Provenant en grande majorité des pays asiatiques, les IDE jouent un rôle essentiel dans le commerce extérieur chinois et concernent principalement des industries à faible intensité capitalistique. Encore modestes en stock, les investissements français ont nettement progressé depuis 5 ans, la plupart des grands groupes français, et un nombre non négligeable de PME, s'étant implantés dans la deuxième moitié des années 90. 1. La Chine, destination privilégiée parmi les pays émergents: - L’afflux d’investissements étrangers a été particulièrement massif depuis 1992. Pour la sixième année consécutive la Chine est, en 19981, le deuxième pays d’accueil des investissements étrangers dans le monde après les Etats-Unis, et reçoit environ 40 % de ceux à destination des pays en développement. La part de la Chine dans le flux des investissements étrangers mondiaux est supérieure à 10% depuis 1993. - L’année 1999, avec un recul de –11 % en glissement annuel des investissements réalisés, marque un tassement des flux à un niveau élevé, plutôt qu'un repli des investisseurs étrangers. Si la baisse se poursuit en 2000, avec un recul de –9% sur les neuf premiers mois, le niveau des IDE demeure très élevé : 26 milliards de dollars de janvier à août 2000. - En valeur absolue les flux et les stocks sont impressionnants: le flux annuel, inférieur à 3,5 milliards de dollars jusqu'en 1990 a atteint 45 milliards en 1997 et 1998, pour diminuer légèrement en 1999 (40 milliards); le stock, inférieur à 5 milliards de dollars en 1985, dépasse maintenant 330 milliards. - Les IDE à destination de la Chine proviennent principalement des pays asiatiques (78 % sur la période 1992-19982) et de la diaspora chinoise en particulier, Hong Kong, qui a représenté 52% des investissements étrangers de 1992 à 1998, jouant un rôle majeur pour le recyclage des capitaux chinois de toutes origines. Les Etats-Unis occupent la seconde place, avec 8.3 % des stocks d’IDE en Chine fin 1999. Les pays européens n’apportent qu’une contribution assez modeste mais stable : le Royaume-Uni, au premier rang, a contribué à seulement 2.5 % des stocks d’IDE fin 1999. 1 Le classement pour l’année 1999 n’est pas encore intégralement disponible. 2 Le chiffre pour 1999 n’est pas encore disponible. MEF-CHINE LISTE DES IMPLANTATIONS FRANÇAISES EN CHINE La répartition sectorielle des investissements correspond à des industries à faible intensité capitalistique (textile, jouets…) en raison du faible coût du travail en Chine. Elle traduit l'importance de la Chine comme base privilégiée pour la transformation et la réexportation: le commerce de perfectionnement actif (processing trade), qui représente 55 % des exportations, est assuré dans sa très grande majorité par des entreprises étrangères implantées en Chine. Un rééquilibrage au profit des produits à plus haute valeur ajoutée commence néanmoins à se manifester (électronique, composants informatiques, électroménager, automobile…), traduisant la montée en puissance de la Chine comme sous- traitant et futur concurrent des pays développés. Encore modestes en stock, les investissements français en Chine ont décollé depuis 1994 : - En termes de stocks, les investissements français en Chine avaient atteint, en 1999, 8.3 milliards de Francs. Selon les sources chinoises, la France, 11ème investisseur en Chine fin 1999 (8ème hors Hong Kong), avec 1.16 % du stock total et 3 milliards de dollars, est le troisième investisseur européen derrière le Royaume-Uni (2.5 %) et l’Allemagne (1.5 %) (les sources françaises ne comptabilisent que les apports en capitaux propres tandis que la Chine intègre les capitaux d’emprunt, essentiellement des prêts bancaires). - Les flux d’investissements directs français en Chine ont connu une accélération à partir de 1994, pour se stabiliser à partir de 1996 à environ 1.2 milliard de Francs par an. A l’instar de ses principaux partenaires de l’Union Européenne, la France a ainsi suivi le mouvement de développement des investissements étrangers en Chine. MEF-CHINE LISTE DES IMPLANTATIONS FRANÇAISES EN CHINE - Les investissements français en Chine sont principalement le fait des grands groupes. Bien que les PME françaises, le plus souvent à la suite d'une expérience de portage ou dans le sillage d'un grand groupe, s'y implantent progressivement, les investissements français en Chine restent, dans