City of Delta COMMISSION REPORT Regular Meeting To: Parks City of Delta COMMISSION REPORT Regular Meeting To: Parks, Recreation & Culture Commission File No.: 14000-01 From: Parks, Recreation & Culture Department Date: November 07, 2019 Requests for Community User Group Events to be Hosted in Delta Facilities • RECOMMENDATION: THAT the Parks, Recreation & Culture Commission provide a letter of support to the respective organizations seeking to host the 2021 World U17 Hockey Challenge, 2021 Cyclone Taylor Cup and the 2022 President's Cup (as shown in Attachment A). • PURPOSE: To seek support from the Parks, Recreation & Culture Commission for community user group's applications to host the 2021 World U17 Hockey Challenge, 2021 Cyclone Taylor Cup and the 2022 President's Cup (collectively, the "Events"). • BACKGROUND: Three organizations have recently requested municipal support to host sporting tournaments in Delta facilities as follows: 2021 World U17 Hockey Challenge In August 2019, Hockey Canada announced that they were seeking bids from communities to host the 2021 World U17 Hockey Challenge in Western Canada. In response, the Vancouver Giants (Giants) have been working in partnership with the Township of Langley to submit a bid package which includes the identification of the City of Delta (Delta) as a shared host community. The World U17 Hockey Challenge is a premier international Hockey Canada event comprised of eight teams featuring some of the oest young hockey talent in the world. The planned dates for the event are November 6 - 13, 2021 and, as per the proposed schedule, games will be played at the Langley Events Centre and the Sungod Recreation Centre Arena. Cyclone Taylor Cup The Cyclone Taylor Cup is British Columbia Hockey's Junior B Provincial Championship. The winners of the three Junior B Leagues in British Columbia, which include the Pacific Junior Hockey League, Vancouver Island Junior Hockey League and Kootenay International Junior Hockey League, compete to determine the provincial Page 2 of 3 Requests for Community User Group Events to be Hosted in Delta Facilities 14000-01 November 07, 2019 champion. The Delta Ice Hawks have submitted a formal request to host the Cyclone Taylor Cup at the Ladner Leisure Centre from April 8 - 11, 2021. 2022 President's Cup The President's Cup is the final round of playoffs to determine a national lacrosse champion. The Ladner Pioneers wish to submit a bid to host the 2022 President's Cup in Delta at the Ladner Leisure Centre from August 27 to September 4, 2022. DISCUSSION: 2021 World U17 Hockey Challenge The mid-November 2021 event period coincides with the annual fall/winter ice season. As such, the impact will be limited to scheduling of games and/or practices with regularly programmed and allocated activities. The impact will be greatest to the North Delta Minor Hockey Association (NDMHA). Staff have reached out to NDMHA and they are supportive of the application to host the 2021 World U17 Hockey Challenge and are willing to work with the City of Delta to make the required schedule changes. Hockey Canada is currently in the final stages of their review of the bid proposals. Cyclone Tyler Cup There may be minimal impact regarding the need for additional ice during the April 8 - 11, 2021 period, depending on how far the Giants advance in the annual Western Hockey League (WHL) playoffs. Delta has an obligation to provide ice for the Giants during the WHL playoffs. In unfortunate seasons when the Giants do not advance to the WHL playoffs, the ice at Ladner Leisure Centre is removed in the first week of April and ready for the annual dry floor season the following week. Recognizing the potential for displacement of dry-floor users with the requirement for ice time to host the Cyclone Taylor Cup, the Ice Hawks were invited by Delta to a meeting on October 24, 2019 with potentially impacted user groups, including representatives from lacrosse, roller hockey and the Giants. The meeting focused on discussing the the requirements and implications of hosting the Cyclone Taylor Cup. All organizations were supportive of the Delta Ice Hawks bid to host this event and agreed to modify their schedule to accommodate this event should the bid prove successful. BC Hockey is expected to award the 2021 event in December 2019. 2022 President's Cup This event is perhaps is the most challenging in regards to impacted users. The August 27 to September 4, 2022 timeframe means that dry floor use would continue at Ladner Leisure Centre four to five weeks longer than the traditional dry floor season. An extended dry floor season affects both the Giants for their annual training camp and the South Delta Minor Hockey pre-season try-outs. The Presidents Cup was also discussed Page 3 of 3 Requests for Community User Group Events to be Hosted in Delta Facilities 14000-01 November 07, 2019 with the impacted users at the October 24, 2019, as representatives of the South Delta Minor Hockey Association (SDMHA) were available to join this portion of the meeting. Both the SDMHA and the Giants supported the bid by the Ladner Pioneers to host the Presidents Cup. SDMHA indicated that their tryouts could occur at the end of the prior fall/winter ice season, freeing up their ice time needs during late August and early September of 2022. The Giants agreed to move their training camp to another Delta facility for 2022. To support the cooperation received from all community sporting organizations, Delta is actively seeking dry floor and ice time from neighboring municipalities and privately operated facilities in the community facilities to assist in offsetting the impact of the three events outlined in this report. Implications: Financial Implications - The net cost of providing Delta community groups with the available dry floor and ice time will be less than $25,000. Hosting these events will have a positive financial effect on tourism in the community. • CONCLUSION: Community user groups are requesting support from the Parks, Recreation & Culture Commission to host the 2021 World U17 Hockey Challenge, the 2021 Cyclone Taylor Cup and the 2022 President's Cup. With each event where regular allocations will be displaced staff will actively seek alternative ice or dry floor time to mitigate the impact. At the same time the BC Bill Greene Hockey Board of Directors recognized there was a need for a significant reset and change in the operation of BC Hockey moving into the future. This change meant a complete re-evaluating of our current practices, with the common goal of improving our organization. From the information you provided to the Board of Directors we began rebuilding our organization from the ground up. Much work has been done and we still have more work to do. The Board has reached out to many stakeholders that included Minor Hockey Associations, Builders, and Life Members to help guide us into what we refer to as the “New BC Hockey”. COVID-19 forced changes to all aspects of life and hockey was no exception. Never in the history of our organization have we been forced to deal with a pandemic.

Also included in the letter was a request that staff review the hourly fee charged to the Club for game ice rental. The Club expressed concern that the current season fee of $385/hr. has resulted in a significant financial burden to the Club.

The winner of the Cyclone Taylor Cup advances to the Keystone Cup. The Keystone Cup is emblematic of the Western Canadian Junior B Championship.
