Budget Appropriation Act for the Financial Year 2021-2022 རྩིས རྩིས་ལོ་ ༢༠༢༡-༢༠༢༢ ཀྱི་ འཆར་ད፴ལ་ད厱་བ୼荲་བཅའ་ཁྲིམས། Budget Appropriation Act For the Financial Year 2021-2022 PREAMBLE WHEREAS Article 14 (3) of the Constitution of the Kingdom of Bhutan provides that ‘Public money shall not be drawn from the Consolidated Fund except through appropriation in accordance with the law’; AND WHEREAS Section 47 of the Public Finance (Amendment) Act of Bhutan 2012 provides that the Minister of Finance shall present to Parliament the Government’s Budget Appropriation Bill no later than 5 days preceding the budget year; Parliament of the Kingdom of Bhutan hereby enacts as follows:- Title 1. This Act is the Budget Appropriation Act for the Financial Year 2021-2022. Scope 2. The appropriation shall cover the expenditure of the state for the Financial Year 2021-2022. Effective Duration 3. This Act comes into effect fromst 1 July 2021 and end on 30th June 2022. Budget Appropriation Act For the Financial Year 2021-2022 1 ፼་鮤ོད། 䝺་ཡང་ འབྲུག་୲་让་ཁྲིམས་᭺ན་མོ荲་ 让་ཚན་ ༡༤(༣) པ་ནང་轴་ “སྤྱི་ད፴ལ་འ䝲་ཁྲིམས་དང་འཁྲིལ་བ荲་ད厱་བ୼་བཟོ་ སྟེ་མ་གཏོགས་ཕོགས་བསྡུས་མ་ད፴ལ་ནང་ལས་བཏོན་佲་捺ད” 罺ར་ད୼ངས་དོན་བͼད་䝺་ཡོདཔ་དང་། 䝺་ཡང་ 捲་དམངས་ད፴ལ་རྩིས་ (འཕྲི་སོན་) བཅའ་ཁྲིམས་ ༢༠༡༢ ཅན་མ荲་ དོན་ཚན་ ༤༧ པ་ནང་轴་ ད፴ལ་རྩིས་ བོན་པོ་୲ས་ ག筴ང་୲་འཆར་ད፴ལ་ད厱་བ୼荲་ད厱ད་蝲ག་䝺་ 䝴ས་ཚོད་ཕྱི་ཤོས་ འཆར་ད፴ལ་གྱི་ ལོ་འ୼་མ་བ杴གས་ པ荲་ ❲ན་லངས་ ༥ ୲་ 齺་མར་ སྤྱི་ཚོགས་轴་ 坴ལ་ད୼་罺ར་ཡོདཔ་བ筲ན། འབྲུག་୲་སྤྱི་ཚོགས་ཀྱིས་གཤམ་གསལ་辟ར་ཆ་འὼག་མཛད་གྲུབ། མཚན་གནས། ༡. བཅའ་ཁྲིམས་འ䝲་ རྩིས་ལོ་ ༢༠༢༡-༢༠༢༢ ཀྱི་ འཆར་ད፴ལ་ད厱་བ୼荲་བཅའ་ཁྲིམས་ꍲན། ޱབ་ཚད། ༢. ད厱་བ୼་འ䝲་୲ས་རྩིས་ལོ་ ༢༠༢༡-༢༠༢༢ ཀྱི་དོན་轴་ རྒྱལ་ཁམས་ཀྱི་ཟད་འགྲོ་歴་ འགབ་ད୼། ཆ་གནས་䝴ས་蝴ན། ༣. བཅའ་ཁྲིམས་འ䝲་ སྤྱི་ལོ་ ༢༠༢༡ 羳ཝ་ ༧ པ荲་歺ས་ ༡ ལས་འ୼་བ罴ང་སྟེ་ སྤྱི་ལོ་ ༢༠༢༢ 羳ཝ་ ༦ པ荲་ 歺ས་ ༣༠ 轴་མὴག་བསྡུ་ད୼། རྩིས་ལོ་ ༢༠༢༡-༢༠༢༢ ཀྱི་ འཆར་ད፴ལ་ད厱་བ୼荲་བཅའ་ཁྲིམས། ༡ Budget Appropriation 4. The appropriation is for a sum of not exceeding Nu. 80,483.150 million including repayment and on-lending. 5. The appropriation shall be drawn from the Consolidated Fund of the Royal Government of Bhutan. 6. The appropriation shall be as in the Schedule to this Act. 7. The appropriation may undergo changes during the course of the financial year due to changes in circumstances. Such changes may be effected in accordance with the provisions of the relevant laws, rules and regulations. Expenditure rationalization measures 8. Recognizing the Constitutional requirement of having to meet the cost of recurrent expenditures from internal resources, the Government will implement the following budget policies: a. Rationalize travels (ex-country and in-country) within the allocated budget; b. No hiring of private buildings for office space and new establishment; c. Postpone the activation of Salary Indexation till the revenue performance improves; d. Transfer of Civil Servants shall be without transfer benefits; Budget Appropriation Act For the Financial Year 2021-2022 2 འཆར་ད፴ལ་ད厱་བ୼་歴། ༤. ད厱་བ୼་འ䝲་ ད፴ལ་བསོམས་ད፴ལ་βམ་ས་ཡ་ ༨༠,༤༨༣.༡༥༠ ལས་མ་辷གཔ་ᝲག་୲་དོན་轴་ꍲནམ་ད་ འ䝲་ ནང་轴་སྐྱིན་ཚབ་དང་སྐྱིན་འགྲུལ་བཏང་佲་歴་ཡང་歴དཔ་ꍲན། ༥. ད厱་བ୼་འ䝲་ འབྲུག་ག筴ང་୲་ ཕོགས་བསྡུས་མ་ད፴ལ་གྱི་རྩིས་ཁ་ནང་ལས་ ཕྱིར་བཏོན་འབད་དག ༦. ད厱་བ୼་歴་ བཅའ་ཁྲིམས་འ䝲荲་ 罴ར་䝺བ་དང་འཁྲིལ་ད୼། ༧. ད厱་བ୼་歴་ 䝴ས་དང་䝴ས་魴་བསྒྱུར་བ᝼ས་འགྱོ་སྲིད་譴ང་ 䝺་歴་ག་ར་ འབྲེལ་བ་ཡོད་པ荲་ ཁྲིམས་དང་བཅའ་蝲ག་ 歴་དང་འཁྲིལ་སྟེ་ འབད་ད୼། ཟད་འགྲོ་མར་ཕབ་ཀྱི་ཐབས་ལམ། ༨. 