A thesis submitted to The Faculty of Graduate Studies and Research in partial fulfillment of the requirements for the degree of Master of Art School of Linguistics and Applied Language Studies Carleton University Ottawa, Canada © 2007, Mojdeh Majidi Abstract We live in an increasingly interconnected world where the growing movements of ideas, goods, information, money and people across national boundaries and technological advancements have led to the urgent need to have a common secondary language to partake in the global community. This study intends to extend the literature on the idea of an Auxiliary Universal Language (AUL), to explore the features of an AUL, and to discuss the rationale and feasibility of language planning of an AUL. It is in addition my intention to try to find answers for how it can actually be planned through international planning. To explore the idea of an AUL and answer the research questions I used two resources. First, after re-examining the literature and extending the literature on Language Policy and Planning I present a tentative model for language planning of an AUL. Second, to strengthen the conclusions from the first resource I conducted two sets of interviews to find out how my research participants who were thirteen graduate students in School of Linguistics and Applied Language Studies at Carleton University could contribute to this exploratory study. ii Acknowledgments I would like to express my gratitude to all those who gave me the possibility to complete this thesis. Although “intercultural contacts are as old as humanity itself”, in the last two or three decades they have extended and increased to such an extent that we cannot imagine the world without these social, economic, and political interconnections (Hofstede, 2001, p. 423). And there is an increasing need and desire to be part of this network of interconnection and to be a member of the global community whether as an individual or as a collective, although this membership has a more material and economic aspect to it than a moral or spiritual one. As Tomlinson (1999) puts it, local life is increasingly tied up with “global structures, processes and events” in order to be part of the global economy (p. 25). In the last few decades we have witnessed the fact that the diverse range of human affairs has gained a global aspect so that different social, economic, and political issues tied to human life are not any longer individual or even national issues but global matters that need to be discussed in the global arenas. And of course technology and material advances, in particular communication technologies, have had a tremendous role in contributing and giving rise to global interconnection, and also in facilitating it in terms of providing both live and virtual communication in which geographical and political boundaries are blurred and further communication with people at the other side of the world is not any longer a dream. As Dunn (1995) puts it, “the technologies have brought once remote regions of the world into on-going daily contact, in effect dramatically contracting old conceptions of time and distance” (p. xi) so that politically defined geographical boundaries are becoming less important. 1 But the question is how can we actually participate in those interconnections? What can be the best means or tools to be able to go beyond our speech community and fulfill different communicative purposes both as an individual and as a collective with other individuals or collectives? The fact is that these “relations of power, trade, migration and cultural exchange” in which “all human groups on the globe engage”, or at least try to engage, are “necessarily embedded in language,” which is the most significant and frequently used means of communication among human beings (De Swaan, 2001, p. 177). But how many languages should or could we learn to fulfill our different communicative purposes? Can we learn all the world languages or at least those different languages that we need? Or should we spend an enormous amount of time and energy on transplanting information into almost 6912 languages in the world as last estimated in 2005 by Ethnologue, which is an encyclopedic reference work cataloging all of the world’s living languages? Even if we could, that would be very difficult and would imply investing a large amount of human and financial resources. Another option that has been suggested by many philosophers and linguists from the seventeenth century (e.g., Descartes 1629 and Montesquieu, 1728 as cited in Brown, 1991) to the present (e.g., Sapir, 1925; Lauwerys, 1946; Pei, 1968; Phillipson, 1992; Eco, 1995; Harrison, 2000; Meyjes, 2006) is that an Auxiliary Universal Language (AUL) could be adopted to solve the problem of language barriers, a common language that everyone in the world could learn as auxiliary or secondary to his or her mother tongue to be able to communicate with speakers of other languages. In fact, as argued in the literature, adoption of an AUL would be the solution to the problem of the language barrier facing every human being, in particular at the present time in human history. 2 But the question is what the features of an AUL are. Do we already have an AUL that has those features? If not, should we get one? And how can we do it? It was these concerns that initially encouraged me to dedicate my master’s thesis to exploring the idea of an AUL in which I made an attempt to answer two research questions: 1) what is an AUL and what is its main purpose? 2) What is the best possible method to adopt an AUL and implement it globally? And of course I have to mention that as a Bahá’í individual, long before doing my master’s thesis on exploring the idea of an AUL I read about the idea of an AUL as emphasized in The Kitab-i Aqdas, which is the holy book in the Bahá’í Faith, and other Bahá’í writings. And in fact, it was the Bahá’í writings on the idea of an AUL that first inspired me to begin this study.

