7 The Morley-Ellenbrook Line will Procurement be delivered through a number of approach different contracts.

Recognising the complexity of delivering the Morley-Ellenbrook Line, the works are largely divided into four packages.

Package 1: The Bayswater Station Upgrade includes building the second platform and other works as part of the Morley-Ellenbrook Line connecting into the Midland Line.

Package 2: The Tonkin Gap project includes significant civil and structural works between Bayswater and Malaga to allow access in and out of the Tonkin Highway.

Package 3: The forward works will be delivered under a series of standalone contracts managed by the PTA and will include geotechnical field investigations, survey works, and the relocation and protection of the in-ground and overhead services of both the PTA and third-party assets.

Package 4: The main works will be delivered through a competitive alliance contract to manage project and stakeholder interface and mitigate project risks. The contract will managed by the PTA and include the design, construction and commissioning of rail track, systems and five stations. This will include bulk earthworks and retaining, structures, grade separations, roads and drainage.

9 The Morley-Ellenbrook Line project has Environmental, a number of environmental, heritage and heritage and community considerations, which are being addressed through active and ongoing community consultations. This will continue to be a considerations strategic priority for the project.

The project will cross areas that are largely cleared of native vegetation and, where unavoidable, will work to minimise impacts on some Environmentally Sensitive Areas. The successful contractors will be required to demonstrate how they will minimise impacts and protect these areas during construction, as well as restore when works are completed.

Environmental referrals will be submitted in late 2019. METRONET and the PTA have adopted a collaborative approach to stakeholder consultations and are liaising on an ongoing basis with the EPA Services Unit and other regulatory agencies.

ABORIGINAL ENGAGEMENT METRONET’s Aboriginal Engagement Strategy, also known as ‘Gnarla Biddi’ (Our Pathways) consists of five engagement streams, each of which outlines specific targets and minimum requirements for the METRONET Office, METRONET lead agency, and the main contractors to meet.
