PRESIDENTS REPORT Shannon Bell, BC Hockey President

Two seasons as BC Hockey President have gone by quickly. My focus and role as President moved closer to the National level as one of many members of 's Board of Directors. During my term, I've learned well that the BC Hockey membership can be proud of this organization and its member associations and leagues.

This past season, Hockey Canada introduced its six priorities that focused on non-contact and contact streams, growth of sport schools, engaging and/or partnering with entrepreneurs in hockey, consider flexible seasons, increase CIS participation, and provide more opportunities for movement of players.

BC Hockey has already implemented most of the six priorities or already in the process of doing so. Most of the Districts have moved away from body checking at the recreational level, and at this year's AGM, our membership will be making an important decision on body checking at Pee Wee. Sport schools continue to grow in BC with the addition of two new sport schools being approved for the 2012-2013 season. Entrepreneurs that provide services to MHA’s and players are now able to register with BC Hockey. The BCIHL participation continues to expand each year. We hope to see the addition of female teams from this college league in the near future. Flexible seasons are not an easy concept due to ice shortages in many Districts, however, we now provide the ability for spring teams to register through the HCR once the regular season has ended. Lastly, although "hockey without borders" is not a concept that the majority of branch Presidents across Canada support, we have made adjustments to our regulations and policies to make it easier for players to participate on teams and/or tournaments in areas where few short years ago, they were not able to do so.

Technology continues to play an integral role in the game. We are looking at ways to improve communication with our members at a lower cost and more effective means. This could include meetings/sessions held via webcasts instead of in-person. E-learning has changed how our team officials are certified. Online clinics have made it easier and more convenient to qualify. This method will be expanding into all programming over the next couple of years.

We have seen incredible success this year at the 2012 WHL draft. Eleven of twenty-two players selected in the first round of the 2012 WHL draft are from BC, six in the top ten. Also, six females from our High Performance Program were invited to participate with fifty-one other players from across Canada at Hockey Canada’s Women’s U18 Strength and Conditioning Camp. It appears that MHA’s are doing a great job of developing their players. These are great accomplishments by both our male and female players.

As neurologists and specialists in sports medicine continue to focus their attention on head injuries and concussions, we have responded. At our last AGM, our membership was privileged to have Dr. Carline Emery from the University of speak on concussions. Safety and respect in our game will once again be the focus of this year's AGM. We will have three keynote speakers who will be addressing the topics of Homophobia in Sport, and Respect in Sport – Parents, and Concussions. We believe these are all very relevant topics on timely issues that will assist our hockey administrators and team officials in the areas of tolerance, parent issues, and brain injury/concussion awareness and prevention.

As many of you are aware, at last year's Hockey Canada AGM, a motion to conduct a review of Hockey Canada's governance structure and board was passed by the Board of Directors. This was a

2011-2012 ANNUAL REPORT timely decision in light of legislative changes to the Not for Profit Corporations Act which would require governance reform not later than October, 2014. A governance review was successfully completed by Hockey Quebec several years ago resulting in a complete restructure of their board. and are presently going through a similar process. We are aware that there are proposed changes to the Not for Profit Act under discussion in BC that will have an impact on sport organizations within the next year or two. We will be looking at our present structure as it relates to program Committees and the role of the Officers over the next year to identify areas where we can improve effectiveness and efficiency.

Volunteers are a committed, passionate and valuable resource. However, it appears volunteerism is on the downslide. Recruitment and retention of volunteers is an issue in hockey across the country. Many associations are hiring paid staff to fill positions traditionally held by volunteers. Although this option guarantees the duties and responsibilities will be completed, it is costly to the players and participants. Hopefully, everyone remembers that respect applies to everyone involved in the game. Without it, we lose this one important asset to the game - volunteers.

In closing, I would like to thank the membership for their support over the past two seasons. Our executive and staff have worked hard on your behalf to successfully provide a financially strong and service oriented organization.

JUNIOR A John Grisdale, BC Hockey Junior A Divisional Director

The 2011-12 Season celebrates the 50th anniversary of the BCHL. In 1961, the owners of four Junior B squads – the Kamloops Rockets, Buckaroos, Junior Vees and the Vernon Junior Canadians met in a Vernon hotel. That night, Canadians’ owner, Bill Brown, persuaded his three colleagues to create the province’s first ever Junior A Hockey League. The Okanagan-Mainline Junior Hockey League played its first games in the fall of 1961, and Brown served as the leagues first President. Fast forward and here we are, now named the Hockey League (BCHL) featuring 16 franchises.

A number of events have been planned throughout the season highlighted by the league hosting its Celebration Weekend. The games were played Friday November 25 and Saturday November 26 featuring all 16 teams pitted against one another in a home and home “rival” matchup. There were a number of promotions around the games and everything went off without a hitch.

The BCHL hosted in partnership with the Township of Langley and BC Hockey the 2011 at the beautiful Langley Events Center. Team Canada West won the gold medal with a victory over Team Canada East. This was the third gold metal (in six events) for Team Canada West. Team USA has won the other three.

