Facets of the North Korea Conflict Actors, Problems and Europe’s Interests Stiftung Wissenschaft und Politik German Institute for International and Security Affairs SWP Research Paper 12 December 2018 Abstract Even after the summit meeting between US President Donald Trump and North Korea’s Head of State Kim Jong Un in Singapore on 12 June 2018, the crisis surrounding North Korea’s nuclear programme and weapons of mass destruction programme remains one of the most dangerous and complex in the world. The conflict is centred on the unresolved tense relationship between North Korea and the USA, and in particular the issue of nuclear weapons possession. Grouped around this are other conflicts characterised by clashes of interests between China, Japan, North Korea, Russia, South Korea and the USA. In addition, within these conflicts, security policy, human rights policy and economic policy have great impact on each other. For Germany and Europe, finding a peaceful solution to the conflict – or at least preventing military escalation – is key. Europe can and should work to ensure that North Korea is treated as a challenge to global gov- ernance. Addressing the set of problems subsumed under the term “North Korea conflict” in such a way as to avoid war, consolidate global order structures, and improve the situation of the people in North Korea requires staying power and can only lead to success one step at a time. The risk of military escalation is enormous. Given the involvement of four nuclear weapon possessors, the use of nuclear weapons cannot be ruled out. But the conflict remains explosive even below the threshold of open violence. North Korea has openly and directly challenged the international community by ignoring UN Security Council decisions and other global norms and rules. The proliferation of weapons and weapons technology threatens to fuel instabilities in other parts of the world. The credibility of the nuclear non- proliferation regime is in question. Asymmetric strat- egies, such as North Korean cyber attacks and cyber raids, pose new challenges for the international com- munity. The Trump administration is striving for a sustain- able conflict resolution based on an agreement at the highest political level between Pyongyang and Washington. Such a dialogue is an important, but not sufficient prerequisite for a sustainable solution. The North Korea conflict is the focal point of a mix of various, confounding problem constellations. To un- ravel them will require a step-by-step approach that takes into account the diverging interests of the actors involved and their historical sensitivities. The conflict focuses on the unresolved question of the relationship between North Korea and the USA, and is centred on the issue of nuclear weapons pos- session. Pyongyang sees its nuclear deterrent against the United States as a guarantee of its security. Washington, on the other hand, is not prepared to accept mutual vulnerability and has threatened mili- tary escalation. However, further conflicts are grouped around this antagonism, which are characterised by clashes of interests between China, Japan, North Korea, Russia, South Korea and the USA. Wszolek, B.A., M.A. ***** The Ohio State University 2007 Dissertation Committee: Approved by Brian Pollins, Adviser Daniel Verdier Adviser Randall Schweller Graduate Program in Political Science ABSTRACT The assertion that clear signaling prevents unnecessary war drives much of the recent developments in research on international crises signaling, so much so that this work has aimed at identifying types of clear signals. But if clear signals are the only mechanism for preventing war, as the signaling literature claims, an important puzzle remains — why are signals that combine both carrot and stick components sent and why are signals that are partial or ambiguous sent. While these signals would seemingly work at cross-purposes undermining the signaler’s goals, actually, we observe them frequently in crises that not only end short of war but also that realize the signaler’s goals. Through a game theoretic model, this dissertation theorizes that because these alternatives to clear signals increase the attractiveness, and therefore the likelihood, of compliance they are a more cost-effective way to show resolve and avoid unnecessary conflict than clear signals. In addition to building a game theoretic model, an additional contribution of this thesis is to develop a method for observing mixed versus clear signaling strategies and use this method to test the linkage between signaling and crisis outcomes. Results of statistical analyses support theoretical expectations: clear signaling strategies might not always be the most effective way to secure peace, while mixed signaling strategies can be an effective deterrent.

    The Evolution of North Korean Cyber Threats 2019-03 Chong Woo Kim, Senior Fellow The Asan Institute for Policy Studies Carolina Polito1 University of Bologna 2019.02.19 Introduction In North Korea, only a few people are allowed access to Kwangmyong, the national intranet service, as global internet access is restricted to a group of selected people, and the country has one of the weakest internet infrastructures in the world.2 Nonetheless, North Korea is a formidable cyber power, standing alongside major players like the United States, China, Russia, the United Kingdom, Israel and Iran.3 North Korea has been increasing resources to enhance and expand its cyber capabilities, as testified by the intensification of the regime-sponsored attacks that the world has witnessed in the last 10 years. Amongst the most blatant offensive cyber-attacks allegedly linked to hacker groups close to North Korea are the Sony Pictures attack, the WannaCry attack, and the DarkSeoul attack, despite the North’s constant denial of any involvement with these attacks or the damage suffered by them. North Korea’s cyber army consists of approximately 7,000 hackers,4 performing a wide range of activities including theft, denial of service (DDoS), espionage and sabotage. 5 These types of operations have proved to be very useful as part of North Korea’s asymmetric strategy towards the ROK-U.S. Combined Forces Command. Cyber operations are low-cost and low-risk, allowing North Korea to counter countries which have highly computer-dependent infrastructure, with little fear of retaliation. Due to their low-intensity, these attacks often lie beneath the threshold of an armed attack, reducing the risk of escalating the conflict to an unaffordable level.

Congressional interest in South Korea is driven by both security and trade interests.     ARTICLE .51 The Present and Future of Americanization in South Korea Seong Won Park The Hawaii Research Center USA Abstract This paper examines the historical origins and current processes of both pro- and anti-Americanism in South Korea, where Americanization is associated with Koreans' wealth and security in the era of globalization. However, it is suggested here that South Korea should explore alternatives to Americanization by considering a range of alternative futures for Korean society. The future is always changing, so South Korea has to carefully observe current situations and continuously redesign their vision of the future by considering four alternatives to Americanization rather than subscribing to only one dominant vision. Keywords: Americanization, anti-Americanism, patriarchal society, South Korea, alternatives, globalization, English Introduction South Korea has done nothing to curb Americanization since the 1950s, and in an era of global- ization, Korean society is becoming more influenced by the United States in terms of economic, political, and psychological realms.     South Korea’s Economic Engagement toward North Korea Lee Sangkeun & Moon Chung-in 226 | Joint U.S.-Korea Academic Studies On February 10, 2016, the South Korean government announced the closure of the Gaeseong Industrial Complex, a symbol of its engagement policy and inter-Korean rapprochement. The move was part of its proactive, unilateral sanctions against North Korea’s fourth nuclear test in January and rocket launch in February.1 Pyongyang reciprocated by expelling South Korean personnel working in the industrial complex and declaring it a military control zone.2 Although the May 24, 2010 measure following the sinking of the Cheonan naval vessel significantly restricted inter-Korea exchanges and cooperation, the Seoul government spared the Gaeseong complex. With its closure, however, inter-Korean economic relations came to a complete halt, and no immediate signs of revival of Seoul’s economic engagement with the North can be detected. This chapter aims at understanding the rise and decline of this engagement with North Korea by comparing the progressive decade of Kim Dae-jung (KDJ) and Roh Moo-hyun (RMH) with the conservative era of Lee Myung-bak (LMB) and Park Geun-hye (PGH). It also looks to the future of inter-Korean relations by examining three plausible scenarios of economic engagement. Section one presents a brief overview of the genesis of Seoul’s economic engagement strategy in the early 1990s, section two examines this engagement during the progressive decade (1998-2007), and section three analyzes that of the conservative era (2008-2015). They are followed by a discussion of three possible outlooks on the future of Seoul’s economic engagement with Pyongyang.
