PCAHA Rulebook - 2017-2018 Season PACIFIC COAST AMATEUR HOCKEY ASSOCIATION 2017-2018 SEASON CONSTITUTION, BY-LAWS, RULES & REGULATIONS MISSION STATEMENT To promote Minor Hockey in partnership with its member Associations and Leagues, stressing sportsmanship, fair competition, development, and safety for hockey players of all skill levels. PRIVACY STATEMENT The PCAHA recognizes the importance of protecting the privacy rights of participants and is committed to ensuring that personal information is used responsibly. Personal information is collected and retained only for the purpose of determining eligibility and administering PCAHA programs. CORPORATE PARTNERS Vancouver Canucks Alumni Association - 1 - PCAHA Rulebook - 2017-2018 Season Dear Players, Coaches, and Parents, On behalf of the Vancouver Canucks players, coaches, and management, I would like to extend a warm welcome to members of the Pacific Coast Amateur Hockey Association as another exciting season approaches. At a time when children have many sports and activities to choose from, we are thrilled that a large number of boys and girls have chosen to play hockey here in Beautiful British Columbia. I’ve been fortunate to learn many valuable lessons through hockey, gaining skills and experiences that have helped shape me into the person I am today. It is my hope that you too will continue to develop knowledge and skills this season that will serve you well into the future. I encourage every parent, manager and coach to champion Sportsmanship Starts in the Stands, a parent education program launched by BC Hockey and the Vancouver Canucks that encourages and promotes sportsmanship and positivity in the stands. We believe this is an important initiative that sets a consistent level of expectation and emphasizes good behaviour in any hockey environment. We’re grateful for your support as fans and ambassadors of this great sport. I encourage you to continue to support each other and to celebrate your achievements on a personal and team level to make it the best it can be for all participants in our communities. Sincerely, Trevor Linden President of Hockey Operations, Vancouver Canucks CONTACT: Vancouver Canucks Community Relations - 604-899-7400 - 2 - PCAHA Rulebook - 2017-2018 Season PRESIDENT’S MESSAGE The Pacific Coast Amateur Hockey Association (PCAHA) is the BC Hockey District Association for the Lower Mainland and is responsible for organizing and administering minor hockey leagues and programs within the district. PCAHA membership includes 43 Minor Hockey Associations and two above-Minor Leagues and covers the area from Hope to Sunshine Coast and from Seattle to Whistler. PCAHA registration for the 2016-2017 season included 19,438 male and female players aged 5 to 20 playing on 1,249 registered teams; 7,000 Coaches and bench staff; and 2,000 referees. The PCAHA Constitution, By-Laws, Rules and Regulations provide the framework for competition, communication, and development within the PCAHA, and have been discussed and approved by the PCAHA’s member Associations and Leagues at past Annual General Meetings. The 2017-2018 Rulebook includes amendments approved at the 76th PCAHA Annual General Meeting, held on Sunday, May 28, 2017, at the Sunrise Banquet and Conference Centre, Surrey, B.C. If you have any questions about the Rules and Regulations, please contact your Association Executive members. If they are unable to help, they will be able to refer you to a PCAHA representative who can answer your questions. These are your Rules and Regulations and it is up to you to be aware of them and abide by them. PCAHA's mission statement stresses sportsmanship, fair competition, development and safety for hockey players of all skill levels. PCAHA member Associations have been and will continue to be leaders in all these facets of the game. For example, last season PCAHA continued implementation of Cross Ice Hockey at Hockey 1-4, as part of a BC Hockey mandate, considered a zone hockey concept, welcomed Everett Youth Hockey into our "A" leagues, and supported an interlocking league schedule with the Vancouver Island Female Midget teams. Sportsmanship Starts in the Stands is a BC Hockey initiative that PCAHA strongly supports. The game of hockey is for the kids and a positive environment keeps it fun for all. Respect for all participants in the game, including players, coaches, referees, volunteers, and fans is essential! One of our biggest challenges continues to be the scheduling and rescheduling of league and playoff games, especially in the snow! Please be considerate and flexible when asked to accommodate scheduling conflicts. Your cooperation is very much appreciated! In closing, I would like to thank all the volunteers involved in providing Minor Hockey for our players, whether at the team, Association, or league level. Your dedication and commitment is very much appreciated!     2016-2017 History of BC Hockey History of BC Hockey Organized hockey in British Columbia dates back to the turn of the twentieth century, though the first amateur hockey league was actually organized under the jurisdiction of the BC Amateur Athletic Union in 1912. Seven years later, the British Columbia Hockey Association was formed at a meeting held at the Daily Province Newspaper offices in Vancouver on February 9, 1919. The Secretary-Treasurer of the Saskatchewan Amateur Hockey Association was in attendance and assisted in the organizing of the Association, and John Oliver, Premier of British Columbia, was named Honorary President. A constitution modeled after the Saskatchewan Amateur Hockey Association was adopted, and the first annual meeting of the Association was held on November 15, 1919 with 16 delegates in attendance. Notable from that first AGM was the defeat of a resolution to adopt the CAHA playing rules, due to the fact that the rules called for teams to play with six players. As there were only three artificial ice arenas at the time in British Columbia, it was felt that seven players a side would give the players more ice time. From these humble beginnings, the Organization enjoyed steady growth and soon began to serve a leadership role for hockey at the provincial and national levels, a role that continues to the present day. Initially, senior hockey was the only division under the jurisdiction of the BCAHA, and for over forty years the assessment of senior hockey gates would serve as the prime source of revenue for the Association.