The BCHL’s were crowned the 2012 Champions following a 4-1 series win highlighted by a 6-2 triumph in game five with 4,700 fans in attendance. This win marks the fourth straight Doyle Cup for a BCHL team. It is now onto the RBC in Humboldt, Saskatchewan for the highly talented Vees team and a chance at a third RBC victory by a BCHL team in the last four seasons.

The four Western Canada Junior A leagues and the Maritime Junior A Hockey League have completed year two of the Junior A Supplement Pilot Project. We have reviewed our data and collectively will report it back to the Junior Supplement Committee and Chairman Joe Drago. The four Western Junior A leagues will be sending in a proposal to continue the Pilot Project for two more years with stiffer penalties against fighting.

The four Western Junior A Leagues are excited to announce the formation of a Western Canadian Championship that will be hosted in the BCHL (Nanaimo) in May 2013. The champion and runner up will advance to the RBC held in Summerside commencing May 10, 2013. The event contract has been approved by Hockey Canada and is currently at the Branch level for review.

The BCHL took a leadership role in a number of key areas this season. The team rosters were reduced to 21, each team was required to card at least one 16 year old and one 17 year old , every player had to be carded in the current season in order to be transferred (traded), a stronger emphasis was placed on the affiliation process, and a number of measures geared towards reducing operating costs. Next season the rosters will go up one to 22 players per team.

The BCHL continues to focus itself on the league’s ability to advance the player to the next level. As of April 4, 2012 the BCHL had 97 players receive some form of scholarship estimated to be in the realm of two million in benefits to those players and families yearly.

Significant improvements have been made to team operations as the league entered its second year with a Standards Regulation. The intent of the regulation is to work towards ensuring the player experience in every franchise is the same and that the operations of each club must meet minimum standards. In addition this will be the first financial reporting year of every franchise to an independent (third party) accounting firm with the intention to provide ‘averages’ in reporting team expenses.

All things considered the BCHL continues to remain in a very positive place in Junior A Hockey in Canada.

JUNIOR B Brian Harrison, BC Hockey Junior B Divisional Director

Junior B in BC is in a way unlike other Junior B Leagues in Western Canada. We model our program more along the lines of Junior A with individuals owning their teams in most cases. Other provinces tend to be owned by societies within their communities. We have a few teams who are still societies, but the majority of the teams in BC are not structured that way. Further, we do not have more than one franchise operating in a community. In other provinces, sometimes as many as three Junior B teams will play out of the same venue.

In BC we also view ourselves as more of a development League, which is there for helping players develop their skills to move on to the next level of hockey, be it Major Junior or Junior A. This has resulted in our teams for the most part being younger than teams from other provinces. As an example, we don't allow twenty one year olds. Other provinces allow up to four. In some Leagues, we restrict twenty year olds, and other provinces don't. This has led to a possible imbalance (and a point of contention) at the Keystone, as we are not all on the same page. This issue, along with several others (high cost of attending), has led to the majority of our teams indicating they did not want to take part in this year’s Keystone.

We are trying to resolve the cost issue by possibly instituting a registration fee for all Junior B players to go towards financially supporting our team that would be going to the Keystone, and to help defray some of the ever increasing costs of hosting the each year.

As noted, the majority of BC Junior B teams did not want to take part in the Keystone this year, and withdrew from participating should they have won the . Fortunately, this did not become an issue, as the eventual Cyclone Taylor winner had agreed to represent us should they win.

It is clear that while finances are an obstacle, there is also a growing disconnect with other provinces at the Junior B level, as we seem to be growing in different directions. I am not convinced that the other provinces are prepared to address our concerns with respect to the Keystone. Perhaps it is time to step away and continue to improve our own Cyclone Taylor provincial championship.

The improvement of Junior B in BC, along with the way we are structured has led to a desire by some to drop the "B" and rebrand under a new name. For example, a change to Junior A Tier 2 has been one suggestion. There are arguments on both sides. There are those who believe a change would be reflective of who we have become, while others believe that we have done a great job of enhancing our Junior "B" image and see no reason to change.

Thirty seven teams took part within our three Leagues this season. Next year, Westshore is returning to the VIJHL and an application to expand into Nanaimo has been accepted. Interest in Junior B has been shown in other areas of the province as well. As indicated by our success versus other provinces, the growing number of teams does not appear to have diluted our product. There appears to be a need and a demand for Junior B hockey in BC. Junior B has allowed many players to remain in the game as part of a successful BC Hockey program. Would we rather abandon many players of this age group to recreation Leagues, or would we rather allow them more opportunities to remain and to participate within our system? Interestingly, many of our teams are now being scouted by Colleges and Universities across the west that are looking at our twenty year olds for their expanding programs.

Gross and Match penalties were up slightly this season, but should not be viewed as an increase in violence, as overall the games have continued to improve in all areas. I believe the officials have possibly called the games tighter, which is in keeping with the desire of Hockey Canada. The suspension for a game misconduct in the last ten minutes has had the desired effect.

One last concern has to do with officiating. There is growing concern that while we continue to develop competent officials, the program could be strengthened. Concern exists among the majority of Junior B folks that there is a growing disconnect between the officiating program and their game. There is often what appears to be a defensive posture taken when suggestions are offered and input is presented. Though I am sure it may not be the intention, but it is almost as though at times we are not part of the same organization. Where we should be building bridges for the benefit of the game, we seem to building walls. It is felt by Junior B that this is an issue that must be addressed sooner rather than later if we are to continue to grow all aspects of our game.

