Trajectory 2020 COOPERATION AT CES UNIVERSITY CES University CES University is a private, autonomous, non-profit and self- sustainable Higher Education Institution that encourages cultural, social, ideological, political and religious pluralism, committed to the education of competitive individuals, aware of their social responsibility. Reflexionar en cómo las transformaciones económicas desencadenadas por la implementación de políticas aperturistas en Colombia desde los años 70 hasta su consolidación en la década de los noventa del siglo XX, generaron un cambio tanto en la vocación productiva del territorio del Oriente de Antioquia, como en las configuraciones de sus núcleos familiares. Metodología. Se utilizó la revisión documental, tanto de artículos especializados, como de diferentes investigaciones desarrolladas por entidades nacionales e internacionales sobre el tema. Resultados. Dan cuenta de cómo las políticas económicas estructurales en épocas de globalización impactan hasta los núcleos sociales más primarios como el de la familia, transformando la clásica familia nuclear tradicional en el territorio.     PROVINCIAS ADMINISTRATIVAS Y DE PLANIFICACIÓN DE AGUA, BOSQUE Y TURISMO EN EL ORIENTE ANTIOQUEÑO1 Dany Mauricio Valencia Flórez* David Alejandro Gómez Hoyos** Universidad EAFIT Medellín, 2020 Resumen La Provincia del Agua, Bosque y Turismo es una entidad territorial que se conforma por 12 de los 23 municipios del Oriente Antioqueño, el objetivo de esta investigación consiste en analizar el modelo de desarrollo de la provincia administrativa y el medio más eficaz para implementarla de modo que dicho pacto firmado sea un éxito en la región. La metodología utilizada es cualitativa de tipo descriptivo: participaron cinco servidores públicos pertenecientes a la región (una alcaldesa y cuatro concejales), a quienes se les entrevista para identificar cuál es el mecanismo más eficaz que se debe implementar en la provincia administrativa; se formularon ocho preguntas mediante una entrevista semiestructurada. Dentro de los hallazgos de la investigación se plantea la posibilidad de integrar varios mecanismos, tomando como referencia el caso de éxito de la provincia de Cartama; es menester tener presente la participación ciudadana, la creación de un consejo regional de planeación o consejo provincial, creación y aceleración de la agenda común, la ejecución de proyectos de desarrollo integral, entre otros mecanismos que se detallan en el transcurso del texto. A través de entrevistas realizadas a las unidades productivas del Oriente Antioqueño, se pretendió identificar y evaluar las distintas características que permitirían conocer si se trata de una oportunidad exportadora o no. Se encontró que las unidades productivas no están muy interesadas en expandirse a otros mercados debido a que encuentran uno muy interesante a nivel local que satisface sus intereses; la mayoría no cuenta con una certificación orgánica internacional, tecnificación de los procesos ni capacidad productiva y financiera sólida.

Insights from the Department of Antioquia in Colombia Sandra Wienand Osnabrück University Stiven Tremaria Osnabrück University Abstract Despite efforts employed by the Colombian state to demobilize paramilitary groups and to tackle organized crime structures since 2003, Colombia today remains characterized by a repressive apparatus of social control by paramilitary successor groups in certain sectors of the population. Drawing on information from Colombia’s second-largest city – Medellín – and various rural areas of the Department of Antioquia, this work offers a characterization of the legacies of the paramilitary phenomenon, and its continuities and transformations in relation to one particular paramilitary confederation, the Autodefensas Unidas de Colombia (AUC). In many regions, the AUC gained territorial, economic, and social control by man- aging the illegal drug economy and perpetrating political violence against leftist parties and social organizations. Paramilitaries have thus exerted what we refer to as status quo-oriented violence. As we illustrate for the case of Medellín, mechanisms of territorial, economic, and social control, as well as the particular manifestations of violence related to these mecha- nisms, have been transferred to paramilitary successor groups. In 2002 independent candidate Alvaro Uribe won the presidency in elections that were considered generally free and fair. The 41-year internal armed conflict continued between the government and Foreign Terrorist Organizations, particularly the Revolutionary Armed Forces of Colombia (FARC), the National Liberation Army (ELN), and certain blocs of the United Self-Defense Forces of Colombia (AUC) that were not involved in demobilization negotiations with the government. While civilian authorities generally maintained effective control of the security forces, there were instances in which elements of the security forces acted in violation of state policy. Although serious problems remained, the government's respect for human rights continued to improve. All actors in the internal armed conflict committed human rights violations; the majority of violations were committed by illegal armed groups. There were improvements in certain human rights categories related to the government's concentrated military offensive and ongoing demobilization negotiations with the AUC.
