La trata de personas humanas constituye un ultraje vergonzoso a la dig­ nidad humana y una grave violaci6n de los derechos humanos fundamentales. Ya el concilio Vaticano II habia indicado que «la esclavitud, la prostituci6n, la trata de blancas y de j6venes, asi como las condiciones ignominiosas de tra­ bajo en las que los obreros son tratados como meros instrumentos de lucro, no como personas libres y responsable», son «oprobios que, al corromper la civilizaci6n humana, deshonran mas a quienes los practican que a quienes padecen la injusticia y son totalmente contrarios al honor debido al Creador» (Gaudium et spes, 27). Estas situaciones son una afrenta a los valores funda­ mentales que comparten todas las culturas y todos los pueblos, valores arrai­ gados en la misma naturaleza de la persona humana. El alarmante aumento de la trata de seres humanos es uno de los pro­ blemas politicos, sociales y econ6micos urgentes vinculados al proceso de globalizaci6n; representa una seria amenaza a la seguridad de cada naci6n y es una cuesti6n de justicia intemacional impostergable. Esta conferencia refleja el creciente consenso internacional sobre el hecho de que la cuesti6n de la trata de seres humanos ha de afrontarse mediante la promoci6n de instrumentos juridicos eficaces para detener ese comercio inicuo, castigar a los que se beneficien de él y contribuir a la reha­ bilitaci6n de sus victimas. Al mismo tiempo, la conferencia ofrece una sig­ nificativa oportunidad para una reflexi6n seria sobre las complejas cuestio­ nes relativas a los derechos humanos planteadas por esa trata. lQuién pue­ de negar que las victimas de ese crimen son a menudo los miembros mas pobres e indefensos de la familia humana, los «ultimos» de nuestros her­ manos y hermanas? En especial, la explotaci6n sexual de mujeres y nifios es un aspecto par­ ticularmente repugnante de este comercio y debe considerarse como una I Mensaje del Papa a una conferencia intemacional celebrada en la Universidad Gregoriana los dias 15 y 16 de mayo 2002. La irritante tendencia a ver la prostituci6n como un negocio o una industria no s610 contribuye a la trata de seres humanos, sino que, de por sf, es la prueba de una tendencia cada vez mayor a separar la libertad de la ley moral y a red1.l­ cir el rico misterio de la sexualidad humana a mero producto de consumo. Por esta raz6n, confio en que la conferencia, al abordar las importan­ tes cuestiones polfticas y juridicas que entrafia la respuesta a esta plaga moderna, analice también los profundos interrogantes éticos planteados por la trata de seres humanos. Es necesario prestar atenci6n a las causas mas profundas de la creciente «demanda» que alimenta el mercado de la escla­ vitud humana y tolera el costo humano que deriva de él. Un enfoque serio de las cuestiones que implica llevara también a un examen de los estilos de vida y de los modelos de comportamiento, particularmente con respecto a la imagen de la mujer, que generan lo que se ha convertido en una verda­ dera industria de explotaci6n sexual en los pafses desarrollados. De igual modo, en los pafses menos desarrollados, de los que procede la mayorfa de las victimas, es necesario activar mecanismos mas eficaces para prevenir la trata de personas y la rehabilitaci6n de sus vIctimas. Con aliento y esperanza, expreso mis mejores y mas cordiales deseos para los trabajos de la conferencia. JUAN PABLO II 6 SCHIAVITU' DEL XXI SECOLO: LA DIMENSIONE DEI DIRITTI UMANI NELLA TRATTA DELLE PERSONE All'Arcivescovo JEAN-LoUIS TAURAN, Segretario per i Rapporti con gli StatF In occasione della «Conferenza Internazionale: Schiavitù del XXI seco­ lo: la dimensione dei diritti umani nella tratta delle persone», Le chiedo cor­ tesemente di trasmettere a tutti i presenti i miei affettuosi saluti e l'assicu­ razione del mio intimo interesse personale. Il commercio di persone uma­ ne costituisce un oltraggio alla dignità umana e una grave violazione dei diritti umani fondamentali. Già il Concilio Vaticano II aveva definito «ver­ gognose» «la schiavitù, la prostituzione, il mercato delle donne e dei giova­ ni, o ancora le ignominiose condizioni del lavoro con le quali i lavoratori sono trattati come semplici strumenti di guadagno, e non come persone libe­ re e responsabili» e che «mentre gustano la civiltà umana, ancor più inqui­ nano coloro che così si comportano e ledono grandemente l'onore del Crea­ tore» (Gaudium et spes, n. 27). Questi situazioni sono un affronto ai valori fondamentali condivisi da tutte le culture e da tutti i popoli, valori radicati nella natura stessa della persona umana. L'aumento allarmante del commercio di esseri umani è uno dei pres­ santi problemi economici, sociali e politici associati al processo di globaliz­ zazione. E' una grave minaccia per la sicurezza delle singole nazioni e un'improcrastinabile questione di giustizia internazionale. Questa Conferen­ za riflette il crescente consenso internazionale sul fatto che la questione del­ la tratta di esseri umani deve essere affrontata promovendo efficaci stru­ menti giuridici che pongano fine a questo ingiusto commercio, puniscano quanti ne traggono profitto e contribuiscono alla riabilitazione delle sue vit­ time. Al contempo, la Conferenza oltre un'opportunità significativa per una riflessione seria sulle complesse questioni relative ai diritti umani sollevate da questa tratta. Chi può negare che le vittime di questo crimine sono spes­ so i membri più poveri e più indifesi della famiglia umana, «gli ultimi» fra i nostri fratelli e fra le nostre sorelle? In special modo, lo sfruttamento sessuale di donne e di giovani è un aspetto particolarmente ripugnante di questo commercio e va riconosciuto come violazione intrinseca della dignità e dei diritti umani. Sabato 18 magio 2002, p. 4). 