This year, the Cyclone Taylor Cup was hosted and won by the in double overtime versus the (VIJHL). Delta (PIJHL) won the Bronze medal versus Beaver Valley (KIJHL). Abbotsford went on to represent BC at the in Saskatoon. Abbotsford won the Gold medal game with a convincing 9-1 victory over Northern Ontario. This was the third Keystone Cup victory for BC in four years. Congratulations to Abbotsford team owner Jack Goeson and coach Jim Cowden.

Thank you to the BC Hockey staff and to each of the League Presidents for their assistance again this year in helping us in our quest to remain the premier Junior B province in Western Canada.

SENIOR MALE HOCKEY Mike Fraser, BC Hockey Senior Male / Recreational Divisional Director

Senior Hockey had its ups and downs this past year but efforts are continuing to bring more teams from the Mainland, Vancouver Island and the Interior Okanagan areas. Two teams were registered for Senior AAA with Powell River winning the Savage Cup in straight games defeating defending Champions, Fort St John Flyers. The Regals lost the McKenzie Cup to Stoney Plain in very close games. With Alberta hosting the in 2013, the BC winner will automatically advance.

The Coy Cup was won by the Smither’s Steelheads defeating host Kitimat in a very exciting final before over two thousand fans. The CIHL has been a hot bed for Senior AA hockey, and with great organizations working towards having a place for graduating players to play.

The BCIHL had a successful season with the addition of Eastern Washington. The championships were held in Kamloops with University Of Victoria upsetting the defending champions from Simon Fraser University. The league is working towards having a Western Championship in the near future.

The Hockey Canada Adult Recreation Program (HCAR) is making progress with the addition of Canlan to their program.

SENIOR FEMALE HOCKEY Rick Kupchuk, BC Hockey Female Senior / Recreational Divisional Director

Eight teams participated in the South Coast Female Amateur Hockey League, playing a 24-28 game schedule. The Mid-Island Hawks out of Parksville withdrew from the league's Senior A division, but were replaced by Trinity Western University in Langley. Other teams competing were the BC Thunder (New Westminster), Killarney Knights (Vancouver) and the Delta Jets in the Senior AA division, and the Richmond Devils, Simon Fraser University, Kamloops Vibe and Victoria Phantoms in Senior A.

All eight teams have committed to play in 2012-13.

In the Senior AA playoffs, the three teams played a double round robin with the BC Thunder winning its first ever provincial championship. They advanced to the Western Shield in Regina, placing fifth.

Kamloops Vibe claimed the Senior A provincial championship, defeating Richmond 2-0 in a best-of- three series played in Logan Lake. The Kamloops Vibe’s then went on to become Western Canadian champions, defeating the previously unbeaten Grande Prairie Panthers 6-2 in the championship game to bring gold back to BC.

The Shield will be hosted by BC Hockey in April, 2013. The Surrey Sports and Leisure complex is the tentative site; the host still to be determined.

Discussions with other branch reps over the past season have led to a plan to include an under 21 female tournament at the 2014 Western Shield in Calgary as a pilot project. One which is hoped will lead to an eventual Junior division, and growth in this age group in all four Western branches.

EAST KOOTENAY REPORT John Gillen, BC Hockey District Director

WEST KOOTENAY REPORT June McKenzie, BC Hockey District Director

This was a busy year for the West Kootenay District. In March, we hosted two BC Hockey Championships. Nakusp Minor Hockey Association hosted six teams for the Tier 4 Midget Championships, and Rossland-Trail hosted eight teams for the Tier 2 Bantam Championships. I’d like to thank the organizing committees, volunteers, officials, and sponsors who participated in both of these tournaments for all their work both during the tournaments and in the months leading up to them to make them successful. Congratulations and thank-you to all the participating teams. Throughout the week, there were exciting games and great sportsmanship displayed. In both of these championships, the teams who would be participating in the final games weren’t determined until the last few games of the round robin. I hope everyone enjoyed themselves, and thank you to John Nykiforuk and Dave Smith who supervised the championship in Nakusp.

This past season, West Kootenay Minor Hockey had a total of 55 teams from our eight associations plus Spokane, participating in the following leagues:

Recreational: Atom 16 teams PeeWee 9 teams Bantam 7 teams Midget 8 teams Carded: PeeWee 6 teams Bantam 5 teams Midget 4 teams

The rep leagues and atom recreational league included a total of six teams from Spokane, Washington. In addition, there were three Tier 2 teams (Pee Wee, Bantam, and Midget) who participated in OMAHA Tier 2 Leagues during the regular season. The Kootenay Ice, Major Midget team for the Kootenays, was based in Castlegar, with ice time being provided by several of the local associations. We had a Female PeeWee Tier 1 team based in Rossland-Trail, Female Bantam Tier 1 team based in Castlegar, and Female Major Midget team based in Nelson. Female players from all West Kootenay MHA’s were eligible to attend try-outs for these teams.

