Trump The White House Washington, DC Dear Mr. President: On April 12, 2018, you signed Executive Order 13829, which established the Task Force on the United States Postal System to evaluate the operations and finances of the United States Postal Service (USPS) and develop recommendations for administrative and legislative reforms for the U.S. postal system. The goal of these recommendations is to identify a path for the USPS to operate under a sustainable business model, providing necessary mail services to citizens and businesses, while competing fairly in commercial markets. The Task Force conducted extensive outreach to stakeholders and performed in depth research and analysis in order to understand the wide range of challenges facing the USPS. In addition to our August 10, 2018, submission, the Task Force presents here its findings and full list of recommendations. Having met with thousands of parcel shippers over the past 25 years, I’ve compiled a list of recurring mistakes shippers continue to make. And it’s costing shippers big time – into the hundreds of millions annually! The good news is that most of fixes are relatively easy, do not require significant capital outlay, are not overly time consuming, and can produce significant operational improvements and cost savings. Sound good? Let’s go! Here are the Top Ten mistakes in order. 10. Over relying on a single carrier Are you still using a single carrier for the majority of your shipping? Many shippers sole source for convenience or to maximize revenue based incentives with carriers like FedEx and UPS. However, you could realize service improvements and cost reduction by adding additional service providers to your carrier mix. The United States Postal Service (USPS), postal consolidators (FedEx SmartPost, UPS SurePost, UPS Mail Innovations, DHL Global Mail, OSM Worldwide, Newgistics, etc.), as well as regional carriers (OnTrac, Eastern Connection, Spee Dee Delivery Service, LaserShip, Pitt Ohio, and Lonestar Overnight to name a few) offer multiple shipping solutions and benefits to compliment parcel giants UPS and FedEx. A 2012 Shipware survey on shippers’ usage of regional carriers reveals that less than 30% of volume shippers are using regional parcel carriers. -

Domestic mail is classified by size, weight, content, service, and other factors. 1.2 Copies of the DMM The DMM is available online on Postal Explorer (pe.usps.com). Copies of the DMM may be inspected during normal business hours at USPS Headquarters; area and district offices. A copy is also filed at the Office of the Federal Register, National Archives and Records Administration. 1.3 Revisions to the DMM USPS may change the standards in the DMM. Substantive revisions are published in the Postal Bulletin and, when appropriate, the Federal Register. 1.4 Terms in the DMM Terms in the DMM referring to the singular also apply to the plural, unless the context indicates otherwise. The term postmaster also applies to an officer-in-charge and, in district host cities, to the district manager. -

CLASS ACTION COMPLAINT Plaintiffs Steven Sivak (“Sivak”) and International Samaritan (collectively, “Plaintiffs”), individually on behalf of themselves and all others similarly situated, bring this Class Action Complaint against United Parcel Service Co., (“Defendant,” or “UPS”), and in support allege as follows: INTRODUCTION 1. This is a class action seeking relief on behalf of all persons who used UPS to ship a package and purchased and paid for additional coverage for loss or damage from UPS. UPS has for years been systematically overcharging customers for the first $100 of declared value coverage, which UPS in its standardized published rates claims to provide for free for each package sent. UPS thus accepts liability for loss or damage for all packages up to $100.00 as part of its service fee and there is no additional charge for the $100 of coverage. Customers shipping products with a value in excess of $100 are able to purchase additional coverage for a fee. The exact UPS disclosure states that “UPS’s liability for loss or damage to a shipment is limited to $100.00 without a declaration of value” and that “The maximum declared value is 2:13-cv-15263-GER-RSW Doc # 1 Filed 12/27/13 Pg 2 of 76 Pg ID 2 $50,000.00 per package.
