    From Guerillas to Cabinets - A Study of the Development of Post-War Political Parties in Kosovo Master Thesis Mariana Qamile Rød University of Bergen Department of Comparative Politics i Abstract The fourth Yugoslav war, the war in Kosovo, was fought between 1998 and 1999. The Kosovo Liberation Army and the Armed Forces of the Republic of Kosovo, fought the Serb police, military and paramilitary forces, but also at some points each other. The war was a battle between a Kosovan guerilla uprising, against a far superior Serb military power. The game changed as the international community, and most importantly NATO, intervened to put an end to the war. The KLA was a rapidly growing, sporadically organized guerilla movement. It was established as a result of increasing oppression from the Milosevic regime against the Kosovo Albanians, as a more radical faction than the pacifist Albanian resistance movement, LDK. Despite of their problems, the KLA became national heroes, and their political successors are still in 2017 dominating the political arena. This thesis main research question is; "How has the war legacy affected the development of political parties in post-conflict Kosovo?" To answer my research question, I conducted 22 qualitative interviews with Kosovan ex-combatants and politicians, in addition to an extensive document analysis. Through five different theoretical frameworks, each highlighting different important aspects affecting the development of political parties in a post-conflict state, I tried to uncover which processes and actors have been decisive in this regard. The five theories yield important results on their own, but when combined, it becomes obvious how these processes are not linear and multidimensional.

Harking back to the brutality of Auschwitz, Secretary of State Madeline Albright praised the intervention as a rare point in history where nations stand in defense against the ‘evil’ of criminal regimes. Another notable figure in the praise for the intervention was Jurgen Habermas. The acclaimed philosopher endorsed the intervention as a step toward the Kantian “cosmopolitan condition” whereby states lend world organizations their monopoly of force for a normative goal---in defense of populations held hostage by oppressive governments. The aim of the thesis is to take a critical look at Habermas’s optimistic assessment of the Kosovo intervention. It starts with a detailed appraisal of each of Habermas’s key truth claims on Kosovo ---namely that (1) NATO acted in outrage over the mass crimes and imminent ethnic cleansing in the province, and (2) that Serbian rejectionism of the ‘liberal solution’ to the question of Kosovo (i.e. significant autonomy) robbed the Western alliance of a viable peace option.

    UNCLASSIFIED 31 January, 2000 UNCLASSIFIED Message From Secretary of Defense William S. Cohen Chairman of the Joint Chiefs of Staff Henry H. Shelton For 78 days, from March to June 1999, the United States and its NATO allies engaged in a major military operation to bring an end to Serbian atrocities in Kosovo. At a turning point in NATO’s long and successful history, Operation Allied Force was an overwhelming success. We forced Slobodan Milosevic to withdraw his forces from Kosovo, degraded his ability to wage military operations, and rescued over one million refugees. We accomplished these goals through a cohesive alliance of democratic nations whose military men and women conducted the most effective air operation in history. From the onset of the operation, the United States and its NATO allies had three primary interests: Ensuring the stability of Eastern Europe. Serb aggression in Kosovo directly threatened peace throughout the Balkans and thereby the stability of all of southeastern Europe. There was no natural boundary to this violence, which already had moved through Slovenia and Croatia to Bosnia. Thwarting ethnic cleansing. The Belgrade regime’s cruel repression in Kosovo, driving thousands from their homes, created a humanitarian crisis of staggering proportions. Milosevic’s campaign, which he dubbed “Operation Horseshoe”, would have led to even more homelessness, starvation, and loss of life had his ruthlessness gone unchecked. Ensuring NATO’s credibility. The Federal Republic of Yugoslavia and the Republic of Serbia signed agreements in October 1998 that were to be verified by the Organization for Security and Cooperation in Europe and monitored by NATO.

    Kosovo/Kosova As Seen, As Told KOSOVO / KOSOVA As Seen, As Told Contents An analysis of the human rights findings of the OSCE Kosovo Verification Mission October 1998 to June 1999 The OSCE Kosovo Verification Mission (OSCE-KVM) was created in October 1998 as part of the international response to events in Kosovo. Recognizing that the Kosovo crisis was in large part a human rights crisis, the mission had a mandate to monitor, investigate and document allegations of human rights violations committed by all parties to the conflict. By the time the OSCE-KVM stood down on 9 June 1999, its Human Rights Division had amassed hundreds of in-country reports, and had taken statements from nearly 2,800 refugees. This report presents a comprehensive analysis of the human rights findings of the OSCE- KVM. It gives an overview of the nature of the human rights and humanitarian laws violations in Kosovo. It looks at the specific impact of those violations on different groups in Kosovo society. It also gives a geographical human rights "map", describing events in hundreds of towns and villages throughout Kosovo. The analysis reveals a pattern of human rights and humanitarian law violations on a staggering scale, often committed with extreme and appalling violence. The organized and systematic nature of the violations is compellingly described. Surveying the entire period of the OSCE-KVM's deployment, it is evident that human rights violations unfolded in Kosovo according to a well-rehearsed strategy.