At the conclusion of the season, West Kootenay was represented by teams at nine BC Hockey Championships. There were 26 Novice/Initiation teams in the District. There was one HCSP clinic, a Development 1 coach clinic and several HCOP Clinics held in the District this year. HCSP: 24 people, including 2 new HCSP instructors, certified Coaching (Dev 1): 27 coaches certified HCOP: 165 officials certified

Over the course of the season, I investigated a total of three match penalties and six gross misconducts assessed to two coaches and six players.

Thank you to the BC Hockey office staff and Executive Committee members for all their help, and answers to my questions over the season.

LOWER MAINLAND REPORT Rick Alder, Lochie Bell, and Bonnie Cameron, BC Hockey District Directors

The Lower Mainland’s 2011-2012 hockey season started with the PCAHA Semi-Annual meeting in September. In the month of October we attended fifteen Coach/Manager meetings throughout the Lower Mainland. We worked with the Managing Directors helping them to get started dealing with the Match Penalties and Gross Misconducts. We continued this support throughout the season.

In addition to our regular BC Hockey in person and electronic meetings we participated in various BC Hockey committees throughout the season.

We attended 11 PCAHA Executive Committee meetings, 3 PCAHA President’s Caucus meetings, PCAHA Extraordinary General Meeting, Various Committee meetings, along with the Midget and Juvenile Scholarship tournaments.

District Leadership meeting was held October 18 and the meeting was extremely well attended.

The PCAHA’s membership as of May 2012 consists of 42 Minor Hockey Associations, and two above- Minor Leagues. Approximately 20,381 male and female players aged 5 to 20. 1,159 registered teams; 4,147 coaches; 2,629 bench officials, and 1,916 referees. PCAHA hosted 250 tournaments this season, and there were over 21,000 games played Atom and up.

BC Hockey Championship Meetings Meetings were held in November, December, and February with the host committees of the four associations that were hosting the championships in the Lower Mainland. A special thanks to Burnaby Winter Club, Langley MHA, Richmond Ravens MHA, and Seafair MHA for the fantastic jobs they did on hosting the Championships. Congratulations to the Lower Mainland teams that won in their divisions.

HCOP Clinics 72 Clinics were held in the Lower Mainland with 1,916 in attendance. 1,185 - Level 1, 684 - Level 2, 47 - Level 3, 19 - Level 4, 2 - Level 5, and 5 - Level 6

Coach Clinics There were 21 Hybrid clinics with 957 attendees, and 9 Development 1 coaching clinics with 273 attendees held in the Lower Mainland. The instructors were kept busy every weekend.

HCSP Clinics There were 17 HCSP clinics with 626 volunteers getting certified this season in the Lower Mainland.

Mentorship Clinics - 4 were held in the Lower Mainland with 34 attendees.

Respect in Sport – 550 volunteers took the online clinic.

Special Events We attended the Hockey Day in Canada Event at the Richmond Olympic Oval.

BC Hockey High School League This league grew from twenty teams last year to twenty four teams this year. It was hoped that it will expand again next year in the Lower Mainland, but due to teachers limiting their duties, only 14 teams have played. Wilf Leifke is the Officer responsible for this league, and Ryan Bulger is the Referee in Chief and Referee Assignor.

This season the match penalties and gross misconducts, except for the ones requiring investigations, were dealt with by the Managing Directors for each league. Tournaments and US Exhibition Games Again this year these games were handled by the League.

We would like to thank the PCAHA Executive and Associations Presidents for their continued support this season.

NORTH CENTRAL REPORT Cathy Mason, BC Hockey District Director

It has been a very productive and exciting season of hockey in the North Central, topped off by three Championship Banners; Midget Tier 1 - Prince George, Bantam Tier 3- Quesnel and Female Bantam - Prince George. Congratulations to all players, coaches and parents.

Quesnel successfully hosted the Peewee Tier 3 Championships with Whistler claiming the championship banner, and Kerry Park the Fair Play. Tournament Chair, Gerry Ortner and his team put on a fantastic event that will long be remembered by all involved.

The North Central continues to see a growth in registration especially female players. We are encouraged by the growth and look forward to icing many more female teams. There has been a great partnership with Okanagan Mainline Amateur Hockey Association as they have welcomed the Tier 1 teams from the North Central to participate in exhibition league play. This partnership has given the teams’ competitive play throughout the season and the opportunity for further development.

The incidents of gross and match suspensions are down significantly and with a slight increase in the second half of the season. Checks from behind, and checks to the head are also on the decline as stricter penalties have shifted the play to a more respectful game.

We will see a change in the use of facilities in Prince George as they renovate Kin1 for the 2015 Canada Winter Games. The ice surface in Kin1 will not be available and the MHA will spread their ice use throughout the city to accommodate. It will be an exciting development and we all look forward to the new and improved facility.

I’d like to thank the terrific District Coordinators that give up valuable family time to assist with development within the District and Province; Steve, Adrian, Sue, Frank, Ross, Terri, and to the executive of Cariboo AHA for all their work in keeping the league and district running smoothly.

Thank you to the North Central district hockey family for allowing me to represent this district at the Branch level for 5 years. I am encouraged by the efforts of all to make this game better and safer and I wish my successor the best of luck.