There is a clear movement towards multilingual practices in the world, which is also evident in the title of UNESCO 2003 education position paper, “Education in a multilingual world.” Given the long-standing history of multilingual contexts of the Himalayan region and the emergence of the two major global economic power centers of 21st century, China and India, language policies and practices of the region have become a great matter of interests for linguists and policy makers around the world. This paper uses case studies to investigate how globalization influences language education policies and practices in multilingual countries. The case studies that we have drawn from the four nations of South East Asia – Afghanistan, China, India, and Nepal offer insights for other multilingual nations of the world, as they portray the influences of globalization on language policies and practices of multilingual countries. THOMAS CHRISTIANSEN UNIVERSITY OF SALENTO Abstract – English has become the most influential language for international discourse (Weber 1997; Graddol 2006) and it is tempting to foresee a largely monolingual future at the international level, where other languages become irrelevant. Such a simplistic view sees the adoption of English as something univer- sal and uniform with little room for variation, local identity, or other lingua francas. Data shows that other lingua francas are not inevitably in decline. Diverse languages – e.g. Chinese, Spanish, Arabic, Hindi, French – continue to be important regionally or in certain discourse contexts (Weber 1997; Ostler 2010; Ro- nen et al. 2014) and on the internet. In this paper, we look at recent data from a variety of sources (Ronen et al. 2014; Olivié et al. 2015), in an attempt to examine the situation regarding languages and their influences in the world today. In particular, we will attempt to take into account the fact that much language distribution is today no longer tied in with territorial dimensions. New media such as the internet, as well as mass migra- tion between countries, have made it less easy to identify specific languages with precise geographical areas. Furthermore, although the world is increasingly globalised, significant regional divisions still exist in the use of media (especially in the case of China) making it difficult at present to make direct comparisons about language use.

    A Brief Introduction to Constructed Languages An essay by Laurier Rochon Piet Zwart Institute : June 2011 3750 words Abstract The aim of this essay will be to provide a general overview of what is considered a "constructed language" (also called conlang, formalized language or artificial language) and explore some similarities, differences and specific properties that set these languages apart from natural languages. This essay is not meant to be an exhaustive repertoire of all existing conlangs, nor should it be used as reference material to explain or dissect them. Rather, my intent is to explore and distill meaning from particular conlangs subjectively chosen for their proximity to my personal research practice based on empirical findings I could infer from their observation and brief use. I will not tackle the task of interpreting the various qualities and discrepancies of conlangs within this short study, as it would surely consist of an endeavour of its own. It should also be noted that the varying quality of documentation available for conlangs makes it difficult to find either peer-reviewed works or independent writings on these subjects. As a quick example, many artistic languages are conceived and solely used by the author himself/herself. This person is obviously the only one able to make sense of it. This short study will not focus on artlangs, but one would understand the challenge in analyzing such a creation: straying away from the beaten path affords an interesting quality to the work, but also renders difficult a precise analytical study of it. In many ways, I have realized that people involved in constructing languages are generally engaging in a fringe activity which typically does not gather much attention - understandably so, given the supremacy of natural languages in our world.