leur grande majorité, le fait des grands groupes. Présents pour la plupart depuis le milieu des années 90, leurs investissements s'inscrivent aujourd'hui davantage dans une logique de consolidation ou de diversification de leurs activités. Notre présence est aussi liée aux grands projets d'infrastructures. Souvent exigés par les autorités chinoises, presque toujours nécessaires, le transfert de technologie et l'investissement industriel constituent en effet un élément déterminant de la compétitivité des offres commerciales de nos entreprises. Ce fut le cas, notamment, dans le cadre des négociations pour l'obtention de la ligne No 3 du métro de Shanghai. - Depuis 1996, plusieurs grands groupes ont organisé leurs activités en Chine autour d'une holding. Ce phénomène traduit la volonté des maisons-mères de se doter de centres de décision qui soient de nature à intégrer l'ensemble des activités du groupe dans le pays. Il traduit également la place croissante prise par la Chine dans leur stratégie industrielle mondiale. L'accession de la Chine à l'OMC ne devrait que contribuer à amplifier ce phénomène. - La filiale à 100 % : une forme d'implantation en développement rapide Echaudées par les difficultés rencontrés avec leurs partenaires locaux, les entreprises, lorsque la réglementation le permet, s'orientent de plus en plus vers la constitution de filiales dont elles détiennent 100% du capital. Plusieurs de nos entreprises cherchent d'ailleurs aujourd'hui à racheter la totalité ou une partie des parts détenues par les investisseurs chinois dans les co- entreprises, forme d'implantation qui reste cependant la plus répandue. - L'implantation de nos entreprises est géographiquement très concentrée. Si la grande majorité des bureaux de représentation restent basés dans la capitale, nos implantations industrielles et dans les services sont en revanche concentrées dans la région de Shanghai et de Canton, plus généralement sur la zone côtière de l'est du pays. Le comportement des autorités locales, la proximité de marchés en croissance rapide, l'existence de zones spéciales ainsi qu'une main d'œuvre d'un bon rapport qualité/prix expliquent, entre autres éléments, cette situation. MEF-CHINE LISTE DES IMPLANTATIONS FRANÇAISES EN CHINE Le développement des investissements français en Chine ne s’est pas ralenti pendant les années de crise asiatique, si bien que le nombre de filiales ou co-entreprises est aujourd'hui 4 fois supérieur à celui de 1994 et s'élève à plus de 400 implantations. La volonté des grandes entreprises françaises de consolider et d’étendre leurs implantations industrielles reste entière, en particulier dans le secteur automobile, les transports urbains, la chimie, les ciments, l’électronique, la construction électrique, l’agro-alimentaire, la pharmacie, les cosmétiques. Dans le secteur des NTIC, les investissements s’intensifient, visant les technologies de nouvelle génération (GSM, large bande et numérique) et l’entrée en Chine comme opérateur. Pour les services, les efforts d’implantation de nos distributeurs, de nos banquiers et de nos assureurs sont particulièrement vigoureux. The astonishing longevity of these families was matched in remarkability only by their sudden and complete disap- pearance after the fall of the Tang at the turn of the tenth century. The views expressed in this document are only those of its independent author The Interactions of Ethnic Minorities in Beijing Abstract Drawing on six years of fieldwork in Beijing, this article looks at the daily interactions of ethnic minorities in local neighbourhoods and places of economic activities. Moreover, it examines ethnic minorities’ negotiations with public institutions, the Han majority and other ethnic minority groups. The article suggests that celebratory ethno-festivals and ethnic-oriented restaurants that showcase minority traditions serve as a mechanism to encourage Han interactions with ethnic minority groups. However, the attendant risk in utilizing this practice is that the socio-economic struggles of many ethnic minority groups are being masked when a celebratory version of their culture and traditions are presented. This can potentially lead to reduce meaningful Han-ethnic minority interactions in the future. Keywords Beijing, China, commodification, ethnic minorities, interactions, representation.
