This history makes the Philippines a kind of imperial artifact. Like all nation- states, it is an ineluctable part of a global order governed by a set of shifting power rela tionships. Such shifts have included not just regime change but also social revolution. The modernity of the modern Philippines is precisely the effect of the contradictory dynamic of imperialism. The Spanish, the North American, and the Japanese colonial regimes, as well as their postcolonial heir, the Republic, have sought to establish power over social life, yet found themselves undermined and overcome by the new kinds of lives they had spawned. It is precisely this dialectical movement of empires that we find starkly illumi nated in the history of the Philippines. Rodrigo Duterte and the New Terms of Philippine Populism Nicole Curato Centre for Deliberative Democracy & Global Governance, University of Canberra, Australia ABSTRACT ARTICLE HISTORY This commentary aims to take stock of the 2016 presidential Published online elections in the Philippines that led to the landslide victory of 18 October 2016 ’ the controversial Rodrigo Duterte. It argues that part of Duterte s KEYWORDS ff electoral success is hinged on his e ective deployment of the Populism; Philippines; populist style. Although populism is not new to the Philippines, Rodrigo Duterte; elections; Duterte exhibits features of contemporary populism that are befit- democracy ting of an age of communicative abundance. This commentary contrasts Duterte’s political style with other presidential conten- ders, characterises his relationship with the electorate and con- cludes by mapping populism’s democratic and anti-democratic tendencies, which may define the quality of democratic practice in the Philippines in the next six years. The first six months of 2016 were critical moments for Philippine democracy. In February, the nation commemorated the 30th anniversary of the People Power Revolution – a series of peaceful mass demonstrations that ousted the dictator Ferdinand Marcos. President Benigno “Noynoy” Aquino III – the son of the president who replaced the dictator – led the commemoration. He asked Filipinos to remember the atrocities of the authoritarian regime and the gains of democracy restored by his mother. He reminded the country of the torture, murder and disappearance of scores of activists whose families still await compensation from the Human Rights Victims’ Claims Board. -

6 A Dirty Affair Political Melodramas of Democratization Ferdinand Marcos was ousted from the presidency and exiled to Hawaii in late February 1986,Confidential during a four-day Property event of Universitycalled the “peopleof California power” Press revolution. The event was not, as the name might suggest, an armed uprising. It was, instead, a peaceful assembly of thousands of civilians who sought to protect the leaders of an aborted military coup from reprisal by***** the autocratic state. Many of those who gathered also sought to pressure Marcos into stepping down for stealing the presi- dential election held in December,Not for Reproduction not to mention or Distribution other atrocities he had commit- ted in the previous two decades. Lino Brocka had every reason to be optimistic about the country’s future after the dictatorship. The filmmaker campaigned for the newly installed leader, Cora- zon “Cory” Aquino, the widow of slain opposition leader Ninoy Aquino. Despite Brocka’s reluctance to serve in government, President Aquino appointed him to the commission tasked with drafting a new constitution. Unfortunately, the expe- rience left him disillusioned with realpolitik and the new government. He later recounted that his fellow delegates “really diluted” the policies relating to agrarian reform. He also spoke bitterly of colleagues “connected with multinationals” who backed provisions inimical to what he called “economic democracy.”1 Brocka quit the commission within four months. His most significant achievement was intro- ducing the phrase “freedom of expression” into the constitution’s bill of rights and thereby extending free speech protections to the arts. Gatmaytan Abstract: Massive peaceful demonstrations ended the authoritarian regime of Ferdinand Marcos in the Philippines twenty years ago. The “people power” uprising was called a democratic revolution and inspired hopes that it would lead to the consolidation of democracy in the Philippines. When popular uprisings were later used to remove or threaten other leaders, people power was criticized as an assault on democratic institutions and was interpreted as a sign of the political immaturity of Filipinos. The literature on people power is presently marked by disagreement as to whether all popular uprisings should be considered part of the people power tradition. -