The Esperanto movement emerged in the global arena in the late nineteenth century as a response to inequalities in the nation-state field. In the course of several decades, the movement established a new global field based on the logic of equal communication through Esperanto and on the accumulation of cultural capital. While the field gained autonomy from the nation-state field, it has not been recognized as its equal. Persons endowed with cultural capital but lacking political and economic capital have been particularly drawn to Esperanto. Ironically, while attempting to overcome established unfair distinctions based on differential accumulation of political and economic capital, the Esperanto movement creates and maintains new distinctions and inequalities based on cultural capital accumulation.     Chapter 3 The Universal Language 1. Leibniz did not initially conceive of his characteristic as an algebra or calculus— doubtless because he was still “a novice in mathematics”1—but rather as a universal language or writing. This, in fact, is the first application he makes of his logical invention in On the Art of Combinations.2 It was no doubt suggested to him by various contemporary projects for a universal or international language, which he enumerates following Caspar Schott. One of these projects was conceived by an anonymous Spaniard (also cited by Kenelm Digby3) who had been in Rome in 1653. He had organized “things” (or concepts) into several classes and had numbered the classes and the concepts in each of them. He then designated each concept by the number of its class and its number in that class. It is interesting to note that he was obliged to add to this two-digit number certain signs that would replace grammatical inflections and serve as a syntax (just as Leibniz was obliged to employ articles and prepositions in his attempt at a geometrical characteristic4); this shows that he had not analyzed the relations of concepts and did not know how to translate them into symbols. Another attempt at a universal language was made by Johann Joachim Becher, a physician from Mainz.5 He had simply numbered (in alphabetical order) all the words in a Latin dictionary and created dictionaries in different languages in which the words were arranged according to the order of their numbers. In this way he established a correspondence between the vocabularies of different languages, so that a text written in numbers could be read and translated at will into any language by means of the corresponding lexicon.6 Finally, the third attempt Leibniz cites is that of Athanasius Kircher7 who had already had the idea of employing the art of combinations in his plan, though (as we shall see) in a far cruder fashion.

    EMANUEL KULCZYCKI EDWARD SAPIR’S VIEW ABOUT INTERNATIONAL AUXILIARY LANGUAGE Introduction The search for common attributes of all languages is connected with the search for characteristics which differentiate languages. If some attributes cannot be found in every language, what is cause of this situation? Is it linked up with the origin of language or with users of the language? People inquire about such matters because the multiplicity of natural languages generates incomprehension and handicaps human communication. The minimum number of languages in the world has been set at 4,000 and the maximum at 8,000. In spite of this people can communicate over communication’s barriers which are generated by the multiplicity of mother-languages. But that diversity worries and disturbs. A Danish linguist Otto Jespersen wrote: „An American may travel from Boston to San Francisco without hearing more than one language. But if he were to traverse the same distance on this side of the Atlantic, he would have a totally different story to tell (…) he would then hear perhaps Norwegian, Swedish, Danish, German, Czecho-Slovakian, Hungarian, Rumanian, Bulgarian, Turkish, Greek, and then in Egypt Arabic and a little English (…) He would not have heard of the languages spoken in Europe. Throughout history, numerous languages seriously impeeded the development of relations between people. People have searched ways for getting out of this problem. As a result, the idea of creating a universal world language has occurred. Universal world language refers to a language which can be easily understood by all individuals of different nations. As a way of solving this problem, linguists have proposed to create a substituting constructed language. The most common constructed language is Esperanto. This language posses simple phonetic, grammatical, lexical structure. The language created by Zamenhof can be studied and remembered easily. According to historical facts, Esperantists (Esperanto-language speakers) established a country called Amikejo. They even celebrate The World Esperanto Day as a holiday once a year. Le terme "image" est utilisé ici dans le sens de la communication au sujet de la langue par les représentants des organisations espérantistes. Afin de dessiner les contours de l'image, l'étude s'appuie sur des dates-clés de l'histoire du mouvement espérantiste, ayant marqué des choix idéologiques importants. Des conclusion et recommandations sont proposées en vue de l'élaboration d'une stratégie de communication positive et efficace. L'objectif plus large de l'étude est de proposer que l'image de l'espéranto soit étudiée dans la perspective d'une politique de communication au sujet de la langue pouvant accompagner une politique linguistique la concernant.
