Welcome

On behalf of LEN, I welcome you to the 2021 edition of the Women’s European Junior Championship in Sibenik (CRO). We are very happy to come to and in this beautiful city for the chance to see the best young women water polo national teams in compete for the title of Continental Champion. This is one of the age group water polo Events hosted here in Croatia and it is always a great pleasure to come back here. We are always grateful to the Croatian Water Polo Federation for their activity and contribution to European Water Polo and we look forward to seeing these players and teams demonstrate their skills and capacities as they play and improve in their quest for the goal of excellence. The global pandemic has affected the sport life of many of these athletes but the possibility to see them competing represents an important message with many positive social repercussions. We hope therefore to also see spectators back to the pool supporting all participating nations in the exciting matches ahead of us. I take the opportunity to thank the organising committee and all those involved in the organisation for their hard work and among them the sponsors of the event who are so important in making it a success. We again express our gratitude to the Croatian Water Polo Federation for their support and constant collaboration with LEN. And we also thank the local authorities for their contribution for making this event possible.

Dear tournament participants, dear guests,

Welcome to Croatia, welcome to Sibenik – the city that has the pleasure to host the best women’s junior water polo teams in Europe from 21 to 29 August 2021. Water polo has deep connections with the city of Sibenik and it’s citizens. I am certain that almost everyone has, at least once, been to the legendary Crnica pool and watched the match in the “foaming water”. This is also why we have, in the past years, hosted numerous water polo events. However, I am especially happy that we can, for the first time now, host a top-level women’s competition! Our city has offered the world numerous sporting legends so I hope this European Championships will ‘shine the light’ on some new future legends that will set the scene of world’s women water polo in the years to come.

First, I take this opportunity to thank the LEN for their decision to award the organization to the Croatian Water Polo Federation. It is very challenging to host such an event in these worldwide extraordinary circumstances. However, I believe that we can, all together, succeed and offer Europe an excellent display of women’s water polo – in a safe and protected environment for all tournament participants. Croatia has hosted numerous big water polo events so you can be sure that all the people involved in the organization are fully committed to doing their best. It is with great pleasure that I can welcome you to Sibenik, Croatia on the LEN Women’s European Junior Water Polo Championships. Croatia is a country of great sporting successes. However, we feel special attachment to the generations to come. This is why we were very happy to get the chance to, for the first time, host the European Championships for women. I am certain that Crnica pool and Sibenik will leave you with sweet memories. I am also sure that our organizing committee will do everything to meet the high sanitary and health standards in order to ensure the safe competition for all the participants. City of Šibenik

Šibenik is situated in the central part of the Croatian Adriatic Coast, in the picturesque and indented bay where the River, one of the 360° panorama most beautiful karst rivers in Croatia enters the sea. Today Šibenik, view of the city with 46,332 inhabitants, is the administrative, political, economic and socio-cultural center of the Šibenik- County. Šibenik and Knin County has 242 islands, islets and above-sea reefs. The most numerous group of islands are the , which are distinguished by their remarkable beauty known throughout the world. The Šibenik region is characterized by a Mediterranean climate with hot summers and dry and mild winters. In most parts of the Šibenik region, the most common winds are the -bura and the sirocco-jugo, and along the coastal belt there is even the refreshing onshore mistral-maestral. Šibenik is famous for its cultural and historical sights and natural beauties, and boasts two monuments under the protection of UNESCO, the Cathedral of St. James and the St. Nicholas' fortress as well as the two national parks, Krka and Kornati. There are even three fortresses in the city: St. Michael's, Barone, St. John's and St. Nicholas' on the seaside with a beautiful view over the St. Anthony's Channel and the city of Šibenik.

Competition Venue

Crnica Pool Complex was first built in 1960 but was entirely renovated and upgraded in 2004 to meet the highest standards for aquatic sports and consists of:

• 33 meters indoor pool, 400 people capacity – to be used as a training and warm-up pool; • 50 meters outdoor pool, 1500 people capacity – to be used as a match pool. The venue was previously host to the LEN Champions League and the LEN Euro Cup matches as well as the FINA Water Polo World League Tournament in 2006 and the FINA Men’s World Junior Water Polo Championships in 2009.

