Thank you Very much to Dr. Emma Leslie and the Center for Peace and Conflict Studies (CPCS) for allowing me to address young political and ciVil society leaders. I can reminisce about my tender age when I looked at Moro leaders of the time as my role model, only to be frustrated when most of them only paid lip service to the ills of society that marginalized our people. This feeling of frustration explains why, after getting my master's degree in 1972, I joined first the MNLF and later MILF without any hesitation. I was adamant about fighting for the liberation of our people from the yoke servitude, oppression, and persecution. Perchance, in the eyes of the young generations, we are assuming that part today, and likewise, they are scrutinizing us as we did before. I hope they would not be frustrated by how we played our roles in this troubled 20th and 21st centuries. We have done our best, and at least we have a concrete legacy to pass on to the next generations: concluding the formal negotiation and putting into place the Bangsamoro Government. For today’s session, the organiZers requested me to speak on Islamic Leadership and Political Change. I will try my best to do so. -

Fr. Eliseo “Jun” Mercado, Jr., OMI By Mr. Joey Silva A study of bridging leadership in the Philippines produced in cooperation with the Asian Institute of Management 2002 Fr. Eliseo “Jun” Mercado, Jr., OMI Introduction Mindanao, in southern Philippines, is home to the country's largest concentration of Muslims (an estimated 35% of the island groups’ population are avowed Muslims). The history of the violence in Mindanao spans decades. The current conflicts are a result of the migration of Christians in great numbers from other areas of the country during American rule, the martial law policies and war against the Muslim separatists during the Marcos era, and the unfulfilled hopes of peace after the restoration of democracy in 1986. Mindanawons in general often feel policymakers in Manila do not consider their views when deciding on national issues. The creation of Kusog Mindanaw (“Strong Mindanao”) in 1994 had so far brought 16 roundtable conferences centered on peace and development for Mindanao. This multi- sectoral coalition, whose creation was spearheaded by Fr. Eliseo “Jun” Mercado, Jr., OMI, was primarily established to promote peace and development, and begin a process of increasing the voice of Mindanawons in national policymaking. The Issue Macro Context – A Historical Perspective The struggle of the Moro people began sometime in the 16th century when Spain invaded Muslim Mindanao. Before coming to the Philippines in 1521, the Christian Spaniards already felt deep hatred and prejudice toward Islam and the Muslims, whom they called Moros (Moors). The Moors had actually ruled Spain for 700 years from the 8th to the 15th century. -

CONVERSING WITH THE COSMOS 102000 Linda L. Beeman This paper focu ses on the silk tapestry headcloths woven by Tausug peoples from the Philippine Su lu Archipelago. Called pis siyabet, they captured my attention because they diverge so wildly from the cotton or abaca warp ikat weaving one associates with indigenous peoples from the Philippines and Indonesia. Their material, structure, motif and color fly in the face of local tradition. The dense complexity created by their interlocking square, triangle and diamond motifs suggests cosmic mazes - treasure maps to the unconscious. Pis puzzle us and compel our imaginations. Some history is in order. The Philippine Archipelago was fi rst peopled during the Pleistocene when it was connected by land bridges with the Southeast Asia main land. What became the Sulus offered a wann climate, access to water trade, fertile volcanic soils. -

Tuminez In 2003 the U.S. Department of State asked the United States Institute of Peace (USIP) to undertake a project to help expedite a peace agreement between the government of the Republic of the Philippines (GRP) and the Moro Islamic Liberation Front (MILF). The MILF has been engaged in a rebellion against the GRP for more than three decades, Toward Peace in the with the conflict concentrated on the southern island of Mindanao and the Sulu Archipelago. This report highlights USIP activities in the Philippines from 2003 to 2007. WARREN The impact of the West's commercial intrusion in China towards the end of the eighteenth century had significant bearing on the growth of the slave trade in South east Asia. It led to the crystallization of a permanent slave traffic around organized markets and depots in the Sulu Archipelago. Jolo Island, as the centre of a redistributive network encompassing the Sulu zone, became the most important slave centre by 1800.1 This had not always been the case. Most accounts of the Sulu Sultanate written before 1780 indicate that the internal demand for slaves at Jolo was on a much smaller scale than itwas destined to become in the nineteenth century. These early writers reported that it was often more profitable for the Taosug, the dominant ethnic group in the Sulu Archipelago, to deliver slaves to the Magindanao and Bugis merchants of Cotabato (Mindanao) and Pasir (Borneo) for trans-ship ment to Makassar and Batavia, than employ them in their own settlements.2 Sulu's ascendancy in the late eighteenth century developed out of the expanding trade between India, insular Southeast Asia and China. Commercial and tributary activity became linked with long-distance slave raiding and incorporation of captured peoples in a system to service the procurement of trading produce which made Jolo the Mecca for marine and jungle products for the China trade. Slaves stopped being re-exported to foreign parts by Taosug datus (aristocrats) when international trade to Sulu escalated and the large scale use of slave labour in the fisheries and fields and in raiding prahus became essential for the growth of the Taosug state. -