让་ཁྲིམས་᭺ན་མོ་ནང་ ‘རྒྱུན་སྐྱོང་ཟད་འགྲོ་歴་ ནང་འݼད་ཐོན་ݴངས་ལས་འགབ་ད୼་’ 罺ར་བͼད་ཡོད་པ荲་ད୼ངས་ དོན་སྒྲུབ་ཐབས་轴་ ག筴ང་୲ས་ཤམ་གསལ་གྱི་འཆར་ད፴ལ་སྲིད་བྱུས་歴་ ལགས་ལན་འཐབ་ད୼། ཀ་ འགྲོ་འགྲུལ་ (རྒྱལ་ཁབ་ཕྱི་ནང་ག❲ས་ཆ་ར་) 歴་ ད厱་བ୼་鮤ོད་䝺་ཡོད་པ荲་ འཆར་ད፴ལ་གྱི་ཚད་ག筲་ནང་ འݼད་ ݴངས་辡ན་བཟོ་佲། ཁ་ 蝲ག་ཚང་୲་དོན་轴་ སྒེར་གྱི་སྒྲིང་ཁྱིམ་ ளར་鮤ོད་དང་ ག筲་བ杴གས་གསརཔ་བཀག་དམ། ག་ འོང་འབབ་ཀྱི་གྲུབ་འ宲ས་轴་ 轺གས་སྒྱུར་མ་ཐོན་譲ང་轴་ ད፴ལ་ཕོགས་བ计་སོན་ལག་轺ན་ ཕར་འ坴ལ་ འབད་佲། ང་ 筲་གཡོགཔ་གནས་སོར་歴་轴 གནས་སོར་གྱི་ݺ་ཕན་捺ད་པ荲་སྒོ་ལས་འབད་佲། རྩིས་ལོ་ ༢༠༢༡-༢༠༢༢ ཀྱི་ འཆར་ད፴ལ་ད厱་བ୼荲་བཅའ་ཁྲིམས། ༢ e. Defer the option to monetize Vehicle Quota during the FY without affecting the date of next allotment. Furthermore, the Government shall postpone the following programs: a) Accelerated Mother and Child Health Program (AMCHP); and b) Payment of Performance Based variable Incentives to SoEs. Considering the importance attached to the AMCHP, the Government shall explore the possibility of implementing the program based on the improvement of revenue performance during the year. However, further rationalization of the current expenditure shall be carried out, if the revenue performance falls below the estimates. Expenditure 9. The expenditure shall be undertaken in accordance with the provision of the Public Finance Act of Bhutan 2007, its amendment Act and and the Rules and Regulations thereto. EXECUTIVE SUMMARY 1.1 Why RAA Article 25.1 of the Constitution of the Kingdom of Bhutan and conducted Chapter 1, Section 3 of the Audit Act of Bhutan 2006, states that “There shall be a Royal Audit Authority to audit and report on the this audit? economy, efficiency and effectiveness in the use of public resources”. The Constituency Development Grant (CDG) was one of the important initiatives of the Government aimed towards deepening and strengthening democracy by establishing a basis for direct and regular interaction between the Members of the National Assembly (MNA) and their constituencies. The grant involving total allocation of Nu. 282 million for the last three financial years was primarily to support decentralization, strengthen local governments, and provide communities with access to small funds that are flexible and able to meet emergent and unplanned needs expeditiously. In this respect, the RAA not only looked at “what has been done”, but also looked at “what has not been done” to achieve the ultimate objective. The Performance Audit of the CDG was taken up with an overall objective to “ascertain the economy, efficiency and effectiveness in the use of public resources in strengthening the democracy”. Therefore, building the resilience, confidence and security of our people must take greater priority over conserving our resources.” His Majesty the King, Address to the Nation, 10th April 2020 BUDGET FY 2020-21 HIGHLIGHTS ECONOMIC OUTLOOK • The economy is projected to improve from -1.1 to 0.97 percent. • The commissioning of MHP since 2019 has improved the goods and services balance as electricity exports significantly increased. • Current Account Deficit is projected to improve from 14.4 to 11.0 percent of GDP. • With various fiscal and monetary measures, it is expected to boost domestic demand and generate economic activities which will have a positive impact on growth.
