Dear Mr Dixon

Re: Peak District Pedal Peak Phase II bid

On behalf of Bakewell and Eyam Community Transport I wish to confirm the investment in cycling in the Peak District through the Department for Transport’s Linking Communities grant to support cycling in National Parks. More specifically, we support the aims and ambitions of the bid to create a comprehensive network of cycle trails connecting surrounding towns and cities to the Peak District. Through the stakeholder consultation process, we are willing to work with officers at the Peak District National Park Authority to provide support to improve cycling and benefit sustainable travel in the Peak District and surrounding area.

We believe that the project will benefit people in the following areas:

• Health and Social benefits to individuals and communities – This project will enable more people to have an active lifestyle which will improve health and wellbeing. • Economic benefits to communities – a new cycle link could provide exciting opportunities for new and existing businesses, generates spending in the local economy and supports jobs. This may in turn enable more people employment opportunities through generating a thriving and stimulated community. • Environmental benefits - by generating a cycle link this will reduce the amount of vehicles on the narrow and dangerous routes which will consequently reduce congestion and pollution

Bakewell and Eyam Community Transport has submitted a bid through Reaching Communities which includes a minibus and cycle trailer to enable cycles to be transported around the Peak District. If we are successful with the bid we would be able to make the vehicle and trailer available for the Peak District National Park.

We look forward to hearing about the success of the bid and to continue working together, assisted by the Linking Communities fund for cycling in National Parks, to improve sustainable and healthy travel options in the Peak District.

Yours sincerely

Blackwell Mill Cycle Hire Monsal Trail 20 TH APRIL 2013 Blackwell Mill Cottages Bakewell Road Buxton Derbyshire SK17 9TF

Dear Mr Dixon,

I am writing to you in support of the bid for funding to link communities by creating a comprehensive network of cycle trail routes connecting towns and cities to the Peak District National park. Through the stakeholder consultation process, we are willing to work with officers at the Peak District National Authority to provide support to improve cycling and benefit sustainable travel in the Peak District and surrounding area.

Blackwell Mill Cycle Hire arouse solely from the 2.5 million funding spent on the Monsal Trail and now as the proprietor of a successful business I can speak with experience of the benefits it has bought. New cycle links would provide greater opportunities for new and existing businesses like our selves & in return would generate more spending in the local economy and create more jobs, of this we are certain.

Blackwell Mill Cycle Hire in the two years that it has been operating has created two full time jobs and four part time positions. The centre has proved to be a great success attracting tourists and local people providing a affordable fun day out with added health benefits. The centre in this time has hired out in excess of 7000 bikes with the majority of these hires being to people who have not cycled for many years and in experiencing the feel good factor are returning with family and friends time and time again. The centre is now a valuable cycle hire hub for schools, scouts, cadets and activity groups.

Having spoke with local business people operating the Camp sites, Bed & Breakfasts, Holiday Cottages, Pubs, Cafes and Restaurants surrounding the Monsal Trail it is evident that the funding spent has had a outstanding positive effect on there economy with businesses growing and new businesses been generated.

With all this in mind, we look forward to hearing about the success of the bid and give our continuing support by working together, assisted by the linking Communities fund for cycling in National Parks, to improve sustainable and healthy travel options in the Peak District.

Yours sincerely,

Cheryl Ashton.

Hello,

I am in my 70s and cycling has been a hobby of mine and my wife's for many years - and hopefully some time to come. We use and enjoy the existing cycleways along with others. However, I live between Bakewell and Matlock and we would like to cycle to and from shopping trips but the traffic on the A6 puts us off and we use our car.

Joining up the existing cycleways as is proposed would allow us to use our bicycles on a daily basis and leave the car in the garage much more.

Also, the existing cycleways mean that most drive a car to and from the starting places. The circular route would lessen this and also spread those that do drive to a convenient starting place to spread the parking around the route.

Re: Peak District Pedal Peak Phase II bid

I am writing to you to provide the Community Sports Trust’s in principle support for investment in cycling in the Peak District through the Department for Transport’s Linking Communities grant to support cycling in National Parks. More specifically, we support the aims and ambitions of the White Peak loop, Cycle Hubs and the ‘On Your Bike’ development and marketing elements of the bid to create a comprehensive network of cycle trails connecting surrounding towns and cities to the Peak District. We would be delighted to be involved in this project, and can support in the following ways:

• Village Games and Community Sports Activators to support the development of community based cycling groups, which access the trails and encourage people of all ages to get on their bikes. • Workfit project (in consultation phase) to support people from small, medium and large employers to cycle to/from work, and during their lunch breaks to get people more active. • Marketing and promotion of the project via CST, Cycle Derbyshire and other project media- web, social media and local marketing in communities. • Support to Peak District Cycling Festival through engagement of communities in organising and taking part in events.

Who will benefit?

