Introduction & Background

Social Capital (North West) C.I.C. was commissioned by Derry City & Strabane District Council to assess and report on the extent of domestic main/secondary fuel usage in the Derry City & Strabane District Council Area. This would be achieved by sampling 10% of properties within each of the 20 designated 1000m X 1000m geographical areas (approx. sample total of 2760 properties) across the DC&SDC area, completing face to face ‘Fuel use Survey’ interviews at each property and securing a response rate of at least 75%, totalling 2077 surveys.

The ‘Fuel Use Survey’ instrument, agreed by Derry City & Strabane District Council had 7 core questions which when asked would determine the types and quantities of fuels used in the domestic sector/public houses within the survey areas, the seasonal use of heating fuels, the types of heating appliances used, the total number of persons who live in coal burning households in each of the 20 designated areas, the total number of houses which burn solid fuel, further differentiated according to primary or secondary methods of heating in each survey area and the barriers (perceived or actual) by households to using cleaner fuels such as oil or gas.

5 of the areas (grid 14-18) were in and around Smoke Control Areas (SCA’s) in Strabane, Castlederg and Newtownstewart, therefore survey interviewers when visiting properties in these areas had to ensure within their introductions that they clearly stated ‘“You may be aware that you live in a Smoke Control Area where it is permitted to burn only ‘authorised’ smokeless fuels. The purpose of this survey is to collect information on types/quantities of fuel used to help assess air quality. No enforcement actions will be undertaken on the basis of any information collected.”

The total sample size was to be a minimum of 2760 properties across the 20 designated areas and a minimum of 10% (2077) of all properties within each of the 20 designated areas (See Appendix 2). The results of the survey when

4 completed would be used to assist Council and DEARA to come to an informed decision on progressing the Smoke Control Strategy.

Summary of Findings

The main type of fuel that domestic households/public houses across the 20 designated zones within the Derry City & Strabane District Council area was Oil (73.62%), followed by Gas (22.81%) , Coal/solid fuel (2%), Electricity (1.35%), wood (0.14%) and other (0.09%). The most popular secondary fuel used by domestic households/public houses across the 20 designated zones within the Derry City & Strabane District Council area was coal/solid fuel (18.71%), followed by Electricity (7.7%), Wood (2.84%), Gas (1.56%), Oil (1.05%) and other (0.09%). 67.58% of all households reported that they do not use a secondary source of fuel for heating purposes.

In total 451 households, (approximately 21% of all households across the 20 designated areas) reported that they burn coal/solid fuel as either a main (10%) or secondary source (90%) of fuel for heating their homes. Of those respondents who reported that they either used coal/solid fuel as a primary fuel or secondary source of fuel, the most popular type of coal/solid fuel was household coal (55%), followed by smokeless fuel (30%), wood (9%), anthracite smokeless coal (5%) and other (1%). The most common type of heating appliance used by the households who use coal/solid fuel across the 20 designated zones was an open fire 67.19% followed by Stove-multi fuel 17.71%, closed glass fire 7.55%, stove-wood 7.03% and other 0.52%

Of those households who used coal as either their main or secondary source, 1311 persons (24% of the total number of people living within all households) lived within these coal/solid fuel-burning households. The main type of coal/solid fuel burned was household coal (55%), followed by smokeless fuel (30%), wood (9%), anthracite smokeless coal (5%) and 1% stated other.

Ten (10) of twenty (20) geographical areas had more than 20% of households who continued to burn coal/solid fuel as either a main or secondary source of fuel. This ranged from 3.55% of households in Galliagh to over 45% of

6 households in Eglinton (See Table 1 over leaf: Ranking of the designated survey areas by the total % of houses which burn coal/solid fuel).

The average amount of coal burned by households who used coal as their main source of fuel was 81kg per week in the winter and 41kg in the summer. The

7 average amount of coal burned by households who used coal as their secondary source of fuel was 73kg per week in the winter and 53kg in the summer.