NORTH EAST / YUKON REPORT Jim Chute, BC Hockey District Director

The Northeast BC/Yukon District enjoyed a successful 2011-2012 hockey season. The District proudly hosted the Pee Wee Tier 4 Championship in Fort Nelson. Congratulations to the Hazelton Bulldogs on their championship victory, and to Dean Larson and his host committee for all their hard work. It was a wonderful time in the snowy north, and the well-organized event and enthusiastic crowds made for an enjoyable week. Special congratulations to the recipients, of the Championship Fair Play Award.

The District was well represented at Championships throughout the province with teams competing at Pee Wee Tier 2, 3, and 4; Bantam Tier 2, 3, and 4; Midget Tier 3 and 4; and at Midget Female.

There will be a significant changeover in the administrative functions for the Northeast BC/Yukon Tracker Flyer Regional Midget Program for 2012-2013. Long time General Manager Rick Walters has retired to spend his winters on his snowmobile, and Coach Barry Reynard has elected to take at least a

2011-2012 ANNUAL REPORT year off after over 25 consecutive years of coaching at various levels. Peace River District Minor Hockey Association President Jim McDonald has assembled a new Board of Directors for the team; Brant Leer of is the new General Manager, and coach selection is underway.

Jim McDonald has had a busy year as District President handling all the usual issues. Thankfully suspensions were down in the District this year which eased Jim’s workload a little.

The District continues to face challenges related to stagnant player enrollment, lack of volunteers within Associations and at the District level, and geographic travel issues. District teams continue to play the bulk of their league games in Alberta locations. The Northeast BC/Yukon District stretches from Tumbler Ridge to , a distance of 1523 kilometres, and it is a further four hundred kilometres west to the nearest BC based hockey teams. In contrast, there are many Alberta teams within two hundred kilometres of the District’s eastern boundary, regardless of which direction travel is in; it is a long way to go for weekend games.

Despite these challenges, enthusiasm remains high and we are all looking forward to the upcoming season.

NORTH WEST REPORT Darrell Lerum, BC Hockey District Director

The 2011-2012 Season has passed and the North West District has enjoyed a very successful year again. With the help of the District President, and the District Coordinators the District ran several clinics throughout the year and everyone was certified that needed to be so teams were eligible for Championships.

It was Chantal Tom’s first year as District President. Throughout the year she learned lots and ended up doing an excellent job.

Bob Storey was the RIC for the District and did an excellent job developing the referee’s throughout the season. One of the biggest highlights was the development weekend in which 16 referees attended in Vanderhoof. Thank you to Vanderhoof for supporting this for the weekend.

Match and Gross suspensions this season were a little lower than last season. It was the first year two statisticians kept track of both the Skeena Valley League and the Omenica League regarding the point system and the gross and match suspensions. Thank you to Erin and Rene that took on these positions, and did an excellent job throughout the season making my job a lot easier so I could focus on other things throughout the district. The District relooked at the penalty point system and did some changes to make it easier for coaches to understand, and keep track of their points throughout the year. The two leagues have worked together on the point system and it showed by lowering the gross and match penalties.

Vanderhoof hosted the Bantam tier 4 Championships this year and did a tremendous job. It was very exciting through the District regarding Championships this year. We had Burns Lake win the gold for the Bantam tier 4 Championships and the host Vanderhoof team played well and placed fourth. Hazelton won the gold for the PeeWee Tier 4 Championships. Also all the other five teams that went to Championships ended up doing very well and all made the finals winning silver medals. These teams were Fort St James for Midget Tier 4, Prince Rupert in Midget Tier 3, Terrace in Bantam Tier 3, Vanderhoof for the PeeWee Tier 3, and Terrace in Bantam Female. All teams did very well with all very close games.

Our Female teams continue to grow larger and stronger every year. As I mentioned our female Bantam team from Terrace attended the Female Championships and did very well playing in the final and receiving the silver medal. I would like to thank Mark Roberge, North West Female High Performance District Coordinator, and Chantal Tom for all there help with the female organizing this year.

I would like to thank the other District Directors and officers for their help throughout the year. All the people within the BC Hockey office are always very helpful so this makes our job as District Directors a lot easier, so our districts can run smooth throughout the year. Hopefully with the support of the district I will be part of BC Hockey as the District Director for the North West for the upcoming 2012-2013 season.

OKANAGAN MAINLINE REPORT Andrew Jakubeit, BC Hockey District Directors

This season the Okanagan district hosted five Provincial Championships, and I want to thank Keith Scott, Okanagan Mainline Directors Larry Jeeves, Margie Moss, Shawn Milner, plus Jim Silvester, Willy Saari, Kris Hartley and Lorne Craig for being BC Hockey representatives. I also want to congratulate and thank the local organizing committees for all the work they did to put on five successful championships.

Statistically speaking the numbers were very similar to previous years with respect to Request for a Goaltender, Roster Exemptions, Tournament Teams, Tournament relief players, Permission to Travel, and Match/Gross misconduct penalties involving officials which I had to deal with. The Okanagan district is the second largest in BC and comprises of over 12,000 players, coaches and officials.