Sometimes, you’re the archetypical noble Maharlika, sworn follower of your Datu and kneeling before their feet. Other times, you’re just an exceptionally skilled person trying to make ends meet, and ‘loyalty’ is just another word for “whatever makes the most money.” You are a free person, after all. As Maharlika, you venture out into space where you will take on missions, trade, and find more work through fiestas to survive, thrive, and protect what is yours in the dangerous Starsea. The State-Moro Conflict in the Philippines Lisa Huang, Victor Musembi and Ljiljana Petronic June 21, 2012 INAF 5439 1 EXECUTIVE SUMMARY The struggle for self-determination by the Moro people in the Southern Philippines began in 1565 under Spanish colonial rule and is still an unresolved conflict today. Rooted in primordial notions of homeland, indoctrination, social marginalization, and historical displacement, the Moro people and the government have engaged in multiple rounds of negotiations and produced several agreements. Currently, the Moro conflict is one of two large, deeply-rooted, and long lasting insurgencies featuring repeated peace processes in the Philippines; the other being the stop-start process of peace negotiations with the communist insurgents. The Moro people are composed of Sunni Muslims with varying linguistic groups which lack unity. The fragmented rebel groups, including the Moro National Liberation Front (MNLF) group and the Moro Islamic Liberation Front (MILF), have weak legitimacy and bargaining power because of varying interests. The Muslim community perceives that there is a lack of government commitment to provide public goods in tandem to the latter‘s claim of authority over their territory. Furthermore, even though the Autonomous Region of Muslim Mindanao (ARMM) is richly endowed with natural and human resources, poverty and development remain as large concerns. The Moro people view territory as a means to securing an identity, while Manila‘s view of territory is directly linked to its physical survival. In addition to territorial claims, the Moro people have experienced social, political and economic discrimination, creating grievances, which, however, are not considered ‗atypically severe‘1 but rather limited to ‗neglect and remedial policies‘2. -

The Lumads Are Our People, Too! • By Rudy B. Rodil ♥ Introduction The Lumad are the indigenous peoples of Mindanao. They constitute approximately five percent, clearly the minority, of the total Mindanao population in the 1990 census. The rest of the inhabitants in the region are Muslims, also indigenous, estimated at 20 percent; settlers and their descendants roughly make up the balance of 75 percent. It should be pointed out that a good portion of or assimilated into the latter segment are descendants of native inhabitants who were converted to Christianity in the Spanish period, mostly from northern and eastern Mindanao. How they became minorities is the story of this paper. Not only have they been reduced to a numerical minority in their own lands, they have also been marginalized in other aspects of our national life. Their minoritization involved, mainly the state machinery, with unwitting participation from the major segments of the population. It is not our intention to find fault, merely to lay down the facts in the hope that we may be able to help secure for them a well deserved social space in the Filipino nation. Their situation is not beyond help. This presentation is divided into four parts. Part I is on the Lumad communities and their ancestral domains in Mindanao. Part II focuses on the process of marginalization. Part III discusses the actual process of dispossession. Part IV explores the tri-people approach to peace and development in the region. PART I The Lumad Communities and Their Ancestral Domains in Mindanao The Lumad are the Indigenous Cultural Communities of Mindanao, namely, in alphabetical order: the Ata, Bagobo, Banwaon, Bla-an, Bukidnon, Dibabawon, Higaunon, Mamanwa, Mandaya, Mangguwangan, Manobo, Mansaka, Matigsalug, Subanen, Tagakaolo, Talaandig, T'boli, Teduray and Ubo.