3% of households used wood as either their main (3 households) or their secondary (62 households) source of fuel for heating their homes. The average amount of wood burned by households who used wood as their main source of fuel was 75kg per week in the winter and 75kg in the summer. The average amount of wood burned by households who used wood as their secondary source of fuel in the winter was 91kg per week and 41.25kg in the summer.

Of those households who reported that the main type of fuel they used was oil, (73.62% of households using oil as their main source and 1.05% of households using oil as their secondary source of fuel), over 40% of households used between 1000-1499 litres per year, approximately 30% used between 1500 to 2000 litres, approximately 15% used more than 2000 litres per year, approximately 13% used between 500-999 litres and approximately and 1% used between 0 and 500 litres per year.

The main barriers (perceived or real) to households using cleaner fuels such as oil or gas were that they are too expensive to install (24 respondents) followed by gas not available in the area (22 respondents), the hassle/expense of decoration (8 respondents), do not own my home (8 respondents), safety concerns with gas (8 respondents) and the price of gas (3 respondents). A further 13 respondents stated that they are thinking about getting gas in and 28 respondents confirmed that they are getting gas installed this year.

Methodology & Research Design

The survey fieldwork took place over a four-week period by 15-trained interviewers commencing Friday 15th February 2019 to Friday 15th March 2019. The survey took place at regular intervals throughout the morning, afternoon and evening Mon to Saturday each week thus ensuring a maximum coverage and participation.

The list of households for each of the 20 geographical areas identified within the GIS application provided by the client (total of 24,761 households). The addresses for the households were compiled by Social Capital North West C.I.C. from the Derry & Strabane Pointer address database - the standard address for every property within the DC&SDC area. From the Pointer database, we were able to identify all the addresses for each of the 20 geographically areas across the Derry City & Strabane District Council area.

Social Capital (North West) C.I.C. then systematically selected a sample of 3048 addresses ensuring a minimum of 10% target of household addresses within each of the geographical areas. For each of the 20 geographical areas we selected the sample using a random start and a fixed interval (every 10th household) method to select the property addresses. This was to ensure that the correct proportion of addresses were selected in each geographical area thereby increasing the robustness of, and helping to reduce any bias within, the sample of addresses.

All survey interviewers undertook a half-day refresher training prior to commencement of the fieldwork, visiting all the households systematically selected within each of the 20 geographically areas. All survey interviewers showed their identity card prior, explained the survey prior to the commencement of any interview, and recorded the outcome of their visit to all households.

Survey interviewers exceeded the minimum number of surveys to be completed during the four week field work period and met the 75% minimum completion

9 rate for each of the 20 designated geographical areas (See Table 2 overleaf: Fuel Survey Completion rate).

The overall outcome achieved was 2153 complete surveys, 66 outright refusals, 13 circumstantial refusals (e.g. sick as home), 124 ineligible (e.g. vacant/business premises) and 692 non contacts thus enabling us to provide a detailed breakdown of the response rate (See Appendix 3).

The completion rate for each of the geographical areas ranged from 75% in Strathfoyle & Rosemount/Northland to 87% in Strabane Town 3.

The MAIN type of fuels used in the domestic sector/public houses for heating purposes

The main type of fuel that domestic households/public houses (2153 respondents) across the 20 designated zones within the Derry City & Strabane District Council area was Oil 73.62% (1585 respondents), followed by Gas 22.81% (491 respondents), Coal/solid fuel 2% (43 respondents), Electricity 1.35% (29 respondents), wood 0.14% (3 respondents) and other 0.09% (2 respondents) (See Diagram 2 below) Diagram 2

The most popular type of fuel (oil) used by households across the DC&SDC area varied across the 20 geographical areas (See Appendix 4: No of households & main type of fuel used for heating purposes). For example, approximately nine (9) out of every 10 households in Eglinton, Claudy, Newtownstewart, Castlederg, Strabane Town 3 and Kilfennan used oil as their main type of fuel compared to 2 out of every 10 households in Strathfoyle.