We had some new faces for some of our Program Directors and I want to thank them for ensuring our high performance, officials, coaches, risk and safety programs continued and were implemented. I want to thank Okanagan Mainline Hockey Association Executive for all the diligent work they do to oversee and run the various leagues, both in Rep and recreation levels. Each association also needs to be commended for growing the game and dealing with reduced volunteerism that we as a society are faced with. I think now more than ever we (all BC Hockey members) need to be mindful of having succession planning in all programming and executive committees. We need to rethink 'how we can grow the game', 'get new volunteers', and 'keep it fun'.

We as BC Hockey, administer rules and regulations the membership puts forth. I like to think our membership will continue to push staff and executive to be leaders and innovators with respect to programming, skill development and vision which is something we all should be proud of.

VANCOUVER ISLAND REPORT Deb Turney, BC Hockey District Director

As this being my second year as District Director, though the learning curve is not there, there is still has been situations where I have learned something about this great sport and organization. I am very lucky to have great resources that are in place, which makes this an enjoyable year. In saying that, I would like thank the seventeen wonderful hockey associations that compose our district, VIAHA officers and staff members, and BC Hockey Executive Committee and staff. You all have been a great team to work with.

As this being the second year in which the districts were handling the gross and match penalties and with working with Robin Edwards, this process ran very smoothly, and I would also thank Robin for his time.

I would like to report that we handled forty match and fifteen gross penalties, which is up slightly from last year’s totals of thirty match penalties and twenty gross penalties. This year’s totals were composed of 23-6.1 Match 6.1 (attempt to injure) and eight of our coaches receiving a 4.7c gross (travesty of the game) penalties.

This was also a busy year for teams traveling out of our district. I approved 201 travel requests for teams to leave the island to play in tournaments.

We also hosted two BC hockey championships; Saanich Minor Hockey Association hosted the eight team Midget T2 tournament, and Vancouver Island Amateur Minor Hockey hosted the nine team Bantam Female A tournament. Both were very exciting tournaments with some great teams within our province attending. I would like to thank Jim Humphrey for supervising the Bantam A Championship, and the two associations and their committees for two well organized events. Our district also came home with two provincial gold medals; Juan de Fuca Peewee T2 and Campbell River Bantam T2. Congratulations to both teams, you should be very proud of your success.

As many of us know in our district, there was many volunteers working together to develop a female program that will work for all associations. With this being the first year, we know there was many valleys and peaks, but by year end everyone concerned played this great game and we learned what changes we will need to make. This female committee will take these new concepts and ideas to the 2012 – 2013 season. I believe we are getting there!

I once again thank everyone that I have worked with this year, there are way too many to name individually. I am looking forward to working with all again in the 2012-2013 season.

COACH COMMITTEE REPORT Lochie Bell, BC Hockey Officer at Large

2011-2012 Accomplishments

• High Performance 1 Seminar: Held a successful clinic in Penticton, BC in conjunction with the BC High Performance program. Our 24 delegates are now working towards their full certification.

• Online Promotion: The coaching program was able to better utilize the website as well as other online media tools to promote program offerings.

• Improved Communication: The BC Hockey office now sends update emails to both the District Coach Committee as well as the NCCP/NCMP Course Conductors. This new linkage has made the entire program more efficient and informed.

• Relationship with Partners: BC Hockey has strengthened their relationships with Hockey Canada, The , Coaches Association of Canada as well as the Coaching Association of BC.

• Clinic Material: The Coaching program has addressed some issues with both Developmental 1, and Hybrid Material. This was done over a weekend with some of Master Course Conductors. At this point, all Course Conductors have received updated presentation DVD’s.

• Cross Promotion: All Developmental 1 and Hybrid presentations are fitted with slides that inform and promote the clinic audience of other BC Hockey program offerings

2012-2013 Goals

• Developmental II: Following a successful Developmental II Seminar in the summer of 2010, the Coaching program is planning another event for 2012.

• Program Relationships: The Coaching program has set forth an ambitious plan to tie their program to others within BC Hockey. The Coaching program has also initiated a plan to increase communication with local Minor Hockey Association’s.

• Develop Educational Tools: Realizing the importance of technology in our game, the Coaching program is looking at ways to increase the use of online tools.

• Field Evaluation: Recognizing that competency evaluation is essential in all of our coaching programs the Coaching Committee is planning to Field Evaluation Seminar for the 2011-2012 season.

• Coach Recognition: Following a disappointing number of Coach Award nominations the Coaching Committee has created a plan to increase the notoriety of this offering.

• Policy Review: The Coaching Committee has identified some areas with the policy manual that need to be reviewed.

• E-Learning: We have started to prepare for the possibility of a departure of hard clinic resources as Hockey Canada moves towards more E-Learning

HIGH PERFORMANCE Randy Henderson – High Performance Chair

The female and male programs both had challenges this year but have come through them well. Both programs face more pressure presented by a shrinking volunteer base which impacts our ability to offer the quality programs our membership has come to expect.

Female High Performance The branch held four U-14 Camps last September in four districts. In a perfect world, we would be offering camps in each district but due to registration numbers we are unable to offer the camps province wide right now. Plans have started for next fall.