Will Spencer Highways and Transport Staffordshire County Council Number 1 Staffordshire Place, Stafford ST16 2LP 19 April 2013

Dear Will Spencer Cycling city ambition grant application – improvement of Caldon canal towpath for cycling and walking Further to our conversation I am very pleased to support this proposal which would provide very useful, safe and attractive cycle routes between the North Staffordshire conurbation and the Peak District National park and which would have substantial safety and economic benefits. The Staffordshire Moorlands section of the Caldon Canal runs in a valley which provides the only flat and practical (within the capabilities of most cyclists) route between the North Staffordshire conurbation and the Peak District National Park. It would link National Cycle Routes in Stoke (Routes 5 and 55), via the already improved cycle route along the Caldon Canal in Stoke on Trent, to the National Cycle Route network in The Peak District (Route 54) However sections of the towpath of the Caldon Canal (between Stockton Brook and Cheddleton) and the Leek branch of the canal are narrow with slippery muddy surfaces sloping to the canal. This makes cycling hazardous, particularly in wet weather, and makes it unsafe to promote the towpaths as cycle routes in their current condition. The canal towpath (to Hazlehurst junction) and the Leek branch parallels the A53. The A53 is a difficult and hazardous route for cyclists because it is heavily trafficked with many large vehicles and has very hilly and higher speed limit (50 mph) sections. Improving the towpath would provide a safe, flatter and very attractive alternative route for everyday cycling between the North Staffordshire conurbation and Leek, and for communities in between. It would also be part of a recreational route to major attractions such as Tittesworth Reservoir and the Roches in the Peak District and also to the Rudyard Lake Cycle Trail. The towpath to Cheddleton links not only to the major attraction of the Churnett Valley railway and the scenic Churnet valley itself but also to country lanes that connect to the eastern fringe of the Peak District including the popular Manifold Trail walking and cycle route (national cycle route 54). In summary I strongly support the upgrading of the towpaths because this would provide: • Safe, attractive routes for recreational cycling with significant potential economic benefits • A safe, attractive route for utility cycling as an alternative to an unsafe main road (the A53).

Yours sincerely

Dear Mr Dixon

Re Peak District Pedal Peak Phase II bid

We are writing on behalf of Cycleways UK Ltd which runs www.peakdistrictcycleways.co.uk , a commercial website run by local cyclists and devoted to the general promotion of recreational cycling in the Peak District. We would like to pledge our full support for investment in local cycling through the Department for Transport’s Linking Communities grant to support cycling in National Parks.

The Peak District Cycleways website has effectively espoused the aims and ambitions of the bid from the beginning, most notably the extension of safe, traffic-free cycling routes into and around the national park, as well as efforts to make cycling accessible to all ages and backgrounds (including local people and not just visitors).

Even though we are a commercial concern we are very willing to work in partnership with the local authorities and community groups to further these aims, especially to freely promote cycling routes, relay information on bike hire, bike-friendly accommodation and other services that will help people ride with knowledge and confidence so they have a positive experience of cycling in the Peak District. We will use the website to help promote cycling routes into the Peak District from surrounding areas, especially the urban centres like Sheffield and .

Since launching www.peakdistrictcycleways.co.uk in 2011 we have grown threefold and in 2012 the website had 80,000 visits. We also have 970 Twitter followers who read our regular blog where we share our personal thoughts on the huge potential to develop cycling in the Peak District – for a combination of health, social, environmental, economic and sustainable transport reasons.

We look forward to hearing about the success of the bid and to continue working together, assisted by the Linking Communities fund for cycling in National Parks, to improve sustainable and healthy travel options in the Peak District.

Re: Peak District Pedal Peak Phase II bid

I am writing to you to provide and Derbyshire Local Access Forum’s in principle support for investment in cycling in the Peak District through the Department for Transport’s Linking Communities grant to support cycling in National Parks.

The Derby and Derbyshire Local Access Forum (DADLAF) is a statutory body, appointed jointly by Derbyshire County Council and Derby City Council. It covers Derby City and Derbyshire County outside the National Park area to the south and east. Our role is to advise both the authorities on the improvement of public access and opportunities for the purpose of open-air recreation and enjoyment of the area.

We particularly support the aims and ambitions of the bid to create a comprehensive network of cycle trails connecting surrounding towns and cities to the Peak District. As a Forum we have always believed in the importance of linking Greenways and trails to centres of population and to public transport interchanges. We fully recognise the popularity of cycling and we are aware of the many cyclists that live within the area covered by the DADLAF and this bid provides those cyclists with the opportunity to access the National Park in a safe and sustainable way.

We have been encouraging Derbyshire County Council for some years to develop the route from Matlock up into the Peak District to link up to the Monsal Trail and this bid provides the opportunity for this to happen which is why we fully support the proposal. It also helps with the delivery of the West Derbyshire and High Peak Greenway Strategy produced by Derbyshire County Council which this Forum has also endorsed.

Through the stakeholder consultation process, we are willing to work with officers at the Peak District National Park Authority and Derbyshire County Council to provide support to improve cycling and benefit sustainable travel in the Peak District and surrounding area.

We look forward to hearing about the success of the bid and to continue working together, assisted by the Linking Communities fund for cycling in National Parks, to improve sustainable and healthy travel options into the Peak District from the rest of Derbyshire and from Derby City and beyond

Dear Mr Dixon

Re: Peak District Pedal Peak Phase II bid

I am writing to confirm Derbyshire Sport’s wholehearted support of the cycle development proposal being submitted to the Department of Transport for a Linking Communities grant.

