Ditjen Penataan Ruang Nasional Kementerian PU Editorial PEMBACA YTH “Kota adalah kita, wajah kota adalah wajah kita”, demikian bunyi slogan sebuah komunitas penggiat lingkungan di Bandung. Ungkapan yang singkat tapi tajam itu menyiratkan sebuah kenyataan yang tak dapat disangkal, sekaligus mengesankan sebuah kesadaran bahwa apa pun yang kita perbuat, maka akan kembali kepada kita. Perkembangan kota sebagai sumber daya buatan atau lingkungan binaan manusia (man-made) itu mencerminkan para penghuninya. Jika direfleksikan ke dalam bidang geologi, slogan itu seakan mengingatkan kembali akan fakta adanya potensi geologi dan kendala geologi dari lingkungan yang dihadapi setiap kali manusia akan “mencipta”, menata, atau membina lingkungan itu. Fakta itulah yang disebut faktor-faktor geologi dalam geologi lingkungan yang secara melekat (inherent) dimiliki oleh suatu bagian dari lingkungan geologi. Miroslav Hrasna dalam tulisannya “The Basic Concepts of Environmental Geology and Its Role in the Government Management” (2006), mendefinisikan hal berikut: “geological environment (geoenvironment) can be defined as the part of lithosphere, which directly influences the conditions of the existence and development of society, which the man exploits and converts” (dapat diartikan: lingkungan geologi adalah bagian kulit bumi yang langsung mempengaruhi kondisi keberadaan dan perkembangan masyarakat serta menjadi tempat manusia melakukan eksploitasi dan alih fungsi lahan). Berdasarkan definisinya, lingkungan geologi dibentuk dari komponen dasar atau komponen geologi (geocomponents) berupa batuan (termasuk tanah), bentang alam (relief), dan fenomena geodinamik. Sementara geologi lingkungan dimaknai sebagai bagian dari disiplin geologi yang memusatkan perhatiannya pada identifikasi, analisis, dan evaluasi faktor-faktor kegeologian yang meliputi faktor-faktor potensi geologi (geopotentials) dan kendala geologi (geoconstraints) dari lingkungan. Oleh karena itu, peran utama geologi lingkungan di dalam pengelolaan lingkungan geologi– lingkungan tempat kita hidup ini–adalah memanfaatkan sumber daya alam secara rasional dan melindungi lingkungan. Pengertian ini sebenarnya terwadahi dalam istilah “geologi tata lingkungan”, yakni geologi untuk menata lingkungan. Potensi geologi akan memberikan dukungan untuk pembangunan lingkungan binaan. Sebaliknya, kendala geologi adalah faktor geologi yang menjadi penghalang untuk pembangunan tersebut dan perlu rekayasa untuk mengatasinya. Hal ini akan benar-benar dihadapi ketika kita merencanakan eksploitasi air tanah untuk pemenuhan kebutuhan air, pembangunan jalan raya, bendung atau bendungan; pengembangan megapolitan dan lainnya. Rekomendasi hasil analisis geologi lingkungan yang meliputi hidrogeologi, geologi teknik, dan geologi untuk pengembangan wilayah harus diterapkan dalam pembangunan semua lingkungan binaan tersebut. Jika tidak, tentulah akan banyak terjadi amblesan tanah, turunnya secara drastis muka air tanah pada sumur penduduk, konflik sosial karena rebutan air tanah, mudah terjadi banjir yang dipicu oleh banjir genangan, masalah kesehatan yang dipicu oleh menurunnya kualitas air tanah, bangunan teknik yang miring atau tidak stabil, jalan yang mudah longsor, dan tata kota yang semrawut serta rentan terhadap ancaman bencana. Pembangunan kota dan lingkungan binaan kita lainnya sudah semestinya memperhatikan potensi geologi dan kendala geologi, juga potensi dan kendala bidang yang berkaitan seperti ekologi. This study aims to describe the ideology contained in a tradition that exists in Maros regency. The method used is descriptive qualitative method. Data collection techniques were carried out by analyzing language data in the form of text in the aruq script, observation guidelines and structured interviews with informants as cultural practitioners. The results of the study concluded that the ideological representation of the Angngaruq tradition of the Makassar society in Maros consisted of theological, democratic, and social ideologies. This shows that in the tradition is very closely related to the implementation of a wedding event or pabbuntingang that is conducted at night called mappacci (girlfriend's night) by the Makassar tribe. Communication in the text as oral literature is realized in grammar in the form of statements, questions, and commands by observing the use of language in its metaphorical form. Angngaruq tradition is preserved as one of the cultural diversity that exists in Indonesia, especially in South Sulawesi. The research was conducted in two main rice producing areas of the province, Soppeng and Maros Regencies. Simple random sampling was employed in selecting 20% of the total populations, resulting in sample sizes of 69 repondents in Soppeng and 52 respondents in Maros. A structured questionnaire was used in direct interview with the selected respondents to obtain data on their socio-economic profile, IPM implementation, and profit gained from IPM. Percentage was used to present the data. In both regencies, overall IPM adoption rates were high with most respondents were categorized as medium and high IPM adopters with adoption rates of 85.1% in Soppeng and 88.5% in Maros.

Kerjasama tersebut tidak hanya bagi negara berkembang namun juga sangat diperlukan bagi negara maju. PP No. 41 Tahun 2006 sebagai amanat UU No. 18 Tahun 2002 dan penyempurnaan Kepres No. 100 Tahun 1993 yang mulai diimplemetasi oleh Kemeneterian Riset dan Teknologi sejak 17 Desember 2007. Undang-undang tersebut memegang peran strategis dalam pembangunan ilmu pengetahuan dan teknologi dan memberikan arah pengaturan guna mewujudkan tujuan memperkuat daya dukung ilmu pengetahuan dan teknologi untuk mempercepat pencapaian tujuan negara, serta meningkatkan daya saing dan kemandirian dalam memperjuangkan kepentingan negara dalam hubungan internasional. Di samping itu, undang-undang tersebut merupakan dasar hukum bagi pembentukan peraturan perundang-undangan di bidang pembangunan ilmu pengetahuan dan teknologi. Peraturan Pemerintah No. 41 Tahun 2006 tetang Perizinan Melakukan Kegiatan Penelitian dan Pengembangan bagi Perguruan Tinggi Asing, Lembaga Litbang Asing, Badan Usaha Asing dan Orang Asing tersebut berdasarkan pemikiran bahwa iptek dalam kerangka sistem nasional penelitian, pengembangan dan penerapan iptek tidak dapat terlepas dari kerjasama internasional.