7 contribuisce al commercio dei esseri umani, ma è di per sé la prova di una crescente tendenza a separare la libertà dalla legge morale ea ridurre il ric­ co mistero della sessualità umana a un mero prodotto di consumo. Per questo motivo, ho fiducia nel fatto che la Conferenza, affrontando le importanti questioni politiche e giuridiche legate alla risoluzione del pro­ blema che questa piaga moderna rappresenta, esplorerà anche le profonde questioni etiche sollevate dalla tratta di esseri umani. Bisogna prestare atten­ zione alle accuse più profonde dell'aumentata «domanda» che alimenta il mercato della schiavitù umana e tollera il costo umano che ne deriva. Un approccio sano a tali questioni porterà anche all'analisi degli stili di vita e dei modelli di comportamento, in particolare a proposito dell'immagine del­ la dona, che generano quella che è divenuta una vera e propria industria di sfruttamento sessuale nei Paesi industrializzati. Parimenti, nei Paesi meno avanzati, dai quali proviene la maggior parte delle vittime, bisogna svilup­ pare meccanismi più efficaci di prevenzione della tratta di persone e di riabi­ litazione delle sue vittime. Con incoraggiamento e speranza porgo cordiali e buoni auspici per l'o­ pera del Conferenza. Sugli organizzatori e sui 'partecipanti invoco volentie­ ri l'abbondanza delle Benedizioni Divine. GIOVANNI PAOLO II 8 TWENTY-FIRST CENTURY SLAVERY: THE HUMAN RIGHTS DIMENSION TO TRAFFICKING IN HUMAN BEINGS To Archbishop LEAN-LoUIS TAURAN, Secretary for Relations with States3 On the occasion of the Intemational Conference «Twenty-First Century Slavery: The Human Rights Dimension to Trafficking in Human Beings», I ask you kindly to convey to all present my warm greetings and the assurance of my close personal interest. The trade in human persons constitutes a shocking offence against human dignity and a grave violation offundamental human rights. Already the second Vatican Council had pointed to «slavery, prostitution, the selling of women and children, and disgraceful working conditions where people are treated as instruments of gain rather than free and responsible persons» as «infamies» which «poison human society, debase their perpetrators» and constitute «a supreme dishonor to the Creator» (Gaudium et Spes, 27). Such situations are an affront to fundamental values which are shared by all cul­ tures and peoples, values rooted in the very nature of the human person. The alarming increase in the trade in human beings is one of the press­ ing political, social and economic problems associated with the process of globalization; it presents a serious threat to the security of individuaI nations and a question of intemational justice which cannot be deferred.

    SINGLENESS AND THE STATE: UNMARRIED AND WIDOWED WOMEN IN GUADALAJARA, MEXICO, 1821-1910 By Andrea Vicente A DISSERTATION Submitted to Michigan State University in partial fulfillment of the requirements for the degree of DOCTOR OF PHILOSOPHY History 2012 ABSTRACT SINGLENESS AND THE STATE: UNMARRIED AND WIDOWED WOMEN IN GUADALAJARA, MEXICO, 1821-1910 By Andrea Vicente This is a study of women who lived without men between 1821 and 1910 in Guadalajara Mexico. In these years single and widowed women consistently outnumbered men in the city. I argue that disproportionate sex ratios created obstacles to legal marriage at a time when Mexican political leaders and reformers promoted marriage and motherhood as an important, idealized part of a solution to political instability in the aftermath of Independence in 1821. The same liberal political philosophies that motivated the fight for national Independence, promoted new economic and social reforms that displaced rural peasants forcing many to seek employment in cities. It was a trend that added to the demographic growth and industrialization of Guadalajara and created a growing class of poor urban workers. Among these new migrants were women who arrived to the city widowed and single. Some women never married, or remarried. Others lived in consensual unions and mothered illegitimate children. City officials grew anxious over the presence of unmarried working women who lived outside the boundaries of traditional marriage and patriarchal control. Increasingly, politicians, clergymen, women’s magazines, police and judges of various political stripes debated the role of unmarried women in their efforts to reform what they believed to be the wayward lifestyle that typified the urban poor.

Statement on the Proposed ‘Don’t Ask Don’t Tell’ Legislation (01.VI.10) In a response to a request from the Chiefs of Chaplains of the Armed Forces I communicated some considerations and concerns regarding the proposal to change the existing legislation regarding persons with a homosexual orientation in the military. In fulfilling my role as the chief shepherd of Catholics in the United States Armed Forces, I have had the opportunity of visiting many installations in the recent past. A number of chaplains and commanding officers have expressed concerns about the effects of a change. There is a request for guidance. The teaching of the Catholic Church is clearly expressed in the Catechism of the Catholic Church: 2357 Homosexuality refers to relations between men or between women who experience an exclusive or predominant sexual attraction toward persons of the same sex. It has taken a great variety of forms through the centuries and in different cultures. Its psychological genesis remains largely unexplained. Basing itself on Sacred Scripture, which presents homosexual acts as acts of grave depravity,140 tradition has always declared that "homosexual acts are intrinsically disordered."141 They are contrary to the natural law. They close the sexual act to the gift of life. They do not proceed from a genuine affective and sexual complementarity. Under no circumstances can they be approved. 2358 The number of men and women who have deep-seated homosexual tendencies is not negligible. This inclination, which is objectively disordered, constitutes for most of them a trial.
