1. Welcome and Apologies

Paul Ferguson (Chair) opened the meeting and welcomed members, thanking them for their attendance. A lunchtime visit to the Australian National Aviation Museum was offered to all attending members as well as a site tour of .

2. AAA Vic Chairman’s Report

Vale Kevin Gould. The group endorsed a motion of sympathy. A letter expressing the industry’s sympathy is to be forwarded by the AAA to CASA.

Positive industry issues were discussed including • has the two busiest Australian by movements accounting for 40%/ 244,000 of total movements; • East Sale Airport won the ADF flight training contract; • hosted a successful airshow; • The national stronger regions fund support multiple Victorian airport works.

The Chair confirmed the resignation of Sarah Renner (previous AAA Vic Division Chair), acknowledging her outstanding contribution to the AAA. The Chair called for nominations for the Deputy Chair position however no immediate nominees were identified. The Chair undertook to work with the Group to fill the vacant position.

Guy Thompson (AAA National Chairman) briefly presented on AAA Strategic Plan, AAA initiatives, director and officer changes, Board meeting outtakes and upcoming events. The Group were reminded of the AAA National Conference occurring 21-25 November and the Ops Swap in May to be convened at .

The Vic AGM venue is to be confirmed – interested airports were asked to contact the Chair or the AAA office. A CBD location would otherwise be booked. The Chair requested the Group forward Agenda suggestions for the August AAA Vic Division meeting to the Chair (e.g. grants

availability & process, airfield pavement case studies, ground transport issues, business park planning).

3. AAA Secretariat Update

The AAA Regional Airports officer provided members with an update on AAA activities including: • team changes within the AAA with all staff changes included on the AAA website. • four new practice notes have been released including: - Airside Safety Guide - Small Regional Aerodrome Handbook - Wildlife Hazard Management at Airports - Considerations for improving Disability Access at Airports

ACTION: Distribute the AAA presentation with the meeting minutes.

The AAA Chair: • advised the Group of organisational changes and seconded the call for Deputy Chair, Vic Division nominations; • thanked the Group for its participation in last year’s survey and noted the influence of the results on this year’s AAA strategic planning process. The strategic plan lists four main pillars: - Education - Member services - Advocacy (area of focus is relations with State Governments); and - Research

The Group was reminded to book accommodation for the AAA National Conference as soon as possible as the Conference coincides with a parliamentary sitting week.

5. Around the State

Lethbridge • $1m grant for , $5-6m being spent on hangars, $230K invested by the shire for the aviation fuel tanks • 2 runways (1 grass, 1 sealed). 1.2 km long with a tourism and training focus • Strong interest in freehold hangar sites • 70 aircraft based at the airport – probably will double that in the next 12 months.

Australian International Airshow • AAA meeting will be held at Avalon Airshow on Tuesday 28 Feb 2017 in Chairman’s Lounge followed by refreshments.

Beca • Consulting and Runway planning and works were discussed

Downer • Resurfacing

Airport Surveys • Consulting to 120 airports in 5-6 states. • Major issues are environmental restrictions on removal of vegetation (mainly affects rural airports) and awareness of obstacles related issues by third party stakeholders

Safegate • Multiple projects underway and upcoming. • Upgrade works underway at Rockhampton.

Bacchus Marsh Aerodrome • Master Planning and stakeholder (glider clubs) consultation underway.

Fulton Hogan • Current projects in Brisbane, Adelaide, Devonport • Melbourne Airport Southern Precinct Project - Terminal 4 and Taxiway Victor South

Gannawarra Shire • Cohuna upgrade – planning for two runway strips, upgraded lighting, hardstand for 10 aircraft • Kerang – purchase of property to the south to future-proof the aerodrome

Avdata • Primary function is data recording and billing • Monitoring air traffic using ASA flight data, audio recordings, and camera data.