COVID-19 Protocol General information

The LEN Women’s European Junior Water Polo Championships shall be organized in accordance with the LEN Sanitary Guidelines (hereinafter Guidelines) and local Health Authority Regulations in a “bubble” concept. The aim of this protocol is minimising the risk of infection and spread of the virus and creating a protected environment for all the participants at all competition venues, accommodation facilities and transport vehicles. To large extent, the cooperation of the teams, their athletes, officials, technical staff, the venue staff, and all those involved in the event is crucial for the successful staging of the Competition. All regulations set in this document must be strictly accepted. Non-compliance can result in serious consequences and disciplinary measures according to the LEN regulation. Considering the overall situation with the COVID-19 virus, this protocol may be revised and adapted at any time prior and during the Competition. The Organizer will keep you updated about the local COVID-19 rules and recommendations before and during your stay in Croatia. All information about special requirements for crossing state border of Croatia can be found here https://www.koronavirus.hr/recommendations-and- instructions-for-crossing-the-state-border/736 Each team must appoint COVID Officer (TCO) who will be present on site and who will ensure that all the medical and sanitary requirements are fulfilled and will liaise with the Organizer and local testing facility. All participants are advised to get a health and travel insurance policy covering the risk of COVID- 19 during their stay in Croatia. Teams are not allowed to stay on the pool to watch other matches. Exceptions are team’s video analyst and a head coach. Accreditation and zoning system will be implemented in order to reduce the interaction between participants. Testing procedure

Negative PCR test conducted 48 hours before arrival in Croatia is required. Test results should be sent to the LEN Office at [email protected] and Organizer at [email protected].

Upon arrival to the venue, the Organizer will conduct both PCR and Antigen (rapid) test. Only with a negative Antigen test upon arrival, participant shall enter the “bubble” and, therefore, receive accreditation card and be able to check in to the hotel.

Until receiving PCR test result, participants must stay isolated in their rooms and avoid any contact. Meals and training session, in this case, shall be organized separately.

Only with a negative PCR test results, participant will be allowed to enter the competition. Antigen (rapid) tests will be conducted regularly during the Competition. Detailed schedule will be available upon arrival.

Positive case procedure

Should a participant notice symptom of COVID-19, he/she shall immediately report this to the team’s COVID Officer (TCO) and the Organizer. In case of a positive COVID-19 case during the Competition, this person shall be immediately quarantined as per local health regulations. LEN Medical Delegate and local health authorities shall identify and notify close contacts. PCR test will be repeated on two occasions on the COVID positive participant to rule out the option of “false positivity”. Should both repeated PCR tests turn out to be negative, participant shall be released from the isolation and allowed to continue the Competition. Should the results be positive again, participant shall continue quarantine. Close contacts of the COVID positive participant will be isolated according to the local health regulations.

Financial liability

Each participating federation is financially responsible for the testing prior to arrival (PCR not older than 48 hours when entering). In the event of a COVID positive case all costs related to the quarantine of participant as per local health regulations (full board accommodation, testing procedures, etc.) are the sole responsibility of the respective national federation. In case of a minor, this person must also be accompanied by an adult during the whole quarantine period.

PCR and/or Antigen (rapid) tests can be organized for participants prior to departure. Prices are:

Information desk

Information desk will be operating at the hotel reception for all inquiries regarding the Competition. Any request for change or cancellation of training session, transportation or meal must be communicated at least one day in advance.

Visa procedure

For any inquiry and assistance related to visa and entry requirements for Croatia, please contact the Organizer as soon as possible.

Accreditations

Accreditation and zoning system will be implemented in order to streamline the movement and to reduce the interaction between participants. All participants are required to carry accreditation cards at all competition venues and to present it, if necessary, at the venue checkpoints.

Please make sure to submit your team’s details (including picture of all members) through Online Accreditation system not later than 15 August. More information will follow.

Technical Meeting

Technical meeting shall take place on Friday, 20 August at 19:00hrs in the Hotel Meeting Room.

All participants may be required to do the doping control test that will be conducted by the Croatian Institute of Public Health (HZJZ). In order to facilitate the doping control tests, teams will be asked to submit their accreditation cards to the jury table prior to the match.

Data processing consent

All participants will be required to give written consent to testing and processing of personal data in regard to COVID-19 procedures. This consent must be signed by parents for all minors. More information will follow.
