APPENDIX E 1 BC HOCKEY 2011-2012 ANNUAL REPORT PRESIDENTS REPORT Shannon Bell, BC Hockey President Two seasons as BC Hockey President have gone by quickly. My focus and role as President moved closer to the National level as one of many members of Hockey Canada's Board of Directors. During my term, I've learned well that the BC Hockey membership can be proud of this organization and its member associations and leagues. This past season, Hockey Canada introduced its six priorities that focused on non-contact and contact streams, growth of sport schools, engaging and/or partnering with entrepreneurs in hockey, consider flexible seasons, increase CIS participation, and provide more opportunities for movement of players. BC Hockey has already implemented most of the six priorities or already in the process of doing so. Most of the Districts have moved away from body checking at the recreational level, and at this year's AGM, our membership will be making an important decision on body checking at Pee Wee. Sport schools continue to grow in BC with the addition of two new sport schools being approved for the 2012-2013 season. Entrepreneurs that provide services to MHA’s and players are now able to register with BC Hockey. The BCIHL participation continues to expand each year. We hope to see the addition of female teams from this college league in the near future. Flexible seasons are not an easy concept due to ice shortages in many Districts, however, we now provide the ability for spring teams to register through the HCR once the regular season has ended. Lastly, although "hockey without borders" is not a concept that the majority of branch Presidents across Canada support, we have made adjustments to our regulations and policies to make it easier for players to participate on teams and/or tournaments in areas where few short years ago, they were not able to do so. Technology continues to play an integral role in the game. We are looking at ways to improve communication with our members at a lower cost and more effective means. This could include meetings/sessions held via webcasts instead of in-person. E-learning has changed how our team officials are certified. Online clinics have made it easier and more convenient to qualify. This method will be expanding into all programming over the next couple of years. We have seen incredible success this year at the 2012 WHL draft. Eleven of twenty-two players selected in the first round of the 2012 WHL draft are from BC, six in the top ten. Also, six females from our High Performance Program were invited to participate with fifty-one other players from across Canada at Hockey Canada’s Women’s U18 Strength and Conditioning Camp. It appears that MHA’s are doing a great job of developing their players. These are great accomplishments by both our male and female players. As neurologists and specialists in sports medicine continue to focus their attention on head injuries and concussions, we have responded. At our last AGM, our membership was privileged to have Dr. Carline Emery from the University of Calgary speak on concussions. Safety and respect in our game will once again be the focus of this year's AGM. We will have three keynote speakers who will be addressing the topics of Homophobia in Sport, and Respect in Sport – Parents, and Concussions. We believe these are all very relevant topics on timely issues that will assist our hockey administrators and team officials in the areas of tolerance, parent issues, and brain injury/concussion awareness and prevention. As many of you are aware, at last year's Hockey Canada AGM, a motion to conduct a review of Hockey Canada's governance structure and board was passed by the Board of Directors. This was a 2 BC HOCKEY 2011-2012 ANNUAL REPORT timely decision in light of legislative changes to the Not for Profit Corporations Act which would require governance reform not later than October, 2014. A governance review was successfully completed by Hockey Quebec several years ago resulting in a complete restructure of their board. Hockey Alberta and Hockey Manitoba are presently going through a similar process. We are aware that there are proposed changes to the Not for Profit Act under discussion in BC that will have an impact on sport organizations within the next year or two. We will be looking at our present structure as it relates to program Committees and the role of the Officers over the next year to identify areas where we can improve effectiveness and efficiency. Volunteers are a committed, passionate and valuable resource. However, it appears volunteerism is on the downslide. Recruitment and retention of volunteers is an issue in hockey across the country. Many associations are hiring paid staff to fill positions traditionally held by volunteers. Although this option guarantees the duties and responsibilities will be completed, it is costly to the players and participants. Hopefully, everyone remembers that respect applies to everyone involved in the game. Without it, we lose this one important asset to the game - volunteers. In closing, I would like to thank the membership for their support over the past two seasons. Our executive and staff have worked hard on your behalf to successfully provide a financially strong and service oriented organization. 3 BC HOCKEY 2011-2012 ANNUAL REPORT DIVISIONAL REPORTS JUNIOR A John Grisdale, BC Hockey Junior A Divisional Director The 2011-12 Season celebrates the 50th anniversary of the BCHL. In 1961, the owners of four Junior B squads – the Kamloops Rockets, Kelowna Buckaroos, Penticton Junior Vees and the Vernon Junior Canadians met in a Vernon hotel. That night, Canadians’ owner, Bill Brown, persuaded his three colleagues to create the province’s first ever Junior A Hockey League. The Okanagan-Mainline Junior Hockey League played its first