Approximately 8 out of 10 households in Strabane Town 2, Lower Waterside and Foyle Springs/Creggan used oil as their main type of fuel, approximately 7 11 out of 10 households in Galliagh, Shantallow, Pennyburn/Racecourse Road/Culmore Road, Caw, Altnagelvin/Trench Road, Gobnascale and Strabane Town 1 used oil as their main type of fuel, approximately 5 out of 10 households in Rosemount/Northland used oil as their main fuel type and approximately 4 out of 10 households in Creggan and Bogside/Brandywell used oil as their main type of fuel.

In relation to using electricity as your main fuel type for heating purposes, 11 out of the 20 geographical areas had no households who reported that they used electricity as their main type of fuel for heating purposes. Strabane Town 1 had the highest percentage of households approximately (13%) who used electricity as their main type of fuel for heating purposes, followed by Lower Waterside, approximately (5%), Caw (2.75%), Galliagh (1.43%) Altnagelvin/Trench Rd (1.23%) and Strabane Town 2 (1.18%).

Wood used as a main fuel type for heating purposes was nominal and only reported by a household in Strabane Town 1, Strabane Town 2 and Creggan

Gas used as a main fuel type ranged from approximately 7 out of every 10 households in Strathfoyle reporting that they use gas as their main type of fuel for heating purposes compared to approximately 5 out of 10 households in Bogside/Brandywell and Creggan, approximately 4 out of 10 households in Rosemount/Northland to zero households reporting that they use gas as their main source in Claudy, Newtownstewart, Castlederg (See Table 3 overleaf : Percentage of Households main type of fuel used for heating purposes).

In relation to the 2% of households whose main source of heat is coal/solid fuel this ranged from the highest 9.09% in Strabane 1 to 0.55% in Lower Water side (See Table 4 overleaf: No & Percentage of households whose main source of heating is coal/solid fuel below) with two (2) areas Strathfoyle & Pennyburn / Racecourse/Culmore Road with no households using coal/solid fuel as their main source for heating their homes. 13

The SECONDARY type of fuels used in the domestic sector/public houses for heating purposes

The secondary fuel that domestic households/public houses (2153 respondents) across the 20 designated zones within the Derry City & Strabane District Council area was coal/solid fuel 18.71% (408 respondents) followed by Electricity 7.7% (168 respondents), Wood 2.84% (62 respondents), Gas 1.56% (34 respondents), and Oil 1.05% (23 respondents) and other 0.09% (2 respondents). 67.58% (1474 respondents) stated that they do not use a secondary fuel (See Diagram 3 below). In relation to the 18.71% (408 households) whose secondary source of heat is coal/solid fuel this ranged from the highest 43.64% of households in Claudy to

2.84% of households in Galliagh (See Table 5 overleaf). In two (2) areas over 40% of households used coal/solid fuel as a secondary fuel source (Claudy 43.64% & Eglinton 42.22%), a further three (3) areas, had over 30% of households using coal/solid fuel as a secondary fuel source (Strabane Town 3, 31.71%, Castlederg 31.65% and Newtownstewart 31.37%) and a further five 15

(5) areas including Altnagelvin/Trench Road, Caw, Pennyburn/Racecourse Rd/Culmore, Rosemount and Strabane 2 had over 20% of households using coal/solid fuel as a secondary source.

The second most common secondary type of fuel (electricity) was highest in Shantallow (48.82%) followed by Newtownstewart (19.61%) and Rosemount/Northland (13.93%). Between five (5) & ten (10) per cent of households in Caw, Lower Waterside, Altnagelvin/Trench Rd, Strabane Town 1, Castlederg, and Claudy used electricity as their secondary type of fuel and less than 5% of households in all other areas used electricity as a secondary source with the exception of Bogside/Brandywell area which had no households reporting that they used electricity as a secondary type of fuel source (See Table 6 overleaf).

The third most common secondary type of fuel (wood) was highest in Eglinton (11.11%) followed by Rosemount/Northland (8.96%), Claudy (7.27%) and Altnagelvin/Trench Road (4.88%). A further four (4) geographical areas (Shantallow, Pennyburn/Racecourse Rd/Culmore Rd, Caw and Kilfennan) had approximately 4% of households reporting that they used wood and four (4) geographical areas (Galliagh, Strathfoyle, Strabane Town 3 & Newtownstewart) had no households reporting that they used wood as their secondary type of Fuel for heating purposes.

