Raport o stanie bezpieczeństwa na obiektach piłkarskich Ekstraklasy, I i II ligi w sezonie 2008/2009 został opracowany wspólnie przez Ekstraklasę S.A. (część dotycząca Ekstraklasy) i Wydział ds. Bezpieczeństwa na Obiektach Piłkarskich PZPN. Jest to 13 kolejne opracowanie. Dokument ten dotyczy całości rozgrywek sezonu 2008/2009. Wszystkimi zagadnieniami związanymi z zapewnieniem porządku i bezpieczeństwa na stadionach koordynuje Wydział ds. Bezpieczeństwa na Obiektach Piłkarskich PZPN. W sezonie 2008/2009 na meczach Ekstraklasy organizowano przedmeczowe spotkania organizacyjne z udziałem przedstawicieli klubów, Policji, służb porządkowych, spikera oraz delegata. System oparty na doświadczeniach UEFA jest kontynuowany, sprawdza się i wpływa na poprawę organizacji imprez masowych. W sezonie 2008/2009 nastąpił spadek liczby widzów, którzy obejrzeli mecze Ekstraklasy. Ogółem 240 meczów obejrzało 1.566.900 widzów, co daje średnią 52.230 widzów na kolejkę i 6.602 widzów na mecz. W porównaniu z sezonem 2007/2008 stanowi to spadek o 2%.
