Network of first level hub cities The purpose is strategic and operational positioning of each hub mapped at transnational, regional and local levels in the TEN-T and transnational corridors framework to define the network of first level hub cities. At transnational level the keyword is interconnectivity: presenting the relation between hubs - regarding rail corridors and strategies in the SEE region, rail performance (demand, supply), possible future positioning of the hub (short term and long term). TRANSNATIONAL LEVEL STRENGTHS WEAKNESSES  functions of the hub (according to TEN-T corridor)  cutting down transnational rail connections in the last  frequent and reliable transnational connection (Venice 20 years – Bologna, Trieste; Vienna – Bologna, Bratislava;  unexisting or rare transnational connections (Trieste – Budapest – Vienna, Bucharest, Bratislava) Ljubljana, Bratislava – South East Europe, Budapest –  good rail supply regarding TEN-T corridors Belgrade, Sofia, Thessaloniki) OPPORTUNITIES THREATS  function of the hub regarding TEN-T corridors,  lack of investments in rail infrastructure and service strategies and improvements planned  lack of interoperability and interconnectivity among  the relaunching of railway connection to Turkey; an countries opening to East (Thessaloniki)  cheap air transportation  political and economic situation at national level (Italy, Greece, Slovenia, Croatia)  circumvention of the hub (Bratislava, Ljubljana, Trieste) At national level accessibility is in the middle to present the system of settlements (feeding of transnational connections), passenger traffic performance at the national level (is passenger rail traffic loosing or gaining its importance), possible future development of the system (short term and long term). Last, but not least at local/regional level integration is the most important factor to present passenger traffic performance in order to get to know feeding capabilities of the hubs from their gravitational area, relation cost/time/demand between car, rail, bus for different spokes.