Kneebush Planning • Melbourne Airport East-West runway and Master Plan • Bacchus Marsh and Horsham Master Plans

Wellington Shire • RAAF Controlled airspace • 20-30 aircraft based at West Sale • Military training at East Sale is estimated as a $2b contract over 5 years • will be re-surfaced

Essendon Airport • Non-aviation: Hyatt opening in the New Year, 4 new car yards under development • Aviation: 2 new hangars underway on eastern side of airport. Embarking on a refurbishment of heritage-listed terminal • 45 business jets based at Essendon • Melbourne Water are installing new water main at the airport. 1/3 of Melbourne’s population (western suburbs) receive water from tanks installed at Essendon Airport. They will have to dig up aviation assets (aprons, runways etc.) to maintain tanks.

Marshall Day Acoustics • Primary function is noise forecasting and noise monitoring • Several projects underway including RAAF project at East Sale • Looking for sites to test a noise monitoring system – the Group was asked to contact Justin if interested in participating.

Melbourne Airport • Terminal 4 has opened (Tiger, REX, ) and a new bus drop-off area • Safeguarding is a focus • MDP on exhibition until 25th May.

Vaisala • Specialise in weather systems 4

• Recently completed work for Perth and Canberra Airports.

6. CASA Update

Darren Angelo (CASA) thanked the Group for the support provided following the passing of Kevin Gould. Darren advised that team leaders will be taking over Kevin’s surveillance work. Enquiries are to be directed to Joe Hayne. The CASA presentation will be distributed with the meeting minutes.

7. GA Roundtable

Panel members included: Brett Newman, CEO and Chief Pilot at Professional Helicopter Services Ron Brownlees, Councillor and former Mayor of City of Kingston Mark Darragh, General Manager, Moorabbin Flying Services Matt Smale, General Aviation Regional Manager, Air BP

Moderator: AJ Wackrow, Airport Operations Manager, Moorabbin Airport Corporation

Questions posed to the panel included: 1. What airports do you fly into now? 2. Issues arising with airports? 3. When you’re selecting an airport as a destination, are there any factors that are within the control of the airport operator that would influence your decision? (e.g. infrastructure, flight times, facilities) 4. Are aero charges a material factor in influencing your decision in flying into an airport? 5. For those that fly interstate, could you give us your observations on how Victorian airports compare on an infrastructure basis to other airports around the country.

The main issue cited by members of the panel operating to regional aerodromes is the sourcing of fuel. Air BP stated that ROI does not justify the installation of tanks at all regional aerodromes. Also, the quality of the fuel could not be assured (water in the fuel) and was a safety concern. The provision of other airport services was also cited as an issue.

Operators avoid airports that they consider more difficult to operate into however claim that many of the issues are generated by the airports themselves. Panel members encouraged airports to consider the operator perspective when making decisions.

The City of Kingston stated that the airport is viewed positively by Council due to the development of new business and employment opportunities. However, this only applies where airport developments do not compete with local business. Complaints received by the Council regarding the airport include noise, night flying, development and parachuting. The Council are aware that the compatible siting of residential development is important as is maintaining good communication with the community.

8. Update

Kent Quigley (Airservices Australia) reported on organisational changes. The Airservices presentation will be distributed with the meeting minutes.

Kent requested the Group report any laser activity to Airservices.

9. Victoria Government Update

Marianne Richards (DEDJTR) provided the Victorian Government Update including an update on NASF. The Victorian Government Update presentation will be distributed with the meeting minutes.

Marianne announced her retirement and stated that her replacement will be Brad Richards.

10. Aircraft Noise Management at Regional Airports

Tim Gill (To70) presented on noise management and the challenges facing regional airports. The To70 presentation will be distributed with the meeting minutes.

11. Moorabbin Airport Overview

Paul Ferguson (Moorabbin Airport CEO and Chair) presented an overview of Moorabbin Airport, its development, issues and investment.

12. Moorabbin Airport Tour

A tour of Moorabbin Airport was provided to interested members of the Group.

Meeting Closed at 3.00pm. Moorabbin Airport Tour commenced after the meeting conclusion.
