Taxi rank booklet

The purpose of this booklet is to provide details of taxi ranks in London and information about taxi rank suspensions and regulations. (TfL) is responsible for appointing taxis ranks in all London boroughs except in the where this is normally done by the City of London Police. Some signage at taxi ranks refers to ‘stand’ or ‘standing’ but this has the same meaning as ‘rank’.

TfL appointed taxi ranks

All taxi ranks have an allocated space for a certain number of taxis. Once this space is filled taxi drivers must not cause an obstruction by waiting on the highway to access the rank.

Ranks in London must only be used by TfL-licensed taxi (black cab) drivers.

Taxi rank suspensions

All taxi rank suspensions must be approved by TfL. A minimum of 10 full working days is required to process a taxi rank suspension. More time may be required if a temporary taxi rank is needed. Further information is available on our website at tfl.gov.uk/ranks.

Taxi rank regulations

Below is a summary of the main regulations regarding taxi ranks in London.

1. The drivers of the first two taxis on the rank or on any separate portion of the rank must be with their taxis at all times and must be available for hiring immediately.

2. No shall allow their taxi to remain on a rank or any portion of a rank unless they are willing to accept any lawful hiring that may be offered.

3. All drivers must move their taxis up as space becomes available and spaces must not be filled in any other manner.

4. When a rank is divided into several portions, the driver of the taxi on each portion must move their taxi up to fill any space in the next portion as soon as a space becomes available.

5. No broken down taxi must be left on a rank longer than is reasonably necessary.

6. Taxi drivers must not congregate unnecessarily on, or obstruct, the carriageway or footway, and their behaviour must not cause any annoyance or disturbance to residents or other persons in the vicinity.

The map below shows the nine suburban taxi driver licence areas. Although is in the London Borough of , only All London drivers are permitted to ply for hire at the airport and use the ranks there.

Island ranks

TfL has designated certain taxi ranks as ‘island ranks’. These allow suburban drivers who are licensed for the relevant suburban sector to use the rank, along with All London drivers. Suburban drivers using these ranks are not allowed to ply for hire on the streets outside of the island rank as they will not be licensed to do so. Island ranks are listed in the ‘Notes’ section in the main table, along with which suburban drivers are allowed to use the rank. 5 V11 Correct as of 14 January 2020

London Taxi Ranks

Rest and refreshment ranks

Taxi ranks are provided for the purpose of helping the public access taxi services and must not be used for parking. The exception to this is where there is a designated rest or refreshment rank. Drivers are permitted to leave their taxi on a rest rank for a maximum of 60 minutes and on a refreshment rank for a maximum of 45 minutes.

All drivers using refreshment ranks must use the facilities of the refreshment shelter when it is open. All designated rest and refreshment ranks are listed in the table below:
