Pregled Europskih I Međunarodnih Aktivnosti Hrvatskoga Sabora U PRILOG 4 Europske i meĊunarodne aktivnosti Hrvatskog sabora Sudjelovanje zastupnika Hrvatskog sabora u meĎunarodnim odnosima jedna je od vaţnih uloga parlamenta. Svojim meĎunarodnim djelovanjem, Hrvatski sabor ţeli doprinijeti meĎunarodnoj suradnji Republike Hrvatske s drugim drţavama i meĎunarodnim organizacijama te jačati svoj meĎunarodni ugled i značenje. Parlamentarna dimenzija meĎunarodne suradnje značajno je evoluirala. Na razini Europske unije, iako su već Lisabonskim ugovorom dobili nove ovlasti, nacionalni parlamenti jačaju meĎusobnu suradnju kao i suradnju s Europskim parlamentom te traţe načine kako nacionalnim parlamentima dati još značajniju ulogu te kako Uniju pribliţiti graĎanima. Ulaskom u članstvo NATO-a, a posebice ulaskom u članstvo Europske unije, pojačano je sudjelovanje hrvatskih zastupnika na meĎuparlamentarnim sastancima. Promijenila se i ojačala uloga zastupnika i u drugim meĎuparlamentarnim skupštinama jer sad predstavljaju parlament drţave članice EU-a pa, osim nacionalnih interesa, predstavljaju i vrijednosti na kojima je utemeljena Europska unija. Intenziviran je i rad naših zastupnika u parlamentarnim skupštinama meĎunarodnih organizacija (Vijeće Europe, NATO, OESS), a parlamentarci suraĎuju i kroz regionalne organizacije (parlamentarne skupštine Unije za Mediteran i Procesa suradnje u Jugoistočnoj Europi, Parlamentarna skupština Mediterana, parlamentarna dimenzija Srednjoeuropske inicijative, Jadransko-jonska inicijativa i ), te prate i provedbu regionalnih strategija Europske unije za Jadransko-jonsku regiju i za Dunavsku regiju. Na sastancima se zastupnici detaljnije informiraju, raspravljaju, razmjenjuju mišljenja s kolegama iz drugih nacionalnih parlamenata, Europskog parlamenta i predstavnicima drugih institucija te ekspertima o najširem dijapazonu tema koje obuhvaćaju mir i stabilnost, razvoj demokracije, zaštitu ljudskih i manjinskih prava, zaštitu neovisnosti medija, gospodarsku krizu, klimatske promjene, odrţivi razvoj, stvaranje jedinstvenog europskog digitalnog trţišta, zaštitu osobnih podataka, energetsku politiku, migracije i druge aktualne europske i meĎunarodne teme. Zastupnici Hrvatskog sabora aktivno i konstruktivno doprinose raspravama što je i prepoznato u okviru meĎuparlamentarnih skupština, pa su neki od njih, zahvaljujući svom zalaganju, odabrani za potpredsjednike parlamentarnih skupština, predsjednike pojedinih odbora, izvjestitelje za neke vaţne aktualne teme ili za članove uţih ekspertnih timova. Hrvatski sabor kao i drugi nacionalni parlamenti aktivno sudjeluje u meĎunarodnim odnosima, ne samo kroz meĎuparlamentarnu suradnju i parlamentarnu diplomaciju nego i ratifikacijom meĎunarodnih ugovora, te se nastoji uključiti već i u ranijoj fazi prateći pregovore o vaţnim sporazumima koje planira sklopiti Europska unija, poput primjerice TTIP- a (Transatlantsko trgovinsko i investicijsko partnerstvo). Hrvatski sabor je takoĎer organizirao više tematskih sjednica, okruglih stolova i konferencija o raznim temama vezanima za europske politike i inicijative Europske komisije 1 kao i o korištenju europskih fondova, nastojeći u što većoj mjeri uključivati i civilno društvo, akademsku zajednicu i druge dionike. Razmjene mišljenja česte su s hrvatskim i drugim zastupnicima u Europskom parlamentu, izaslanstvima pri savjetodavnim tijelima Europske unije - Europskom gospodarskom i socijalnom odboru, Odboru regija. Zastupnici su u više navrata imali priliku razgovarati s članovima Europske komisije, Suda Europske unije i drugim visokim europskim duţnosnicima. Značajnu ulogu imaju i meĎuparlamentarne skupine prijateljstva koje potiču bolje meĎusobno poznavanje zastupnika, a razmjenom susreta izaslanstava, doprinose razmjeni iskustava i mišljenja o brojnim temama od obostranog interesa, ali i potiču gospodarsku suradnju kao i razvoj odnosa u znanosti i kulturi. Svojim aktivnostima, zastupnici Hrvatskog sabora doprinose i promicanju parlamentarne demokracije, sudjelujući u promatranju izbora i pripremajući izvješća i preporuke koja potiču razvitak najviših demokratskih standarda, posebno u okviru Parlamentarnih skupština OESS-a i Vijeća Europe. Hrvatski sabor takoĎer kroz susrete s parlamentarcima drţava kandidatkinja za članstvo u NATO-u ili EU-u iz naše regije, ali i s parlamentarcima drţava iz Istočnog partnerstva i Juţnog susjedstva, prenosi hrvatska pretpristupna iskustva kao i iskustva koja smo stekli u prve dvije godine članstva. Hrvatski sabor informira širu javnost o meĎunarodnim i europskim aktivnostima Hrvatskog sabora redovnim priopćenjima, a od jeseni 2014. na mreţnim stranicama su dostupna i dva biltena: Bilten o europskim poslovima Hrvatskog sabora i Bilten o meĎunarodnim aktivnostima Hrvatskog sabora koje jednom mjesečno daju pregled aktivnosti Hrvatskog sabora. Predsjednik Hrvatskog sabora Josip Leko vrlo često se susreće i razgovara o bilateralnim, regionalnim, europskim ili globalnim temama s kolegama predsjednicima ili zastupnicima parlamenata europskog kontinenta ali i s drugim, vaneuropskim parlamentarcima, s kojima takoĎer treba graditi i jačati političke i gospodarske odnose, pri čemu članstvo u Europskoj uniji predstavlja značajnu prednost. Poseban naglasak u svojim susretima predsjednik Hrvatskog sabora stavlja na razvoj gospodarskih odnosa i poticanje investicija, a kad god je moguće u izaslanstva uključuje predstavnike hrvatskog gospodarstva. Prilikom posjeta stranih izaslanstava koja uključuju gospodarstvenike, potiče organizaciju foruma i druge vrste kontakata s hrvatskim gospodarstvenicima, kao što je bilo tijekom posjeta većih izaslanstava iz SAD-a i Kine. Hrvatski gospodarstvenici su ocijenili dobrim i korisnim sudjelovanje u okviru sluţbenih posjeta te im je to otvorilo vrata za konkretnu suradnju s gospodarskim institucijama i gospodarstvenicima tih zemalja. Neki od njih su izvijestili i o uspostavi konkretne poslovne suradnje. Predsjednik Leko aktivno je sudjelovao na redovnim konferencijama predsjednika parlamenata u okviru Europske Unije, Parlamentarne skupštine Vijeća Europe, Parlamentarne skupštine Unije za Mediteran, novoosnovane Parlamentarne skupštine Procesa suradnje u Jugoistočnoj Europi (SEECP), Jadransko-jonske inicijative i drugih, a uskoro će sudjelovati i na 4. svjetskoj konferenciji predsjednika parlamenta u okviru Interparlamentarne unije u New Yorku. Takve konferencije su i odlična prilika za kraće 2 bilateralne sastanke s kolegama predsjednicima parlamenata, posebno onima koje nema prigode često susretati. Uz predsjednike i druge duţnosnike parlamenata, predsjednik Hrvatskog sabora se susretao i s brojnim drugim čelnicima drţava i meĎunarodnih organizacija. TakoĎer je prisustvovao brojnim vaţnim dogaĎajima, poput svečanosti prigodom podizanja hrvatske zastave ispred Europskog parlamenta u Strasbourgu 1. srpnja 2013. ili svečanoj sjednici povodom 5. obljetnice članstva Republike Hrvatske u NATO-u odrţanoj u Hrvatskom saboru. 3 PRILOG 5 Europske i meĊunarodne aktivnosti predsjednika Hrvatskog sabora JOSIPA LEKE (rujan 2012. - srpanj 2015.) The air is invigorating. A source bubbles from a fountain in the monastery courtyard and runs in a stream down the valley past orchards and cultivated fields. Monks in the old days knew where to site their monasteries, in the most fertile and beautiful spots, protected by nature, places where the communities could be self- sufficient and independent. The fundamental anomaly of the Serbian Orthodox Church in Kosovo, long before the country declared independence from Serbia, is that its heartland, its pride and inspiration, flourished in a region where Serbs have for centuries been a minority. Kosovo Albanians have always populated this region: mostly as shepherds and farmers. Before the Ottoman invasion converted the majority to Islam, the people practiced Catholicism and their own form of Christianity with pagan elements.

    DUST BOOK TWO PART FOUR BY THE WATERS OF THE BOSPORUS 'Change happens when those who do not usually speak are heard by those who do not usually listen' BLEAK MOUNTAIN Kahlenberg is the last peak of a chain of mountains, the Alps, that stretches westwards across Austria, Switzerland to France. It overlooks Vienna and beyond to the Puszta, the Hungarian Plain. Kahl means bleak. In 1683, troops from several European nations, and led by the Polish general Jan Sobieski, gathered on top of this bleak hill. They planned to rout the Ottoman army which was besieging the city, and drive the Muslim invaders across the plains of Eastern Europe back to Turkey. As Sobieski’s troops prepared for battle, they would have surveyed with terror the imposing Ottoman army, then considered invincible, camped on the slopes below. The result of that battle signified a decisive demarcation that separated Christian Europe from the Muslim world. To commemorate this momentous victory an awe- inspiring monument might have been appropriate: a cathedral or a gigantic cross to ward off any future attacks by the enemy. However, the modesty of the church built in gratitude by the municipality of Vienna, and dedicated to Sobieski and his troops, 1 suggests a different understanding of history: an awareness of the vulnerability of nations, the frailty of borders, and the ebb and flow of imperial fortunes. Like the Romans over a thousand years earlier, the Ottomans recognized the strategic value of the city’s position on Europe’s biggest river. The Ottomans reckoned on taking the rest of Europe easily, once they had seized this significant outpost of the Roman Empire, and then attempted to take the city on several occasions.

Ces réformes visaient notamment la création d’instances de réglementation des médias et la transformation du secteur de la radiodiffusion, qui s’avérait problématique en raison de la présence de médias relayant des discours incitant leur auditoire à la haine ethnique ou religieuse. Ces initiatives en matière de réglementation des médias et de réforme du secteur de la radiodiffusion ont nécessité des investissements considérables. Elles ont aussi généré des débats animés, qui ont révélé des divergences importantes entre les différents acteurs impliqués dans ces processus de réforme. En Bosnie, par exemple, l’élaboration de la loi relative au système de radiodiffusion publique a provoqué des échanges acrimonieux entre les responsables du Bureau du Haut Représentant et l’ambassade américaine. Au Kosovo, les initiatives de réglementation de la presse kosovare menées par l’OSCE et l’ONU ont été vivement critiquées par des ONG de défense de la presse qui les associaient à de la censure.
