MINUTES AAA Victorian Division Meeting

1. Welcome and Apologies

Paul Ferguson (Chair) opened the meeting and welcomed members, thanking them for their attendance. New members were welcomed including Moira Shire Council (Yarrawonga Aerodrome) and three corporate members; Briggs Communications, JJ Ryan Consulting and Ubimet. Cate Anderson was introduced and welcomed as AAA Policy and Communications Officer.

All actions arising have been completed. The sole action from the March 16 Division meeting was to distribute the meeting minutes which was completed.

No formal correspondence was received.

2. AAA Vic Chairman’s Report

The Chair thanked sponsors: ISS and Briggs Communications.

The Chair recognised Marianne Richards, recently retired from Department of Economic Development, Jobs, Transport and Resources (DEDJTR) and thanked her for her contribution to the AAA over an extended period.

A brief overview of the Victorian Airports industry was provided. The industry was assessed as stable to positive noting passenger numbers, aircraft movements and industry investment. Ongoing issues regarding regulation and airport infrastructure funding, particularly by regional airports was noted.

3. AAA Secretariat Update

Nick Lane (AAA) and Simon Bourke (AAA) updated members on AAA activities, noting further information on most of the items is available on the AAA website, including:  AAA team changes;  Recent AAA practice notes: o Wildlife Hazard Management at Airports; and o Considerations for improving Disability Access at Airports;  New airport practice notes: o Introduction to Airfield Lighting; and o Introduction to Airfield Pavements;  Regional Airport Infrastructure Study;  Online education and training;  Policy and advocacy on behalf of members; and  Events in 2016/17.

The AAA presentation will be distributed with the meeting minutes.

4. Around the State

Airservices  Refer to the presentation.  Navigation Rationalisation Project (NRP) involved turning off old navigational aids, typically NDBs, VHF omni-directional ranges and distance measuring equipment. Airservices will consult with regional councils to discuss the works, as appropriate.

Cloud Aviation  Invited members to the opening of the new fuel facility at Lethbridge Airport.  Lecturing at Swinburne University (Phil McConnell) – Swinburne is seeking to expand its airport industry contacts.

Gannawarra Shire  Kerang – purchased block of land south of the existing airport site to futureproof a possible future extension.  Cohuna – local golf course continues to invest in new facilities and attract aviation visitors. Wet weather has caused some maintenance issues.

Avalon Airshow  The Airshow managers were pleased to extend, yet again, an invitation for the February 2017 AAA Victorian Division meeting to be convened at the Avalon Airshow on Tuesday 28 Feb 2017. Members will receive access to the Chairman’s Lounge including refreshments.

Vaisala  Certification of Runway Visual Range Systems and thunderstorm manager at various airports completed.  Working with Pacific Island countries to upgrade systems for windshear.  Have purchased a stand at upcoming AAA National Conference.

Air BP  Investing into the market.  Steady demand.  Competitors are changing – ExxonMobil is rationalising assets.

Airport Equipment  Continue to construct aerobridges and associated products.  Team members are undertaking Doctorate studies at Woollongong University (Leigh Robinson) and requested information on the impacts of regional airports on rural economies. Members were requested to contact Leigh with relevant information.

Jacobs  An industry leading engineering form.  Recently finished design on new parallel runway at .  Schematic design for Taxiway Zulu at Melbourne.

Downer  Finished runway grooving at Avalon.  Worked on RAAF base Williamtown (NSW).  Commencing work on Taxiway Tango at Sydney.

Melbourne Airport  T4 opened last year – low cost, high growth terminal.  T3 expansion over Foxtrot pier.  Expecting to double pax numbers in next 10-15 years (primarily from northern Asia).  Commenced 2018 Master Planning.  Warehouse MDP approved last week – 2 year process.  Safeguarding planning projects.  Multiple airfield works o Rubber stripping Rwy 16/34 o Completed Rwy 16 high intensity runway lighting, soon to commence Rwy 27.

Airport Lighting Specialists  Lighting specialist manufacturers and suppliers including for PAPIs, windsock lighting etc.  Focus on regional airports (La Trobe, Cohuna, Kerang, Moorabbin, Hopetoun etc.).

ISS  Provide screening services around Australia.  Refer persentation on WSO capabilities.

Marianne Richards  Continuing to provide input into various groups across the transport sector.  Working with Melbourne University students.