Derbyshire Sport (the county sports partnership for Derbyshire) is a partnership which provides the strategic lead for the development of sport and active recreation in the county. Members of the partnership include all the local authorities in the county including Derby City, DCC Public Health, University of Derby, and national governing bodies of sport, HE/FE establishments and the sport voluntary/community sector. Members of the partnership have all adopted the strategic plan ‘Beyond 2012 – A Plan for Sport and Active Recreation in Derbyshire 2012-2015.

The plan includes 3 ambitions – the first being

• To increase the number of people of all ages and abilities who regularly take part in sport and active recreation so the Derbyshire is placed in the top quartile of counties for participation rates (measured by the Active People survey) by 2015.

The role that cycling can play to help achieve this ambition is acknowledged in this strategic document and actions to increase the numbers of Derbyshire residents who either take part in cycling for sport reasons, health reasons or recreational reasons are included.

The valuable work that the Peak District National Park Authority has started to promote cycling within the Park is acknowledged and appreciated by the partners involved in Derbyshire Sport.

The importance of the Peak Park as a destination for cycling to both to the keen sports cyclists and the more recreational cyclists is also recognized by partners in the work that they do locally to promote cycling.

Improving the access to the Peak Park for cycling and the cycling infrastructure within the Peak Park is likely to have a significant beneficial impact on the development of cycling by partners in the rest of the county.

Partners will contribute to this project through the promotion of the positive cycling messages, the cycling routes and infrastructure through their own networks, websites etc. The Active Derbyshire and Cycle Derbyshire campaign will also promote the resource. There is a groundswell of interest in the county for led cycle rides for adults. For those local authorities that are within or border the Peak Park boundaries, these new cycle routes will be significant for the development of a comprehensive programme of led rides.

We look forward to hearing about the success of the bid and to continue working together, assisted by the Linking Communities fund for cycling in National Parks, to improve sustainable and healthy travel options in the Peak District

Dear Mr Dixon

Peak District Pedal Peak Phase II bid

I am writing to you on behalf of the Derwent Valley Mills World Heritage Site (DVMWHS) to provide our in principle support for investment in cycling in the Peak District through the Department for Transport’s Linking Communities grant to support cycling in National Parks. The DVMWHS is the birthplace of the modern factory system and is the only UNESCO inscribed World Heritage Site in the East Midlands, covering the 15 mile stretch of the river from Matlock to Derby.

More specifically, we support the ambition of the bid to create a comprehensive network of cycle trails connecting surrounding towns and cities to the Peak District. The DVMWHS is close to the Peak District and is a popular route to it, with many visitors enjoying our attractions before moving into the National Park. We are in the process of completing our Management Plan for the period 2013 to 2018 and cycling is recognised as an area where improvements can be made. This links well with the ambition of this bid, as the High Peak Trail meets the DVMWHS at High Peak Junction. The Derwent Valley Railway line is also a key part of providing a sustainable public transport network to carry cyclists out of Derby and without relying on cars.

Through the stakeholder consultation process, we are willing to work with officers at the Peak District National Park Authority to provide support to improve cycling and benefit sustainable travel in the Peak District and surrounding area. I feel that investment in cycling would bring the following;

 Health and Social benefits to individuals and communities: An active lifestyle improves health and wellbeing, and reduces the likelihood of serious illness and premature death. This in turn reduces pressure on the health service.  Economic Impacts: A new cycle link could provide exciting opportunities for new and existing businesses, generates spending in the local economy and supports jobs  Environmental Impacts: Improvements to the public realm, less congestion and pollution.

We look forward to hearing about the success of the bid and to continue working together, assisted by the Linking Communities fund for cycling in National Parks, to improve sustainable and healthy travel options in the Peak District and the DVMWHS.

Dear Mr Dixon

I am writing on behalf of the Derwent Valley Trust in support of the bid for funding to complete the cycle link between Buxton and Matlock. The Trust developed the Derwent Valley Heritage Way in 2003 as a route along the river valley with several partners which included Derbyshire County Council. This was as a footpath but the long term intention is to establish a cycle route as well. The Trust’s objectives include encouraging visitors to the Valley to enjoy the many opportunities for education and enjoyment but in a sustainable manner by emphasising the use of public transport along with walking and cycling.

The proposed cycle route does cover a small part of the Derwent Valley route but also provides links to other parts of the County and the Park. This would be in keeping with our long term aims and objectives and so the Trust is keen to see this development take place.

I wish you every success in the bid.

Dear Mr. Dixon,

Linking the National park - Linking Communities programme

I am writing in support of your programme to link the Trails at the heart of the National Park with the wider community, with the towns in the Park and with its large catchment outside the National Park. I have long thought that you have huge opportunities for encouraging your visitors to come to the Park by train and then to continue by cycle if only you could create safe and attractive routes from the stations. At present both Buxton and Matlock present prospective visitors with daunting heavily trafficked main roads. Your project to provide high quality and clearly signed routes suitable for novices of every age must have great potential and I doubt that there can be another scheme in the Country with such opportunities. I hope that you are successful and I look forward to using the new links and seeing cycling becoming a real option for exploring and visiting your beautiful area.

