments and lunch served at the nearby Kadolana Eco Village. S Handungoda Tea Estate Sri Lanka’s tea industry is world-renowned. Handungoda Tea Estate is an exquisite tea plantation in the hills above Koggala, 6km inland. It is considered the closest commercial tea plantation to the sea (in the world). The estate is known as the Virgin White Tea Factory—it produces a tea completely untouched by human hands. Where the average large plantation worker will pick 23kg of black tea in a day, the workers here manage but 150 grams of the virgin white leaves. The plantation does not use any pesticides or insecticides. This stop will include a plantation tour.