Avisure  Specialising in wildlife and bird strike risk management.  Worked with AAA on Wildlife Hazard Management Practice Note.  Target market in US, also expanding into Middle East.

Wellington Shire  Airports including Yarram, East and West Sale.

 Working with the Australian Defence Force on wildlife hazard management.  Applied for funding for airport improvement works.  Opportunities for growth if runway is extended.  AAA members were invited to visit.

LaTrobe Regional Airport  170 people working on airport.  Refreshing an airport marketing strategy.  Windshear rules require assessment of off airport developments.  UAV regulations an increasing issue as many residents live within 3nm of airport.

Kneebush Planning  Consulting to Melbourne Airport – focus on runway development.  Bacchus Marsh Master Plan, Horsham Aerodrome, La Trobe.  Hospital heliport project, Stage 2 (15 rural and regional hospitals around Victoria).  Providing advice to multiple regional airports.  Master Plan template.

Boral  Delivered Essendon runway resheet works in the last year.  Embarking on works at Airport, tendering for work at Melbourne Airport.

JJ Ryan Consulting  Airport focused engineering firm.  Work closely with Fulton Hogan.  Assessing changing aircraft fleets and the impacts on airport infrastructure and lighting.

Briggs Communications  Specialist communications company, primarily crisis communications.  Further information included in the upcoming presentation.

Bacchus Marsh Aerodrome  Master Planning process well underway.  Engaged Kneebush Consulting to assist.

Marshall Day Acoustics  Noise consultants – planning, monitoring, noise assessments.  Launching new web interface at the AAA National Conference later this year.

Essendon Airport  Building 160 room hotel, 1000 seat conference centre, expanding auto dealership, 4- storey office block for lead tenant.  Passenger screening for JetGo in place.  Constructing 2 new corporate hangars.  Major Melbourne water project construction ongoing.  Processing crane approvals for CBD buildings – due to complete in 2017-2020.

Western Advance  Engineering and services group providing surveillance/ passenger screening for LAGs.  Presence in Australia, New Zealand, Asia and the Middle East.

Moorabbin Airport  Master Plan approved in August 2016.  Flight training update movements steady, customers investing, trainee pilot accommodation and training facilities being negotiated.  Third party infrastructure providers can be challenging post new State Government regulations. Improved consultation by these providers will benefit the community and efficient delivery of developments.

5. Division AGM The AAA informed the Group that office holder terms have now changed to 2-years. Three positions for nomination: Victorian Chairman, Deputy Victorian Chairman and Victorian Secretary.

Paul Ferguson was nominated for Victorian Chairman by Theo Christopher. Seconded by Ross Hibbins. Voted on with show of hands – declared unopposed.

Brian Roberts was nominated in absentia for Deputy Victorian Chairman by David Spencer. Seconded by Roger Druce. Voted on with show of hands – declared unopposed.

Girish Tekwani was nominated for Victorian Secretary by Jason Ryan. Seconded by Paul Ferguson. Voted on with show of hands – declared unopposed.

6. Regional Airport Grants Presentation

Craig Barrass (Regional Development Victoria) presented on how the State supports development in rural and regional Victoria. RDV delivers the Victorian Government’s agenda to drive jobs and more prosperous communities in regional Victoria.

7. Media Management During a Crisis Presentation

Allan Briggs (Briggs Communication) presented on crisis management. A presentation was included on ‘Run, Hide, Fight’ training implemented at Melbourne Airport.

8. Airservices Update

Kent Quigley () presented an update on the new Airservices operating model that commenced 1 July 2016. In the new operating model, Airservices staff numbers are reducing from 4500 to 3600 and Airservices on-airport footprint is being reduced. A plan for tower upgrades and new technology is being implemented.

9. Melbourne Airport Update: Introducing the new Airport Coordination Centre & Situational Awareness Initiative

Katie Cooper (Melbourne Airport) presented the new Melbourne Airport Coordination Centre which is expected to go live (Stage 1) in October. Melbourne Airport expect pax to increase from 33m currently to 64m by 2033.

10. ISS: ARO’s and WSO’s

Frank Doganel (ISS) presented on ISS capabilities in the provision of WSOs. ISS is the 4th largest employer in the world (500,000 staff worldwide). The ISS WSO solution seeks to create a safer airfield, improve security outcomes for a more efficient operation and increased productivity.