Mr Jim Dixon Chief Executive Peak District National Park Authority Aldern House Bakewell Derbyshire DE45 1AE

Dear Mr Dixon

As the Club Secretary of one of the largest cycling clubs in Great Britain, I am writing to you on behalf of our membership to provide Matlock Cycling Club’s support for investment in cycling in the Peak District through the Department for Transport’s Linking Communities grant to support cycling in National Parks.

We fully support the aims and ambitions of the various elements within the bid to create a network of cycle trails connecting surrounding towns and cities to the Peak District area.

Through the stakeholder consultation process, we are more than willing to work with officers at the Peak District National Park Authority to provide support to improve cycling and benefit sustainable travel in the Peak District and surrounding area.

We have many volunteers who have decades of experience within the cycling fraternity, who would be willing to make contributions and suggestions on how best to make the most of the proposals.

We have around four hundred active members at present. There has been a great surge of interest in cycling and many clubs, including ours, are enjoying this current boom. Our membership now ranges from young children learning to ride a bike for the first time on stabilisers, to elite level racers across various disciplines, to pensioners in to their eighties who still ride regularly on a touring / social level. If these proposals were implemented, the majority of our members would benefit in some way, as the popularity of cycling continues to grow.

We believe that the proposals would have the following benefits:-

- Improve Health of Individuals and Communities – more members of the public would be interested in using bicycles as a form of transport, as well as a leisure activity. The exercise that cycling gives is sustainable and accessible to all and widely accepted as an excellent way of achieving good health, which in turn has knock on effects such as less of a burden on the NHS, less days off with illnesses at work etc. - Generate Business for the Local Area – opportunities would arise from the new cycle link by generating more spending in the local economy and providing more jobs within the area - Environmental Benefits – cycling ensures less congestion and less pollution

With regards to element number one – the White Peak Loop being our local area, we can see the following potential:-

- The route from Matlock to Rowsley will link villages to 2 primary schools, and will enable residents on the A6 to commute or shop in Matlock by bike.

- Provide an opportunity for expanding local tourist trade and providing new job opportunities, as proven by the recent development of Monsal Trail.

- The route between Matlock and Bakewell passes through outstanding countryside. However, the A6 is very busy, and puts off a lot of cyclists.

- Matlock Cycling Club was involved in the initial route planning for the Derwent Valley Cycle Route (late 90s), and has had members campaigning for the route ever since on Derbyshire CCs Cycling Liaison Committee and one member was on the committee of Cycling Peaks who have been campaigning for the route Matlock to Bakewell.

As one of the largest cycling club’s in the UK, and being a fully accredited British Cycling Go Ride Club, we have many means at our disposal to provide a wide variety of cycling activities, and therefore the potential of this proposal could mean enhanced attendances at our regular run cycling courses, events and activities.

We look forward to hearing about the success of the bid and to continue working together, assisted by the Linking Communities fund for cycling in National Parks, to improve sustainable and healthy travel options in the Peak District.

Yours sincerely

Re: Peak District Pedal Peak Phase II bid

I write on behalf of Matlock Town Council providing our in principle support for investment in cycling in the Peak District through the Department for Transport’s Linking Communities grant to support cycling in National Parks. We fully support the aims and ambitions of all the elements of the bid, but more specifically the White Peak Loop and the Cycle Hubs Development Fund, connecting Derby and Nottingham with the Peak District National Park.

As the ‘link’ between the train connections and cycle route, Matlock could provide much of the support infrastructure that such a scheme would require, thus generating spending in the local economy and supporting jobs and businesses in the Town. The proposal will further enhance the Peak District and Derbyshire Dales as a world-class visitor destination.

An active lifestyle, which improves health and wellbeing for everyone is to be encouraged, this alleviates the pressure on the health service and reduces the likelihood of serious illness and premature death and what better way to do this than by taking a regular cycle ride in the scenic Peak District by way of its many family-friendly trails.

We look forward to working with officers at the Peak District National Park through the stakeholder consultation process and to hearing about the success of the Linking Communities – grants to support cycling in National Parks bid.

Dear Jim

Peak District Pedal Peak Phase II bid

I am writing to you to provide the National Trust’s in principle support for investment in cycling in the Peak District through the Department for Transport’s Linking Communities grant to support cycling in National Parks. More specifically, we support the aims and ambition of the bid to create a comprehensive network of cycle trails connecting surrounding towns and cities to the Peak District. This will have the potential to provide major health, economic and environmental benefits to the Park and its surrounding urban communities. Through the stakeholder consultation process, we are willing to work with officers at the Peak District National Park Authority to provide support to improve cycling and benefit sustainable travel in the Peak District and surrounding area.