U16 Eight zone camps lead to the formation of teams for the BC Winter Games in Vernon in February. Fraser Valley took the Gold, Vancouver-Squamish the Silver with Cariboo-North East taking home the Bronze. Jordan Krause addressed the players at the camp which was a terrific presentation. Our ability to continue to send teams to the BC Winter Games every second year, as we have, is under review currently.

U18 BC Cup Invermere April 2012 Kimberly Newell, Michaela Logan, Samantha Fieseler, Alexa Ranahan, Hannah Miller and Jesse Keca were invited to attend Hockey Canada strength and conditioning(S/C) camp May 2012. This is by far the most players BC has ever sent to the S/C camp. This camp leads to the formation of Team Canada U18 2012. Team BC U-18 2011 - National Challenge in Saguenay Team BC finished 5th.

Jordan Krause, Kimberly Newell and Julia McKinnon attended Team Canada Camps subsequently. Jordan Krause was selected to play for Team Canada bringing home a gold medal at the U18 World Championship. Well done!

A very successful Female Coach Orientation took place in Vancouver in October. The coaches were well prepared heading into their competitions. The U18 provincial evaluation process is in place for the 2012-13 season where players will be evaluated with their club teams leading to invitations directly to U18 BC Cup, eliminating the zone camps.

Male High Performance Many issues were dealt with in the Male HP Program this season. We are still examining the U-15 program for the branch and the exact implementation we will need to follow. The program will be moving forward for the 2012-2013 year in specific locations as determined by the committee.

More than 600 players attended U16 Regional Camps in the four regions. More refinements will come as this process is refined. The Provincial Camp in Salmon Arm is set for July 18-22. Our Western Branch Challenge Team finished 3rd this year which is up one spot from last year.

The U17 Program is undergoing some very significant revisions with Hockey Canada stepping up to take a larger role with the program. As we move forward with the Team Pacific Management group overseeing the program. We will have to make adaptations to the way the program does business.

Overall, the program is moving forward positively and the dedicated personnel we have need to be congratulated and thanked for their outstanding work.

FEMALE HOCKEY DEVELOPMENT COMMITTEE / FEMALE MIDGET AAA LEAGUE REPORT Lochie Bell, BC Hockey Officer at Large

Grass roots promotion and development of female hockey remains a major focus of The Female Development Committee. The promotion and encouragement to form more Female Minor Hockey Association’s to continue to work to increase the awareness and opportunities to bring more female players in to the game.

The first World Hockey Day was very successful and we are excited to continue to build on that, to make next season’s event even better. Also we plan on having another Newsletter, plus workshop at the AGM.

Esso Fun Days There were four Esso Fun Days held throughout the province, this past season. • Kitimat • Williams Lake • Campbell River • Peninsula

The Kitimat Esso Fun Day included a Senior Esso Fun Day, where they had around fifteen ladies come out.

Female Midget AAA The growth and ability to attract the top provincial players, remains an area of concern for the Female Midget AAA League. A limited number of players coupled with the draw of Hockey Canada Sport Schools and Academies continue to pull players away from the league.

REFEREE COMMITTEE REPORT Wilf Liefke - Officiating Chair

The Referee Committee met in August to prepare for the upcoming season. The meeting proved to be very informative as 5 of the 12 Referee Committee Members were new this season.

CLINICS This season the HCOP Clinics moved to using the 4-hour clinic format with the online component. While some difficulties with the online component were identified, overall the new format was well received by the officials.

CRIMINAL RECORD CHECKS The officiating program has a requirement for officials 18 years and older to complete a Criminal Record Check (CRC). This year Hockey added the requirement for the Vulnerable Person Check (VPC) which in some cases added 4-6 months to complete. A greater concerted effort is required in this area as to date only 51% have completed the CRC/VPC.

SUPERVISION This year we have moved from the Hockey Canada Website Online Supervision system over to the Hockey Canada Registry. This process will now provide access for our Above Minor Supervisors to look at the evaluations of any official and be able to scout for potential above minor officials. RCM’s will also be able to record online whether or not an official is to be recommended for their Level 3 or higher levels.

DEVELOPMENT At the start of this season the RCM’s were tasked with organizing programs which would enhance the development of officials within their respective district. Several good ideas came forward such as power skating sessions, rule review sessions, and supervision tutorial sessions. In addition the WHL development night’s program was expanded this season, where the officials had a hot stove session with the game officials and then watch a game and critique the game officials. The program was well received by the minor officials as well as the WHL officials.

NHL OFFICIALS DEVELOPMENT NIGHT The third annual Officials Night at Roger Arena was held in December. Officials aged 13-17 were asked to submit an essay on “The Values of Hockey, Courage, Honour, Humility, and Integrity and Passion. The officials were asked to write about 3 of the 5 values, with the winners selected to meet pre and post game with the NHL officials. Overall a great success, special thanks to the Vancouver Canucks and the NHLOA.

FEMALE OFFICIATING DEVELOPMENT Kamloops hosted Team BC versus UBC for a series of exhibition games. This was a great opportunity for the programs top officials to experience a high level of competition.

Challenges with respect to assigning the Female Midget AAA League were identified this season. One suggestion is to assign all FMAA, Senior and CIS games with the Arbiter streamlining the assigning of the top female officials.

