MINUTES AAA Victorian Division Meeting Tuesday 28 February 2017 10:00‐15:00 Conference Room 1, Australian International Airshow 2017, Avalon Airport 1. Welcome and Apologies Paul Ferguson (Chair) opened the AAA Victorian Division meeting and welcomed members, thanking them for their participation. Members were then provided a brief welcoming address from the organisers of the Australian International Airshow. Members also noted and approved the minutes of the last meeting. It was noted that the previous secretary of the Victorian Division had resigned and that the position was open to nomination from AAA members. Members also extended their thanks to Arcadis for kindly agreeing to sponsor the division meeting. Attendees to the meeting were noted as listed below. VIC Chairman’s report Paul Ferguson (Chair) provided members with the Victorian Chairman’s report Members noted that overall passenger numbers were up 5 per cent across the state, approaching record levels. It was also noted that significant investment is underway in Victoria, including $25 million runway extension project at Mildura Airport. Members noted a number of recent changes that have been implemented by OTS to aviation security, particularly the new airside screening arrangements at major international airports. 2 MINUTES | AAA Victorian Division Meeting | Tuesday 28 February 2017 Members noted that Moorabbin Airport continues to foster and grow the flight training, with the establishment of new facilities and record levels of students. Members also noted the recent tragic charter accident at Essendon, it was acknowledged that Essendon Airport responded very well to the circumstances, with other Victorian airports offering assistance which was good to see. It was also noted that the AAA extended its support to Essendon Airport and offered its assistance with any public messaging that may be required. 3. AAA Update Caroline Wilkie (CEO, AAA) provided members with a general activity update from the AAA. The details of this are contained in the presentation slides to be circulated with the minutes. 4. AAA Policy Update Simon Bourke (Policy Director, AAA) provided members with an update on recent policy and advocacy activity from the AAA. The details of this are contained in the presentation slides to be circulated with the minutes. 5. AAA Education Launch Andrew Goodlace (Education Manager, AAA) provided members with the AAA work in developing online education course for the industry. The details of this are contained in the presentation slides to be circulated with the minutes. 6. Around the State members’ reports Members were invited to share updates on recent activity within their businesses. Airport business shared information on new developments under way, which included fuel facilties, growth in flight schools, non‐aeronautical and commercial developments, land acquisition for future aviation developments, as well as the substantial capital works program underway at Melbourne Airport including runway, taxiway, apron and lighting upgrades. Members also recognised the particularly stressful time that Essendon Airport has endured recently following the tragic plane accident, with Phil Gregory (Essendon Airport) extending his thanks and gratitude to fellow members for their offers of assistance over the course of the week. 7. Airports and Rural Health Jane Farmer (Swinburne University) provided members with a presentation on the role airports play in supporting health outcomes in regional Australia. The details of this are contained in the presentation slides to be circulated with the minutes. 8. PFOS – the issues and options Dr Ian Ross (Arcadis) provided members with a presentation on the research and intiatives that Arcadis has been involved in regarding PFAS, as well as developments internationally on this issues. The details of this are contained in the presentation slides to be circulated with the minutes. The presentation covered recent PFAS news and developments, regulatory frameworks, conceptual site models, different firefighting foams and case studies. 9. Airservices Australia Update Kent Quigley (Airservices Australia) provided members with a presentation on recent activity within Airservices Australia. The details of this are contained in the presentation slides to be circulated with the minutes. 3 MINUTES | AAA Victorian Division Meeting | Tuesday 28 February 2017 The presentation covered off on the Accelerate Program detailing changes completed and underway at Airservices. Four service delivery initiatives for 2016‐17 were explained: 1. Promoting and supporting regulatory reform activities in the provision of air navigation and aviation rescue fire fighting services. 2. Future Airspace System. 3. Airport Collaborative Decision‐Making. 4. Long range air traffic flow management. 10. CASA Update Darren Angelo (CASA) provided members with a presentation on recent and relevant activity within CASA. The details of this are contained in the presentation slides to be circulated with the minutes. The presentation covered: . 1: ANAA staffing update New Aerodrome Inspectors: Melbourne Perth Sydney (pending). Joe Hain (team Leader) relocation. 2: CASR 139 Post implementation Review. Noted NPRM target date is April/May. Project team will be reformed following NPRM feedback to discuss. 3: General standards updates . 4: Aerodrome Sector Risk Profile 11. Wildlife Hazard Management – Misrepresentation of LASERS used for Airside Wildlife Hazard Management Jeff McKee (Avisure) provided members with a presentation on the potential misrepresentation of lasers used for Airside Wildlife Hazard. Melbourne Airports Operations Update Katie Cooper (Melbourne Airport) provided members with a presentation on history and growth of Melbourne Airport. The details of this are contained in the presentation slides to be circulated with the minutes. 13. Corporate Project of the Year – BECA Melbourne airport slab replacement Joe Walsh (BECA) provided members with a presentation on the BECA/Melbourne Airport slab replacement project. The details of this are contained in the presentation slides to be circulated with the minutes. 14. Ballarat Airport Update Members noted that Ballarat Airport were a late apology and would not be providing this presentation. 15. Close Members noted that the next meeting will likely be held in August 2017. 4 .