As the owner and/or manager of over 12% of the National Park on behalf of the nation the proposal chimes very well with our desire to see more sustainable means of accessing and enjoying the Park. One of our key strategic themes is about getting people outdoors and closer to nature. This proposal will potentially make a very significant contribution to facilitating this for a wide range of people. From its origins the Trust has been about providing breathing places and opportunities to engage with inspirational nature for our urban populations. Of all our great National Parks the Peak District is in a unique position to deliver this given its proximity to many of our key urban centres and it is therefore great to see the focus on a number of these as part of this bid.

National Trust President: HRH The Prince of Wales Peak District Estate Regional Chairman: Steve Brown Dark Peak Area Office Regional Director: Beccy Speight Edale End Hope S33 6RF Registered office: Tel: +44 (0)1433 670368 Heelis, Kemble Drive, Swindon, Wiltshire SN2 2NA Fax: +44 (0)1433 670397 Registered charity number 205846 www.nationaltrust.org.uk/peakdistrict

I would hope that the proposals will enable opportunities for people to visit the stunning landscapes the Trust cares for in the National Park. The National Trust is developing its offer for cyclists in the National Park and there are therefore potentially some tangible synergies to be realised particularly around the proposals related to the Manifold Trail and potentially Sheffield. With regard to the latter we would be particularly interested to explore opportunities for links to Longshaw and the Eastern Moors. I understand that these are not featuring directly in the bid but there may be opportunities to develop links. We would be interested to explore how support from any successful application could help us develop cycling facilities on our land.

We look forward to hearing about the success of the bid and to continue working together, assisted by the Linking Communities fund for cycling in National Parks, to improve sustainable and healthy travel options in the Peak District and its surrounding urban communities.

Yours sincerely

Dear Mr Dixon

Re: Peak District Pedal Peak Phase II bid

I am writing to you to provide Natural England’s in principle support for investment in cycling in the Peak District through the Department for Transport’s Linking Communities grant to support cycling in National Parks.

Natural England’s purpose is set out in the Natural Environment and Rural Communities Act 2006 and includes: • promoting access to the countryside and open spaces and encouraging open- air recreation • contributing in other ways to social and economic wellbeing through management of the natural environment.

To further these aims we are currently engaged in work to secure the ambitions identified in Natural Environment White Paper 2011, to strengthen the connections between people and nature with more people enjoying the benefits of nature by giving them the freedom to connect with it.

We therefore support the aims and ambitions of the bid to create a comprehensive network of cycle trails connecting surrounding towns and cities to the Peak District as the scheme will: • increase the opportunities to travel sustainably, bringing a number of benefits to the environment, • offer health and social benefits to individuals and communities by contributing to healthy lifestyles and provide them with more opportunities to connect with nature, • provide economic benefits to local communities by generating more spending and supporting jobs in the local economy.

We will continue to work with officers at the Peak District National Park Authority and ensure that all delivery work is subject to the necessary consents and permissions in order to provide improved sustainable and healthy travel options in the Peak District.

Yours sincerely

Dear Aidan

Buxton Cycle facilities / Pedal Peak District Phase II

Northern Rail is very keen to promote sustainable transport and cycling has been a key focus as part of completing the end to end journey.

We continue to develop cycling facilities at many stations on the network and will be launching a bike hire scheme this summer – as part of a 50 station nationwide programme.

We would be excited to work with the Peak District to encourage cycling from stations and will utilise our marketing collateral to promote cycling in the Peak District.

This will include our magazine, website and door to door leaflets.

Peak District National Park Management Plan Advisory Group

Dear Jim

Re: Peak District Pedal Peak Phase II bid

I am writing to you to provide the Peak District National Park Management Plan Advisory Group’s in principle support for investment in cycling in the Peak District through the Department for Transport’s Linking Communities grant to support cycling in National Parks. The National Park Management Plan Advisory Group is an independent group of key stakeholders from the tourism, conservation, community and business sectors who guide and independently advise the National Park Authority and partners on delivery of the plan. I am writing on behalf of, and as Chair of the group to support the aims and ambitions of the various elements of the bid to create a comprehensive network of cycle trails connecting surrounding towns and cities to the Peak District.

‘Destination Pedal Peak’ is recognised as one of the five key ‘Signature Programmes’ of the current National Park Management Plan 2012-17. These signatures represent fundamental aspects of the plan, addressing big challenges and supporting significant, but realistic steps towards achieving our vision for the national park. ‘Destination Pedal Peak’ is supported by a wide range of delivery partners, and Pedal Peak Phase II will progress several actions in this signature programme, by building on the success of the first phase of Pedal Peak and extending the trails to Matlock and Buxton; Developing the scope and vision for enhanced cycling opportunities and experiences in and around the Peak District; Improving the visitor experience and managing visitor impact at hubs and gateways; and delivering general network improvements to rights of way.

More broadly, the current National Park Management Plan is based around four key themes, and Pedal Peak Phase II will also assist in the progression of these: - A Diverse working and Cherished Landscape - A Welcoming and Inspiring Place - Thriving and Vibrant Communities - An Enterprising and Sustainable Economy

I am confident that these exciting proposals will contribute positively to all of the themes, through sympathetic landscape and heritage asset restoration, encouraging visitors to develop a deeper understanding of national parks and the natural environment, connecting communities and promoting sustainable economic growth through new business and job opportunities. The Health and Social benefits offered to individuals and communities by outdoor recreation opportunities such as cycling are huge, creating a healthier population and reducing pressure on our National Health Service.

