Date: 31 May 2019 Loan No. L3472-MYA: Equipping Youth for Employment Project and Title: 48431/EYE/ICB/CW/Schools/01: Construction and Completion of Additional Contract No. Classrooms Blocks and Students’ Dormitories (male – female segregated) – and Title: Lots 1 to 18 Deadline for Submission of 16 July 2019; 13:00 hours (MST) Bids:

1. The Government of Myanmar has received financing from the Asian Development Bank (ADB) towards the cost of Equipping Youth for Employment (EYE) Project. Part of this financing will be used for payments under the contracts named below. Bidding is open to Bidders from eligible source countries of ADB.

2. The Ministry of Education (represented by the Department of Education Research, Planning & Training) (“the Employer”) invites sealed bids from eligible Bidders for the construction and completion of additional classrooms blocks and students’ dormitories (male – female segregated) (“the Works”) as outlined below:

• Lot 1 – Construction of 3 units of Classroom Blocks and 3 units of Dormitories at existing school locations (at Townships - Paduang, Paungde and Thegon) in Bago (W) • Lot 2 – Construction of 3 units of Classroom Blocks and 3 units of Dormitories at existing school locations (at Townships – Bago, Kawa and Waw) in Bago (E) • Lot 3 – Construction of 3 units of Classroom Blocks and 3 units of Dormitories at existing school locations (at Townships - Taungoo, Phyu and Oktwin) in Bago (E) • Lot 4 - Construction of 2 units of Classroom Blocks and 2 units of Dormitories at existing school locations (at Townships – Thabaung and Kyaunggon) in Ayeyarawady • Lot 5 – Construction of 3 units of Classroom Blocks and 3 units of Dormitories at existing school locations (at Townships – Pyapon, Kyaiklat and Dedaye) in Ayeyarawady • Lot 6 – Construction of 2 units of Classroom Blocks and 2 units of Dormitories at existing school locations (at Townships – Ngapudaw and Kangyidaunt) in Ayeyarawady • Lot 7 – Construction of 3 units of Classroom Blocks and 3 units of Dormitories at existing school locations (at Townships – Kyonpyaw, Zalun and Myanaung) in Ayeyarawady • Lot 8 – Construction of 3 units of Classroom Blocks and 3 units of Dormitories at existing school locations (at Townships – Magway, Natmauk and Yesagyo) in Magway • Lot 9 – Construction of 3 units of Classroom Blocks and 3 units of Dormitories at existing school locations (at Townships – Taunggyi, Hsihseng and Pekon) in Shan (S) • Lot 10 – Construction of 2 units of Classroom Blocks and 2 units of Dormitories at existing school locations (at Townships – Kut Kai and Kyaukme) in Shan (S) • Lot 11 – Construction of 3 units of Classroom Blocks and 3 units of Dormitories at existing school locations (at Townships – Myingyan, Kyaukpadaung and Nyaung U) in Mandalay

Bidders may bid for one or several contracts, as further defined in the Bidding Document. Bidders wishing to offer discounts in case they are awarded more than one contract will be allowed to do so, provided those discounts are included in the Letter of Bid.

3. International Competitive Bidding will be conducted in accordance with ADB’s Single- Stage: One-Envelope procedure and is open to all Bidders from eligible source countries as described in the Bidding Document.

4. Only eligible Bidders with the following key qualifications may participate in this bidding:

The similarity of the Bidder’s participation shall be based on the physical size, nature of works, complexity, methods, technology or other characteristics as described in Section 6 (Employer’s Requirements) in the Bidding Document.

Bids will be opened immediately after the deadline for bid submission in the presence of Bidders’ representatives who choose to attend. Late Bids will be rejected. Electronic Bid submission is not permitted.