As for using gas as a secondary fuel type for heating purposes, six (6) out of the 20 geographical areas (Galliagh, Shantallow, Foyle Springs/Creggan, Creggan, Strabane Town 1 and Eglinton) had no households who reported that they used gas as their secondary type of fuel for heating purposes. Altnagelvin/Trench Rd had the highest percentage of households (7.32%) who used gas as their secondary type of fuel for heating purposes, followed by Gobnascale (4.35%), Strabane Town 3 (3.66%), Claudy (3.64%), Caw (3.54%) and Strabane Town 2 (2.35%).

Ten (10) out of the 20 geographical areas had no households that reported that they use Oil as a secondary fuel type. Strabane Town 2 had the highest percentage of households (7.06%) who reported that they used oil as a secondary fuel source for heating purposes, followed by Strabane 1 (5.26%), Newtownstewart (3.92%), Kilfennan (2.84%) and Castlederg (2.53%). 17

The geographical areas which have households who use a secondary source of fuel for heating purposes is highest in Shantallow (62.99%), followed by Claudy (60%), Newtownstewart (56.86%), Eglinton (56.67%), Rosemount/Northlands (52.74%), Altnagelvin/Trench Rd (48.78%), Castlederg (44.3%) and Caw (43.36%). The top three (3) geographical areas which have the lowest

18 percentage of households who reported using a secondary source of fuel for heating purposes was Galliagh (5.67%) followed by Bogside/Brandywell (5.08% and Foyle Springs/Creggan (16.42%).

(42.08%) of households across the 20 designated zones within the Derry City & Strabane District Council Area used 1000-1499 litres (667 households) per year, followed by 29.15% of households who used 1500-2000 litres (462 households) per year, 14.38% of households who used more than 2000 litres per year (228 households), 13.12% of households who used 500-999 litres per year (208 households) and 1.26% of households who used between 0-500 litres (20 households) per year (See Diagram 4 below). The top five (5) geographical areas that reported that they used less than 500 litres of oil per year was Newtownstewart (5.88%) followed by Castlederg (5.56%), Bogside/Brandywell

Six (6) geographical areas had over 20% of households that reported that they used between 500 and 999 litres of oil per year including Strathfoyle (76.47%), Newtownstewart (33.33%), Castlederg (26.61%), Strabane Town 3 (22.78%), & Altnagelvin/Trench Rd (22.58%).

1000/1499 litres of oil used by households per year was the most common however it ranged from 91.07% in Foyle Springs/Creggan to 8.33% in Gobnascale. Seven (7) geographical areas had less than 30% of households that reported that they used between 1000 and 1499 litres of oil per year including Gobnascale (8.33%), Altnagelvin/Trench Road (20.97%), Eglinton (21.69%), Strathfoyle (23.53%), Claudy (28.3%), Creggan (29.23%) and Rosemount/Northland (29.29%).

Two (2) geographical areas had over 30% of households that reported that they used more than 2000 litres of oil per year including Gobnascale (37.5%) and Claudy (35.85%). A further five (5) geographical areas had over 20% of households who reported that they used more that 2000 litres of oil per year including Rosemount/Northland (27.27%), Shantallow (26.97%), Altnagelvin/Trench Rd (20.97%), Strabane Town 2 (20.83%) and Caw (20.69%).

Type of coal/solid fuel used by households & Seasonal use of heating fuels.

Of those 22.27% of respondents (479) who reported that they use coal/solid fuel, household coal was used most often with 264 households approximately 55% followed by smokeless fuel 30% (146 households), wood 9% (42 households), anthracite smokeless coal 5% (22 households) and other 1% (5 households.