We look forward to hearing about the success of this fantastic bid and to continue working together, assisted by the Linking Communities fund for cycling in National Parks, to improve sustainable and healthy travel options in the Peak District, the surrounding area and indeed the nation.

Yours sincerely

Jim Dixon Chief Executive Peak District National Park Authority Aldern House Bakewell Derbyshire DE45 1AE 17th April, 2013 by email

Dear Jim

Re: Peak District Pedal Peak Phase II bid

I am writing to provide the Peak District Local Access Forum's in principle support for investment in cycling in the Peak District through the Department for Transport’s Linking Communities grant to support cycling in National Parks. This follows consultation with Adge Last and Edwina Edwards of our LAF in the limited time available.

As you know, the Peak District Local Access Forum (PDLAF) is a statutory body, appointed jointly by the Peak District National Park Authority (PDNPA) and Derbyshire County Council (DCC). It covers the National Park area and the countryside of north- west Derbyshire around Buxton, New Mills and Glossop. Our role is to advise both the authorities on the improvement of public access and opportunities for the purpose of open-air recreation and enjoyment of the area.

More specifically, we support the aims and ambitions of the White Peak Loop, the Little Don link from north of Sheffield, the Staffordshire Moorlands link and the planned Cycle Hubs Development Fund to benefit small businesses and community organisations. These exciting plans will help to create a comprehensive network of cycle trails connecting surrounding towns and cities to the Peak District. Through the stakeholder consultation process, we are willing to work with officers at the Peak District National Park Authority to provide support to improve cycling and benefit sustainable travel in the Peak District and surrounding area.

We support the National Park Management Plan and Recreation Strategy for the Peak District - "Active in the Outdoors" and are always keen to see co-ordinated action and partnerships. In this case we see and welcome that you can realise action related to several key priority issues as follows if this bid is successful: National Park Management Plan - "the National Park will strengthen its role as a welcoming place and premier destination, synonymous with escape, adventure and enjoyment" (NPMP - W11). "Accessible and diverse recreation opportunities will be available for all, encouraging healthy living, enjoyment of the landscape and a sense of adventure." (NPMP W14).

The Recreation Strategy recognises the popularity of the Peak District for cycling, offering everything from quiet country lanes and traffic-free trails to challenging mountain bike terrain. The Strategy supports calls from providers and users for - "more circular routes and routes linked to urban areas and transport hubs. It recognises that linking routes to small scale local sustainable development such as accommodation, cafes, information and cycle hire or repair helps to sustain the local economy and enhance the visitor experience."

The LAF has a diverse and informed membership with knowledge and experience drawn from many different fields allowing us to offer balanced and independent advice to further access and recreation in the National Park. These proposals are most welcome as they clearly link to the Strategic Plans for the Peak and cycling strategies existing or emerging from constituent authorities. It is also very much in line with the action through the workshops help at the Peak District Cycling Summit I attended in February on behalf of our LAF.

You previously indicated that you thought there was a distinctively positive role for the LAF in looking at the long-term and National Park wide picture for cycling development in a way that complements the rather more task-focussed approach the counties and the Authority must necessarily focus on. I think the experience of LAF members could help and advise on this and as details are developed, would be happy to encourage this from them. They will be pleased to see the tremendous scope for:

• Health and Social benefits to individuals and communities – it is proven that an active lifestyle improves health and wellbeing, and reduces the likelihood of serious illness and premature death. This in turn reduces pressure on the health service and improves workplace attendance. • Economic benefits to communities – a new cycle link could provide exciting opportunities for new and existing businesses, generates spending in the local economy and supports jobs • Environmental benefits - improvements to the public realm, less congestion and pollution

From the Forum's point of view, as you know, we have previously reviewed cycling opportunities and: • Congratulated the Peak District NPA, Derbyshire CC, constituent Highway Authorities and partners for work done to date to improve cycling opportunities in the Peak District. • Encouraged further work and initiatives to enable increased participation and enjoyment of the area by visitors and the local community and complete the Peak Circuit and facilitate wider use of the National Park in an active and sustainable way. • Welcomed the opening of the tunnels on the Monsal Trail as an awesome achievement from a brilliant vision to a fantastic reality which is benefitting thousands of people's enjoyment and understanding of the National Park, and bringing tremendous and significant economic benefits to the area. Members of the Forum have been delighted to see already the number and variety of users and their obvious enjoyment on cycle, foot, horse, mobility scooter and family's with children and push chairs discovering previously hidden views from on high into the valleys. It is particularly encouraging through the Pedal Peak District project that many new riders have started cycling helping them to enjoy the area, get fit and healthy. • Derbyshire County Council’s lead regarding the “White Peak Loop” including the Matlock/Buxton Cycle Ring and connections. The Forum feels the proposals will be fantastic as a means of enabling completion of circuits building on the excellent linear trails, widening and increasing participation and encouraging new users, enjoyment of wonderful countryside with connections to railheads at Buxton and Matlock and huge benefits to tourism and the economy in the area. • Asked the Peak District NPA through its Recreation and Transport Strategies and Action Plans to explore the scope for doing this working through partnership and external funding. • Asked Forum members for future input which has been offered.

