The PABSEC was represented by Mr. Asaf Hajiyev, Head of the PABSEC Azerbaijani Delegation, Mr. Shaidtin Aliyev, Chairman of the PABSEC Cultural, Educational and Social Affairs Committee and the PABSEC Secretary General. The Meeting was chaired by Mr. Vilayat Guliyev, the BSEC Chairman-in-Office, Minister of Foreign Affairs of the Republic of Azerbaijan. He informed the Meeting on the decisions adopted by the Council at in camera consultations prior to the 9th meeting of the Council which took decision on all debatable issues. He also informed that Azerbaijan will assume the next six months’ term Chairmanship in the BSEC. The Ministers and the Heads of the delegations marked the importance of the day due to the inauguration of the President of the Republic of Azerbaijan and congratulated the whole Azerbaijani people with the event. In the general statements they noted the determination towards further enhancement of the scope of the multilateral cooperation with a view of newly established Project Development Fund and strengthening the relations with the European Union within the context of the EU enlargement towards the Black Sea region. At the same time, all the speakers noted the constructive role of the Parliamentary Assembly in deepening cooperation in the region and the efforts by the Assembly and its President for expanding cooperation with other regional organizations and particularly with the European Parliament.

The air is invigorating. A source bubbles from a fountain in the monastery courtyard and runs in a stream down the valley past orchards and cultivated fields. Monks in the old days knew where to site their monasteries, in the most fertile and beautiful spots, protected by nature, places where the communities could be self- sufficient and independent. The fundamental anomaly of the Serbian Orthodox Church in Kosovo, long before the country declared independence from Serbia, is that its heartland, its pride and inspiration, flourished in a region where Serbs have for centuries been a minority. Kosovo Albanians have always populated this region: mostly as shepherds and farmers. Before the Ottoman invasion converted the majority to Islam, the people practiced Catholicism and their own form of Christianity with pagan elements.

    5th Warsaw Seminar on Human Rights Warsaw, 29 September – 1 October 2011 Warsaw 2011 1 Welcome Addresses Jacek Czaputowicz Director of the National School of Public Administration Excellencies, Ladies and Gentlemen, I have the honor and pleasure to open the Warsaw Seminar on Human Rights. Let me firstly welcome the Government agents, representatives of the Council of Europe, the European Court of Human Rights, the European Union, Organization for Security and Cooperation in Europe, representatives of non-governmental organizations, academics, scholars and other experts in the field of human rights. This is already the fifth Warsaw Seminar on Human Rights. This year it has a special character, as it also falls within the first Polish Presidency of the Council of the European Union. During the next two days you will have a unique possibility to exchange views on the most important issues related to the future reform of the Strasbourg system and its relation to the European Union system. The Seminar is divided into four thematic panels. First panel is devoted to national minorities in the light of the implications of the Lisbon Treaty. The aim of the panel is to undertake the discussion on further activities of the European Union pertaining to the national minorities issues. In the second panel, devoted to the rights of elderly persons, the keynote speech will be held by the special guest of the fifth Warsaw Seminar – the Commissioner for Human Rights of the Council of Europe, Mr. Thomas Hammarberg. I hope that this panel will constitute a promising point of departure for further debate on this issue at the European level, especially that on 14 September 2011 the European Parliament and the Council decided that the year 2012 will be European Year for Active Aging and Solidarity between Generations.
