Ethnic Youth and 1Malaysia TELEVISION NEWS AND THE BUILDING OF NATIONAL IDENTITY IN MALAYSIA: A STUDY OF MULTI-ETHNIC YOUTH AND 1MALAYSIA Thesis submitted for the degree of Doctor of Philosophy At the University of Leicester By: Haida Baba Zain Media & Communication Department University of Leicester December 2015 Haida Baba Zain Television News and Building of National Identity in Malaysia: A study on Multi-ethnic Youth and 1Malaysia Abstract This thesis contributes to the study of the role of communications in national development. It examines news item content used to promote a sense of common identity among Malaysians in the 1Malaysia media campaign and how different ethnically composed audiences negotiate the meanings offered in the media campaign material. The aim is to understand those patterns and structures in the broadcast campaign strategies to construct shared discursive positions on identity in Malaysia. To see whether these media discursive strategies are effective in addressing concerns and tensions in multi-ethnic Malaysia, the project combines this analysis of selective news content from the campaign together with findings from eight focus groups discussions with young multi-ethnic audiences of the campaign. The thesis investigates how the audiences' negotiate the campaign messages and the role that ‘ethnic background’ plays in shaping their engagement with its meanings. This study showed Malaysians accept in general the 1Malaysia concept, but each ethnic group in this country still have a narrow notion of the idea. Malaysians are still sceptical about the impact of the 1Malaysia over life and relationship among them. This study uncovers significant differences in the way audiences from different ethnic backgrounds read the same news content and argues therefore that social identities affect the interpretation of the campaign messages. This study, aligned with recent case studies in communication research, indicates that audiences are active and heterogeneous and informed specifically by understandings and experiences of living an ethnic identity in Malaysia, these challenge the discursive strategies and the wider campaign aim to build a single national identity. 1 Acknowledgements First and foremost, to ALLAH the Most Merciful, Most Forgiving and The Knower of All Things, this thesis would be nothing without Him. By this definition, Radio Televisyen Malaysia’s TV1 is the national television in Malaysia and until 1984 was the only television broadcast offered to Malaysians. With the privatization policy, new and private stations were established, and RTM eventually faced competition. The advent of direct satellite broadcasting saw another development in the country—the establishment of Astro in 1998. The direct-to-user satellite broadcaster currently carries over 100 channels, including 8 HD channels, thus creating many more choices for viewers. More importantly, Astro carries the global media directly into our homes. International offerings such as CNN, BBC, CCTV, HBO, MTV, FOX, ESPN, Star Sports, and Star World are now within the push of a button for most Malaysians. Astro is a success story, but there were also a few failed attempts along the way such as MetroVision, MegaTV and MiTV.

By looking at the production process of local drama television programming, this study examines the interactions among the three major players – the Barisan Nasional regime, the major television networks and independent producers – who are responsible for shaping its content. Three research methods are used for this study: in-depth interviewing, the informal conversational interview and documentary research. Between June 2001 and November 2002, 32 interviewees participated in this research. The research finds that the Malaysian drama television producer’s ability to generate program content is constrained by the Barisan Nasional regime. Three observations are made to outline the power relationship between the government and the television industry. First, the government often encourages television producers to make drama programs with the theme of friendship and goodwill (muhibah) among different ethnic communities in order to nurture racial harmony.

What may on the surface appear to be an issue of simple oversight by the broadcaster reveals upon closer examination to be indicative of two realities – the hierarchised interfaith and interethnic normative, and the increasing vocality of minority groups who seek to reconfigure this normativity. I posit that both realities are directly and tangentially productive of the very same racial-racist beliefs that were challenged. There are two facets to our inquiry – the purportedly "non-racist" intent of 8TV, and the racial lens through which the content was decoded. This paper discusses the paradox of Malaysian racial discourse through Žižek's transposition of Lacan's fantasy to the socio-political domain as ideological fantasy writ large on screen, where by alleging that 8TV's intent was racist, viewers were in fact identifying the gap between the symbolic discourse of Malay supremacy and its material realities.

The Asian television drama, first introduced in the early 1970s, has taken precedence in the East Asian television industry. Viewers from across the Asian region now eagerly view their favorite dramas from Korea, Japan, the Philippines, Thailand, Indonesia, Hong Kong, and Taiwan. Asian dramas are more than just another phenomenal success; they have become a household name. While Hollywood continues to play an important role in television scheduling, recent trends indicate that the pattern of television content importation across Asia has increasingly come to include a significant number of programs from the eastern part of the world. The importation of programs from other ASEAN countries has had a significant impact on the Malaysian television industry. Asian dramas refer to serial televised dramas, recorded in an Asian language, and with predominantly Asian casts and production crews. Furthermore, imported urban or trendy dramas, as well as locally produced dramas depicting stylish cosmopolitan lifestyles and romance, are rapidly becoming popular in Malaysia. These genres emphasize a consumerist aspect of culture in an effort to appeal to younger viewers. Against this backdrop, this paper will examine the development of the urban/trendy drama in the context of the Malaysian television industry. Using selected dramas sampled from across the Southeast Asian region, this study uses comparative textual analysis to examine the representation of the urban/trendy drama. Maya Khemlani David Francisco Perlas Dumanig Syed Abdul Manan Abstract Many countries in Asia, especially SEA, have as a result of independence, been insistent on having a national language policy for their respective countries. They have rationalised that a national language will bring the multiethnic groups of people in these countries together and create a united country. This paper traces choice and developments of language policy in Malaysia, Philippines and Pakistan and reveals that this objective is not always realised. In fact, the socio economic gap widens with those who can afford it sending their children to English medium schools and those who cannot attend national government schools where the superimposed national language is the medium of instruction. Furthermore, the national language policy even results in minority communities not being taught in their heritage languages and this further disadvantages learners. Malaysia Demographics of Malaysia Malaysia is made up of Peninsular Malaya and East Malaysia (consisting of the states of Sabah and Sarawak) and has an estimated population of 31 million. Its population is made up of the following ethnic groups: 50% Malays, 25% Chinese, 10% Indian and 15% indigenous people who are mainly from Sabah and Sarawak. The principal languages spoken in Peninsular Malaya are Malay, English, Mandarin, and Tamil while in East Malaysia a dialect of Malay known as Sarawak Malay and Sabah Malay and English ( generally by the higher social and economic class) is used for intra ethnic communication by the Bidayuh and Kadazandusun. The number of individual languages listed for Malaysia is 140.

Its primary objectives were reduction of poverty irrespective of race, and restructuring of Malaysian society to eliminate identification of race with economic function to reduce inequalities in income distribution between races and to reduce the identification of race with economic activities.

Television has now become a bigger market compared to the film market for cinema screening. This is contributed by the increasing number of television channels in Malaysia which has eight free television channels i.e. TV1, TV2, TVi, TV3, NTV7, 8TV, TV9 and TV Al-Hijrah. Paid television network named ASTRO satellite television which serves more than 170 television channels has also provided new market opportunity through the channels of Astro Ria, Astro Prima and Astro Mustika. ASTRO also provides market opportunity for producers to broadcast recent films premiered in cinema through the pay per view channel known as Astro First. However, the ownership of television channels by particular company is feared to prompt monopoly in television market. This article discusses the effect on Malaysian film producers or production companies in Malaysia television market. Among issues being discussed are procedure to purchase television programme by government television network i.e. Radio dan Televisyen Malaysia (RTM), issue of low price purchase, ownership of products copyright by private television network and continually increment in subscription price by the first satellite television in Malaysia, ASTRO.