Members of the LAF will be delighted by this proactive approach having welcomed the excellent work done by the Authority to date and future plans, and knowing of other opportunities for the future after liaison with you and having heard of the approach of the Constituent Authorities and Sustrans in and around the Peak District.

Crucially for a major project like this, we know that the National Park Authority, Derbyshire County Council and other constituent authorities are excellent at working together, delivery of projects of this type to a high standard for all to enjoy and in the case of the Peak, successfully targeting and administering grant aid schemes.

I hope this letter of support is helpful and we look forward to hearing about the success of the bid. I would like to reiterate the enthusiasm of representatives of the LAF for this bid, and their willingness to offer advice and expertise as it progresses. We look forward to the success of the bid and to continue working together, assisted by the Linking Communities fund for cycling in National Parks, to improve sustainable and healthy travel options in the wider Peak District.

I have also asked the Secretaries of all relevant adjoining LAF's to write in support.

Yours sincerely

Dear Mr Dixon

Re: Peak District Pedal Peak Phase II bid

I am writing to you on behalf of the South Yorkshire Safer Roads Partnership to express our in principle support for investment in cycling in the Peak District through the Department for Transport’s Linking Communities grant to support cycling in National Parks. More specifically, we support the aims and ambitions of the cycling opportunities and expanded use of the multi-user trails within the Peak District National Park to create a comprehensive network of cycling routes connecting surrounding towns and cities to the Peak District. The proposed link from Sheffield, through Stocksbridge and out to Langsett, connecting to the TPT will be of particular value. Through the stakeholder consultation process, we are willing to work with officers at the Peak District National Park Authority to provide support to improve cycling and benefit sustainable travel in the Peak District and surrounding area.

The PDNPA is a key member of the SRP and we take a multi-agency, multi- functional approach to reducing and preventing the number and severity of collisions and casualties across and adjacent to SY. The aims and ambitions fit well with our strategy and can be supported by the training activity that we are providing and have earmarked as part of our successful LSTF bid and award.

As well as in road safety, we work closely with other stakeholders and partners with an interest across local transport as there are:

• Health and Social benefits to individuals and communities – it is proven that an active lifestyle improves health and wellbeing, and reduces the likelihood of serious illness and premature death. This in turn reduces pressure on the health service and improves absenteeism • Economic benefits to communities – a new cycle link could provide exciting opportunities for new and existing businesses, generates spending in the local economy and supports jobs • Environmental benefits - improvements to the public realm, less congestion and pollution, fewer cars leads to safer roads.

We look forward to hearing about the success of the bid and to continue working together, assisted by the Linking Communities fund for cycling in National Parks, to improve sustainable, healthy travel options and safety in the Peak District and South Yorkshire

Yours sincerely

Annabel Chell City Renewal Transport and the Connected County City of Stoke-on-Trent Civic Centre Staffordshire County Council Glebe Street No 1 Staffordshire Place Stoke-on-Trent Stafford ST4 1HH ST16 2LP

Dear Annabel,

Staffordshire Moorlands Link – Cycling in National Parks

In recent years, Stoke-on-Trent has begun its transformation into a city that is a great place to live, based primarily on achieving the four objectives that were identified as part of the 2011 Mandate for Change: 1. Make Stoke-on-Trent the place to bring business; 2. Make Stoke-on-Trent a great city to live in; 3. Support and develop existing business; 4. Work with people to promote independence and healthy lives.

Through our delivery of Local Sustainable Transport Fund projects, and the recent Cycling Town programme, we have first-hand experience that promoting cycling helps to deliver all four of these objectives. In particular the evidence base is very strong showing investment in cycling helps to improve health. The Stoke-on-Trent Joint Strategic Needs Assessment (JSNA) provides an assessment of the health and wellbeing needs of the city. The health outcomes for the people of Stoke-on-Trent remain unacceptably poor. However despite the severe deprivation challenges faced by the population, health status continues to slowly improve.

The creation of a link through the Staffordshire Moorlands, from the Potteries to the Peaks, will be an inspirational route, key to motivating more people in Stoke-on-Trent and the Staffordshire Moorlands to cycle more often. The route provides connections to intermediate visitor attractions for people to build their cycling ability up to the goal of longer rides to the world class routes through the Peak District National Park. It will also provide improved facilities to better link Staffordshire Moorlands residents with the City for utility journeys supporting local transport policies. Our tourism colleagues already have close working with the Peak District Tourist Board and links with the nearby Peak District are part of the international ‘Visit Stoke’ marketing. Adding the cycling to the Peak District experience to this offer will be a huge boost to this work.

