Ch's Initials___46 Minutes of the Adderstone with Lucker Parish Minutes of the Adderstone with Lucker Parish Council virtual meeting, held on Tuesday 10th November 2020 at 7.00 p.m. Website: https://northumberlandparishes.uk/adderstone Present: Chairman J Clough Vice-Chairman J Baillie Parish Councillors: L Robson, L Harrison, J Mallen & D Spours. County Councillor G Renner-Thompson Clerk I Hunter 2 members of public The Chairman gave a vote of thanks to the local community, St Hilda’s Church and the Watson Memorial Hall, for the display in Lucker for Remembrance Day. Public Question Time – The Chairman reported written questions had been received from the Applicant of Planning Application No 20/02793/FUL after the deadline to submit questions, however, he will respond to the questions at Agenda Item No 9. As the applicant was present the Chairman asked him if he had any further questions. The applicant replied no. Apologies for Absence: None Declaration of Interest: Parish Councillor L Robson declared a personal & prejudicial interest in Planning Application No 19/03876/FUL. The Vice-Chairman declared a personal & prejudicial interest in the request for financial assistance from the Watson Memorial Hall. Requests for Dispensation- None Minutes of the Meeting: The previously circulated Minutes of the Parish Council Meeting held on 15th September 2020 were agreed as a true record the Chairman to sign a hard copy. Min 208- Annual Insurance Premium- Parish Councillors ratified the payment of £175.07 to Northumberland County Council for the Annual Insurance Premium Min 209- Requests for financial assistance- Parish Councillors considered the request from St Hilda’s PCC for a contribution towards the grass cutting. Parish Councillor L Robson proposed & Parish Councillor J Mallen seconded a donation of £600. This was agreed. The Vice-Chairman did not take part in the next item Parish Councillors considered the request from Watson Memorial Hall for a donation. Parish Councillor L Robson proposed & Parish Councillor L Harrison seconded a donation of £500. This was agreed. Min 210- Financial Statement Current Account- £ 4185.32 Ch’s Initials________ 46 Min 211- Accounts for Payment- • Northumberland CC £ 175.07 Annual Insurance premium • E I Hunter £ 76.18 Salary- 9.5 hours @ £10.04 per hour • HMRC £ 19.20 PAYE • St Hilda’s PCC £ 600.00 Donation / grass cutting • Watson Memorial Hall £ 500.00 Donation • SENRUG £ 10.00 Annual subscription The Chairman proposed & the Vice-Chairman seconded the £10 annual subscription to SENRUG. Min 212 - Planning Application Parish Councillor L Robson declared a personal & prejudicial interest in Planning Application No 19/03876/FUL. Parish Councillors ratified the previously submitted comments to the following planning applications: 19/03876/FUL- Conversion and part reconstruction of steading buildings at Bradford Farm to form 8 dwellings- Bradford Leisure Club, Bradford Farm, Bradford, Northumberland NE70 7JT. No objections already submitted. 20/02793/FUL-Proposed 4No Shepherds Huts for use ancillary to the accommodation provided at The Apple Inn public house. The Apple Core Hill Top Lucker NE70 7JL. Parish Councillors agreed by a majority to submit the following objections: • Lack of parking, the parking mentioned in the application for the 4 new Shepherds Huts is presuming the vehicles will be very small, which would encroach onto the pavement, and this does not take into account that the vehicles could have bike racks as this is a rural community. There is currently an issue with visitors to the Apple Inn parking their vehicles on the grass verges and pavements during the busy periods. This is a small rural village with standard width roads which is regularly used by farm vehicles for access. • Additional parking on pavements and grass verges will have a detrimental impact on local pedestrians. • The Waren Burn is a vital corridor for the local wildlife. There has been sighting of red squirrel, otter, roe deer, hedgehogs, various species of birds as well as bats in this area. • This area is part of the Northumberland Otter Project. • No further trees should be removed from the area as there will be a further detrimental impact on the local wildlife. • This is overdevelopment of the site. • The proposal is encroaching onto the Churchyard • There is a risk of flooding. The Chairman read out a statement in answer to the applicant’s questions, stating that the Parish Councillors respond to planning applications via email with their Ch’s Initials________ 47 comments etc, then the Parish Council response is collated with either a unanimous or a majority decision. The Parish Council has already submitted their response to this application. Parish Councillor J Mallen and D Spours raised concerns to the revised parking plans which the Clerk had circulated today. The applicant responded to say these plans and incorrect, so they will be withdrawn and the correct plans will be submitted. The Chairman stated that Planning Application No 20/02793/FUL has been well debated through emails and this matter is now closed. Min 213- Planning procedure- The Chairman reported on lessons learned: 1. In future Parish Councillors need to respond to the Clerk within 7 days of receiving notification of a planning application, as this will allow for time to call a Parish Council meeting if needed following the correct procedure, then submit the Parish Council response on time. 2. All correspondence received as a Parish Councillor should be treated as confidential to the Parish Council. The Vice-Chairman queried if another B & B business which has Shepherd Huts has the appropriate planning permissions, as the Parish Council have not received any planning application consultations. Parish Councillors agreed the Clerk check with the Planning Department at Northumberland County Council to see if any permissions are required. Min 214- Planning Approval 20/02606/HEGRMN- Hedgerow removal notice: removal of hedgerow measuring 385m in order to merge the adjacent fields and enable more efficient large scale commercial arable operations. - Hedgerow To The West Of North Bellshill Farm Bellshill Belford NE70 7HP. Min 215- Correspondence • Local Business- Request for recycling bins in Lucker. This is no longer required. • CPRE- Autumn 2020 Newsletter • Age Uk- Information & request for a donation. • Clerks & Councils Direct – November newsletter The Chairman reported no actions were required on any of the above. Min 216- Budget 2021/22- The Clerk gave an in-year update on the budget position. The Chairman informed the meeting that normal practice is he prepares and circulates a draft budget ahead of the January meeting for Parish Councillors to consider. He also proposed looking to see if next year’s budget could be decreased as this would provide a small saving to residents in this difficult time. Parish Councillors agreed the Chairman draft a 2021/22 budget ahead of the January meeting and look to see if he could make some savings. Public Question Time: Members of the public raised the following concerns and comments about the proposed closure of the A1 on 2nd March for 17 days. • There has been no formal consultation or notification. • One pub had been consulted and they are requesting support from Highways England for the wages account as they will have no income. • Businesses will be affected. • The MP Anne-Marie Trevelyan has been contacted and has been involved. • The owners of Purdy Lodge have e-mailed Highway’s England with proposals to reduce the impact on local businesses. So far, no reply has been received. • The contractor Tarmac have agreed to meet Mr & Mrs Davidson and family at 5pm on 14th February to discuss the issue. • The MP Anne-Marie Trevelyan can put an order in place to defer the proposed works. County Councillor G Renner-Thompson to follow this up. • Residents will be able to access and exit their junction by a convoy system, however there will be a minimum of a 20-minute wait. • HGV’s will use minor roads. County Councillor G Renner-Thompson replied Northumberland County Council will be surveying the diversion routes ahead of the proposed works, to allow them to a record of the current road conditions.