An Exploratory Study on the Dominion of American English in the Oldest University in Asia
RESEARCH PAPERS DE-HEGEMONIZING THE HEGEMONIZED: AN EXPLORATORY STUDY ON THE DOMINION OF AMERICAN ENGLISH IN THE OLDEST UNIVERSITY IN ASIA By ALEJANDRO S. BERNARDO University of Santo Tomas, Manila, Philippines. ABSTRACT Because it has been established that there is a local variety of English born in the Philippines, there are crucial debates specifically on what pedagogical standard must be used in teaching English in Philippine schools. In spite of the growing number of researches on Philippine English (PE) and the publication of its own dictionary, it appears that a considerable number of educators, language learners, non-educators, and professionals still deem that the so-called 'Standard English' variety also known as 'ENL' (English as a Native Language) (Kirkpatrick, 2007), and 'inner circle' variety (Erling, 2005) is “innately superior to ESL and EFL varieties and that it therefore, represents a good model for English for people in ESL and EFL contexts to follow” (Kirkpatrick, 2007, p. 28). This study therefore explores the prevailing perceptions of college students and language instructors in the oldest university in the Philippines and in Asia toward the two main varieties of English that thrive in the country – American English (AE) and Philippine English (PE) as well as their motives for learning and teaching the English language. This study shows that a majority of the student and teacher respondents have similar reasons why English is taught and studied in the Philippines and that between AE and PE, AE remains as “the” privileged English variety. This paper also examines more specific contentious issues on (i) the language learners' motives for learning English (ii) reasons why Filipino language teachers and learners privilege AE; and (iii) the Filipino learners and teachers' prevailing unreceptive attitudes towards PE. -

Towards a Proposed Collaboration System of Selected Learning Resource Centers in the Education and Training Units of the AFP-DND Nolie G. Enem, PhD Benguet State University Abstract. This study aimed to propose an inter-institutional library collaboration of selected learning resource centers (LRCs) in the three education and training units of the Armed Forces of the Philippines- Department of National Defense. It studied the faculty and students‟ perceptions on 1) the level of provision, and 2) the level of satisfaction, in relation to collection, personnel, financial support, services and use, physical facilities, and technological advancement. Along these areas, the 3) significant relationship between the level of provision and level of satisfaction were also studied. The 4) significant differences in the areas of concern when respondents were grouped by institution were also studied. Respondents were chosen through purposive sampling. The descriptive statistics through utilizing questionnaires was interpreted through The Statistical Package for Social Science (SPSS) software, with the correlation determined through The Spearman Rank Order Correlation Coefficient and Two-Way Analysis of Variance (ANOVA). Background of the Study “The library is the temple of learning, and learning has liberated more people than all the wars in history.” Carl T. Rowan (OSSS, 2011) Learning Resource Centers or simply Libraries are institutions that support education and trainings of students (cadets, enlisted men, officers and civilians) and members of the faculty towards the accomplishment of a common goal. They play a very vital role in the educational institution in supporting the curricular offerings, mission, vision, goals, and objectives. Libraries around the globe are exerting their efforts to show to their constituents and to other business enterprises that they form part of the society through sharing the information needed by its people in building and re-building the nation‟s economic condition, security and welfare. -

PUBLIC LIVES February 27, 2011 Randy David People power the day after Edsa I had two crucial moments. The first showed the people in the streets asserting themselves as a sovereign political force. The second belonged to the lawyers who worked behind the scenes to draft a new political order. The people authored the series of protest actions that successfully drove away the dictator Ferdinand Marcos. But it was the lawyers who formulated the framework that justified Cory Aquino’s assumption of the presidency on February 25, 1986. Cory took her oath not on the basis of the snap election that pitted her against Marcos. On the contrary, it was Marcos whom a captive legislature officially proclaimed winner in that election. Cory drew her authority rather from the mandate she believed the Filipino people directly gave to her at Edsa. Not everyone can make such a claim, and expect to be believed. Cory did and was believed. Was it the Cory magic at work? Or was it the effect of the people’s quest for freedom, which she symbolized with great virtuosity? No one really knows. Founding moments are the least understood in politics. As expected, as soon as the dust settled, loyalists of the deposed regime found their voices and questioned the constitutionality of what had just happened. But like the military who attempted to rule with Cory, the remnants of the old order found themselves pathetically reduced to a noisy minority. Cory’s legitimacy remained secure, needing no document to validate the authority she wielded. Of course, Edsa was extra-constitutional, because as the political philosopher Hannah Arendt once put it, the nature of every beginning “is to carry in itself an element of complete arbitrariness.” One of the first acts of Cory as president was to junk the 1973 Constitution, calling it a document of the dictatorship. -