Page 2

The Caldon Canal runs into the urban core of the North Staffordshire conurbation and high quality improvements have been delivered to the towpath within Stoke-on-Trent. Our Local Transport Capital Programme includes further linkages to improve connections from the Caldon Canal towpath to the rest of the 160km local cycling network.

The canal wraps around just to the south of Stoke-on-Trent City Centre and the new £15m City Centre Bus Station, and towards Stoke-on-Trent Railway Station and the University Quarter (UniQ). via the City’s flagship historic park - Hanley Park. The 63 acre park is one of the largest Victorian public parks in the UK. A Heritage Lottery Fund and Big Lottery Fund project is being prepared with UniQ partners to regenerate this historic park, improve park access, and encourage greater use by the community.

Within the UniQ the creation of the Staffordshire Moorlands Link to the Peak District will be an asset in the promotion of cycling for the implementation of the Stoke-on-Trent Rail Station Travel Plan, and the Travel Plans of the education institutes in the UniQ: Staffordshire University, Stoke-on-Trent Sixth Form, and Stoke-on-Trent College.

There are extensive public realm improvements being delivered in the UniQ to better link the rail station with Hanley Park, both on campus and on highways through our Station Gateway project. These projects will ensure a high quality starting point for the Staffordshire Moorlands link to the Peak District. PEAK DISTRICT PEDAL PEAK PHASE II BID

I am writing to you to provide the in principle support of South Yorkshire Passenger Transport Executive (SYPTE) for investment in cycling in the Peak District through the Department for Transport’s Linking Communities grant to support cycling in National Parks. As you will be aware, the South Yorkshire Integrated Transport Authority (SYITA) is the Local Transport Authority for South Yorkshire and SYPTE is the executive body that implements SYITA’s policies and programmes, as well as advises on their development.

We particularly support the aims and ambitions of the Little Don Link element of the bid which will provide a link from north Sheffield to the cycle trails of the Peak District. This proposal will contribute to the delivery of our Local Transport Plan and in particular, it will contribute to Policy S, which is to “encourage active travel and high quality cycling and walking networks”.

Through the stakeholder consultation process, we are willing to work with officers at the Peak District National Park Authority to provide support to improve cycling and benefit sustainable travel in the Peak District and surrounding area.

We look forward to hearing about the success of the bid and to continue working together, assisted by the Linking Communities fund for cycling in National Parks, to improve sustainable and healthy travel options in the Peak District and South Yorkshire.

I am writing to you to provide TATA Steel Specialty Stocksbridge’s in principle support for investment in cycling in the Peak District through the Department for Transport’s Linking Communities grant to support cycling in National Parks. TATA Steel and its predecessors have continually supported similar initiatives, through commitment from senior Environmental management and HR directorship, namely Steel Valley Project and through this involvement are seen as a continuation of this commitment.

TATA Steel’s No1 business priority is Health, Safety and Environmental and therefore supports such an initiative by • Health and Social benefits to individuals and communities – it is proven that an active lifestyle improves health and wellbeing, and reduces the likelihood of serious illness and premature death. This in turn reduces pressure on the health service and improves absenteeism • Provides an opportunity to develop a “cycle to work” initiative • Environmental benefits - improvements to the public realm, less congestion and pollution

I am writing to you to provide Thornbridge Brewery’s in principle support for investment in cycling in the Peak District through the Department for Transport’s Linking Communities grant to support cycling in National Parks.

Our Brewery is based on the outskirts of Bakewell, just 10 minutes cycle ride from the Monsal Trail and our Brewery Tours and Shop would benefit directly from increased traffic on the route.

There is an obvious benefit to local employment opportunities.

Some employees would also benefit as they would be able to cycle to work and we would happily provide secure bike racking on site at the Brewery for staff or visitors.

The specific health, economic and environmental improvements are too numerous to list, but are obviously enormous for locals and visitors alike.

Visit Peak District & Derbyshire act as the county’s official tourism body or board and as such has key responsibility of the strategic development of the region’s visitor economy. We work very closely with a number of key partners including Visit England which is supported by the Department of Culture and Media.

Our brief is to increase the contribution that the visitor economy makes to the regional economy by improving the marketing, skills, quality and competitiveness of tourism businesses.

As such, we welcome proposals which invest in attracting more people to our area through the investment of infrastructure projects such as this. We support the aims and ambitions of the bid to create a comprehensive network of cycle trails connecting surrounding towns and cities to the Peak District. Through the stakeholder consultation process, we are willing to work with officers at the Peak District National Park Authority to provide support to improve cycling and benefit sustainable travel in the Peak District and surrounding area .

One of our main strategic ambitions, reflected in brand development work and national marketing plans, is for the Peak District to be seen as the premier UK destination for cycling. This bid is exactly what we need to ensure the top quality cycling offer in our destination is maintained and improved to meet this ambition. Customers are demanding lots more in terms of their cycling needs and your bid will help improve massively the cycling offer in our destination.

We know from Visit England’s research and that of our own, that consumers are looking for more cycling routes and interesting, safe places to use their bikes. This bid if successful will not only give us more content to market our destination which in turn will have an economic impact on the destination but it taps into the current trend for well-being which customers are actively seeking out.