Willy Saari organized a Female RIC Workshop for the Female MHA RIC’s from the PCAHA. While the attendance was lower than expected the resource binders developed for the workshop were distributed to, and the Female MHA RIC’s as well the material has been posted electronically on the PCAHA web page. Overall this was a worthwhile initiative in developing female officiating at the grass roots.

Some of BC Hockey’s top up and coming officials travelled to Vernon to participate at the BC Winter Games in February. Willy Saari attended a Female Jamboree in Chase and Sandra Lowe in the Lower Mainland; unfortunately these jamborees are currently under utilized as means to promote the officiating.

AWARDS The BC Hockey Officiating Awards will be awarded at the AGM and no winners have been selected at this time.

The WHL awarded their annual officiating awards, and BC Hockey Official Pat Smith won the Allen Paradise Memorial Trophy for the .

The BCHL awarded their inaugural officiating awards and the Kelly Sutherland Award to the Top Referee was awarded to Steve Papp of Kelowna. The Brad Lazarowich Award was awarded to Jason Cramer of Vancouver as top linesman.

OFFICIATING PROGRAM OF EXCELLENCE Kamloops hosted Hockey Canada’s Officiating Program of Excellence for the western region for the third straight year; BC was fortunate to have 4 officials (2 referees and 2 linesmen) represent our Branch at this event.

LEVEL IV / V UPGRADE SEMINAR The upgrade seminar was held in Richmond this year. We certified 8 new level five officials and 16 new level 4 officials. The seminar had several guest speakers including Brad Lazarowich and Lonnie Cameron from the NHL, Dave Freeze Sports Psychologist, Clive Milligan Tactical de-escalation, and Jeff Edgley and the role of the Supervisor. Overall the weekend was a huge success.

LEVEL VI CANDIDATES Officials from BC Hockey selected for the Level VI seminar held in November 2011 in Guelph were Brett Iverson, Trent Knorr and Jeff Ingram. Congratulations to these officials.

ABOVE MINOR The Above Minor Program is continuing to develop quality officials under the guidance of our Provincial Supervisor Tom Getzie and his team of officiating coordinators. Tom has implemented a Bi- monthly rules question that members of the above minor officiating team can submit their responses into and the first 10 correct responses get entered into a draw for prizes. This has been a big success so far. We continue to have a solid group of officiating supervisors who strive to make our officials better each and every game. We have added a few new supervisors this year and continue to seek more coverage in areas like Vancouver Island and the Kootenays

2011/12 OFFICIATING HONOR ROLL 2011/2012 has been another banner year in terms of receiving assignments on the International and National scale. SAFETY & RISK MANAGEMENT COMMITTEE REPORT Lochie Bell, Officer at Large

The Safety and Risk Management Committee has continued to work hard at addressing several Risk Management issues.

Risk Management Resources In addition to the Risk Management Manual we currently have articles of interest linked to the Safety Risk Management section of our website. Associations are encouraged to use this portion of the site as a resource. The Committee has researched homophobia in sport, transgender issues, tobacco guidelines, and energy drink education with plans to provide these materials for the Membership by way of the website.

Hockey Canada Safety Program 1190 delegates attended 46 HCSP clinics offered during the 2011-2012 season, and the program remains very strong. Hockey Canada has announced plans to offer the program in an on-line format. This is currently under development we will update as possible.

Respect in Sport The Respect in Sport (RIS) educational tool continues to work very well. In the 2011-2012 season 3175 delegates completed RIS training and positive feedback has been collected with respect to the on-line course.

BC Hockey would like to thank all of our SRM Committee members and HCSP course conductors for their dedication and commitment in delivering risk management throughout the province.

MIDGET AAA LEAGUES

All Star Game Weekend: The seventh annual Major Midget League All Star Game was held at the Poirier Sports & Leisure Complex in Coquitlam, BC on Friday, January 13. Team Blue beat Team White 5-2 in a thrilling back and forth game. The game included in the annual Skills Competition which took place between the first and second period.

The rest of the weekend was a Major Midget League showcase as ten out of the eleven teams were present (one team was on their bye weekend) in Chase to play the regular season games.

League Champions / Pacific Regional’s: For the fourth consecutive year the Vancouver North West Giants captured the Major Midget League Championship. The Giants defeated the Cariboo Cougars 2-0 in the best-of-three series to win the Championship.

The Giants advanced to the Pacific Midget Regional Championship, but fell to the eventual Champions, Red Deer Rebels, and 2-0 in the best of three series.

AWARDS

Scholarships BC Hockey scholarships are awarded annually to deserving recipients who are in their graduating year of high school and are presently registered members with BC Hockey or former members playing in the Western Hockey League. All BC Hockey members are eligible including officials, players, coaches and volunteers. A list of winners will be announced at the AGM.

Sport BC Athlete of the Year Awards The Sport BC Awards are an annual gala extravaganza highlighting achievements in coaching, officiating, competing, leadership and influence in sport. The following members were nominated for an award:

Athlete Assistance Program BC Hockey received funding from the Provincial Government, which, in turn, was allocated to our identified High Performance Athletes.