Of those respondents who reported that they either, used coal/solid fuel as a primary fuel or secondary fuel; household coal was the highest at 55% followed by smokeless fuel 30%, wood 9%, anthracite smokeless coal 5% and other 1% (See Diagram 5 below). Diagram 5

Section E

The types of heating appliances used

The most common type of heating appliance used by households who use coal/solid fuel across the 20 designated zones within the Derry City & Strabane District Council area was an open fire 67.19% (258 respondents) followed by Stove-multi fuel 17.71% (68 respondents), closed glass fire 7.55% (29 respondents), stove-wood 7.03% (27 respondents) and other 0.52% (2 respondents).

The use of an open fire when using coal/solid fuel ranged from 87.5% in Lower Waterside & Gobnascale to zero percent in Galliagh. Five (5) geographical areas had more than 80% using an open fire when using coal/solid fuel including Strathfoyle, Creggan, Lower Waterside, Gobnascale and Newtownstewart and a further five (5) geographical areas had more than 70% using an open fire when using coal/solid fuel including Foyle Springs/Creggan, Rosemount/Northland,

Caw, Strabane Town 3 and Castlederg (See Table 15 over leaf: Percentage of Households & Type of heating appliance used by households who use coal/solid fuel).

The use of a closed fire when using coal/solid fuel ranged from 15.15% in Bogside/Brandywell & Kilfennan to zero percent in Strathfoyle, Caw, Castlederg and Eglinton. 17 of the geographical areas had a small number of households who reported using a stove multi fuel with the highest no of households reported in Eglinton (8 households), followed by Kilfennan (6 households), Rosemount/Northland and Altnagelvin/Trench Rd (4 households) and Strabane

Total number of households and persons who live in coal burning households in each of the 20 designated 1000m x 1000m survey areas.

Of those households (2141) who completed Question 6 ‘How many people live in the household’, 5462 persons lived within the households (See Appendix 8:

Total No of Persons living within the households in each geographical area). 23.49% of the households (503) surveyed were 1 person households, 33.77% of households (723) surveyed were 2 person households, 18.40% of households (394) surveyed were 3 person households, 14.81% of households (317) surveyed were 4 person households, 7.85% of households (168) surveyed were 5 person households, 1.45% of households (31) surveyed were 6 person households, 0.14% of households (3) surveyed were 7 person households and 0.09% of households (2) surveyed were 8 person households. The average size of the household that completed the survey was 3.95 persons per household.

451 (20.94%) of households reported that they used coal/solid fuel as either a primary or a secondary source (See Table 16 overleaf: Total No. of Households &

Total No. of Persons who live in coal burning households). Of those households who used coal/solid fuel as either the main or the secondary source, 1311 persons (24%) lived within these coal burning households

Of the 24% of persons who lived within coal burning households, 128 (9.76%) of persons lived within households who used coal/solid fuel as their main source of heating and 1183 (90.24%) of persons lived within households who used coal/solid fuel as their secondary source for heating (See TABLE 17 overleaf: Total No of persons who live in coal/solid burning homes with coal/solid fuel as either a primary or secondary method of heating)

The total no of houses, which burn solid fuel, ranged from five (5) households in Galliagh to 52 houses in Rosemount/Northland. The highest percentage of houses, which burn solid, ranged from 45.63% in Eglinton to 3.55% in Galliagh.

The top five areas with the lowest percentage of houses, which burn solid fuel, were Galliagh (3.55%), Bogside/Brandywell (4.51%), Shantallow (11.83), Gobnascale (11.86%) and Foyle Spring/Creggan (14.18%).

Two areas, Claudy & Eglinton had over 40% of households which burn coal/solid fuel as either a primary or secondary method for heating their home (See Table 19 overleaf: Total number & % of houses which burn solid fuel, further differentiated according to primary or secondary methods of heating, in each survey area).

Strabane Town 3, Castlederg and Newtownstewart had over 30% of households which burn coal/solid fuel and a further six (6) areas had over 20% of households (Strabane Town 2, Altnagelvin/Trench Rd, Kilfennan, Caw & Rosemount/Northland, Pennyburn/Racecourse Rd/Culmore Rd) which burn coal/solid fuel as either the main or the secondary method of heating their home.