    ANNUAL REPORT 2018-2019 ABOUT THE ONTARIO HOCKEY FEDERATION The Ontario Hockey Federation (OHF) is the largest member of Hockey Canada operating along side Hock- ey Eastern Ontario (HEO) and Hockey Northwestern Ontario (HNO) as governing bodies for amateur hock- ey in Ontario.     Peace River Regional District REPORT To: Chair and Directors Date: December 15, 2016 From: Bryna Casey, Parks and Rural Recreation Coordinator Subject: Funding Support for the 2017 World Under-17 Hockey Challenge RECOMMENDATION(S): That the Regional Board support the City of Dawson Creek and the City of Fort St. John with a grant of $100,000 from the “Grants to Community Organizations” function, to be allocated in the 2017 budget, for the purpose of holding the World Under-17 Hockey Challenge, which will be taking place in Dawson Creek and Fort St. John between October 26 to November 4, 2017. BACKGROUND/RATIONALE: The City of Fort St. John and the City of Dawson Creek have been chosen to co-host the World Under-17 Hockey Challenge in 2017, after the success of the same event in 2015. In its November 24th Regional Board meeting, the cities requested funding support of $100,000 from the Regional District to assist with the costs of the event (grant application attached). At this meeting, it was reported that this event brought $5.9 million into the province, with $2.7 million of that coming directly to Dawson Creek and $1.2 million coming into Fort St. John. In 2016, both host cities confirmed their contributions of $100,000 each to the event. The Regional District has a history of supporting Hockey Canada events in the Peace Region and has done so or committed to do so on three occasions. 1. The Regional District supported the 2012 National Women’s Under-18 Championship with a grant of $5,500 to the City of Dawson Creek.

    City of Delta COMMISSION REPORT Regular Meeting To: Parks, Recreation & Culture Commission File No.: 14000-01 From: Parks, Recreation & Culture Department Date: November 07, 2019 Requests for Community User Group Events to be Hosted in Delta Facilities • RECOMMENDATION: THAT the Parks, Recreation & Culture Commission provide a letter of support to the respective organizations seeking to host the 2021 World U17 Hockey Challenge, 2021 Cyclone Taylor Cup and the 2022 President's Cup (as shown in Attachment A). • PURPOSE: To seek support from the Parks, Recreation & Culture Commission for community user group's applications to host the 2021 World U17 Hockey Challenge, 2021 Cyclone Taylor Cup and the 2022 President's Cup (collectively, the "Events"). • BACKGROUND: Three organizations have recently requested municipal support to host sporting tournaments in Delta facilities as follows: 2021 World U17 Hockey Challenge In August 2019, Hockey Canada announced that they were seeking bids from communities to host the 2021 World U17 Hockey Challenge in Western Canada. In response, the Vancouver Giants (Giants) have been working in partnership with the Township of Langley to submit a bid package which includes the identification of the City of Delta (Delta) as a shared host community. The World U17 Hockey Challenge is a premier international Hockey Canada event comprised of eight teams featuring some of the oest young hockey talent in the world. The planned dates for the event are November 6 - 13, 2021 and, as per the proposed schedule, games will be played at the Langley Events Centre and the Sungod Recreation Centre Arena. Cyclone Taylor Cup The Cyclone Taylor Cup is British Columbia Hockey's Junior B Provincial Championship.
